About this file
This is a Request for Information (RFI) from potential sources for a Pacific Training Support Vessel (P-TSV) conversion project. The Department of the Navy Naval Sea Systems Command is seeking information from shipyards and engineering firms regarding their ability to perform a conversion of an existing offshore supply vessel into a training support vessel. The RFI requests capability statements and past performance examples related to vessel conversions, ship design, engineering, and certification services. Responses are due by January 15, 2023. The RFI does not include pricing or contract terms and is solely to gather information from potential offerors in advance of a future solicitation for the P-TSV conversion work.

1.000 SCOPE 1
This Specification defines the requirements for the Pacific Training Support Vessel (P-2
TSV). The P-TSV will be an existing ship, classification society certified, offshore supply vessel 3 (OSV) converted for use as a U.S. Navy training support vessel via the requirements specified 4 herein. The scope of this Specification is to provide the pre-conversion vessel requirements and 5 conversion works to accomplish delivery of the vessel ready for service as a U.S. Navy training 6 support vessel. 7
The Contractor shall provide a suitable OSV for the conversion works that meets the 8 general principal characteristics and requirements of this Specification. 9
The Contractor shall convert the OSV in accordance with the requirements of this 10 Specification. The major conversion works includes the following: 11
a. The conversion of any existing liquid mud tanks to ballast water tanks, fuel tanks, or 12 voids and the removal of any existing bulk mud tanks. 13
b. The design, installation, and certification of a Contractor furnished, knuckle boom, 14 deck crane. 15
c. The design and installation of superstructure modifications to meet accommodation, 16 outfitting, and secure space requirements as needed 17
d. Installation of deck sockets for the installation of various GFE mission equipment. 18
e. Installation of C5I mast, cabling, equipment foundations, and secure spaces. 19
The Contractor shall complete all conversion works for delivery of the vessel with an 21
International Load Line Certificate valid for 5 years. The contractor shall obtain the services of 22 ABS, coordinate all required inspections, and perform any resulting required repairs. The 23 Contractor shall submit to ABS all drawings necessary for review and approval in order to obtain 24 an International Load Line assignment. The vessel shall be delivered with an ABS Classification 25 certificate in accordance with the requirements of this Specification. 26
After the completion of all conversion work, the US NAVY will take ownership of the 27 vessel and operate it as a government owned, Public Vessel. The vessel will enter into service as 28 a U.S. Navy training support vessel. 29
2.000 DOCUMENTS 31
The following standards and documents are specified in this Specification. While every 32 effort was made to ensure the completeness of this list, the Contractor is required to meet all 33 specified requirements documents cited in this Specification, whether or not they are listed in 34 this section. Compliance with referenced documents is mandatory even where the referenced 35 document may use terms similar to “recommendation”, “guideline”, or “guidance” in their title 36 or text. 37
Order of precedence - In the event of a conflict between the text of this document and the 38 references (other than Regulatory Body requirements) cited in this document, the text of this 39 document takes precedence. First tier references take precedence over sub-tier references in the 40 event of a conflict. Nothing in this document shall supersede applicable laws and regulations 41 unless a specific exemption has been obtained. 42
Silence of one document with respect to details or requirements in another document shall 43 not be considered an inconsistency. 44
Effective issue - Where first tier references, such as industry standards, are referred to, the 45 issue or revision/amendment in effect at Contract Award shall apply. 46
First Tier and Sub-tier Reference - Any referenced document that is directly cited for use 1 or application by an identifying number or name in this Specification is a first tier reference for 2 each particular use or application for which it is so cited. Any document that is cited in a first tier 3 reference, or in a document referenced therein, is a sub tier reference. A document that is a sub-tier 4 reference in one application may also be a first tier reference in another application when it is cited 5 directly. 6
