Proposals shall be prepared and submitted as follows:

The proposal cover page, table of contents pages, and separation pages between Sections will not be counted toward the page limitation. (4) TECHNICAL AND MANAGEMENT CAPABILITY (Corresponding Evaluation Factor - FACTOR 1):

Offerors shall be required to demonstrate Technical and Management Capability both orally and in writing. This evaluation will involve an oral presentation as described in Paragraph (b)(3)(D) and a written submission as described in Paragraph (b)(3)(E) of this provision. The written submission will be incorporated into the contract.
(b) Format, Organization, and Content
(1) Format
(A) Each volume must contain sufficient information to permit a detailed evaluation. Data previously submitted, if any, will not be used in the evaluation of your response to this Request for Proposal. Previously submitted data shall not therefore be included in your proposal “by reference.”
(B) All pages shall be prepared using Times New Roman 12-point font, with the exception of tables, charts, graphs, and spreadsheets which shall be prepared using no smaller than Times New Roman 9-point font.
Additionally, all pages shall be prepared using single spacing, single-sided, 8 ½” x11”sized paper. For charts only, fold-outs using 11” X 17” sized paper are allowed and shall be counted as one page. Offerors should assume the
Government evaluators will be reviewing all submittals in a black and white format; therefore, offerors are responsible for ensuring the legibility of all tables, charts, etc., when printed/copied using black and white printers/copiers.
(C) No cost or pricing information shall be included in the technical proposal. Offers which do not present sufficient information to permit complete technical evaluation by the Government may be rejected. If proposal submissions contain assumptions and exceptions, the Government reserves the right to reject the proposal at its discretion.
(D) Proprietary data contained in the proposal shall be specifically identified.
(2) Organization
(A) The proposal shall be organized into the volumes, sections, and page limitations specified in L-
317(b)(3)(A).
(B) Pages shall be numbered consecutively within each section, showing volume, section, and page.
As an example, page 19 of Section B of Volume I would be numbered I-B-19.
(3) Content
(A) VOLUME I, WRITTEN CAPABILITY INFORMATION
(i) ) Section A, Relevant Organizational Experience: A maximum of thirty (30) pages are allowed for this section, however, the number of total pages allowed are determined by the number of Reference
Information Sheets submitted by the offeror. Offerors shall complete a separate Reference Information Sheet (RFP attachment 7) for each referenced contract identifying organizational experience similar to the requirements delineated in the SOW for the key areas of the SOW listed below. Where the contract reference is for a task order(s) under an IDIQ contract, offerors shall identify only the experience for the value of the task order(s) that are relevant to this procurement based on the key SOW areas listed below. Therefore, while offerors may identify multiple task orders under an IDIQ contract as one reference, offerors shall only claim the value of the entire IDIQ contract if all of the task orders issued under the IDIQ contract are relevant to this procurement based on the key SOW areas listed below. Offerors claiming multiple task orders under an IDIQ contract as one reference shall also provide a separate sheet (which will not count toward the page limitation) identifying the task order numbers and values for each task order. In accordance with the instructions provided in Block 15 of the Reference Information Sheet (Attachment 7), additional pages (one side of a printed page is one page) may be submitted as follows:
A maximum of two (2) additional pages to address shore installation experience.
No more than ten (10) total Reference Information Sheets may be submitted per proposal. Including additional pages, a total of thirty (30) pages may be submitted. The same contract may be used to address more than one key area of the SOW; however, offerors shall not provide a consolidated response for multiple key areas of the SOW and shall clearly format their proposal to separate the discussion for each key area of the SOW identified below. In evaluating the capability of each offeror for each key area of the SOW, the Government will consider only the text designated in that section for that particular key area of the SOW. Offerors shall address each of the key areas of the
SOW. The key areas of the SOW are listed below in descending order based on the anticipated amount of work to be performed under the prospective contract:

Offerors shall complete RFP Attachment 12 “Gate Review Matrix” to summarize the cumulative value of all referenced contracts/task orders. Only one Matrix shall be completed per offeror. The number of pages submitted shall correspond to the number of referenced contracts and/or task orders. The matrix will not count against the page limitation for this volume. No additional information shall be included in the Gate Review Matrix. Any edits of the document excluding the addition of rows for additional referenced contracts and/or task orders will not be evaluated.
Each prime contractor shall also submit the cover sheet from each letter of commitment with each proposed subcontractor. Each letter of commitment shall detail the teaming agreement between the prime contractor and each proposed subcontractor submitted as a reference, but only the signed cover sheet is required. The cover sheet(s) shall be signed by both parties, and shall provide the subcontract amount, the type of contract and the period of performance. The cover sheet(s) will not count against the page limitations for this volume.
If work other than shore C4ISR installation or other like shore electronic systems installation was also accomplished under the referenced contract, offerors shall not include the “other than” installation work in the dollar totals or claim it as relevant experience. The Government will validate the claims of installation work where determined to be necessary.
(ii) Section B, Organizational Past Performance: Past performance information shall be submitted in accordance with Provision L-325. The Government will evaluate the RFP Attachment 7, Reference
Information Sheet/past performance data for work performed after January 30, 2012, provided by offerors, and obtained from other sources against the criteria listed in Section M.
(iii) Section C, Extent of Participation of Small Business: All Prime offerors (Large AND
Small businesses) shall submit a completed RFP Attachment 8, Small Business Participation Data. Offerors will be evaluated on the extent of participation of small businesses in terms of the total acquisition value of this contract.
(See Provision M-307 for the minimum required ratio of Direct Labor to ODCs as it relates to the Minimum Gate criteria.) Small business primes are to include their own planned effort. In addition to RFP Attachment 8, each prime contractor (whether a small or large business) shall submit the cover sheet from each letter of commitment with each proposed small business subcontractor. The cover sheet(s) shall be signed by both parties, and shall provide the subcontract amount, and the amount of the subcontract allocated to Direct Labor Hours and ODCs.
Each letter of commitment shall detail the teaming agreement between the prime contractor and each proposed small business subcontractor, but only the signed cover sheet is required. The small business subcontracting plan, which is only required from large businesses, is a separate requirement and is in addition to the information required to evaluate this factor.
(B) VOLUME II, COST RELATED INFORMATION
(i) Section A, Ceiling Distribution Proposal: Offerors shall submit a completed RFP
Attachment 6, Ceiling Distribution Proposal. Attachment 6 shall be used by the offeror to annotate the distribution of ceiling amongst the prime and all subcontractors.
(ii) Section B, Accounting Systems Information: In order to be issued a cost-reimbursement contract, as required by FAR 16.301-3, contractors must have an accounting system adequate for determining costs applicable to the contract. Offerors are required to provide the report(s) for the prime and any subcontractors that will utilize CPFF, FPIF, CPIF, or Cost-reimbursement pricing showing the Government’s determination of the offeror’s accounting system adequacy. For subcontractors that prefer to submit accounting system information directly to the Government (rather than to the prime), information may be submitted to Sharla van Bramer at sharla.vanbramer@navy.mil by the closing date and time specified in block 9 of page 1 of this solicitation. If unavailable, other information pertinent to accounting system adequacy may be submitted. All subcontractors with an accounting system that has not been deemed adequate by the Government shall be proposed as a FFP proposal.
Any prime and/or subcontractors that will utilize CPFF, FPIF, CPIF, or Cost-reimbursement pricing, where the accounting system has not been deemed adequate by the Government for accumulating cost type contracts, may be considered only in the event the Government determines that discussions are in the Government's best interest and only for those offerors determined to be in the competitive range. At such time, should discussions be required, offerors will be afforded the opportunity to comply with existing instructions or be eliminated from further consideration.

(C) VOLUME III, OFFEROR INFORMATION
This volume provides for all other miscellaneous contractual items delineated above in this provision under L-
317(a)(3). Offers must communicate the offeror’s unconditional agreement to the terms and conditions in this RFP, including any attachments and documents incorporated by reference. The Government’s acceptance of an offer creates a binding contract between the Government and the offeror. Failure or refusal to assent to any of the terms and conditions of this RFP, the imposition of additional conditions, or any material omission may constitute a deficiency which may render an offer unacceptable, and which may only be corrected through discussions (see FAR
15.306(d)).
The Government intends to award a contract without discussions as permitted by FAR 15.306(a) and 52.215-1.
Therefore, offerors are advised against submitting an offer which takes exception to any term or condition of this
RFP or imposes any additional condition or omits any required information, without first consulting the Contracting
Officer. The Government reserves the right to conduct discussions and to permit offerors to revise their proposals if it is in the Government’s interests to do so.
Organization Conflict of Interest (OCI) Disclosure: Any contract resulting from this solicitation will provide for a full spectrum of C4ISR installation services for all Shore C4ISR and supporting systems, current and future, under the cognizance of SPAWAR as provided in the Statement of Work (Attachment 3). Performing this effort may result in a potential Organizational Conflict of Interest (OCI) as defined by FAR 2.101 and FAR 9.5. The term
"contractor" means the contractor, its subsidiaries and affiliates, joint ventures involving the contractor, any entity with which the contractor may hereafter merge or affiliate, and any other successor of the contractor. Contactor support services for the Global Installation Contract (GIC) are provided under various SPAWAR task orders and contracts. “Support Services” are services provided to support and assist a program office or staff code with their acquisition responsibilities, including but not limited to, program management support services, preparing program budget submissions, business financial reporting or accounting services, data collection and reporting, general administration, performance and earned value monitoring; or advisory and assistance services including but not limited to consultant services, requirements analysis and planning, contract management, systems engineering and technical direction, logistics management, information technology management, test and evaluation, production and installation management. Companies providing contractor support services are involved in the development of or have access to information concerning installation requirements and related documentation for GIC, including procurement or other contractor sensitive information which could create an OCI or perceived OCI that cannot be mitigated. Due to the potential for OCIs created, companies providing related installation support services will not be permitted to participate as a team member on the GIC. Such participation could result in the exclusion of the company’s proposal, or the proposal of their prime contractor teammate, from task order competition.
The Contracting Officer has the sole authority to determine whether an organizational conflict of interest exists and whether it can be avoided or mitigated. It is the Government's policy to avoid, neutralize, or mitigate potential conflicts as early in the acquisition process as possible. All OCIs must be resolved (avoided, neutralized or mitigated) prior to award.
(i) ALL OFFERORS SHALL SUBMIT THE FOLLOWING, REGARDLESS OF POTENTIAL OCI
DETERMINATION: Offerors shall identify and describe any contractual support they or any affiliate, joint venture or subcontractor under this solicitation are presently providing to PEO C41, SPAWAR, SPAWAR Systems Center
(SSC) Atlantic, SSC Pacific, or any other activity, where that support relates to C4I installation support services.
The offeror shall include: (1) the name of the contractor, joint venture, affiliate, or subcontractor; (2) the contracting agency; (3) contract number; (4) a short description of the work; and (5) whether the offeror believes that the support results in an OCI. Offerors shall specifically address why they believes no OCI exists (if applicable).
(ii) Offerors shall provide an OCI Disclosure Analysis to address the following, as applicable:
(1) Whether by virtue of the contracts listed in response to section (a), the contractor has had access to non-public information that may provide an unfair advantage in competing for some or all of the proposed effort; or whether by virtue of the contracts listed in response to section (a), the contractor was in a position to set the ground rules for this solicitation, and thereby affect the competition.
(2) Whether by virtue of the contracts listed in response to section (a), the contractor will be in a situation of evaluating its own services if awarded a contract resulting from this solicitation. Offeror shall specifically address the situation where impaired objectivity arises because of the relationship between work previously awarded to the contract and work arising under this solicitation.
(3) How the contractor will identify and avoid actual or potential OCIs during performance.
(D) TECHNICAL AND MANAGEMENT CAPABILITY, ORAL PRESENTATION
(i) Schedule and Location for presentations. Oral presentations will be scheduled with offerors as soon as possible after the closing date for receipt of proposals. At a minimum, the offerors will be given two (2) weeks’ notice of the date for their presentations. The order in which offerors will make their presentations will be determined by a lottery performed by the Contracting Officer. Once notified of their scheduled presentation date and time, offerors shall complete their oral presentations on the scheduled date and time. Requests from offerors to reschedule their presentations will generally not be considered. Oral Presentations may be rescheduled as determined necessary at the sole discretion of the Contracting Officer. Offerors will make their oral presentations in person in the greater San Diego area at the location identified by the Government in the notification letter.
(ii) Content and Purpose of Oral presentation. At the date and time scheduled for the oral presentation, offerors will be provided written questions. The questions will address both general and specific facets of shore installations. Offerors shall be prepared to address questions related to technical and management aspects such as quality and cost controls, management of personnel and schedules, retention, attrition, and the execution of installations. The questions and offeror responses are intended to provide the Government a thorough understanding of the depth and breadth of the offeror’s technical and management capability applicable to the installation services being procured under this solicitation. Offerors shall present information that clearly demonstrates its knowledge and understanding of the technical requirements of the solicitation’s Statement of Work (SOW), as well as the technical issues, problems, challenges and possible solutions associated with the envisioned work.
(iii) Time allotted for Oral Presentations. Each oral presentation is expected to last no more than approximately six (6) six hours. Offerors will have three (3) uninterrupted hours to conduct a preparation session for their oral presentation. Offerors will be provided a maximum of ten (10) minutes to introduce their presentation team members (name, position, and company affiliation). This introduction will not be evaluated by the Government, and will take place prior to the oral presentation. Offerors will then be provided an uninterrupted two (2) hours in which to conduct their oral presentation. Following the oral presentation, the Government will hold a fifteen (15) minute Government-only caucus. After the caucus, the Government reserves the right to hold a clarification period of up to thirty (30) minutes, or if no clarifications are required, the Government will conclude the oral presentation.

NOTE: Offerors are responsible for their own timekeeping for their presentation. The Government will not consider any material presented beyond the time limits stated in the table above.
(iv) Media. The Government will provide note cards, pens, permanent markers and blank flipchart paper for the offeror’s presentation team to use during the preparation session and the presentations.
Presentation teams will not be allowed to bring notes, references or other presentation materials for use during the preparation session or the presentation. The Government will not accept for evaluation any documentation produced either prior to or after the offeror’s presentation team’s preparation session, regardless of whether it is referenced during the presentation. The Government will not provide any computer hardware and/or software, nor will the offeror be permitted to bring any computer hardware and/or software. The presentation team will not be allowed to use any communication devices or any other outside equipment/materials at any time during the offeror’s preparation session or the presentation. Audio and/or video recordings of the presentation will be conducted by the
Government for documentation, evaluation, and record keeping purposes. At the close of the Oral Presentation, the offeror shall provide the Contracting Officer all flipcharts and/or notes used during the Oral Presentation. Offerors will not be permitted to make copies, electronic or paper, of any presentation material generated during the presentation.
(v) Offeror’s presentation team. A maximum of seven (7) personnel representing each prime/subcontractor team may participate in developing the oral presentation. Only the two (2) key personnel specified in the offeror’s proposal will be authorized to brief the Government team. Each of the seven (7) personnel participating in the oral presentation shall be proposed as one (1) Full Time Equivalent (FTE) committed to this contract, and specifically named in Attachment 6. Offerors shall provide a summary of the Oral Presentation team including each participant’s full name, labor category proposed, company, and percent committed to this contract as proposed. Summaries shall be provided to the Contracting Officer in accordance with direction provided at the time offerors are notified of their scheduled Oral Presentation. One (1) additional person may attend and participate in the ten (10) minute introductory period prior to the oral presentation; however, the additional person will not be permitted to participate in any part of the oral presentation or preparation session. The additional person need not be
100 percent committed. Personnel shall not attend more than one oral presentation or preparation session for oral presentations resulting from this solicitation.
(vi) Exchanges with Offerors. No questions will be permitted during Oral Presentations. The
Government will not inform offerors regarding any strengths, weaknesses, or deficiencies identified at any time during or at the conclusion of Oral Presentations. Following completion of the Oral Presentation, the Government may seek clarification from the offeror on any points addressed. All such exchanges between the offeror and the
Government shall be solely for clarification purposes, and offerors will not be permitted to change their responses or revise their presentations. Oral Presentations and exchanges shall not constitute discussions within the meaning of
FAR 15.306(d), nor obligate the Government to conduct discussions, or entertain any revisions to an offer.
(E) TECHNICAL AND MANAGEMENT CAPABILITY, WRITTEN
(i) The content of the written portion the Technical and Management Capability Factor will be communicated in the invitation for the oral presentation. The questions shall address the relevant experience of Key
Personnel with regard to performing the tasks of the SOW, and questions similar to the ones described in Section L for oral presentations. Upon receipt of the invitation, offerors will have seven (7) calendar days to respond to three
(3) questions and submit the written answers electronically. Offerors will be allowed a maximum of two (2) pages to respond to each question, for a total written submission of six (6) pages.
(ii) Offerors shall not submit a response to the written portion of the Technical and
Management Capability Factor until instructed to do so, as requested by the invitation to participate in an oral presentation. Offerors’ proposals determined not to meet the Minimum Gate requirements as described in Provision
M-307 will not receive an invitation to participate in oral presentations and will not receive the questions for the written portion of the Technical and Management Capability Factor.

SECTION M - EVALUATION FACTORS FOR AWARD
M-307 EVALUATION CRITERIA AND BASIS FOR AWARD (BEST VALUE) (DEC 1999)--ALTERNATE I
(JAN 2004)
(a) The Government intends to make a contract award to each and all qualifying offerors. “Qualifying offeror” is defined as an offeror that is determined to be a responsible source, submits a technically acceptable proposal that conforms to the requirements of the solicitation, and the contracting officer has no reason to believe would be likely to offer other than fair and reasonable pricing. While the Government will strive for maximum objectivity, the source selection process, by its nature, is subjective; and therefore, professional judgment is implicit throughout the entire process.
(b) The Government intends to competitively award multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts utilizing the process of evaluation and evaluation criteria described herein. In accordance with Class
Deviation 2018-O0006, which implements Section 825 of the National Defense Authorization Act (NDAA) for
Fiscal Year 2017, the Government will not evaluate cost or price for the IDIQ contract. Cost or price to the
Government will be considered in conjunction with the issuance of a task or delivery order under any contract awarded hereunder.
(c) Merits of the Offer: The Government will determine the merits of each offer on the basis of acceptability. The acceptability determination will be made prior to evaluation of the evaluation factors. Proposals determined to be unacceptable will not be further evaluated.
(1) The Government will determine the acceptability of each offer, on a pass or fail basis, by evaluating the consistency of the offeror’s proposal with the terms and conditions of the RFP. Additionally, the offeror shall meet the “Minimum Gate” requirements for “Relevant Organizational Experience” and “Extent of Participation of Small
Business” listed below in order to be determined acceptable. An offer will be determined to be acceptable when it meets the requirements for “Relevant Organizational Experience” and “Extent of Participation of Small Business” and manifests the offeror’s agreement, without exception or imposition of additional conditions, to the terms and conditions of the RFP, including all attachments and documents incorporated by reference. An offeror’s failure or refusal to consent to any of the terms and conditions of the RFP, imposition of additional conditions, or any material omission may constitute a deficiency which may render the offer unacceptable. An offeror’s failure or refusal to meet the requirements for “Relevant Organizational Experience” or “Extent of Participation of Small Business” may constitute a deficiency which may render the offer unacceptable. If an offer is determined unacceptable, the proposal will not be further evaluated. The Government reserves the right to enter discussions at any time during the evaluation. However, if at any point in the evaluation the “Minimum Gate” requirement is determined to be “not met” (to include discussions as prescribed in Provision L-317(b)(3)(C)), offerors will be notified timely, and the proposal will be removed from further consideration; no further evaluation will be performed. Any proposal determined to have an unmitigated organizational conflict of interest (OCI) pertaining to the prime or any of the proposed subcontractors may be removed from further consideration for award at any point during the evaluation.
(2) MINIMUM GATE REQUIREMENT: RELEVANT ORGANIZATIONAL EXPERIENCE
This acceptability criteria is an evaluation of the offeror’s organizational experience relevant to the kinds of challenges in size and scope under the contract contemplated by this RFP. This evaluation will consider whether the offeror’s proposal meets the minimum requirements for relevant organizational experience listed below. “Offerors” are considered to be inclusive of the prime and all subcontractors that are submitted in the “offer” or proposal.
Offerors must meet all of the following minimum requirements in order to be determined acceptable:
(i) Offerors shall demonstrate relevant organizational experience in performing on-site work in all three of the below key SOW areas. The key SOW areas are listed in descending order based on the anticipated amount of work to be performed under the prospective contract:
(A) Experience in SOW Para 3.4 (inclusive of all subparagraphs)
(B) Experience in SOW Para 3.3 (inclusive of all subparagraphs)
(C) Experience in SOW Para 3.5 (inclusive of all subparagraphs)
Program Office Support Services experience for the work under the key areas of the SOW will not be considered acceptable, and will not count towards the cumulative value of installation experience.
(ii) Offerors shall demonstrate relevant organizational experience in the form of shore C4ISR or other like shore electronic systems installation experience
(iii) Offerors’ provided relevant organizational experience must take place after January 30, 2012.
(iv) Offerors shall demonstrate a current cumulative value of prime and subcontractor relevant organizational experience for shore installation work that is equal to or exceeds the following:
(A) $95 million of shore installation work
Subcontractors may be used for the purposes of meeting the relevant organizational experience thresholds specified above only where the offeror proposes a subcontractor for this contract at a value equal to or greater than the referenced relevant organizational experience value for that same subcontractor in Attachment 6 and the proposed cover sheet(s) of the letters of commitment.
(3) MINIMUM GATE REQUIREMENT: EXTENT OF PARTICIPATION OF SMALL BUSINESS
(i) This acceptability criteria is an evaluation of the proposed participation of small business concerns
(whether as a prime or subcontractor) in terms of the total acquisition value. For purposes of acceptability, the extent of participation of small business shall be at least ten (10) percent of the total acquisition value. Of the proposed ten (10) percent, at least five (5) percent of the total acquisition value shall be attributable to direct labor hours. Acceptability of an offer will be evaluated by reviewing information provided under RFP Attachment 8 and the proposed cover sheet(s) of the letters of commitment. ALL prime contractors (both large and small business) are required to complete RFP Attachment 8.
(ii) It should be noted that Evaluation Factor 3 as detailed below is a separate review of the Extent of
Participation of Small Business. This acceptability requirement is a minimum requirement for further consideration of the proposal. The completed RFP Attachment 8 submittal will be used to evaluate both this acceptability determination and Evaluation Factor 3.
(iii) If at any time prior to award the proposed ceiling distribution amounts or a proposed subcontractor ceiling distribution amount is determined to be calculated incorrectly, such that an offeror is determined to have not met the Minimum Gate requirement for Extent of Participation of Small Business, the offer may be excluded from further consideration. Therefore, it is incumbent upon the offeror to ensure calculations for meeting the Minimum Gate requirement are correct prior to submitting the offer. For the purposes of acceptability, it is incumbent upon the offeror to validate each subcontractor’s small business size determination and identify the
NAICS code for which the subcontractor is identifying as a small business.
(iv) The proposal for this acceptability criteria will be evaluated for consistency with the proposed
Small Business Subcontracting Plan (for large businesses only). A conflict or disparity in the amount of total dollars subcontracted between the proposal for this acceptability criteria and the proposed Small Business
Subcontracting Plan may result in exclusion from further consideration for award.
(d) The evaluation factors listed below are in descending order of importance.
Factor 1: Technical and Management Capability
Factor 2: Organizational Past Performance
Factor 3: Extent of Participation of Small Business
Factor (1) is significantly more important than Factor (2). Factor (2) is more important than Factor (3).
Under each evaluation factor, specified individual evaluation sub-factors are weighted equally.
(1) FACTOR 1: TECHNICAL AND MANAGEMENT CAPABILITY
This evaluation factor involves a written submission and an oral presentation. For this factor, all of the questions for both the written and oral portions are equally weighted subfactors. The Government will evaluate the extent to which the offeror demonstrates the breadth and depth of its technical and management capability relative to its Key
Personnel, staffing, tasking, processing, executing, reporting and managing consolidated task orders for shore-based installations of C4ISR or other like shore electronic systems installations. The Government will also evaluate the offeror’s relevant experience, qualifications, and knowledge with regard to the requirements of the Statement of
Work. Ratings will be provided in accordance with Attachment 11, Proposal Ratings Guide.
(2) FACTOR 2: ORGANIZATIONAL PAST PERFORMANCE
The Government will evaluate the offeror’s past performance information submitted, or otherwise obtained, in accordance with Provision L-325. The Government will evaluate the Reference Information Sheet/performance data provided by offerors for work performed after January 30, 2012. The Government reserves the right to use past performance information obtained from sources other than those identified by the offeror. The past performance evaluation will result in an assessment of the offeror’s probability of meeting the solicitation requirements. The past performance evaluation will consider each offeror’s demonstrated recent and relevant record of performance in supplying products and services that meet the requirements of this solicitation. There are three aspects to the past performance evaluation. The first is to evaluate the recency of the offeror’s past performance. The second is to determine how relevant a recent effort accomplished by the offeror is to the effort to be acquired through this source selection. The third aspect of the past performance evaluation is to establish the overall quality of the offeror’s past performance. This quality assessment will be made on the basis of CPARS or Past Performance Questionnaires
(PPQs) submitted with the proposal, though in accordance with FAR 15.305(a)(2), the Government may consider past performance information from any other appropriate source, such as the Past Performance Information
Retrieval System (PPIRS) or customer questionnaires. In accordance with Attachment 11, each experience considered will receive a performance confidence assessment rating based on the evaluated recency, relevancy and quality. At the factor level, one performance confidence assessment rating will be assigned for each offeror based on the aggregate of the individual experience performance confidence assessment ratings. If the offeror’s past performance information is unavailable or the offeror has no record of relevant Past Performance, the offeror’s past performance is unknown and will be assigned a performance confidence rating of “neutral.”
(3) FACTOR 3: EXTENT OF PARTICIPATION OF SMALL BUSINESS
This factor will assess the extent to which offerors commit to small business performance (whether as a prime or subcontractor) in terms of the total acquisition value. For this FACTOR only, small businesses identifying as more than one socioeconomic category may be counted to meet more than one of the minimum proposed percentages for socioeconomic purposes. Offerors shall not be permitted to use small businesses more than once for the Extent of
Participation of Small Business “Minimum Gate Requirement”.
Information provided under RFP Attachment 8 will be evaluated in accordance with Attachment 11. ALL prime contractors (both large and small business) are required to complete RFP Attachment 8.
(e) Evaluation of an offeror’s proposal shall be based on the information presented in the proposal and information available to the contracting office from sources deemed appropriate. Sources typically considered include the
Defense Contract Audit Agency, Defense Contract Management Agency offices, other contracts with same firms for similar items or services, and known commercial sources. Proposals which are unrealistic in terms of technical or schedule commitments, may be deemed to be reflective of an inherent lack of technical competence or indicative of a failure to comprehend the complexity and risks of the proposed work, which may be grounds for rejection of the proposal. If the proposed contract requires the delivery of data, the quality of organization and writing reflected in the proposal will be considered to be an indication of the quality of organization and writing which would be prevalent in the proposed deliverable data. Subjective judgment on the part of the Government evaluators is implicit in the entire process.
