1.0 SCOPE

1.1 Introduction

The Space and Naval Warfare Systems Command (SPAWAR) mission is to provide the warfighter with knowledge superiority by developing, delivering, and maintaining effective, capable and integrated command, control, communications, computer, intelligence, surveillance and reconnaissance (C4ISR) systems. For the purposes of this

Statement of Work (SOW), the term “C4ISR” encompasses enterprise information systems (EIS), information technology (IT) systems, electronic security systems (ESS), and other electronic systems under SPAWAR cognizance.

1.2 Description

This multiple award contract encompasses the C4ISR installation services for all afloat

C4ISR and supporting systems, current and future, under the cognizance of SPAWAR.

The Contractor shall perform C4ISR installation services on surface ships, submarines, and special purpose craft worldwide; referred to as “afloat” platforms herein. C4ISR installation services includes both decommissioning and modernization of existing platforms as well as installation design and installation of integrated C4ISR systems.

The Contractor shall, in response to task orders issued under this contract, provide services that span the entire spectrum of requirements associated with delivery of fully operational and sustainable C4ISR systems to the warfighter. In response to task orders under this contract, the Contractor shall provide program and project management, engineering design, industrial work, troubleshooting, operational verification, end-user training and other installation services and material necessary to accomplish any

SPAWAR C4ISR maintenance, modernization, and new system installation.

The scope of this contract does not include the Navy Marine Corps Intranet (NMCI), the

Next Generation Enterprise Network (NGEN), or any future such contracts.

1.3 Web Tools

This contract shall maximize the use of web-enabled tools for management. This includes, but is not limited to: status reporting, financial reporting, task orders, and task order modifications. These actions shall be accomplished via posting to the SPAWAR

Fleet Readiness Directorate (FRD) Installation Office (FIO) web-enabled databases, hereafter referred to as “MODTracker.” The Contractor shall provide bid and cost data where common Extract, Transform, and Load (ETL) tools can be utilized to load data into relational databases and Government repositories. If MODTracker is not configured to import proposal and cost data, the contractor shall submit the data in a “flat file” format and a Microsoft Excel file format until MODTracker is configured to accept the data. Microsoft Excel template will be provided at the task order level. All cost reports shall be submitted using these methods. Installation projects within MODTracker are assigned a unique identification number, called a Job Identification (JID) number. Task

Orders may consist of a single or multiple JIDs. User accounts and detailed posting requirements will be provided by the Government upon award of the basic contract.

N00039-18-R-0059 2

1.4 Locations

The Contractor will be required to conduct installations worldwide, including potentially hostile regions. The Government’s largest and key fleet concentration areas for this contract are: Norfolk, VA; Mayport, FL; San Diego, CA; Puget Sound, WA; Groton, CT; Pearl

Harbor, HI; Yokosuka and Sasebo, Japan; Naples, Italy; Rota, Spain; Guam; Singapore;

and Bahrain.

2.0 APPLICABLE DOCUMENTS

2.1 General Application Rules and Principles

2.1.1 Sources of Documents

Web-enabled and SPAWAR document sources are provided in Table 1 in the “Source” column. Any additional references invoked under individual task orders will be provided by the Government.

2.1.2 Potential Conflicts

Where two requirements documents (listed in Table 1) are applicable and provide different, but compatible, requirements, unless otherwise stated in the contract or in the task order, the Contractor shall follow the more restrictive requirement so that the requirements of both documents are met. Where two requirements documents (listed in

Table 1) provide different, conflicting guidance, so that it is impossible to meet both requirements, the Contractor shall notify the Ordering Officer, On-Site Installation

Coordinator (OSIC), Project Lead, or another Government representative as identified on the MODTracker. In these situations, the Ordering Officer will determine which guidance shall be followed based upon what is in the best interest of the Government.

2.1.3 Order of Precedence

The requirements of this SOW take precedence over the requirements of the referenced documents. Notwithstanding this order of precedence, nothing in this SOW shall be interpreted to allow any violation of an Occupational Safety and Health Administration

(OSHA) requirement or regulation, the National Electrical Code, or other Safety

Standards referenced in this SOW.

2.1.4 Potential Errors

If the Contractor is or becomes aware of an error in a referenced document that could result in cost increases or presents a risk to safety, the Contractor shall immediately notify the Ordering Officer, OSIC, Project Lead, or another Government representative as identified on the MODTracker so that the situation can be investigated and any necessary action taken.

2.2 Applicable Documents for Afloat Installation Services

The Contractor shall perform all afloat platform installation services in accordance with the requirements contained in the current version of the NAVSEA Navy Modernization

Process Management and Operations Manual (NMP-MOM) (also known as the “One

Book”), NAVSEA 9090-310 (Series), Afloat Installation Process Handbook (AIPH). All installation documentation, including Memorandums of Agreement, Ship Installation

N00039-18-R-0059 3

Documents (SIDs), and System Operational Verification Test (SOVT) documents, delivered under this contract shall meet the technical and formatting requirements for these documents contained in the NMP-MOM and in this SOW. The Applicable

Documents listed in Table 1 represent afloat platform installation requirements and associated guidance, and NAVSEA Standard Items.

2.2.1 Shipboard and Submarine Requirements Documents

The Contractor shall adhere to the documents listed in Table 1, as applicable and incorporated into each Task Order.

2.2.2 Shipboard and Submarine Guidance Documents

Handbooks and other process documents listed in Table 1 shall be used as guidance in meeting the requirements contained in this SOW. The Contractor is permitted to deviate from the methods (“how to”) guidance in these documents provided the following conditions are met:

a. The deviation will not increase safety risks.

b. The deviation will not cause a violation of the requirements contained in the SOW or the Mandatory Requirements Documents listed in this SOW.

c. Alternative guidance is used that can be shown to provide an overall benefit to the

Government.

2.2.3 Afloat NAVSEA Standard Items

The Contractor shall comply with NAVSEA Standard Items listed in Table 1 for all Navy afloat tasks issued under this contract where applicable to the work being performed.

The Contractor shall comply with other NAVSEA Standard Items, as applicable, where invoked by specific task orders. Unless otherwise specified, the version of the NAVSEA

Standard Item in effect on the date that a task order RFP is issued shall be followed. The most recent versions available as of the date of this SOW are listed in Table 1.

2.2.4 Request for Deviation from Afloat Standards

The Contractor shall apply afloat standards to all SPAWAR installations, including installations on commercial vessels or Military Sealift Command Ships, unless specific permission to substitute a commercial standard has been granted in writing by the

Ordering Officer. In order to obtain permission to substitute a commercial standard, the

Contractor shall be required to provide a copy of the standard to the Ordering Officer, SPAWAR 4.2, or the cognizant Program Executive Office (PEO) Design Authority for review. If the installation is governed by a SPAWAR Installation Requirements Drawing

(IRD), approval shall be required from the PEO Design Authority for the IRD in order to allow the use of commercial standards. The Contractor shall forward any deviation requests to the Government as soon as the Contractor is aware that deviation is necessary.

2.2.4.1 American Bureau of Shipping (ABS) Standards

Unless specifically authorized at the Task Order level, substitution of ABS Standards for the standards listed in this SOW is not allowed.
