About this file
This document is a pre-solicitation synopsis for the procurement of Rigid Inflatable Boats (RIBs) for the U.S. Navy and U.S. Coast Guard over the next five years. The procurement includes three variants of RIBs: 8-meter and 11-meter variants for the U.S. Navy Naval Special Warfare unit, and an 11-meter variant for the U.S. Coast Guard. The boats will be built to commercial standards and acquired on a small business set-aside under NAICS code 336612 for commercial items. The solicitation number is N00024-21-R-2205 and the final RFP and related documents will be issued electronically on BetaSAM.gov. The RIBs are intended to support missions including over-watch, diving, medical evacuation, and ports and waterways security. The U.S. Navy variants require open center console and enclosed cabin configurations, while the U.S. Coast Guard requires only an open center console configuration. The estimated total quantity to be acquired over five years is 110 RIBs.

040 INTRODUCTION AND GENERAL DESCRIPTION
040-1a Background (NSW-SSC Variants)
The 8m and 11m Naval Special Warfare (NSW) Surface Support Craft (SSC) variant boats are commercial aluminum deep V-hulls with protective collar for open water utility operations and a multipurpose deck for carrying various payloads, dive equipment, personnel, or mission gear. The boats operate from inshore littorals to blue-water, over the horizon locations, in and up to moderate sea states, in widely diverse climatic conditions (tropical to arctic). They provide over-watch and coverage for the diverse NSW waterborne operations, such as: transit for at sea personnel, water parachute jump, diving, surface swimmer support, medical evacuation and command, control, communications, computers, and intelligence duties. The SSC also provide support for all NSW garrison locations, and allow NSW to certify units for deployment in support of Navy and COMNAVSPECWARCOM requirements.
040-1b Background (USCG-SPC-LE Variant)
The Special Purpose Craft – Law Enforcement (SPC-LE) vessels are operated in varying sea and weather conditions, along the entire length of the borders of the United States and the Caribbean.
Typical missions include locating, tracking, and intercepting suspicious vessels entering U.S.
waters. These vessels will be used for port security and to pursue suspect vessels for the purpose of boarding and searching and, when necessary, arresting the violators and seizing the vessel or contraband. This is a shore-based asset not intended for Cutter deployment. This vessel will not operate in surf or breaking seas, and may operate up to 30nm offshore. This vessel will be utilized by agencies within the Department of Homeland Security including Customs and Border Protection (CBP), the Coast Guard, and Border Patrol and may be deployed outside of the continental US.
040-2 Variants
Five variants are described in this Specification: 8m open center console SSC (8m Open SSC Variant), 8m enclosed Cabin SSC (8m Cabin SSC Variant), 11m open center console SSC (11m Open SSC Variant), 11m enclosed Cabin SSC (11m Cabin SSC Variant), and 11m open center console USCG SPC-LE (SPC-LE Variant). Unless the variant is identified, the Specification sections shall apply to all variants. Throughout the Specification the variants will be referred to as:
8m Open SSC
8m Cabin SSC
11m Open SSC
11m Cabin SSC
11m Open SPC-LE
The below table summarizes the differences amongst the variants throughout this Specification.
Elsewhere commonality between the variants shall be maintained as much as practical, such as, trailers, hoisting slings, and tiedown straps.
