About this file
This document provides preservation instructions for painting and coating the Pacific Training Vessel (P-TSV). It specifies approved marine coatings and application procedures for various areas of the vessel, including the underwater hull, vertical surfaces above the waterline, weather decks, and potable water tanks. Coatings must meet specifications like MIL-PRF-24647, MIL-PRF-24635, and MIL-PRF-23236. The hull is to be abrasive blasted and receive an anticorrosive primer and two-coat antifouling system. Other areas will receive an anticorrosive primer, stripe coat, and haze gray or white topcoat. Nonskid coatings per MIL-PRF-24667 are specified for exterior walk areas. Relevant preparation, application, and curing instructions are provided throughout.
The related solicitation seeks information from potential sources for the P-TSVRON program. Solicitation number N00024-24-R-2227_2 is a Request for Information issued by the Department of the Navy Naval Sea Systems Command. No further details are provided on required products/services, response dates, or award information.

Pacific Training Vessel (P-TSV) Preservation Instruction
1. AUTHORIZED MARINE COATINGS
Only paint and paint materials that are in accordance with Navy standard formulas and specifications, or approved by NAVSEA, shall be used. Only paint that complies with all local, state, and federal environmental regulations shall be applied. NAVSEA approved products are listed on the Qualified Products Database, https://qpldocs.dla.mil/default.aspx.
2. PREPARATION
1. Protect, mask or seal all areas noted below that are NOT to be coated.
2. Pressure-wash all effected surfaces with clean, fresh water prior to any abrasive-blasting work. Thoroughly wash all exterior hull bottom surfaces to completely remove accumulated dirt and grit as a result of ongoing shipyard work.
3. Allow all surfaces to dry prior to abrasive blasting work
3. SURFACE PREPARATION
All steel surfaces shall be prepared by either of the following methods – except as otherwise specified herein:
b. Abrasive blasting to SSPC-SP-10/NACE #2, Near White Metal
c. Waterjetting to SSPC-SP-12/NACE #5, Condition WJ-2L
The surface profile shall be 2-4 mils. New welds resulting from hull cuts or other work performed on the hull shall be abrasive blasted to SSPC-SP-10; hand and power tool cleaning is insufficient.
Blow-off all surfaces with clean, dry, oil-free air to remove all grit and dust after abrasive-blast cleaning.
4. UNDERWATER HULL
The vessel hull bottom shall have the existing antifouling (AF) coating removed to bare metal.
The hull bottom shall be coated with a new anti-corrosive (AC) and AF system. Any new hull bottom shell plate, surrounding disturbed coatings, and hull inserts shall also be coated with the entire primer/AF marine coating system specified
