About this file
This is a Questions and Answers document addressing inquiries regarding a federal contracting solicitation for a Multiple-Award Blanket Purchase Agreement (BPA) set-aside for small businesses. The acquisition covers IT services and supplies, including incidental activities such as conduit installation, low-voltage cable pulling, and monitor mounting, all subject to Service Contract Labor Standards (SCLS). The list of items and purchases is referenced in Section J of the solicitation.
Key procedural details include: the revised quote due date of Tuesday, March 10, 2026, at 5:00 PM EST; signature requirement in Block 30a of the SF 1449; and an updated CLIN structure to replace the missing Attachment 1 – Quote Schedule, with pricing to be provided for each category of supplies and services and page limitations to be included. Pricing will be evaluated and established at the BPA award level, with contractors prohibited from updating pricing during the ordering period. The basis for award is Lowest Price Technically Acceptable (LPTA), with technical acceptability evaluated first, followed by price ranking. Past performance evaluation requires three recent and relevant references from the past three years, assessed on quality of service, cost control, timeliness, and customer satisfaction. Competition for individual call orders under the multiple-award structure will be conducted on a fair opportunity basis among all awardees. No security clearance is required; however, contractor personnel must complete installation access vetting with an anticipated 2-4 week timeline for favorable determination prior to work commencement.

Questions Contracting Officer’s Answers
1. Missing Attachments The solicitation references several attachments, addenda, and exhibits (specifically "Attachment 1
– Quote Schedule") that were not included in the posting on SAM.gov. Can the Government confirm if these documents were intended for release and, if so, where they may be accessed?
The Government will release an amendment to the solicitation but “Attachment 1” will not be included as an updated CLIN structure will address important information. Offerors are instructed to monitor SAM.gov for this amendment.
2. Quote Submission Format In lieu of the missing "Attachment 1 – Quote Schedule," what pricing format should offerors use? Additionally, please confirm all requirements for quote content, formatting, and any page limitations.
There will be an updated CLIN structure providing pricing for each category of supplies and services.
To include page limitations
3. Quote Due Date Section L.1 states the due date is February 21, 2026, which is a Saturday. Can the Government please confirm the due date?
Acknowledged. When a closing date falls on a weekend or Federal holiday, the closing date is automatically extended to the next business day.
The Government will issue an amendment to formally revise the due date to Tuesday, March 10, 2026, at 5:00 PM EST.
4. SF 1449 Signature Block The solicitation requires an original signature in Block 14 of the SF 1449. Can the Government confirm if this is the correct block, as offerors typically sign elsewhere?
The quoter shall provide a signature in Block 30a of the Standard Form (SF) 1449.
5. Past Performance Evaluation Section M.1.2 states the Government will evaluate past performance. How will this be evaluated, and what is required for submission?
The Government will evaluate the offeror's demonstrated history of providing services of a similar size, scope, and complexity. Offerors shall provide three (3) recent and relevant past performance references from within the last three years. The Government will assess performance based on quality of service, cost control, timeliness, and customer satisfaction.
6. Award Structure Does the Government intend to establish a single-award or multiple-award BPA? If multiple-award, how will competition be conducted at the call level?
The Government intends to establish a Multiple- Award BPA. Competition for individual call orders will be conducted on a fair opportunity basis among all awardees, typically evaluated based on the specific requirements of the call order.
7. Basis of Award & Evaluation Can the Government clarify the basis for award (e.g., LPTA, Best Value) and the relative weights of the evaluation factors?
The basis for award is Lowest Price Technically Acceptable (LPTA). The Government will first evaluate quotes for technical acceptability. All technically acceptable quotes will then be ranked by price, and an award will be made to the offeror with the lowest evaluated price.
8. Pricing Structure Will pricing be evaluated at the BPA level or the individual call level? Will contractors be permitted to update pricing during the ordering period?
Pricing will be evaluated and established at the BPA award level. Contractors will not be permitted to update pricing during the ordering period.
9. Set-Aside Determination The solicitation references small business participation but is unclear on the specific set-aside. Can the Government clarify the set-aside structure and which socioeconomic categories are eligible?
This acquisition is a 100% small business Set-aside.
10. Scope and Labor Considerations Are activities like conduit installation, low-voltage cable pulling, and monitor mounting considered incidental IT services? Is this work subject to Service Contract Labor Standards (SCLS)?
Yes, these activities are considered incidental to the primary IT services scope of this BPA. The services required under this BPA are subject to the Service Contract Labor Standards (SCLS).
11. Personnel & Installation Access What is the anticipated timeline for personnel vetting, and can the Government confirm that no security clearance is required?

However, all contractor personnel will be subject to installation access vetting and must receive a favorable determination prior to performing work. The anticipated timeline for this vetting process is approximately 2-4 weeks from the time of submission.
12. List of Items/Purchases Is there a full list of items being requested or historically purchased available beyond the "Most frequent purchases" list in Section J?
