SUMMARY OF CHANGES

The purpose of this Amendment 0002 is to incorporate administrative corrections in Section M. This Amendment 0002 results in the following:
1) deletion of the second sentence in the first paragraph in Section M-3.3 Factor B - Staffing Plan as follows: “The greater the extent to which an offeror demonstrates the current capability to rapidly replace personnel and meet potential surge requirements, the greater the Staffing Plan is to the Government.
2) correction of the numbering of the subparagraphs in Section M-4 MANDATORY REQUIREMENTS and corresponding correction to the Section M, subparagraph references in Section M-2 GENERAL INSTRUCTIONS, paragraph (d).
This Amendment 0002 results in no other changes to the solicitation.
The following have been modified:
SECTION M - EVALUATION FACTORS FOR AWARD
M-2 GENERAL INSTRUCTIONS
(d) The Mandatory Requirements (Solicitation Compliance (Section M-4.1), Key Personnel (Section M-4.2) Past Performance (Section M-4.3), Small Business Participation (Section M-4.4), and are not part of the subjective tradeoff and will be evaluated on an Acceptable/Unacceptable basis. Award will not be made to an offeror whose proposal is rated Unacceptable for any of the non-tradeoff Mandatory Requirements.
M-3 SUBJECTIVE TRADEOFF FACTORS
M-3.3 Factor B - Staffing Plan
The Government will evaluate the quality of the offeror’s Staffing Plan submitted in accordance with Section L-3.2.
The greater the extent to which an offeror demonstrates the current capability execute the NTIP Mission Support Requirements in the event of personnel loss and to recruit and rapidly replace personnel to meet mission requirements, the greater the value to the Government.
M-4 MANDATORY REQUIREMENTS
A proposal must meet these criteria in order to be eligible for award. These criteria are not part of the subjective tradeoff and will be rated on an Acceptable / Unacceptable basis.
M-4.1 Solicitation Compliance. Proposals must comply with all of the Instructions, Conditions and Notices to Offerors contained in Section L of the solicitation including proposal submission requirements. The solicitation requirements include all stated terms, conditions, representations, certifications and other information required by Section L of this solicitation. Proposals must provide unconditional assent to the material terms of the solicitation.
A solicitation package missing any of the components will be rated Unacceptable and will be ineligible for award.
M-4.1.1 Solicitation Compliance Rating Method. The Government will assign Acceptable / Unacceptable ratings for Solicitation Compliance.
Adjectival Rating Definition
Acceptable Proposal meets the requirements of the solicitation.
Unacceptable Proposal does not meet the requirements of the solicitation.
M-4.2 Mandatory Requirement 1 - Key Personnel. Proposals must demonstrate that proposed Key Personnel meet the minimum education and experience requirements in Section C, SOW paragraph 3.1.2 Personnel Requirements and Position Descriptions Personnel Qualifications.
M-4.2.1 Key Personnel Rating Method. The Government will assign Acceptable / Unacceptable ratings for Key Personnel.
Acceptable Proposal meets the requirements of the solicitation.
Unacceptable Proposal does not meet the requirements of the solicitation.
M-4.3 Mandatory Requirement 2 - Past Performance. The past performance evaluation is an assessment of the offeror’s probability of meeting the solicitation requirements. There are three aspects to the past performance evaluation: recency, relevancy, and quality.
M-4.3.1 Past Performance - Recency. The first step is to evaluate the recency of an effort. Contracts or subcontracts in progress or completed within 3 years of the solicitation closing date will be considered recent.
Contracts or subcontracts that do not meet this definition of recent will not be evaluated for relevancy or quality and will not be considered in establishing the past performance rating.
M-4.3.2 Past Performance - Relevancy. The second step is to evaluate the relevancy of an effort. The relevancy evaluation will consider the similarity of the scope of work required under the proposed effort to the scope of work required under this solicitation. Contracts or subcontracts that are not relevant will not be evaluated for quality and will not be considered in establishing the past performance rating.
M-4.3.3 Past Performance - Quality. The third step is to consider the overall quality of the offeror’s performance on recent and relevant efforts. Contracts or subcontracts that do not have performance quality data will not be considered in establishing the past performance rating. In accordance with DFARS 215.305(a)(2), the evaluation will consider the offeror’s historical compliance with the requirements of FAR 52.219-8 and FAR 52.219-9.
M-4.3.4 Sources of Past Performance Information.
a. Past performance information may be provided by the offeror, as solicited;
b. Past performance information may be obtained from questionnaires tailored to the circumstances of the acquisition; and
c. Past performance information may be obtained from any other sources available to the Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; the Defense Contract Management Agency; and interviews with Program Managers, Contracting Officers, and Fee Determining Officials.
M-4.3.5 Past Performance Rating Method. The Government will assign one Past Performance rating to the offeror’s proposal. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.304(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability / unacceptability, a neutral rating shall be considered “acceptable.”
Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will successfully perform the required effort.
M-4.4 Mandatory Requirement 3 - Small Business Participation. Proposals must demonstrate that 8.0% or greater of the total proposed price (base and all options combined) will be performed by small business concerns.
Offerors will be evaluated on the extent to which they commit to small business participation in the contract. This evaluation applies to offers from both large and small businesses. The Small Business Offeror’s own effort will be considered in the evaluation of this factor and shall be documented in the Small Business Participation Data Form, Attachment 2 submission.
Small Business includes Small Business, Veteran Owned Small Business, Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Business, Small Disadvantaged Business, and Women-Owned Small Business.
Information provided on the Small Business Participation Form, Attachment L-2, will be used in evaluation of this factor.
The subcontracting plan, which is only required from Large Businesses, is a separate requirement and is in addition to the information required to evaluate this factor.
M-4.4.1 Small Business Participation Rating Method. The Government will assign Acceptable / Unacceptable ratings for Small Business Participation.
Color Rating Adjectival Rating Description Green Acceptable Proposal meets indicates an adequate approach and understanding of the small business objectives.
Red Unacceptable Proposal does not meet the small business objectives.
