QUESTIONS ANSWERS
Amendment 01
Page No.
Question 1: Section L, Section 3 - Past Performance of the RFP states “In addition to the information requested above, offerors shall contact their past performance references and request that each reference complete Attachment No. 8, Past Performance Questionnaire.” Will the government accept a current CPARs in lieu of a PPQ?
Answer 1: Yes, if CPARS evaluations are available, the Offeror shall submit the most recent CPARS evaluation for the references cited in the RIS’s submitted. See RFP amendment 01 for revisions. 14
Question 2: Section L, 3.0 Volume III, states “Section 3: Past Performance – six pages maximum” but, Attachment 7, Block 15 indicates Past Performances are “not to exceed 5 pages in length.” Can the government clarify the maximum page allowance for Past Performances?
Answer 2: Attachment 7, Block 15 is updated to delete “not to exceed 5 pages in length.” See RFP amendment 01 for page limitations. 13 & Attach 7
Question 3: The RFP States “The OEM-recommended product-line follow-on from previous CANES baselines/releases shall always be retained…” page 76, section 2.1.1 Will the government clarify or define, what is the current baseline and will the government provide documentation that would help offerors identify this information?
Answer 3: For Section 2.1.1, the Offeror shall use the CANES_Component_Specification_NAC_SAMPLE_v2.0 as the product specification for the AoA and the OEM is: Cisco ISE version 2.2 and Cisco Anyconnect version 4.3. No other documentation is required to complete the AoA effort. This document may be found on the NESI Collaboration Website. Section L has been change to clarify that all the information that is required for the Sample Task is provided in the “CANES_Component_Specification_NAC_SAMPLE_v2.0”.
Question 4: Section L instructs offerors to submit a sample AoA as part of the proposal (a 5-week time period).
The component specification document provided, when cross referenced to Attachments1SOW2ComplexityTable4QASP indicates that this component falls into the high complexity level.
Given that Section F of the Solicitation states that the timeline for a high complexity AoA is nine weeks, does the government intend for offerors to submit a full AoA? If so, would the Government please consider granting a four week extension so that teams may have the full nine weeks to submit a fully complete and compliant AoA?
Answer 4: For the purposes of the sample task only, please use the information within Section L for the development of the proposal. Due to the limited time frame of the RFP, certain aspects have been removed from the timeline (i.e. CDRLs for Technical Interchange Meetings, Presentations Materials, Contractor Progress and Status Reports and Government Reviews). Although this sample task component is listed as a high complexity component in Attachment 2, the Government reduced the requirements for the AoA (e.g. quantity of three (3) candidates vice the four (4) - six (6) that are outlined in the complexity table) for the purposes of the sample task. In addition, the Government is amending the RFP Section L 2.1.2 Sample Task to remove items (b) and (c) in the Design Description requirement.

Question 5: Section L, page 67 states that “The font-type used shall be no smaller than Times New Roman, 10-point.” However, the highly-complex interface diagrams required by the Sample AoA could potentially require the use of a smaller font. Will the Government consider 8pt Times New Roman as acceptable for graphics?
Answer 5: Graphics or pictures may be 8-point font. See RFP amendment 01 for revisions.
Question 6: On page 67, the Government lists the Small Business Commitment as Volume IV. However, page 75 lists the Small Business Commitment as Section 4 of Volume III. Could the Government please clarify if the Small Business Commitment should be submitted in Volume III or Volume IV?
Answer 6: Small Business Commitment shall be submitted as Volume IV. Amend 01 deletes "Section 4:
Small Business Commitment (Factor 4) - one (1) page maximum" 10, 14
Question 7: Section L, page 67 states that proposals shall be “Proposals shall be prepared on standard 8 ½” by 11” pages with 1” minimum margins. The font-type used shall be no smaller than Times New Roman, 10-point.” However, RFP Attachment No. 7 does not fit those formatting requirements and explicitly states not to alter the formatting of the past performance template. Please confirm that the government intends for offerors to submit Attachment 7 as is, with no alteration to fonts and margins.
Answer 7: Attachment 7 is updated to change the Font size to 10-point.
Attach 7
Question 8: Section 3: Past Performance part (b) states: “Part 15 of the Reference Information Sheet requires offerors to provide a summary description of contract work, not to exceed one additional single-sided page in length, for each cited reference.”
However, Attachment 7 states, for each Past Performance Reference: “Provide a summary description of contract work, not to exceed 5 pages in length”
Please confirm that each reference should be limited to a 1-page Attachment 7 and a 1-page summary
Answer 8: Attachment 7, Block 15 is updated to delete “not to exceed 5 pages in length.” See RFP amendment 01 for page limitations.

Question 9: Section L 2.3.2 Estimated Level of Effort, page 72, lists the Labor Category of Analyst Mid two times, once with a total of 17,472 hours and a second time with a total of 8,736 hours. Will the Government please clarify its intent on having the same labor category with two different amounts of hours?
Answer 9: Amend 01 corrects "Analyst Mid" total of 8,736 hours to "Business Analyst Mid" for a total of 8,736 hours. See RFP amendment 01 for revisions. 7
Question 10: Please clarify the date for past performance: Page 78 of 86 notes that government will evaluate past performance data since 01 January 2012. Page 82 of 86 notes that past performance work must have been performed since 1 October 2014.
Answer 10: Amendment 01 corrects the past performance date to 01 January 2014.

Page 78 of 86 paragraph b of the RFP states, "description of work of contract work, not to exceed one additional single-sided page in length". Could the customer please clarify which statement is correct?
Answer 11: Attachment 7, Block 15 is updated to delete “not to exceed 5 pages in length.” See RFP amendment 01 for page limitations. 13 & Attach 7
Question 12: Reference estimated level of effort labor hours; is the omission of estimated hours for Senior and Mid-level Test Engineers in years 1 and 4 deliberate? Section L - Volume II Section 2.2.2(5); page 72
