About this file
This document outlines the requirements for vendors to access controlled technical information in the ex-LONG BEACH (CGN 9) Disposal Project Document Library, which contains Unclassified Naval Nuclear Propulsion Information (U-NNPI) and other forms of Controlled Unclassified Information (CUI).
Vendors must complete four sequential steps to gain approval. First, they must provide a company overview including applicable services, corporate structure, office locations, and public website links, along with written certification that the firm is U.S.-based and organized under U.S. laws; firms with foreign ownership, control, or influence must identify the extent of foreign citizen involvement and formally agree to prevent foreign national access to U-NNPI. Second, vendors must submit a named list of all personnel who will participate in the project and require access to U-NNPI/CUI, certifying that these individuals are U.S. citizens with the validation method clearly identified; dual citizens must be specifically identified and may require notification to NAVSEA before access is granted. Third, vendors must complete and sign Form NN-677 (security agreement for U-NNPI protection) on corporate letterhead by a company officer or facility security officer if the firm holds a DCSA facility security clearance; vendors will receive a copy of NN-801 to understand safeguarding obligations. Fourth, vendors must attach a signed DD-Form 2345 (Military Critical Technical Data Agreement) approved by the Defense Logistics Agency Joint Certification Program or provide proof of current active registration through that program. All certifications must be signed by appropriate company officers or facility security officers and submitted before document library access is granted.

Requirements for Accessing Controlled Technical Information in the ex-LONG BEACH (CGN 9) Disposal Project Document Library
The majority of the technical information needed to plan and accomplish ex-LONG BEACH disposal is Unclassified Naval Nuclear Propulsion Information (U-NNPI) or other forms of Controlled Unclassified Information (CUI), requiring protection and dissemination controls. Due to the need for these controls, vendors seeking to access the document library must complete the following steps to gain approval to view the technical information in the document library:
1. Provide an overview of your company, to include services that may be applicable to ex-LONG BEACH disposal, corporate structure, locations of headquarters and major satellite offices, and links to public corporate website(s). Further, provide written certification that your firm is based in the United States and organized under U.S. laws. Firms organized under U.S. laws with foreign ownership, control, or influence (FOCI) must clearly identify the extent of foreign citizen involvement in relation to the ex-LONG BEACH disposal project, and that the firm formally agrees to prevent foreign nationals access to U-NNPI.
2. Provide a list of persons by name that will participate in the ex-LONG BEACH disposal project and require access to U-NNPI (and other forms of CUI) and certify that these personnel are U.S. Citizens, with the method of validating U.S. citizenship clearly identified by the certifier. Individuals with dual citizenship must be clearly identified, with the understanding that such individuals may not be permitted access to ex-LONG BEACH or U-NNPI without first notifying NAVSEA. Note, the Navy is not requesting vendors provide personally identifiable information (PII) or other privacy protected information about these personnel.
Note: The certifications described above must be signed on corporate letterhead by a company officer (e.g., company president, business unit vice president, or equivalent if privately owned) or facility security officer if the firm possesses a facility security clearance granted by the Defense Counterintelligence and Security Agency (DCSA) or other authorized Government agency.
3. Complete a security agreement [Form NN-677 found in Enclosure (1) of NN-801] for protection of U-NNPI, signed by a company officer (or equivalent if privately owned), or facility security officer if the firm possesses a DSCA facility security clearance.
Note: Vendors completing steps 1 and 2 above will be provided a copy of NN-801 to assist in understanding the obligations and requirements to safeguard U-NNPI. Note that sections related to certifying a network to process U-NNPI is not applicable to the document library and is provided for information only.
4. As part of completing the Form NN-677 above, vendors are required to attach a signed copy of DD-Form 2345 (Military Critical Technical Data Agreement), which is routed and approved by the Defense Logistics Agency (DLA) Joint Certification Program (JCP); proof of current/active registration through the DLA JCP is also acceptable in lieu of the signed DD-Form 2345. Instructions for completing the DD-Form 2345 can be found at: https://www.dla.mil/Logistics-Operations/Services/JCP/
