Q1. Attachment 4, L-3 BOM states material cost are to be burdened without G&A and fee by
WBS. Are we prohibited from adding G&A, COM and fee to materials?
A1. Indirect adders and fee are allowable under CLIN 0001 on materials. CLIN 1003 is subject to indirect adders but is non-fee bearing and shall be proposed at $35,000 for evaluation purposes. Attachments L-3 and L-4 have been updated to reflect these changes. See Question 2 for further guidance on CLINs 0001 and 1003.
Q2. Attachment 4, L-4 Prime Cost Summary includes M&H under ODC, CLIN 1003. Which
CLIN do we include material?
A2. The reference to CLIN 1003 in association with M&H is incorrect. A modification is forthcoming. Per the RFP, it is anticipated that ODC costs under CLIN 1003 will consist primarily of travel. CLIN 1003 has a ceiling amount of $35,000, which will be INCLUSIVE of any and all applicable indirect adders during performance, will not be fee bearing, and will be in support of CLIN 1001. For evaluation purposes, Offerors should propose the CLIN 1003 ODC ceiling exactly as indicated in the RFP, and not add indirect burdens, such as G&A. The
Government will adjust any inconsistent CLIN 1003 ODC amount to the amount listed in the
RFP. If awarded the contract, however, the Government will apply the offeror’s G&A burdens
(indirect adders) and subtract the total against the applicable ODC ceiling. For example, for
CLIN 1003, the ODC ceiling amount is $35,000. If a trip totals $15,000 (allowable and applicable airfare, lodging, and per diem), and the vendor’s approved G&A rate is 20% then the total trip will be $18,000 ($15,000 x 20% = $3,000, $15,000 + $3,000 = $18,000). As a result, $18,000 will be deducted from the ceiling of $35,000 leaving an available ceiling for
ODCs/Travel of $17,000 ($35,000 - $18,000 = $17,000) for the remainder of that contract year.
Regarding which CLIN to propose material, an Offeror should propose material related to the design of OCOMMS Demonstration System in CLIN 0001. Regarding 1003, while it's possible that other types of ODC costs may be required for supporting CLIN 1001 efforts during performance, as stated in the RFP, the Government anticipates CLIN 1003 to consist primarily of travel costs.
Q3. EIA-649-1 Configuration Management Requirements for Defense Contractors document shows a date of 04 Mar 2015. The latest document under that label that we can find is dated
11/1/2014. Is the March date correct?
A3. EIA-649-1, "Configuration Management Requirements for Defense Contracts", dated 20
November 2014, was adopted on 04 March 2015 for use by the Department of Defense (DoD).
EIA-649-1, dated 20 November 2014, should be used in response to this RFP.
Q4. OCOMMS(AT)-75 EO sensor f-number (f/0.2) requirement is very challenging and will drive cost. Can the f-Number be increased to include commercially available optics?
A4. The Government desires a system that meets all OCOMMS Specifications. However, the
RFP permits the contractor to propose solutions which do not meet the exact specification. For any requirement not met, the Offeror shall provide their expected performance, and an explanation for the non-compliance in terms of the non-complying specification and overall system. Refer to Compliance Matrix paragraphs in Section L and M of the RFP, particularly the following excerpt from Section M. "The Government will evaluate the extent to which the proposed design meets all OCOMMS Performance Specifications as identified in the OCOMMS
Performance Specification (SPAWAR-S-OCOMMS001) Section 6, Table 2 – Requirement
Verification Matrix. If the Offeror does not propose to meet a requirement, the Government will consider the rationale and expected performance provided. Not meeting one (1) or more requirements may negatively impact the Offeror’s technical subfactor 1a and /or Factor 1 evaluation and may result in weakness(es) or Unacceptable ratings. The existence of non-compliance(s), however, does not automatically trigger Unacceptable ratings. In assessing the severity of any non-compliances, the Government may on an individual and/or cumulative basis consider impacts to the overall system design, performance, Airborne System size, weight and power (SWAP), and/or risk. The Government will consider the severity of non-compliance(s), provided rationale, subfactor 1a and Factor 1 evaluation criteria, ratings definitions, and subfactor1a/ Factor 1 technical proposal to determine appropriate ratings." An amendment will be forthcoming to include revised Section M language.
Q5. OCOMMS(AT)-92 Does step size/resolution apply?
A5. Yes, the step size/ resolution applies. Please refer to OCOMMS(AT)-57 for step size resolution specification and OCOMMS(AT)-39 for the Absolute Pointing Accuracy specification. An amendment to the RFP is forthcoming and Attachment 2 will be updated on the NESI website to reflect clarification.
Q6. OCOMMS(AT)-94 Do the offsets in AT-91 apply?
A6. Yes, the boresight accuracy specification in OCOMMS(AT)-91 applies to OCOMMS(AT)-
94. An amendment to the RFP is forthcoming and Attachment 2 will be updated on the NESI website to reflect clarification.
Q7. OCOMMS(AT)-112 Please clarify requirement. We cannot determine what 2-4 usec +/- 1 nsec means.
A7. The laser trigger input interface shall be capable of receiving a trigger pulse width ranging from 2 to 4 microseconds (TBR) with a pulse width accuracy of +/-1 nsec. An amendment to the RFP is forthcoming and Attachment 2 will be updated on the NESI website to reflect clarification
Q8. OCOMMS(AT)-114 What is the expected pulse length of the received signal?
A8. Expected pulse widths range from 10 to 10,000 nanoseconds (TBR). An amendment to the
RFP is forthcoming and Attachment 2 will be updated on the NESI website to reflect clarification.
Q9. OCOMMS(AT)-123 Does this apply with or without bandpass filter? If with, this is inconsistent with the bandpass filter spec.
A9. The full angle Field of View specification in OCOMMS (AT)-123 includes the bandpass filter. The range of Cone Half Angles in OCOMMS (AT)-127 should be changed to 0 to 10 degrees, from 0 to 11 degrees, and should read:
The receiver optical filters shall (OCOMMS(AT)-127) provide ≥80% transmission for cone half angle (CHA) of 0°; at 0° angle of incidence (AOI); and transmission ≥10% for cone half angles from 0° - 10°.
An amendment to the RFP is forthcoming and Attachment 2 will be updated on the NESI website to reflect this change.
Q10. OCOMMS(AT)-127 We expect loss of signal at 6.5 degrees (<< 10%) using the filter spec of AT-126
A10. See Answer to Question #4.
Q11. OCOMMS(AT)-129 No flight profile provided in spec. Is this located elsewhere?
A11. The range of specified operating altitudes is 3,000 to 25,000 feet as specified in
OCOMMS(AT)-121 and maximum flight speed is 220 KEAS as specified in OCOMMS(AT)-
152. Tracking is required over the full range of elevation angles from +70 degrees (from nadir) to -70 degrees (from nadir) for a direct fly over of a stationary target. An amendment to the RFP is forthcoming and Attachment 2 will be updated on the NESI website to reflect this change.
Q12. Can SPAWAR provide the electrical and software ICD to the Modem/Ethernet switch?
This would be helpful in responding to the Solicitation.
A12. The Government is developing the Modem ICDs and will provide to the selected contractor after contract award.
File details come from the government source that posted it.
