J-01 Performance Assessment Plan (PAP)

MILITARY SEALIFT COMMAND

PERFORMANCE ASSESSMENT PLAN (PAP)

Vertical Replenishment and Rotary-wing Logistic Services

1.0 INTRODUCTION:

This Performance Assessment Plan (PAP) has been developed to comply with the Federal Acquisition Regulation (FAR) Subpart 37.6 – Performance Based Contracting.

This PAP defines the performance management approach, roles and responsibilities, identifies methodologies to be used to monitor and evaluate the contractor’s performance, and sets performance standards. Per FAR 37.603(b), performance standards establish the performance level required by the Government to meet the contract requirements. The standards shall be measurable and structured to permit an assessment of the contractor’s performance.

2.0 IDENTIFICATION OF WORK TO BE PERFORMED:

The Contractor shall supply a two-helicopter Detachment to provide ship-based and/or shore-based vertical replenishment, rotary-wing logistic services, and perform related duties, including administrative and support functions without interruptions or degradation of service. The Contractor shall provide all other equipment and supplies necessary to perform the flight operations and required services, unless otherwise indicated.

3.0 PERFORMANCE MANAGEMENT APPROACH:

The purpose of the PAP is to provide guidelines and procedures by which the Contractor’s performance will be evaluated and assessed. The PAP is based on the premise that the Contractor is responsible for quality assurance in the performance of its work, but it is the Government’s responsibility to periodically ensure they are receiving the work that was contracted for.

The Contractor’s internal quality control system will set forth the staffing and procedures for self inspecting the quality, timeliness, customer satisfaction and other performance requirements in the Performance Work Statement.

4.0 METHODOLOGIES TO MONITOR PERFORMANCE:

The primary methods of surveillance are COR inspections and customer input/feedback. Customer feedback may be obtained either from the results of periodic/random performance evaluations or the Performance Evaluation Survey (Attachment B).

Customer complaints must be sufficiently detailed to put the Contractor on notice of the problem or deficiency and to allow for investigation, if needed. Complaints will then be forwarded via the COR to the Contracting Officer for review. Upon receipt of notice of the complaint, the Contractor will have five (5) business days to respond to the complaint and, if appropriate, detail the actions it has or will take to correct or mitigate the problem or deficiency.
