NOTE A
NOTE A: LEVEL OF EFFORT TO COMPLETION –SHIP REPAIR
1. The Contractor agrees to provide the level of effort to completion (LOE to Completion) in the performance of growth CLINs in the execution of the USS ROSS (DDG 71) EDSRA:
a. 101,981 direct labor hours (labor hours) and $3,925,923 ($TBD fully burdened) materials to complete expected, within scope growth work on the USS ROSS (DDG 71) EDSRA work package under CLINS 0040 – 0083.
Please confirm that 101,981 direct labor hours and $3,925,923 are the contractual limits the government is required to observe for all growth work and that once expended and/or if the government decides to not utilize an existing numbered growth CLIN the government will follow the FAR or DFAR changes clause for all other growth work. The number of labor hours and the material dollars for LOETC CLINs are specified in the solicitation and are based on detailed historical data collected from past availabilities. The language in Section B, Note A states that the mix of labor hours and material may be adjusted. Adjustments to the labor hour and material mix will be documented via weekly Technical Direction Letter (TDL) and subsequently unilaterally adjusted via contract modification.
In addition to the LOETC growth work, the successful offeror’s proposed fully burdened ship repair labor and material burden rates are incorporated into the contract for purposes of negotiating any additional growth work beyond the LOETC CLINs under the DFARS Over and Above Work clause, and any new work that arises during contract performance under the FAR Changes clause.

| 167 | 2/28/22 | Attachment J-1 | 168-80-001 | 1.3, 2.2, & 4720 | There are major discrepancies with this item. Para 1.3.1 lists door 1-338-3, pc 22 as a left Hand Door, but the drawing show this door being a right hand. While, 1.3.2 Pc 3 & 1.3.3 Pc 6 identify as both Left handed doors in the spec, the 4720 identifies pc #007, right hand, & pc # 008, left hand, as being provided as GFM. These doors provided as GFM are not what is listed in para 1.3.1, 1.3.2, 1.3.3. Please review this spec, the drawing and the 4720 and provide documents that match so the Contractor can see what is required. | Work Item 168-80-001 listed in paragraph 1.3.1 was changed via Errata 5 to be a right hand door, the other two line items are correct, both are LH. The 4720 will be corrected to reflect the doors being changed by this ALT.” |

| 215 | 3/22/22 | RFP | Section B & J-4 | Section B & J-4 | There are a couple discrepancies noted on the J-4 - First - On the Work item tab, CLIN 0015 S/A number does not match the S/A number on Section B for the same CLIN. Please Fix Section B to match J-4. Second - On the same tab, Cell M137 does not have a formula for the Total sub. Please fix this and re-issue J-4 | This has been addressed via Amendment 0007. |
| 216 | 3/22/22 | SOLICITATION Section B and attachment J-4 | In amendment 6 a new J-4 and Section B were issued and both documents have the same errors that were previously reported in our question #138. Also found was a new header on the material & labor tab for New work rates. There is no place to enter all of these potential rates on the provided section B (note B, Para 7 of section B has a table for Growth & New work only) so you need to add blocks to fill in for separate growth and new work rates please. | This has been addressed via Amendment 0007. | ||
| 218 | 3/25/22 | 472-00-001 | 3.1-3.2 | Government's response to question 210 stated that GFM kit contains a total of 36 sheets of Type 3R tiles. However, Ref 2.2 (ORDALT KIT) Section 12.2 lists kit contents as 110 Type 3R tiles & 3 Type 18 tiles that are provided in kit for installation at shipyard. Please confirm that contractor is responsible only for the 36 total Type 3R tiles as stated in the answer to question 210. | Updated via Errata 6: Para 2.2 changed the Ordalt 80831 Change 4 to Change 6 |
Para 4.3 added: Kitted material contains 25 each of Type 3R and 3 each of Type 18.
