DISTRIBUTION STATEMENT A: Approved for public release, distribution is unlimited (10 OCTOBER 2017)
This synopsis serves to meet the synopsis requirement in FAR 5.201.
The Space and Naval Warfare Systems Command (SPAWAR), in support of the Program Executive Office Command, Control, Communications, Computers, and Intelligence (PEO C4I), Navy Command and Control Program Office (PMW 150), has a requirement for a follow-on In-Service Support (ISS) contract on behalf of the North Atlantic Treaty Organization (NATO) Improved Link Eleven (NILE) Nations (Canada, France, Germany, Italy, Spain, UK, and U.S.).
Major areas of support include the requirements for the continued Modification, Maintenance, and Configuration Control of the NILE Products including: the System Network Controller (SNC) Software, the NILE Reference System (NRS) test tool, the NILE compatibility laboratory, and associated documentation. The contract covers SNC/NRS enhancements due to the implementation of potential new system capabilities such as new waveforms, wideband HF, independent sideband modulation or improved resistance to jamming. Assessments regarding the impact of NILE Products software changes (executed under the provisions of this contract) on the Multi-Link System Test and Training Tool1 (MLST3) will also be required.
A delivery of updated NILE product baseline, labeled “Block Cycle” as a result of combined analysis, design and implementation activities will be required every one or two contractual years. Furthermore engineering and project management services are also required as part of this contract. Engineering services will include (1) execution of interoperability testing between Link 22 system devices developed by different vendors and evaluation of those results and (2) providing expertise to the NILE PMO, or to the United States Government, to ensure and maintain proper system level integration and compatibility throughout future modifications to the Link 22 Modernized Link Level COMSEC (LLC 7M). Program management support will include establishment of an effective project management structure to oversee execution of tasks directed by this PWS and to provide life cycle support and configuration management of the NILE Products delivered.
The Government intends to procure brand name Ultra High Frequency (UHF) EPM radio(s) under this contract in support of testing within the NILE Compatibility Laboratory. The radios are Thales TRG 6034 Radio and Rohde & Schwarz M3SR Series 4400 Software Defined Radio, estimated at Quantity (2) of each radio. Additionally, other emergent requirements such as hardware, software or firmware (Signal Processing Controllers (SPC) or additional radios that are not known at this time) may be required to support the Link 22 project.
Based on the results of market research, this procurement will be competed in accordance with the NILE ISS Phase Memorandum of Understanding (MoU), competition is limited to the prime contractors and first-tier subcontractors of the seven (7) NILE Nations.
Eligible primes are encouraged to team with contractors within the NILE Nations. The
1 MLST3 will be provided to the ISS contractor as GFE.
estimated maximum FTE equivalent based on 2,080 hours per work-year is 8 FTEs per year. SPAWAR intends to issue a contract that is predominately Cost Plus Fixed Fee (CPFF) Level of Effort (LOE) type contract for services. Additional CLINs include:
Cost-Only CLINs for incidental materials and travel, CPFF CLINs for other hardware, and Firm Fixed Price (FFP) CLINs for the purchase of UHF EPM radios. The contract will include a base year and four one-year options, for a total possible period of performance of five years. Interested parties are advised that they must have an adequate accounting system in order to be awarded a cost reimbursement contract in accordance with FAR 16.301-3(a)(3) and the criteria contained in FAR 53.209-l(f). The Request For Proposal (RFP) is expected be issued in late October 2017 with an anticipated award date late in July 2018, if no discussions are conducted.
Prospective offerors are encouraged to subscribe to this solicitation, N0003918R0006 at the SPAWAR link below:
https://e-commerce.sscno.nmci.navy.mil/
A list of Reference Documentation is included in this notice as Attachment 1. In accordance with the MoU, each NILE Nation Participant is responsible for legally binding its Prospective Contractors to a requirement that the Prospective Contractor will not retransfer or otherwise use export-controlled information furnished by another Participant for any purpose other than responding to this solicitation issued in furtherance of the purposes authorized under the NILE MOU. Prospective Contractors will not be authorized use of the Reference Documents for any other purpose if they are not awarded a Contract. The Prospective Contractors will also be legally bound not to retransfer the export-controlled information to a prospective subcontractor unless that prospective subcontractor has been legally bound to limit use of the export-controlled information for the purpose of responding to this solicitation.
Reference Documents will not be available for public distribution. In order to receive copies of the documentation, each company will be required to demonstrate they are cleared for access. Therefore, in order to ensure timely access to the Reference Documents after RFP release, interested parties (both Prime Contractors and Subcontractors) are encouraged to review the attached list and coordinate access with their respective NILE Nation Steering Committee (SC) Point of Contact (POC) as soon as possible to commence the process for obtaining authorization to access the documents prior to the release of the RFP. SC POC information may be obtained by e-mail request to Mr. Eric J. Hollenbeck at eric.j.hollenbeck@navy.mil AND Mr. Charles Schwartz at charles.schwartz@navy.mil. Please copy Ms. Mary Kopa at mary.kopa@navy.mil and Mrs. Editha Y. Bredesen at editha.bredesen@navy.mil. The email request shall include the name, email address and phone number for each requested user, and the company's Joint Certification Program (JCP) number, if applicable, and CAGE Code. For all foreign companies, a NATO CAGE Code must be obtained prior to proposal submission.
A CAGE code can be requested at the following website: https://cage.dla.mil/.
For planning purposes, the RFP will require all companies (both U.S. and non-U.S.) to demonstrate within the proposal the ability to comply with all U.S. DoD requirements for handling, testing, and the transferring of COMSEC devices and material, including
COMSEC devices that are not converted to Controlled Cryptographic Items (CCI), and are therefore classified as U.S. SECRET. Companies will need to demonstrate the ability to obtain or have access to a U.S. facility that has a Facility Clearance Level (FCL) up to U.S. SECRET in accordance with Chapter 2, Section 1 of the National Industrial Security Program Operating Manual (NISPOM). Companies operating under Foreign Ownership, Control or Influence (FOCI) must demonstrate the ability to achieve successful completion of a National Interest Determination (NID) for access to COMSEC in accordance with the applicable requirements of the U.S. Committee on National Security Systems (CNSS), demonstrate compliance with all applicable requirements of the NISPOM, and demonstrate compliance with the security requirements contained in the DD254, which will be provided in the RFP. A higher schedule risk may be attributed to those proposals that require a NID after award; therefore, it is envisioned that if all other ratings are the same or similar during the evaluation process, the RFP will specify that the Government reserves its rights to select an Offeror that does not require a NID.
U.S. companies are required to submit a Non-Disclosure Agreement (NDA) and proof of an approved DD2345 in order to obtain access to the Reference Documents. Please see attached NDA for further instructions. Please e-mail signed NDA and DD2345 to Mr.
Eric J. Hollenbeck at eric.j.hollenbeck@navy.mil and Mr. Charles Schwartz at charles.schwartz@navy.mil. Please copy Ms. Mary Kopa at mary.kopa@navy.mil and Mrs. Editha Y. Bredesen at editha.bredesen@navy.mil. A decision not to request this additional documentation does not preclude participation in the NILE ISS RFP.
Additionally, all companies will be required to have a current System for Award for Award Management (SAM) account. You may register for an account in SAM at the following website: https://www.sam.gov/portal/SAM/#1.
This announcement is issued solely for informational and planning purposes and does not constitute a RFP or obligation to issue a future RFP. The projected award date in this synopsis is an estimate only; the proposal due date/time will be established in the final RFP. This synopsis is not to be construed as a commitment by the U.S. Government, nor will the U.S. Government pay for any information submitted in response to this synopsis.
