About this file
This document contains a Request for Proposal for Workboat Mediums and the related specification response matrix template. The Navy seeks up to fifty-three Workboat Medium boats over seven years through an Indefinite Quantity/Indefinite Delivery contract awarded to a single offeror as the best value using lowest price technically acceptable evaluation. The boats must meet commercial standards and government specifications to provide workboats for naval shipyards and shore installations for duties including drydocking assistance, security barrier operations, towing, line handling, cargo transport, firefighting and diver support. Propulsion must maximize bollard pull and maneuverability while the climate-controlled cabin shelters operators from weather. Offerors must submit the specification response matrix with boat parameters and supporting documentation, and either indicate compliance with specifications or provide rationale for exceptions along with alternative approaches.

NOTES & INSTRUCTIONS:
Offerors to submit Attachment 2 with response for parameters identified in the Specification (See Section J).
1. Where specific parameters or other technical information are required in the Specification (indicated by red text in the Specification), Offerors shall fill in the specific parameters/information for their proposed design for each boat configuration (as applicable) in this attachment and include supporting data in Vol I as directed. At bottom Offerors shall respond with 'Comply' to indicate their design meets all Specification requirements; or 'Comply w/Exceptions' to indicate disagreement with any specific section of the Specification.
2. A response of 'Comply w/Exceptions' shall be accompanied by amplifying notes in the 'Offeror's Notes' section at bottom, providing rationale for any exceptions. Each exception shall list the Specification section, the specific rationale for non-compliance with the section, and a proposed alternative approach. Any proposed alternative approach must meet the minimum requirement of the Specification to the Government's satisfaction. Description of Offeror's alternative approach shall include the detailed approach to achieving the minimum Specification requirement; applicable material specifications, make and model numbers for all parts/components; compliance with any requisite commercial or military standard, or associated “best practice”; and shall include any supporting product performance, test data, or other empirical evidence for the proposed product or service capability where applicable. The Government reserves the right to reject (without discussion) any proposed alternative which is incomplete or fails to meet minimum requirements of the Specification.
3. A response is required for each Specification section identified herein. The Government reserves the right to evaluate incomplete responses as non-compliant with the Specification and unacceptable for Factor 1 (Technical Approach).

| 581-1: Exception: Offeror has no local distributor for Fortress anchors and has assessed alternatives in accordance with Specification Section 042-3. Offeror proposes a BrandX Model xxx123 anchor in lieu of a Fortress anchor specified. A catalog sheet for BrandX Model xxx123 is included in Vol I. Offeror has provided BrandX anchors in 300 boats in similar sizes and applications. |
