About this file
This is a Sources Sought notice and presolicitation announcement for a presolicitation discussion supporting vendor engagement on a federal contract opportunity.
PAE Maritime 02 intends to award a contract in 2027 for the dismantlement and disposal of the ex-Long Beach (CGN 9) nuclear-powered guided-missile cruiser. To support vendor scoping and feedback, NAVSEA is establishing an electronic document library on PrimeNet, a government-controlled SharePoint-based platform hosted on Azure Government and Microsoft's Government Community Cloud High (GCC High). The library will provide vetted, view-only access to technical information including Unclassified Naval Nuclear Propulsion Information (U-NNPI) through a configuration-controlled database with information security controls preventing external users from downloading or modifying contents. Vendors can access the information through their own networks rather than requiring network approval from NAVSEA. Interested vendors must complete two primary requirements: (1) receive authorization to access controlled technical information and U-NNPI by completing steps outlined in Attachment 1, and (2) complete organizational onboarding if their unclassified IT system is internet-connected within the United States and they have Microsoft cloud accounts for login. Organizations previously onboarded to PrimeNet must still complete new organizational onboarding documentation. Individual user onboarding occurs after organizational approval and requires completion of a User Agreement form. NAVSEA anticipates the document library becoming available as early as August 2026, contingent upon sufficient outside organizations receiving U-NNPI access approval and completing the PrimeNet onboarding process. Vendors may request additional information or suggest types of information to include or exclude from the library.

Description
In 2027, PAE Maritime 02 intends to award a contract for the dismantlement and disposal of the ex-Long Beach (CGN 9).
Based on feedback from the June 2026 Industry Day, NAVSEA has identified establishment of an electronic document library supporting scoping of ex-LONG BEACH disposal is of mutual interest and benefit to the Navy and potential vendors with interest and capability in completing this project. The intent of the document library is two-fold:
• Provide vendors access to technical information in support of scoping the ex-LONG BEACH disposal project in advance of a formal Request for Proposal (RFP)
• Provide a means for vendors to give feedback to NAVSEA on the available information to assist in refining the Government Furnished Information (GFI) list for the contract RFP.
The document library will be located on a Government controlled IT system called PrimeNet and consist of a SharePoint-based platform intended to be a “zero trust” environment. PrimeNet is built upon a dedicated Microsoft Entra ID and M365 tenant hosted in Azure Government and Microsoft’s Government Community Cloud High (GCC High), respectively. The PrimeNet tenant has been enable to support guest access using Microsoft Entra ID Business-2-Business (B2B) collaboration.
Vetted, view-only access will be provided to a configuration-controlled database, with information security controls that would prevent external users from downloading or modifying the database contents. This construct allows for providing vendors controlled technical information in a manner that fosters collaboration but remains protective of the information against unauthorized disclosure. Further, since the data will reside solely on PrimeNet, vendors would be able access the information through their own networks rather than first having the network approved by NAVSEA.
Interested vendors must complete the following to gain access to the document library:
• Receive authorization to access controlled technical information, including Unclassified Naval Nuclear Propulsion Information (U-NNPI) by completing the steps in Attachment 1.
• Complete onboarding as an organization – an organization can be onboarded if their unclassified IT system is connected to the internet from within the United States and have Microsoft cloud accounts, which will be used to log-in.
o Organization onboarding forms will be provided upon completion of the steps in Attachment 1.
o Note: Organizations that onboarded for previous PrimeNet document library iterations will still be required to complete new organizational onboarding documentation, which will be provided following completion of steps 1-4 in Attachment 1.
• Onboarding individuals can occur once the outside organization has gained approval for access to the document library. This will consist of completing a User Agreement form. The User Agreement form will be provided later in the onboarding process.
As noted above, the document library is intended to foster collaboration between the Navy and vendors interested in the ex-LONG BEACH disposal project. Organizations may request additional information or make suggestions of the types of information to include or exclude from the document library via the points of contact in this notice.
NAVSEA anticipates the document library being available as early as August 2026, or after a sufficient number of outside organizations have received approval to access U-NNPI through completion of the steps in Attachment 1 and the PrimeNet onboarding process described above.
