About this file

This document contains the government's responses to industry questions regarding a draft solicitation for Small Surface Combatant Combat System Ship Integration and Test efforts. The Naval Sea Systems Command intends to issue a competitive solicitation to provide integration and test support for the Littoral Combat Ship Freedom and Independence variants, as well as the Large Unmanned Surface Vessel. Services will include test documentation development and modification, engineering support, integration and test planning, waterfront integration and testing, and post-delivery test support. The anticipated solicitation will contain cost-plus-incentive-fee, cost-plus-fixed-fee, firm fixed price, and cost-only contract line items to satisfy requirements from FY22 to FY31. Clarification was provided that engineering services apply to specific contract line items, and technical instruction kickoff meetings apply to several line items excluding some. The location of validation for shipboard test documentation is unknown. Additional LUSV support details and potential conflicts of interest were also addressed.

DRAFT RFP

N00024-21-R-5211 dated 12 Feb 2020

115 3.8 Other

3.8 Engineering Services (LOE CLIN 0017) (Applicable to

CLINs 0001, 0002, 0003…). Could the Government provide clarification as this section states LOE CLIN 0017 but states it is applicable to completion CLINs.

The Government clarifies that paragraph 3.8 Engineering Services is for CLIN X017 series, and is in support of CLINs 0004, 0005, 0006, 0007, 0008, 0009, 0010, 0011, 0012, 0013, 0020 and Option CLINs if exercised, 1004-6004, 1005-9005, 1006-9006, 1007-9007, 1008-9008, 1009-9009, 1010-9010, 1011-1012, 1013-9013, 2014-9014, 2015-9015, 2016-9016)

DRAFT RFP

N00024-21-R-5211 dated 12 Feb 2020

88 3.1.5.2

The RFP states "3.1.5.2 TECHNICAL INSTRUCTION (TI) KICK-OFF MEETING (Applicable to CLINs to include Options if exercised, 0004-6004, 0005-9005, 0006-9006, 0007-9007, 0008-9008, 0009-9009, 0010-9010, 0011-9011, 0012-9012, 0013-9013, 0017-9017, 0020)."

As written, the applicable CLINs for TI kick-off meetings are all CLINs in the RFP with the exception of CLINs 0001, 0002, 0003, and 9018. However, CLIN 0020 is not separately priced so does the Government intend on issuing TIs under this CLIN and if not, then this CLIN should be removed from this section of the RFP. Additionally, should CLIN 9018 be included in the range of applicable CLINs since all other ODC/Incidental Material CLINs are included in the range?

Lastly, should CLINs 0019 and 021 be removed from the range since these are FFP Clines that will not be managed via TIs?

The Government Clarifies that 3.1.5.2 is applicable to CLINs, to include Options if exercised, 0004-6004, 0005-9005, 0006-9006, 0007-9007, 0008-9008, 0009-9009, 0010-9010, 0011-9011, 0012-9012, 0013-9013, 0017-9017, and 0018-9018.

105 3.5.2

The Contractor shall perform an on-site engineering review of SSC CS test documentation prior to commencement of industrial testing and perform validation of shipboard test documentation before it is required to be executed in the shipyard in support of stage testing.

Where does the Government anticipate the validation of the Test procedures take place given the implied sequence that this occurs before Shipboard Stage Testing?

The Government clarifies that the location is unknown; the contractor shall support as required at the location identified.

DRAFT RFP

N00024-21-R-5211 dated 12 Feb 2020

N/A N/A Other

Reference the Government’s response to Draft Solicitation question #78: “The Government anticipates a solicitation release in the 3rd quarter of FY20.” Will the anticipated solicitation release in the 3rd quarter of FY20 be the final RFP, or does the Government intend to issue another draft

RFP?

The Government does not intend to issue another draft RFP.

The final RFP issuance is anticpated 3rd quarter of FY20.

DRAFT RFP

N00024-21-R-5211 dated 12 Feb 2020

N/A N/A Other Will only final GFI be provided for LUSV or will conceptual designs be provided?

GFI will be provided when tasking is put in place under LOE LUSV CLINs.

The following are answers to questions received from parties interested in the Draft solicitation. The answers provide clarification only and DO NOT constitute a solicitation or a Request for Proposal (RFP) or construed as a commitment by the Government to award a contract.

Government Response #3 to DRAFT Solicitation Questions N00024-21-R-5211 Small Surface Combatant (SSC) Combat System (CS) Ship Integration & Test (SI&T)

DRAFT RFP

N00024-21-R-5211 dated 12 Feb 2020

N/A N/A Other Will LUSV ICS awards come from IWS 8 or IWS 1 (CSL), IWS 3 (MK41), NAVAIR (TTWCS), IWS 6 (CEC), etc.?

Each organization has a unique function. IWS 8 is the Integrated Combat Systems Program Manager for all small surface combatants

DRAFT RFP

N00024-21-R-5211 dated 12 Feb 2020

N/A N/A Other Will virtualized AWS be used? Will other elements be virtualized?

The “ship integrator” will be integrating the combat system into the ship regardless of whether/how the combat system is virtualized. PEO IWS’ digital strategy includes virtualization of the combat system and its elements where possible, but cannot confirm what is in the ship design.

DRAFT RFP

N00024-21-R-5211 dated 12 Feb 2020

N/A N/A Other

Reference the Government’s response to Draft Solicitation question #5: “LUSV scope will be performed on LUSV prior to and post ship delivery.” Can the Government clarify when LUSV scope will begin? Does the Government anticipate LUSV scope to begin after the DD&C award?

As stated in the Government response to question #5, the Government concurs with the revision. The SOW sets forth the efforts required for the SSC CS SI&T, which includes Lethality and Survivability (L&S) upgrade of the Freedom and Independence LCS variants after Ship delivery and all CS integration on LUSV both before and after Ship delivery. Some LUSV support may be required and start prior to DD&C. The ship integrator’s scope includes integrating the CS and CS elements with the shipbuilding program office.

DRAFT RFP

N00024-21-R-5211 dated 12 Feb 2020

N/A N/A Other If an Offeror is involved in the design of either the LCS or LUSV, is there a potential OCI on the SI&T contract relative to unequal access to information?

There is a potential for an OCI if a contractor is involved in the design of LUSV. Notwithstanding, it is the Offeror’s responsibility to provide a mitigation plan that will eliminate or neutralize any conflicts of interests.
