Quoters are required to consider inflationary factors and market trends in developing coefficients for items listed in the option years; no separate economic price adjustment clause will be used under this contract.

Section M - Evaluation Factors for Award

Miscellaneous text in this section has been modified to:

M.1. Basis for Award.

M.1.1. This solicitation is for the procurement of various Information Technology supplies including standard cables, peripherals, and consumables. This is also for on-site technical services including running conduit, pulling low voltage cable, and mounting large display monitors. All items listed should be Trade Agreement Act compliant where applicable. Award will be made to the Lowest Priced Technically Acceptable (LPTA) quoter whose quote is responsive to the terms of the invitation for quotes (SOLICITATION) to the Government, considering only price and the price-related factors included in the SOLICITATION. The basis for award is Lowest Price Technically Acceptable (LPTA). The government will first evaluate quotes for technical acceptability. All technically acceptable quotes will then be ranked by price, and an award will be made to the offeror with the lowest evaluated price.

M.1.2. The Government will evaluate past performance history to determine previous service regarding proposed coefficients for balanced and reasonable pricing, using price Standard timeline. Non-PrePriced analysis techniques. Proposed prices evaluated as unreasonable or unbalanced may be grounds for eliminating the quote from award eligibility. The government will evaluate the offerors demonstrated history of providing services of a similar size, scope, and complexity.

M.2 Evaluation Criteria

M.2.1. Offerors shall provide three (3) recent and relevant past performance references from within the last three years. The government will assess performance based on quality of service, cost control, timeliness, and customer satisfaction.

Adjectival Rating

Description

Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat Relevant

Present/past performance effort involved some of the same scope and magnitude of effort and complexities this solicitation requires.

Not Relevant Present/past performance effort involved little or none of the same scope and magnitude of effort and complexities this solicitation requires.

M.2.2. The Government will evaluate quotes received in response to this solicitation solely on the basis of price, price related factors and Past Performance. Under LPTA all factors other than cost or price are evaluated on an "acceptable" or unacceptable" basis.

Adjectival Rating Description

Acceptable Proposal meets the requirements of the solicitation.

Unacceptable Proposal does not meet the requirements of the solicitation.

The past performance evaluation is an assessment of the offeror's probability of meeting the Past Performance:

minimum past performance solicitation requirements. This assessment is based on the offeror's record of relevant and recent past performance information that pertain to the products and/or services outlined in the solicitation requirements. Sources of Past Performance Information are described in section 3.1.3.2. of the DoD Source Selection Procedures.

M.2.2.1. There are three aspects to the past performance evaluation: recency, relevancy (including context of data), and quality (including general trends in contractor performance and source of information). All three aspects must be considered for each of the contracts or requirements evaluated.

In the case of an effort without a record of relevant past performance or for whom information on past Note:

performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305[a][2] [iv]). Therefore, the offeror shall be determined to have unknown (or "neutral") past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered acceptable.

Adjectiv al

Rating Description

Accepta ble

Based on the offeror's performance record, the government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown (see note above).

Unaccep table

Based on the offeror's performance record, the government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

M.2.3. RESPONSIVENESS OF QUOTE. For a quote to be determined responsive and considered for award, the quote must comply in all material respects with of the Solicitation.

In order to be considered responsive the Quoter:

- Shall be currently registered in SAM, https://www.sam.gov/portal/public/SAM/

- Shall submit a complete the quote package prior to the cutoff for Request for Quotes,

- Properly signed (1449) quote, with Original Signature

- Acknowledgement of all Amendments (if any),

- Shall not qualify the terms and conditions of the solicitation in the submitted quote

- Shall comply with the instructions of the solicitation.

Non-Responsive quotes will not be considered for contract award.

M.2.4. PRICE EVALUATION. coefficients will be Standard Hour, Non-Standard Hour and Non-PrePriced evaluated to determine if they are reasonable, complete and balanced. The price analysis techniques in 15.404-1

(b) may be used as guidelines as per guidance provided in Subpart 14.408-2. If adequate price competition is not obtained or if price reasonableness cannot be determined using price analysis of Government obtained information, additional information may be required from the quoter to support the proposed price. Should the need for additional quantities arise the Government may exercise its right to increase quantities in accordance with 52.217-6. The schedule being used at the time of exercising of the option will dictate the coefficient to be used under this clause.

M.2.4.1. Total Evaluated Price: The total evaluated price will be a single numeric value, not to exceed 2 decimal places, calculated by the Government, that represents a single coefficient value which will be the value used to determine the lowest price and apparent winning quote. The steps and formulas utilized to calculate the Total Price are as follows:

M.2.4.1.1. Contractor fully completes the Quote Schedule information; all values are not to exceed 2 decimal places.

M.2.4.1.2. The Quote Schedule will automatically calculate all other required figures utilizing the following formulas per CLIN Structure:

CLIN 0001 - Pre-Priced Work - Normal Hours (NH)

CLIN 0002 - Pre-Price Work - Other Than Normal Hours (OTNH)

CLIN 0003 - Non-Pre-Priced Work -

CLIN 0004 - Pre-Priced Work -NH -

CLIN 0005 - Non-Pre-Priced Work -

i. Balanced Pricing: Quoters are cautioned against submitting a quote that contains unbalanced pricing.

Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of price analysis techniques.

Quotes that are determined to be unbalanced may be rejected if the lack of balance poses an unacceptable risk to the Government.

ii. Definitions:

Reasonableness. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business. Completeness/Accuracy. The quoter's quote is in compliance with the Price instructions in the solicitation.

M.2.5. RESPONSILBITY DETERMINATION. In Accordance with FAR Part 9.1, Purchases shall be made from, and contracts shall be awarded to, responsible prospective contractors only.

To be determined responsible, a prospective contractor must --

- Have adequate financial resources to perform the contract, or the ability to obtain them (see 9.104- 3 (a));

- Be able to comply with the required or proposed delivery or performance schedule, taking into consideration all existing commercial and governmental business commitments;

- Have a satisfactory performance record (see 9.104-3(b) and Subpart 42.15). A prospective contractor shall not be determined responsible or non-responsible solely on the basis of a lack of relevant performance history, except as provided in 9.104-2;

- Have a satisfactory record of integrity and business ethics (for example, see Subpart 42.15);

- Have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them (including, as appropriate, such elements as production control procedures, property control systems, quality assurance measures, and safety programs applicable to materials to be produced or services to be performed by the prospective contractor and subcontractors). (See 9.104-3 (a).)

- Have the necessary production, construction, and technical equipment and facilities, or the ability to obtain them (see 9.104-3(a)); and

- Be otherwise qualified and eligible to receive an award under applicable laws and regulations.

No purchase or award shall be made unless the contracting officer makes an affirmative determination of responsibility. In the absence of information clearly indicating that the prospective contractor is responsible, the contracting officer shall make a determination of no responsibility.
