About this file

This document contains a request for proposal for workboat medium procurement along with related questions and answers. The Navy seeks to award a firm fixed price indefinite quantity/indefinite delivery contract for up to fifty-three workboat medium boats over seven years to a single offeror. The boats must meet commercial standards and specified government requirements to provide drydocking assistance, port operations support, security barrier operations, towing, cargo transport, firefighting and diver support to naval vessels and shore installations. The total small business set-aside procurement requires climate controlled cabins and propulsion optimized for bollard pull and maneuverability. The anticipated award date is December 2021.

Workboat Medium RFP

SerialSourceSolicitation ReferenceQuestionAnswer
1SpecificationFreeboard at Transom (Specification Section 070-1) -- The spec states the freeboard at the transom in the Min Op Condition shall not exceed 25” but does not state how far forward this deck height must be maintained. Is there any requirement on extent of aft working deck at this height? The maximum freeboard requirement is only applicable to the transom of the boat. There is no specified requirement for freeboard along the sides of the aft deck.
2Specification & RFPFendering System (Specification Section 611-2 and RFP Part 2, Vol 1, Factor 1.B.2 Fendering Detail Drawings) – The spec states “Hull to hull contact shall be prevented: when workboat is pushing against vessels with the bow or stern, when working alongside in parallel with the vessel, and for angles in between these positions.” The RFP states drawings “shall depict the boat in configurations and views listed below: a. Pushing with the bow … b. alongside, parallel … and c. alongside 22.5° and -22.5° with respect to the submarine centerline …”Taken together, these requirements imply the workboat fendering system will need to prevent contact for a full 360° range of contact angles, for both vessels and submarine, including in way of the workboat nozzles and rudders – is this the correct interpretation?Yes. This is the correct interpretation. The boat’s fendering system shall prevent hull to hull contact for a full 360 degree range of contact angles.

Note that the fendering system is intended to prevent incidental hull to hull contact when the boat is at angles between pushing against vessels bow or stern and working alongside

3RFPPage 41 of the RFP shows one of the delivery locations as being NAVSUPPACT Souda Bay in Greece on the island of Crete. The RFP in Section I also invokes DFAR 252.247.7023 Transportation of Supplies by Sea. We have been advised that the only way to ship a boat to Crete on a US Flag vessel would be to charter a vessel. The cost to charter a vessel to ship a single WB-M to Crete would be excessive and difficult to estimate for the next 8 years. Additionally, as shipping is an option under the RFP and there is no way to forecast if more than one WB-M will ship at a time, in order to price shipping to Crete we would need to assume we can only ship one boat at a time. Will the Government change the RFP to have the Souda Bay vessels shipped to NAVSUPFLC CAX in Williamsburg or to DDDC in San Diego instead?Yes. Please refer to Amendment 1 and revised Attachment 8 to see changes. Note: the Amendment does not change the requirement for post delivery reassembly in Souda Bay.
4RFPOn page 48 of the RFP it states “Transportation charges for boats and trailers…”. The specification does not mention trailers nor is their any other indication in the RFP that the Navy requires contractors to provide a trailer with the boat.Is a trailer required, and if yes, what are the specifications? No, please refer to Amendment 1.
5Attachment 3- SparesAttachment 3 – Vendor Provided Spares requires Contractors to price and provide a “Clutch, steering system PTO pump”.If our hydraulic pump does not require the use of a clutch can we delete the requirement for a spare clutch from Attachment 3?No. If an item on the spare parts list is not required, mark as Not Applicable. Please refer to Amendment 1.
6Attachment 4- Delivery ScheduleDelivery Schedule the definition of “No Break” is as follows: “If an option is exercised before 120 days prior to delivery date of the last boat on contract. (Example: Last boat on current contract: 15 July 2019, option exercised any time before 15 April 2019 would be defined as a NO BREAK in production.)” The schedule then requires the delivery date of the first boat in any optional “No Break” follow on CLIN 30 days after the prior boat. This effectively means that an offeror would need to deliver the first boat in the follow on CLIN 150 days after order. Depending on delivery location this could effectively mean that a boat would need to be shipped as early as 110 days after order. This in turn would require receiving the diesel engines not later than 95 days after order. In conversations with the engine supplier they have a concern about being able to deliver engines and marine gear that quickly. Recent lead time quotes from the marine gear OEM have included lead times of 14-17 weeks (98 to 119 days). Will the Government amend the definition of “No Break” to read “150 days” instead of “120 days” to accommodate long lead time ordering of engines?Yes, please see revised Attachment 4 Delivery Schedule and Amendment 1.
7RFPN/AWill the Government extend the due date for Proposals by three weeks?Due to mission requirements, the Government will not be extending the proposal due date at this time.
