About this file

This document contains the government's answers to questions from offerors regarding solicitation number N0002423R6211 for the AN/BLQ-10 Electronic Warfare System. The Navy seeks proposals to provide TI-26, TI-28 and TI-30 configurations of the AN/BLQ-10 system for surface ship and submarine platforms. Key details include the Navy confirming assumptions about system interfaces and components, clarifying requirements for integrated electronic technical manuals and training events, and declining requests to extend the proposal due date or modify contract terms. No block diagrams, technical data packages, or bills of material were provided due to insufficient information available in the proposal guidance furnished to industry.

DD 254

Blocks 7 - 8 of the

DD 254

What should an offeror do if the DD form 254 does not allow for additional blocks 7 & 8s to be filled in when an offeror has multiple performance locations?

Provide an updated DD Form 254 that allows additional fill ins or allow offerors to provide a separate document with the DD 254 with the necessary blocks 7 & 8 information.

Offerors shall fill in what they can on the DD 254 for blocks 6-8 and provide the necessary information of blocks 7 - 8 for additional locations in a separate document. So Offerors shall provide the DD 254 form filled in and if an offeror has additional subcontractors (block 7) or additional performance locations (block 8) they shall provide a separate document with the necessary information for those additions as if offerors were able to fill it in on the DD 254.

L/Paragraph 1.3.1

Can the the Government provide a Microsoft Word version of the classified spec?

Provide a Microsoft Word version of the classified spec.

The Government will provide a Microsoft Word version of the classified spec to all offerors who request the classified Government GFI, but this is being provided as a reference only, and offerors should refer to the signed PDF copy as the official version.

3 8/24/2023 137 Section

L/Paragraph 1.3.2

Please confirm the following assumptions:

Assume that all STEB fiber interfaces are coming in through FOCS as there are no new cables supporting this capability identified in the TI-26 Virginia Class GFI provided with the proposal. Additionally assume that the STEB I/O panel in the Internal Countermeasure Launcher (ICL) Room that was crossed out in the TI-26 ES Virginia Class GFI will be included in the GFI provided by another subsystem.

Request the following referenced documents be provided:

• No 130: Payload Design Document & Interface Control Document (ICD) STEB-

PDD-002

• No 131: Requirements for Submarine Tethered Expendable Buoy STEB-REQ-00 identified in the TI-26 Virginia Class GFI provided with the proposal. Additionally assume that the STEB I/O panel in the Internal Countermeasure Launcher (ICL) Room that was crossed out in the TI-26 ES Virginia Class GFI will be included in the GFI provided by another subsystem.

These documents are referenced in the System Performance Spec but not included in the GFI library.

Navy confirms assumptions and provides requested GFI

The assumption is confirmed.

No. 130 was uploaded in the TDL on Friday 8/25/23.

No. 131 should be on the CD that was part of the classified transmittal.

4 8/24/2023 137 Section

L/Paragraph 1.3.2

Was R-CI2A/W00202 DF VIDEO cable intentionally removed from the TI-26 Virginia Class GFI? This is the COAX cable that brings the Imaging Mast MB DF Video and HB DF Video from Bay 9 down to the ESM Room on legacy systems and is used in MTI, LPPM and Type 20 (HB DF Video) mast configurations

Navy confirms removal of cable or update GFI to include the cable

The DF Video cable was removed for BLK-VI NCON (not TI-26+ MOD) to address compliance with ship’s specification 304 with regards to low smoke requirements, and that it is expected to be provided over fiber. An analysis was performed that if that does not hold true that the conduit between CSES1-09 and ESM-S could support routing the RF lines.

5 8/24/2023 140 Section

L/Paragraph 1.7.1

Are fold out pages permitted for diagrams, charts, or graphic material?

Navy confirms if fold out pages are allowed

Fold out pages may be used for diagrams, charts, or graphic material only and may not exceed 11 inches by 17 inches. Fold out pages may only include narrative sufficient to describe the diagram, chart, or graphic material and must be single-sided. Each single-sided fold out counts as 1 page. This will be added to Section L

1.7.1 in an upcoming Amendment.

6 8/24/2023 140 Section L

/Paragraph 1.7.1

Can Arial Narrow font, no smaller than size 8, be used within tables, diagrams, pictorial charts, or graphic material? Arial Narrow fonts can be more legible in these cases.

7 9/5/2023 137 Section

L/Paragraph 1.3.2

Please confirm the following assumption:

Assume that any required SubSTAR ship cables will be provided to Electric Boat in an updated GFI package including the directional antenna connection to Junction Box Unit J20 and the serial connections to J9 and J19 in accordance with System Specification reference 132: SubSTAR Antenna Group Electronics Module (EM) ICD. There are no ship cables supporting these interfaces in the provided TI-26 ES Virginia Class GFI.

Navy confirms assumptions and updates

GFI

Confirmed.

8 9/5/2023 84 Section E / E-246-

H019

Clause states "The Contractor shall at no additional cost to the Government make any necessary changes, modifications, or corrections to the PTD." The contract type for CLINs 0001 & 1001 are CPIF so the Contractor is allowed to recover costs for all work performed within funding limits.

This text should be removed from the model contract.

This text will not be removed and the Contractor shall comply with it.

9 9/5/2023 84 Section E / E-246-

H014 & E-246- H015

Both clauses state inspection and acceptance by COR for CLINs 0001 & 1001. That conflicts with Section E on page 83, which states inspection and acceptance is at Origin.

Update Section E for CLINs 0001 & 1001 to “Destination”

No update is needed. However, it is possible certain Delivery Orders will have a different inspection and acceptance location and will state Destination. That information will be provided with the applicable Delivery Order.

10 9/5/2023 87 Section E / E-246-

W004

Para (b) states "Final inspection and acceptance will be made by the Receiving Activity after installation/check out/testing of the supplies." That conflicts with Section E on page 83 which states inspection and acceptance is at Origin at which time DCMA processes a DD250 in

WAWF.

Remove the 2nd sentence of para (b) No update is needed since the Receiving Activity will perform final inspection and acceptance at Origin.

Clarification. The contractor is responsible for maintaining and delivering a complete IETM.

12 9/5/2023 52 Section

C/Paragraph 3.8.5

Will the contractor maintain and deliver training materials or does the contractor provide inputs to Government controlled training content?

13 9/5/2023 52 Section

C/Paragraph 3.8.5.2

DD 254

Block 13/Reference Item

10(k)

The fourth entry looks to have document title that is marked (C-RD). Is the document title classified?

-If yes, the document itself should be marked accordingly and cannot be sent via unclassified channels -If no, then this reference should be removed/modified as it implies a classified line item in an unclassified document.

Navy confirms document title classification and takes appropriate action.

No update. The document title is not classified; the author’s intention was to indicate the document contains classified information.

15 9/12/2023 Attachment J-2 Attachment J-2 A TI-24 Block diagram, TDP, and BOM are not included in the proposal GFI. Can these items please be provided?

Government provide TI-24 Block diagram, TDP, and BOM as GFI.

These items are not included in the GFI (Attachment J-2). The current GFI list (Attachment J-2) and the performance specification provide sufficient information for this RFP.

16 9/12/2023 Attachment J-2 Attachment J-2

Given that a TI-24 Block diagram, TDP and BOM for the current system have not yet been provided, can the government please provide an extension to the proposal due date to 30 days after release of the referenced GFI items?

Change proposal submission due date to 30 days after release of the referenced GFI items.

No update. Extension is not granted.
