Item Description Exhibit 1D--Minimum Tablet Specifications for Tablet D - Basic Semi-Rugged Tablet or Convertible PC

The technical evaluation will be accomplished in two phases: Phase 1 - Written Proposal Technical Evaluation and Phase 2 - Testing of Samples.

Phase 1 – Written Proposal Technical Evaluation

The technical evaluation board will evaluate the offerors’ written proposals in accordance with the Phase 1 Evaluation Criteria to determine technical acceptance. All CLINS (I,e. tablets and accessories) will be evaluated in Phase 1 based on written documentation.

Offerors shall provide supporting documentation (e.g. Drop Test and Moisture Intrusion) for the proposed solution (i.e. tablets and accessories) with the written proposal.

The three offerors whose proposals are identified as being the lowest priced, technically acceptable will move to Phase 2.

Phase 2 – Testing of Samples

The three lowest priced, technically acceptable offerors shall provide 3 sample tablets for each of the tablets proposed (3ea. CLIN 0001 - Full Featured Rugged Tablet, 3 ea. CLIN 0010 - Standard Rugged Tablet, 3 ea. CLIN 0019 - Basic Durable Tablet, 3 ea. CLIN 0025 - Compact Basic Durable Tablet) to be evaluated in accordance with Phase 2 Evaluation Criteria. (Vendors shall be prepared to ship 3 sample tablets via expedited shipping (e.g. FedEx - Overnight) when notified by the Contracting Officer that their products are to be evaluated in Phase 2.)

If a tablet requires an accessory to fulfill the technical requirements for the respective tablet CLIN, then that accessory is essentially a part of the tablet and therefore must be provided for Phase 2 evaluation. For example, if a docking station is required to achieve CLIN Specification 5.1 - Wired network Capability, then the docking station shall be provided with the tablet for Phase 2 testing.

Lastly, integrated RFID readers, barcode scanners, cameras and CAC readers (as required by tablet specification set forth in each CLIN) integrated within the tablet case are NOT considered accessories, and shall be required for Phase 2 testing.

When a specific brand and model of tablet is part of multiple offers from the same offeror, the offeror may provide only 3 of each tablet brand (i.e. One test set). The offeror must communicate clearly to the contracting officer (e.g. by using specific tablet part or batch number) the alignment of: (a) offers submitted, (b) tablet provided and (c) tablet requirement (i.e. Tab A, B, C or D) to ensure the appropriate test criteria are applied if and when invited to participate in Phase 2 (Testing of Samples).

Alternatively, if a tablet manufacturer is providing a specific brand and model of tablet via multiple offerors, then the manufacturer will be required to provide only 3 of each tablet (i.e. one test set) provided each offeror individually confirms and accepts the responsibility for the manufacturer’s delivery of the tablets (timeliness and capability). The offeror (s) will provide such confirmation and acceptance of responsibility in writing to the contracting officer when responding to the invitation to participate in Phase 2.

Award will be made to the lowest priced, technically acceptable offeror whose proposed tablets meet all evaluation criteria.
