SUMMARY OF CHANGES
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
SUBMISSION OF PROPOSALS (COMPLEX)
In order to compete for the contract described in Sections A through J of this Request for Proposal (RFP), offerors must submit (1) an offer in accordance with the instructions provided below, (2) specified price/cost information, (3) technical information, and (4) small business commitment. Proposals shall be prepared and submitted in four volumes, as follows, and in accordance with the requirements of solicitation provision, “Submission of Electronic Proposals”.
Volume I – Offer Volume II – Price/Cost Information Volume III – Technical Information Volume IV – Small Business Commitment
Data previously submitted, if any, will not be used in the evaluation of your response to this RFP. Previously submitted data shall not, therefore, be included in your proposal “by reference.” Do not submit any information that is not specifically requested by this solicitation. Proposals shall be prepared on standard 8 ½” by 11” pages with 1” minimum margins. The font-type used shall be no smaller than Times New Roman, 10-point. Volumes I and II have no page limitations; see below for page limitations of Volumes III and IV. Illustrations such as tables, flowcharts, organizational charts, process charts or other similar type informational charts may be used. All illustrations, tables, charts, etc., will count against the page limitation. In addition, the Offeror is responsible for ensuring the legibility of all tables, charts, etc. when printed/copied using black and white printers/copiers. The Offeror should assume the Government evaluators will be reviewing all submittals in a black and white format.
Graphics or pictures may be 8-point font.
1.0 VOLUME I – OFFER
Your offer must consist of the following:
(a) Cover Letter – The cover letter is required for the offeror and each proposed subcontractor (if applicable) and must include the following:
(1) The company name, address, point(s) of contract with phone number and email address, Contractor And Government Entity (CAGE) code and Data Universal Numbering System (DUNS) number;
(2) Identification of all enclosures being transmitted as part of the proposal;
(3) Acknowledgement of RFP amendments (if any);
(4) Identification of your cognizant Defense Contract Management Agency (DCMA) office and
Defense Contract Audit Agency (DCAA) office; provide a name, phone number, and email address for each cognizant office;
(5) Information regarding accounting system adequacy (applies to all offerors and subcontractors proposed as CPFF). In order to be awarded a cost reimbursement contract, a prime contractor/subcontractor must have an adequate accounting system as determined by DCAA.
Cover letter shall include the report number and date of the cognizant DCAA officer’s determination that the accounting system is adequate for the accumulation, reporting, and billing of costs under a cost reimbursement contract;
(6) Statement of unconditional assent to all terms, conditions, and provisions included in the RFP. The offer must communicate the unconditional assent to the terms and conditions in this RFP, including any attachments and documents incorporated by reference.
(b) Standard Form 33, “Solicitation, Offer, and Award,” with blocks 14 through 18 completed by the offeror. No response is required for block 12. Regardless of any response provided in block 12, all offers submitted in response to this solicitation are deemed to be available for acceptance for a period of 240 calendar days from the solicitation due date.
(c) RFP Section B, “Supplies or Services and Prices/Costs,” with your estimated cost and proposed fee (if applicable) for each priced contract line item.
(d) RFP Section K, “Representations, Certifications, and Other Statement of Offerors,” completed by the offeror.
Completion of annual representations and certifications via SAM is a requirement of solicitation provision 52.204-8, but is not a sufficient response to Section K of the solicitation. All representations and certifications included in Section K must be completed, including DFARS provision 252.227-7017, which requires completion and signature even for a negative response. If any subcontractors are asserting data rights, those assertions should be included with the data assertions submitted by the prime contractor.
The completion and submission of the above items will constitute the offer. The offer must communicate the unconditional assent to the terms and conditions in this RFP, including any attachments and documents incorporated by reference. Acceptance of the offer will create a binding contract between the parties. The failure or refusal to assent to any of the terms and conditions of this RFP or the imposition of additional conditions or any material omission by the offeror may constitute a deficiency which will make the offer unacceptable.
The only way to correct a deficiency would be through discussions (see FAR 15.306(d)). The Government intends to award a contract without discussions as permitted by FAR 15.306(a) and 52.215-1. Therefore, offerors are advised against submitting an offer which takes exception to any term or condition of this RFP or imposes any additional condition or omits any required information, without first consulting the Contracting Officer. The Government reserves the right to conduct discussions and to permit offerors to revise their proposals if it is in the Government's interests to do so.
2.0 VOLUME II – PRICE/COST INFORMATION
The information required in this section will be used by the Government to evaluate the Offeror’s (and each subcontractor’s) cost/price proposal. This volume should contain cost/price information only. The guidelines and requirements in this section are provided to (1) aid offerors in preparing their cost/price volume, and (2) aid the Government in reviewing and evaluating the offeror’s cost/price volume. The burden of cost/price credibility rests entirely with the Offeror; therefore, to the maximum extent possible historical costs/prices and past experiences on similar programs shall be used to support proposed costs/prices. The Government’s intent is to provide instructions that will allow the Offeror/subcontractor to develop a clear, concise and comprehensible proposal, and to minimize data requests by the Government during the evaluation process.
The cost/price proposal instructions outlined in this section shall be followed in developing the proposed costs and prices for all CLINs listed in Section B – Supplies/Services and Prices/Cost of this RFP. The Cost/Price volume submitted by the Offeror shall include the cost/price of all BAAS CLINs.
Throughout these instructions, formats are provided to assist the Offeror/subcontractor in providing adequate substantiation and ensuring traceability throughout the cost/price proposal. The Offeror/subcontractor shall complete cost/price attachments to this RFP and provide them in the proposal. The blank versions of each attachment are provided in a Microsoft Excel file on the SPAWAR e-commerce website. For information required where no Government format is provided, or if the Offeror / subcontractor desires to provide additional information not specifically required in the cost attachments identified in this RFP, the information may be supplied in the Offeror’s/subcontractor’s chosen format.
All data provided by the Offeror/subcontractor, whether in the Offeror’s/subcontractor’s format or a specified Government format shall be traceable throughout the proposal. For example, all data provided at lower levels in the Cost Volume shall add up to the totals on the Cost Volume’s summary formats as well as the costs/prices in Section B; the information shall also be traceable to that provided in the Technical and other volumes (where applicable).
Where the trace is not direct it shall be explained in a walk-through.
If the Offeror/subcontractor provides information in other Proposal Volumes that the Offeror/subcontractor believes will significantly assist the Cost Team in evaluating and/or understanding the Cost Volume, the Offeror/subcontractor shall provide a cross-reference statement in the Cost Volume that indicates the Volume, page number where the information can be located, and its merit in evaluating the Cost Volume.
2.1 Cost/Price Proposal Format.
All cost/price information shall be submitted in Then Year dollars (TY$) unless otherwise noted. The cost proposal (from each of the Prime and Subcontractors, if applicable) shall be submitted in two (2) parts. Part one (1) - MS Excel format and content, provided in Attachment No. 5, Cost/Price Proposal for the Prime and for each of the Subcontractors, with formulas intact, in order to maximize efficiency and minimize the proposal evaluation time.
Offerors shall ensure the spreadsheets are fully accessible (not read-only or PDF files). Part two (2) – cost narrative and supporting documentation (FROM THE PRIME AND EACH SUBCONTRACTOR).
2.2 Firm Fixed Price (FFP) CLINs 0001 – 0006
2.2.1 Post Award Conference (CLIN 0001)
In accordance with Section B, MINIMUM AND MAXIMUM QUANTITIES, the contract minimum quantity is a Firm-Fixed Price (FFP) Task Order to be issued under CLIN 0001 in the total amount of $5,000.00 for the contractor to host a Post Award Conference (PAC) in accordance with the basic Statement of Work (SOW) 3.1. The PAC will be scheduled by mutual agreement between the Procuring Contracting Officer (PCO) and the contractor within thirty (30) calendar days after contract award and require the delivery of CDRLs A001 and A002. The PAC shall be held at a contractor facility located in the San Diego, CA area or be conducted via video teleconference (VTC). At the PAC, the Contractor shall demonstrate management procedures and processes, plans and processes for production, schedule dates for near term production activities, and mutual understanding of contractual requirements.
The Government established firm fixed price of $5,000.00 for the Contract Minimum Order shown below shall be used in the offeror’s proposal for the total proposed firm fixed price for CLIN 0001.
2.2.2 BAAS Low, Moderate, and High Complexity (CLINs 0002 through 0004)
Offerors shall propose a total firm fixed price for each of the FFP CLINs as described in Section B and SOW Section 3.2. Section B shall trace directly to the prices proposed in this Cost/Price Volume. The offeror shall provide information to support evaluation of the unit prices proposed for the quantities identified in Section B of the RFP. For evaluation of the pricing, the offeror shall provide a narrative description of its pricing approach for the quantities contained in Section B, including the estimating techniques used, learning curve assumptions, quantity discounts, and formulas applied to derive the prices.
The offeror shall propose prices for the Firm-Fixed Price (FFP) CLINs 0002 – 0004 using Attachment No. 5, Cost/Price Proposal. The complexity levels for all FFP AoA components are defined in Attachment No. 2, AoA Complexity Table. The components for task order requirements will be a combination of any or all, software products, hardware products, and/or virtual products. For those product AoAs listed in Attachment No. 2, AoA Complexity Table, the complexity category specified will remain that level for the life of the contract; i.e. in any year a moderate AoA is ordered, the complexity level will remain moderate. The Best Estimated Quantities (BEQs) for each year within the five year ordering period are set forth below. The BEQs reflects an estimate of what the Government may acquire over the life of the contract. The Government does not guarantee that it will actually order the quantities listed below. The current estimate is provided for the contractor’s information and the Government’s use in evaluating proposals.
Estimated number of orders per year by complexity Qty Buy
(# of AoAs per order) Low Moderate High
1 1 1 1 2 2 2 3 1 1 4 1 5 1
Maximum Annual Qty 17 8 1
2.2.3 CDRL (CLIN 0005) related to the FFP CLINS (0002 through 0004)
Offerors shall not propose separate prices for these CLINs as these CDRL CLINs are not separately priced.
2.2.4 Material (CLIN 0006)
Offerors shall include Material associated with CLINs 0002 through 0004. It is anticipated that Material will include those items that the Government may purchase from the contractor as recommended by any resultant AoA for replacement components under CLIN 0002 through 0004. In order to expedite material purchasing during contract performance, the contractor shall propose fixed profit that would be applied to the material being purchased in the task orders. For the purposes of the basic IDIQ CLIN, the contractor shall apply the proposed profit % to the estimated material amount of the CLIN. This proposed fixed profit will remain constant throughout the life of the
IDIQ.

2.3.1 General Instructions. The cost narrative shall discuss, in detail, the offeror’s basis and methodologies for all of its proposed costs. This shall include the offeror’s basis for direct and indirect rates reasonableness. This shall include the offeror’s basis for indirect rates calculation and application of indirect rates with supporting documentation to demonstrate cost reasonableness. It shall also include a detailed compensation plan in accordance with FAR provision 52.222-46. In preparing the cost proposal, it is required that offerors breakout and identify separately for each year of the contract (with the first year beginning on the date of award, see L-335 for award date estimate), and on a cumulative basis for all five years, the following cost elements:
(a) Direct Labor – The straight time hourly rates shall use a forty-hour week for the conversion of salaried employees to the hourly basis and shall be exclusive of loading factors; e.g. vacation, sick leave, holidays, overhead, G&A, fee (i.e., annual salary is divided by 2,080 hours to equal the unloaded direct labor hour rate). Offerors (including prime and all subcontractors) shall identify the Current Actual Labor Rates if named individuals are proposed. Offerors shall specifically state whether or not uncompensated overtime is included in their proposal for both prime and all subcontractors. In order to verify the realism of the Offeror’s proposed direct labor hours, Offeror’s shall submit, as part of their Cost Proposal, documentation substantiating the accuracy of their proposed direct labor rates. See paragraph 2.3.6 of this provision for acceptable documentation.
(b) Indirect Cost – If applicable and in accordance with the offeror’s approved cost accounting practices, identify the indirect rates and indirect costs (e.g. Fringe Benefits, Overhead, General and Administrative, Material and Handling) being proposed and identify the cost elements for which the rates are applied.
(c) Subcontracts –
(1) The offeror (Prime) shall provide a list of all subcontractors by name and shall specify the type of subcontract (e.g., CPFF, FFP, T&M). Subcontractors with an adequate accounting system for cost reimbursement type contracts shall be proposed as CPFF. Subcontractors that do not have an adequate accounting system should be proposed as FFP (preferable) or T&M if the subcontractor requirements will not support FFP. If a Subcontractor proposes a type other than CPFF, the Prime SHALL include a written justification and the basis on which the Prime finds the Subcontractor's price as fair and reasonable.
(2) If subcontractors are proposed, submit the same detailed level of cost information as for the prime contractor.
The subcontractor cost information can be submitted by the prime or the subcontractor may submit this information under separate cover directly to the Contracting Officer via the SPAWAR E-Commerce web site; see provision L- 349.
(d) Other
(1) Direct Cost – Offeror’s shall propose Other Direct Costs in accordance with paragraph 2.3.5 below.
(2) Indirect Cost – Identify any other indirect cost element(s) being proposed which has not been included above and identify the various cost elements for which the rate is applied.
(3) Facilities Capital Cost of Money (FCCOM) - If FCCOM is proposed, submit a completed DD Form 1861 entitled "Contract Facilities Capital Cost of Money." Documentation supporting the computations shall be submitted with the form.
(4) Offerors shall include Material EXACTLY as $31,500,000.00. Material costs included in CLIN 0007 will be used in completion-type task orders. The amount indicated is to establish a value at the basic contract level and is considered fully burdened inclusive of G&A and handling.
(5) Fee – Identify the fee rate, identify the various cost elements on which the fee is being applied, and the total fee amount proposed. Do not propose fee on FCCOM, Other Direct Costs (ODCs), or any indirect costs that are applied to ODCs.
(6) Fully Burdened Rates - The offeror shall also complete and submit fully burdened rates as part of Attachment No. 5, Cost Proposal, which includes fully burdened rate information for the prime contractor and all subcontractors. Subcontractors do not need to submit this attachment. This attachment includes instructions for completion.
(7) The cost breakdown shall indicate the offeror’s total proposed price for each year and the cumulative proposed price for all years. Any information submitted must support the cost proposed. Include sufficient detail or cross references to clearly establish the relationship of the information provided to the cost proposed. Support any information provided by explanations or supporting rationale, as needed, to permit the Contracting Officer and authorized representatives to evaluate the documentation.
2.3.2 Estimated Level of Effort.
(a) The quantities of labor hours for each labor category shown below, which are to be used by the offeror for computing total labor costs, represent the Government’s current best estimate of requirements. However, the
Government cannot guarantee the estimated quantities of man-hours shown for individual labor categories, nor can it guarantee the total estimated hours. It is recognized that some of the labor category titles used in the solicitation may not exactly match the titles normally used by a particular company. Accordingly, in order to permit a rapid comparison between the anticipated labor outlined below and the offeror’s actual labor mix, each proposal must provide the following:
(1) A statement of the offeror’s normally used nomenclature for each labor category outlined below, together with a copy of the offeror’s own position description for each labor category.
(2) A statement of any additional labor categories, estimated hours and related qualifications for labor that will be a direct cost based on the offeror’s accounting procedures (e.g., management and administrative labor costs).
(3) A description of qualifications for each labor category as it applies to this requirement.
(4) Subcontractor labor hours should be shown in the same manner as described in paragraphs (1) and (2) above.
(5) Offerors shall propose hours based on the following:

2.3.3 Key Personnel. There are no key personnel labor categories in this solicitation. Resumes are not required to be submitted and will not be evaluated if included in offeror proposals. Individual task orders may include key personnel and resume requirements.
2.3.4 Uncompensated Overtime and Professional Employees.
Proposals that include hourly rates for exempt employees which are based on more than a 2,080 work-year shall be identified as Uncompensated Overtime as defined in provision at FAR 52.237-10, “Identification of Uncompensated Overtime.” If an offeror decides to include uncompensated effort in their proposal, the following requirements shall be met and reflected in the proposal:
(a) The offeror must have an established cost accounting system that is adequate for determining costs applicable to the contract, and that records all hours worked, including uncompensated hours, for all employees, and regardless of contract type. The contracting officer is required to make an affirmative determination regarding the adequacy of the offeror’s accounting system prior to the award. If the contracting officer is unable to make such a determination, the offeror will be ineligible for contract award.
(b) Uncompensated hours, for all employees, and regardless of contract type, shall be included in the offeror’s base for allocation of indirect costs and meet the requirements of Cost Accounting Standard (CAS) 418, “Allocation of Direct and Indirect Costs.”
(c) The proposal shall clearly identify hours of uncompensated effort proposed by labor category.
(d) The proposal shall clearly identify the amount of uncompensated effort that will be performed without supervision and without support personnel and shall assess the productivity of such effort. Additionally, clearly identify the means by which the offeror controls or schedules uncompensated overtime for its employees as well as where the uncompensated effort will be accomplished.
(e) The proposal shall describe the extent to which employees are required or encouraged to perform uncompensated effort and the impact the use of uncompensated effort has on work effectiveness.
(f) The proposal shall include a copy on the corporate policy addressing the uncompensated effort.
(g) The proposal shall include a separate, complete cost breakdown to the same level of detail as the breakdown supporting the cost proposal. The breakdown shall include direct labor rates for all direct labor categories based on the division by 2,080 of exempt employees actual annual salary, to represent a standard (as deemed by Fair Labor Standards Act) 40-hour week or 2,080-hour standard year. In addition, the breakdown shall include overhead rates and other costs based on employees working a standard 40-hour workweek or a 2,080-hour standard year. It is the cost breakdown that will be used to perform the cost realism portion of the proposal evaluation.
(h) The requirements stated in paragraph (a) through (g) above shall be met for each subcontract which has uncompensated effort included in the proposal.
2.3.5 Other Direct Costs CLIN 0009.
Offerors shall include Other Direct Costs (ODCs) EXACTLY as $1,100,000.00. It is anticipated that ODC costs will consist mainly of travel and incidental material costs. ODCs are cost only (no fee). The amount indicated is considered fully burdened inclusive of G&A, less fee.
2.3.6 Corporate Cost Information.
Submit the following information as part of the proposal, Volume II, Price/Cost Information:
(a) Copies of the most current Forward Pricing Rate Agreement (FPRA) and/or DCAA audit report for the offeror’s/subcontractor’s direct labor and indirect rates.
(b) Accounting system adequacy documentation as follows:
(1) Unless the company has never been audited by DCAA, include a copy of the most current report that includes the cognizant DCAA office’s review of the contractor’s/subcontractor’s accounting system. If the most current information is provided in either of the reports required in section (a) directly above, the offeror does not have to provide an additional copy. Repetition of the same information is not necessary.
(2) If the accounting system has not yet been recommended as adequate by DCMA or DCAA, please provide the name of the accounting system the contractor/subcontractor will use in regards to this requirement as well as the below additional information.
a. Please describe how the accounting system provides for segregation of direct costs from indirect costs.
b. Please describe how the accounting system provides for identification and accumulation of direct costs by contract.
c. Please describe how the accounting system provides a logical and consistent method for allocation of indirect costs to intermediate and final cost objectives (a contract is a final cost objective).
d. Please describe how the accounting system provides for accumulation of costs under general ledger control.
e. Please describe how the accounting system provides a timekeeping system that identifies employees’ labor by intermediate and final cost objectives.
f. Please describe how the accounting system provides for a labor distribution system that charges direct and indirect labor to the appropriate cost objectives.
g. Please describe how the accounting system provides interim (at least monthly) determination of costs charged to a contract through routine posting of books of account.
h. Please describe how the accounting system excludes from costs charged to government contracts amounts which are not allowable as defined in Federal Acquisition Regulation (FAR) Part 31, Contract Cost Principles and Procedures, or other contract provisions.
i. Please describe how the accounting system provides for identification of costs by contract line item and by units (as if each unit or line item were a separate contract) if required by the proposed contract.
j. Please describe how the accounting system provides for segregation of preproduction costs from production costs.
k. Please describe how the accounting system provides financial information required by contract clauses concerning limitation of cost (e.g., FAR 52. 232‐20) or limitation on payments (e.g., FAR 52.216‐16).
l. Please describe how the accounting system provides financial information required to support requests for progress payments.
m. Please describe how the accounting system is designed, including how records are maintained, to ensure adequate, reliable data are developed for use in pricing follow‐on acquisitions.
n. Please describe whether the accounting system is currently in full operation. If not, please describe which portions are in operation, whether the system is set up but not in operation, and when operation is anticipated.
o. If the accounting system has been independently audited by an outside auditing agency for compliance with Generally Accepted Accounting Principles (GAAP), please provide the date and the documentation supporting the determination of compliance.
(c) In order to verify the realism of the offeror’s/subcontractor’s proposed direct labor costs, offeror’s/subcontractor’s shall submit documentation substantiating the accuracy of its proposed direct labor rates for all labor categories. Acceptable documentation includes the following:
(1) Most recent payroll run (for named, current employees); or for current employees in the same labor category working on similar projects;
(2) Copies of signed Letters of Intent that indicate agreed upon annual salary (for named, new hires); (3) Copies of the most current DCMA FPRA or Forward Pricing Rate Recommendation (FPRR) (for unnamed, existing labor categories). An additional copy of the most current FPRA is not required if provided under section (a) above.
Repetition of the same information is not necessary;
(4) Labor Category Averages. If labor category averages are used, provide a detailed narrative and include the calculation used to establish the category average (for example, a list of the current salaries for all employees working in that labor category, divided by the number of current employees in that labor category).
(5) Detailed description methodology. If proposing rates that do not fall within one of the above criteria, provide detailed, comprehensive description of the methodology used to establish the proposed direct rate. The description shall include, at a minimum, the source of the rate (i.e., where the rate was obtained) and identify how the resulting rate was calculated. Merely stating that a “salary survey” or “market survey” was used is not sufficient.
(d) Historical indirect data, to include provisional rates, actual incurred rates, and annual incurred cost claims (if submitted), shall be provided for the three years prior to the offeror’s current fiscal year. This data shall include the offeror’s fringe benefit, overhead (on and off-site as applicable), General and Administrative (G&A), and Materials and Subcontracts (M&S) handling rates as applicable to the offeror’s accounting system. If proposed indirect rates significantly differ from recent incurred rates, offerors shall include a detailed explanation.
(e) Information regarding the general financial condition of the firm and specific plans for financing the proposed contract, including the latest available financial statements.

5) Tools, techniques and procedures for minimizing procurement and delivery times of selected products, and ensuring effective inventory management and component authenticity (avoiding grey market and counterfeit component risks)
Section 2 Analysis of Alternatives Sample Task Order (Factor 2): 30 pages maximum The offeror shall submit a sample AoA Framework and sample AoA to recommend replacements for the components in the Component Specification “CANES_Component_Specification_NAC_SAMPLE_v2.0” referenced in Section 2.1 and 2.2 below. The sample AoA Framework and sample AoA shall meet the requirements of Sections 2.1 and 2.2 respectively, as detailed below.
Please Note: For the purposes of the sample task, please use the information within this section for the development of the proposal. Due to the limited time frame of the RFP, certain aspects have been removed from the timeline (i.e.
TIMs, Government Review of framework, and 2-way dialogue with the Government). Although this is listed as a high complexity component in Attachment 2, the Government is only requesting the identification of three (3) replacement component candidates for the purposes of the sample task.
Section 2.1 Analysis of Alternatives (AoA) Framework The AoA Framework shall consist of the following two (2) sections:
2.1.1 AoA Framework - Section 1 Market Research & Replacement Component List:
In Section I the contractor shall conduct market research in order to identify an initial set of component product candidates that will be used for detailed data collection and evaluation during the conduct of the AoA. The contractor shall list and identify each candidate product within the AoA Framework with sufficient descriptive detail to enable an independent third party to uniquely identify and procure the product. The offeror shall identify three
(3) replacement component candidates. The contractor shall include a summary of the rationale that was used to identify the set of candidate replacement components. The market research shall consider, at a minimum, Gartner analysis of suppliers within the related technology field, suppliers from GSA schedules, and products deployed within existing and planned Navy and Joint systems similar to CANES. In the event that market research reveals candidate product quantities exceed three (3), the contractor shall reduce the list of component quantities using the following ordered downselection method:
a) The OEM-recommended product-line follow-on (from previous CANES baselines/releases)provided in “CANES_Component_Specification_NAC_SAMPLE_v2.0” ) shall always be retained within the candidate component product list.
b) Products that do not meet at least 75% of component functional requirements shall be removed from the candidate product list.
c) If additional downselect is required after (b), Products that do not meet physical dimensional requirements shall be removed from the candidate product list.
d) If additional downselect is required after (c), products that are neither tracked/reported by Gartner, on GSA schedules, nor deployed within existing or planned Navy/Joint systems shall be removed from the candidate product list.
e) In the event that additional downselect is required after (d), or that the application of rule (b) or (c) eliminates too many candidate products at once, cost (list cost plus 2 years of support/maintenance cost) shall be used as a final discriminator.
2.1.2 AoA Framework – Section 2 Design Descriptions:
The AoA Framework shall contain a design description of each candidate replacement component to include:
(a) A Bill of Materials (BOM) with sufficient detail to enable a third party to independently identify the proposed component. The BOM shall clearly identify and delineate the product variations in accordance with the component level specifications (e.g. variations for different platform types). The BOM shall identify all independently procurable equipment/modules that are contained within a component (e.g. in the event that the component consists of multiple separately-procured parts that require integration at a CANES production facility).
(b) A diagram that identifies all external physical and logical interfaces between the candidate component and CANES to illustrate how the component will be connected and integrated into CANES. The external interfaces shall include, where applicable, physical mounting interfaces (e.g. rack mounts and kits), physical cabling and interconnections, logical software interfaces to CANES computing hosts and Operating Systems, and logical software interfaces to the CANES management subsystem and other affected CANES subsystems/components. The contractor shall include a diagram for each proposed component variant in the event that the proposed component includes multiple different integration approaches (for example, across different CANES security enclaves and/or platform types).
(c) A diagram that identifies all internal physical and logical interfaces within the component. This diagram shall be required only in the event that the candidate replacement component includes multiple parts. Internal interfaces include where applicable, physical mounting interfaces (e.g. mounting kits), internal physical cabling and interconnections, and logical software interfaces within component modules. The internal interface diagram shall include a description of each information flow across the component part interfaces. The contractor shall include a diagram for each proposed component variant (for example, variants across different CANES security enclaves and/or platform types).
Section 2.2 Analysis of Alternatives (AoA) The offeror shall conduct the AoA on the candidate components proposed in Section 2.1 as follows: The AoA shall evaluate each candidate replacement component against the evaluation criteria listed below in 2.2.1 AoA Evaluation Criteria. The evaluation of each candidate replacement component shall include a narrative rationale for each score;
requirements for the scoring rationale are listed below in 2.2.2 AoA Scoring Rationale. Finally, the AoA shall include a tradeoff recommendation for the final proposed replacement component in accordance with the evaluation criteria weighting listed below in 2.2.3 AoA Criteria Weighting.
2.2.1. AoA Evaluation Criteria:
The offeror shall for each specified component identify the weighted evaluation criteria that will be used in the AoA in order to select the optimal replacement component. The contractor shall recommend a rating approach for each evaluation criteria. The contractor shall document the scoring rule sets for numerical ratings, adjectival ratings (such as excellent, good, fair, poor) and/or pass/fail ratings, for each evaluation criteria. Scoring rule sets shall be documented at a level of fidelity that will facilitate both unambiguous categorization of candidate components and effective discrimination across candidate components. The contractor shall identify the weighting of importance across all factors and describe how the selection will be made, e.g. Best Value Trade - Off. The tradeoff recommendation shall consider the combination of numeric, adjectival, and pass/fail ratings in conjunction with the relative risks.
The weighed evaluation criteria shall include, at a minimum:
(a) The extent to which the proposed replacement component meets the component-level requirements. The component-level requirements are defined in the “CANES_Component_Specification_NAC_SAMPLE_v2.0”. The contractor shall use numerical ratings for this evaluation criterion.
(b) The extent to which the proposed replacement component meets form, fit and functional interchangeability requirements. The contractor shall use numerical ratings for this evaluation criterion.
(c) The extent to which the proposed replacement component will minimize the risk of repeating CANES Environmental Qualification Testing (EQT) in accordance with AN-FOS-ENV-REQS-0203, Afloat Networks Family of Systems Environmental Requirements. The contractor shall use adjectival ratings for this evaluation criterion.
(d) The extent to which the proposed replacement component will impact the current CANES design. The contractor shall include the details outlining how the proposed replacement component may impact / change the existing installation instructions and/or installation media, including the CANES CICD, SPS, Technical Data Package (TDP), and Installation Requirements Drawings (IRDs). The contractor shall include a rationale on how the impacts will be minimized to the stated installation instructions and/or media. The contractor shall use adjectival ratings for this evaluation criterion.
(e) The extent to which the proposed replacement component will minimize the need for future EOL replacements. The contractor shall use market research as a projection for EOL/EOS predictions based on vendor history and/or openly published vendor EOS/support dates. The contractor shall use adjectival ratings for this evaluation criterion.
(f) The extent to which the proposed replacement component will minimize supply chain risk. The contractor shall use adjectival ratings for this evaluation criterion.
(g) The extent to which the proposed replacement component is common across similar Navy and Joint systems. The contractor shall use adjectival ratings for this evaluation criterion.
(h) The contractor shall provide the prices of the candidate replacement components and the lifecycle maintenance costs. The contractor shall provide the extent to which the proposed replacement component reduces the price per unit and lifecycle maintenance costs. The contractor shall use numerical ratings for this evaluation criterion.
2.2.2 AoA Scoring Rationale:
1) Scores shall be supported by suitable evidence from qualified sources that substantiates the performance of the candidate component against each evaluation criteria. Suitable qualified sources include (i) information from publicly available web sites and product specification sheets published by the product manufacturer; (ii) data from common independent sources that regularly publish and maintain databases of product performance data (e.g.
Gartner, Spec.org); (iii) observed, measured, or tested data directly collected by the offeror under this task order from loaned or procured products within contractor or Government facilities; (iv) historical observed, measured, or tested data from Government labs or reports; (v) observed, measured, or tested data from offeror labs with supporting reports or documentation; and/or (vi) data received as a result of a direct contact with product manufacturers. In the event the offeror directly queries the product manufacturer for product data, the offeror shall provide independent substantiating evidence that describes in detail how the product meets evaluation criteria requirements.
2) The offeror shall include scoring justification that clearly describes why each score was assessed based on the substantiating evidence, and the scoring criteria for the rating.
2.2.3 AoA Criteria Weighting:
Evaluation criteria is weighted in descending order of importance with criteria (1) one being most important, and criteria (5) five being least important. The tradeoff recommendation shall consider the combination of numeric, adjectival, and pass/fail ratings in conjunction with the relative evaluation weights for each criterion.
