4) The following in Section M-1 has been revised as follows:

B. Minimum Technical Requirements

Technical proposals will be evaluated to assess the offeror’s understanding of the scope of the work and its overall approach to providing the required services (see Section L-15, General Proposal

Requirements). Technical proposals will initially be evaluated against the minimum technical requirements identified below. An offer must be found technically acceptable in the following areas to be considered for award:

I. Ship Operational Experience:

a) Offeror has demonstrated that it has operated at least two ships, of no less than 4,500 tons and

10,000 HP, simultaneously within the past 15 years.

b) Attachment K.1 has been completed in accordance with the requirements in Section L-

15.B.(c)A.I.

II. Ship Maintenance and Repair Experience:

a) Offeror has provided evidence that all drydockings listed in Attachment K.2 are greater than

30 days in final duration or greater than $5M in final cost.

b) Attachment K.2 has been completed in accordance with the requirements in Section L-

15.B.(c)A.II.

Tradeoffs will not be made for the above minimum requirements nor will additional credit be given for exceeding acceptability.

Prior to award, the Contracting Officer will make a responsibility determination that will include a financial review of the apparent successful offeror. This review will include assessing the financial resources available to the apparent successful offeror to perform its contractual obligations. Accordingly, each offeror is required by Section L-15.A.(j) to demonstrate that it has such financial resources or the ability to obtain such financial resources. Financial condition and capability statements made by the offeror as well as any additional data available to the

Contracting Officer regardless of whether it was provided by the offeror may be evaluated as part of the Contracting Officer’s responsibility determination.

The Contracting Officer will review the information required by Section L to determine whether the offeror has met the minimum submission requirements. Award will not be made to an offeror that fails to submit any required information.

5) Section 6.13, “Consolidated Maintenance and Logistics System (CMLS) Software,” has been added to

Attachment A, the Technical Manual. The updated file is named “Att A – WATSON Tech Manual - amend
