Q# Question
In the Draft RFP announcement on FBO posted 18 May 2017, SSP indicated a "contemplated contract award date of mid-FY2018." Does this remain accurate?
No
Section C - Statement of Work (SOW) Will revised Technical Appendixes be provided? Several Strategic Systems Programs (SSP) responses to the 18 May Draft RFP contractor questions, specifically 40 and 41, had indicated that there would be changes to REF B and REF D. Contractor does not require a revision, but is seeking confirmation that the prior question responses are authoritative in lieu of a formal revision to the document.
Yes
Section C – SOW Contractor interprets SSP response to 18 May 2017 Draft RFP contractor question 45 as indicating that Attitude Control System (ACS) development is included in the scope of the HBTD contract. However, the new definition of "technology booster" in Section C of the SOW as "SRMs with Thrust Vector Control (TVC) capability" appears to overlook ACS. Respectfully recommend clarifying the definition to include ACS.
The ACS is not part of this contract
Section C – SOW References (REF F) It appears that REF F has been revised since the 18 May 2017 Draft RFP (Change 2 is now Change 3). Can SSP please provide the current revision of the T9001B, and highlight what changed?
The SOW has an error, Reference F should reflect (T9001B, Change 3)
Section C – SOW References (REF F) REF F Section 3.7 tailors out many “Production” elements, which seems consistent with the goals of Hypersonic Booster Technology Development (HBTD). However, numerous subordinate clauses in 3.7.1 and 3.7.2 are still marked “Y”, which is inconsistent with the top-level “N” applicability marking. A default interpretation is that the subordinate clause “Y”s are mooted by the “N” in the top level applicability statement; however, if some of these clauses are indeed intended to be included, use of “M” with “modification” and clarifying (lineout) language is respectfully recommended.
Section 7 Production does not apply
Section C - SOW References (REF F) REF F Section 3.7.6 (Page 64, Line 79, Nonconforming Items Control) states, “The contractor shall establish and maintain a system to control, review, and make disposition of nonconforming items in accordance with OD 40825.” Use of this OD does not seem consistent with the goals of the HBTD effort. Respectfully request SSP consider changing this to “M” (Modify) with a lineout substitution to “in accordance with contractor command media.”
Section 7 Production does not apply
Section C – SOW References (REF F) "Respectfully request SSP provide several instructions referenced in REF F, specifically:
a. SSPINST 4295.2 Procedures for Requesting Procurement Action (Section 1.2)
b. SSPINST 8822.7 Policies and Procedures for Strategic (Section 3.1.14)
c. SSPINST 5100.1 Strategic systems Programs System Safety Program Requirements (Section
3.2.16 a.)
d. SSPINST 4130.4 Requirements for Configuration Management Plans 3.5 (Section 3.2.16 a.)
SSPINST 8822.7 is not available for Public Release.
To request access to the remaining listed SSPINST documents, email the following information to the Primary and alternate POCs listed in RFP Section L, paragraph L-1.2:
a. Company Name;
b. Company Physical Mailing Address
c. Point of Contact Information (name, phone number, and email address);
d. CAGE Code; and
e. Certified DD Form 2345
After verification of offeror’s status by SSP, and the acknowledgement of the offeror’s responsibility under the U.S export laws and regulations, the SSPINST will be emailed to the offeror’s point of contact at the email address provided in its request.
Section C - SOW and Section J - Attachments & Exhibits There were several changes indicated to Exhibit C (Technical Library) in the SSP response to contractor questions on the Draft RFP issued 18 May 2017. Will a revised Exhibit C (Technical Library) be provided to reflect these changes and accompany the Final RFP?
Those indicated changes were made to Exhibit C. Instructions for obtaing Exhibit C were detailed in Section L of the RFP.
Section F – Deliveries or Performance and Section J – Exhibit A Contract Data Requirements List (CDRL) SSP response to 18 May 2017 Draft RFP contractor question 12 clarified the timing of Technical Interchange Meetings (TIMs). This is now reflected in the SOW, Paragraph 10, but is not listed in the Section F table or on the CDRL form itself (A013 Block A).
Done
Section H-16(c) – Earned Value Management System (EVMS) Requirements (July 2017) Integrated Master Plan (IMP) Section H-16(c) states that, "The IMP can be created as a view within the IMS (CDRL A0003), or using a separated tool." Will the IMP be created as a view under the IMS A003? If so and the IMP will be addressed in the IMS, then there is no separate CDRL needed.
There is no CDRL associated with IMP.
Section H-16 – EVMS Requirements (July 2017) RFP Section H-16 (EVMS) indicates there might be a requirement for an IPMR CDRL (the acronym appears reversed as “IMPR”). IPMR is also referenced in CDRL A020. Is there an IPMR requirement for this effort? Also, can SSP please provide the referenced SSPINST 7720.4?
SSPINST 7720.4 is not available for public release.
Section J Attachment 1 Contract Security Classification Specification (DD Form 254) Please confirm when a DD254 will be provided for this contract.
Provided in Amendment 4 December 2017
Section J Exhibit A (CDRLs) and RFP Attachment CDRL Summary The revised System Security Management Plan (SSMP) CDRL A004 (18 May 2017 Draft RFP contractor question 27) is still referred to as a SEP on the CDRL Summary form (Page 1 of CDRL Attachments). Also, Block 16 on the CDRL still references SEP instead of SSMP. Additionally, Block 9 Distribution Statement identifies FOUO but Block 16 calls out the specific Distribution F.

Section J – Exhibit A CDRLs (A007) SSP response to 18 May 2017 Draft RFP contractor question 43 indicated that "design constraints are defined in Ref. D to provide a baseline for performance assessment." However, the Requirements Verification Compliance Matrix (RVCM) CDRL A007 still requires compliance" to REF D. This seems inconsistent, please advise.
The baseline design and associated performance assessment should comply with the requirements in Ref D. Design alternatives to the baseline configuration, with deviations from Ref D requirements, must be supported by sufficient evidence of feasibility and compared to the performance of the baseline.
Section J – Exhibit A CDRLs (A008, A016) CDRL A008 specifies that an “IR CPS Ground Test Plan (GTP) shall be created to plan for hardware, software, and system integration testing to assure effective control and use of test resources and complete coverage of testing activities in preparation for the flight experiment.”
CDRL A016 specifies that “The TB Ground Test Report shall be created to document each major verification test.” Should the words “flight experiment” used in CDRL A008 be replaced with the words “major verification test” used in CDRL A016?
Done
Section J – Exhibit CDRLs (A020) Regarding CDRL A020, can the quarterly information/report be included in the corresponding monthly delivery, or must it be delivered separately when both quarterly and monthly are required – (therefore requiring delivery of two (2) reports)? Please verify that the requirement is one (1) report per month, or clarify if it is for two (2) reports when both a quarterly and monthly are due.
CFMR-M is a monthly report and CFRM-Q will be a separate report
Section J – Exhibit A CDRLs (A020) Respectfully request SSP provide the document referenced in CDRL A020, "Instructions For Completing SSP CFMR-M and CFMR-Q Forms."
Documents attached with Amendment 4 December 2017
Section J – Exhibit A CDRLs (A009, A010, A017) In Block 10 Frequency, what does “ONE/P” stand for?
One/Preliminary
Section J – Exhibit A CDRLs (A001-A021) Block 14 of all CDRLs states that, "Distribution shall be transmitted electronically per SSPINST
5230.11. Respectfully request SSP provide the document referenced.
Reference question 7 above for requesting this SSPINST.
Section L-3 – Proposal Requirements SSP response to 18 May 2017 Draft RFP contractor question 20 indicated that fonts smaller than 12 point were not permissible for figures and tables. Does this limitation apply to embedded graphics?
Yes
Section L – Subsection L-3.4 Proposal Submission Deadline RFP Subsection L-3.4 specifies that “All proposals are due at the location specified in paragraph L-3.6, 60 Calendar Days after release of this RFP…” Please specify/provide what calendar day this deadline actually is (e.g. 19 December 2017, 20 December 2017, etc.).
Proposals are DUE by 2:00 PM Washington DC time on 19 December 2017
Section L – Subsection L-7 List of Section L Attachments Please provide the Section L Attachments indicated in this section (Attachments L-1, L-2, L-3).
The RFP indicates that these documents would be included and they do not appear to be.
Provided on Amendment posted to FBO on 7 November 2017
Section L – Instructions, Conditions and Notices to Bidders and Section M – Evaluation Factors for Award SSP response to 18 May 2017 Draft RFP contractor question 2 provided a revised definition of "Cost Drivers." This definition appears to have made it into section L, but not Section M of the Final RFP.
Corrected on Amended Section M posted to FBO on 7 November 2017
CDRL Summary A004 title is shown as a System Engineering Plan. This should be a System Security Management Plan (SSMP).
Corrected
CDRLs A005 and A006. Block 16 During the Q&A for the Draft RFP the offeror recommended that the term “authenticated” in Block 16 be removed. The Government’s response to this (Question #70) was that the term would be deleted in the final RFP. This term remains in these two CDRLs. Does the Gov’t intend to take configuration control of these preliminary design and performance documents? Recommend that the term “authenticated” be deleted from these two CDRLs.
