1ExtensionSAM Announcement, Amendment 0001, dated 22 May 2020

Responses are due to the Government 15 June 2020 at 2:00 PM ET. Due to mission requirements the Navy cannot extend the due date at this time.

Will a commensurate extension be considered? The Navy is not considering extensions at this time.
2Page Count LimitationSection L, Page 123 of 137, Para L-1.1.1. PROPOSAL SUBMISSION, L-1.1.1.1 CONTENTAn Offeror’s proposal shall consist of separate volumes as noted in the table below. Cover pages, title pages, table

of contents, cross reference tables, dividers, index tabs, etc. will not be counted as part of the page count limitation so long as they are inserted solely for the purpose of reading ease and locating sections of the proposal. Pages marked “This page intentionally left blank” will not be counted. Any supporting documentation including but not limited to drawings, analysis, and calculations will not be counted.

The above RFP Extract refers to a “page count limitation,” however, no page count limitation can be located within this RFP. Please provide guidance as to where a page count limitation would apply and where we can reference this requirementThere is no page count limitation in the solicitation.
3PricingATTACHMENT 9, Section B, CLIN Pricing SheetTabs: C1, Boat CLIN Price Breakout1 Please provide a definition of “Base Boat.” The base price when added and totaled with “Less item below” equates to the total price. Tab 1 suggests that the items to be filled out by the bidder is already included in the price (CLIN 0001). It suggests that the pricing format will increase the price of CLIN 0001 by the items identified in yellow.

2 Is the intent of the quantities identified on Tab 1 meant to represent the number of batteries required for each variant?

1. The purpose of the Boat CLIN Price Breakout spreadsheet is to give the Government a complete review of the proposed price. The base boat price should not include any of the items listed separately in the spreadsheet. The amount listed in the green "Total" cell calculates the complete cost of the boat by adding each priced element. (i.e. for CLIN 1001 the complete boat price will be the sum of cells B8-B20).

2. The quantities have been changed to represent the actual amount of batteries required. Per the 7m RIB Specification (Attachment 1), two (2) batteries shall be supplied for each 7m RIB and 7m RIB LPD 17 and (4) batteries shall be supplied for each 7m RIB SOLAS variant boat variant not receiving long term preservation.

4 Raw Water Pump Section 233, Page 57, Paragraph 233-3 233-3 Clutched Dry Run Seawater Pump The propulsion diesel engine shall be provided with a dry run seawater pump per the Engine Build Specification (Attachment 12), with the ability to clutch out or “disengage” the dry run seawater pump impeller for dry run capabilities. The dry run seawater pump shall have a momentary on/off switch labeled and located on the console per the drawings. An operation instruction label plate shall be located on the console near the dry run impeller switch. If a failure in the momentary switch were to occur, the seawater pump shall fail in the clutched-in or “engaged” position.

This water pump is not offered by Steyr Motors. Is this something that will need to be supplied by the boat builder?

Since the Clutch Dry Run Seawater Pump is required and it will not be supplied by Steyr Motors, will you be removing the Run dry impeller kit from the engine description in paragraph 233-1 (Run dry impeller kit)?

The Navy is currently working with Steyr and anticipates pricing for Specification Item 233-3, the “Clutched Dry Run Seawater Pump “ will be available in the next few weeks, prior to the June 15th proposal due date. Should the pricing not be available, the Navy anticipates issuing an amendment no later than June 9th. The amendment will direct contractors to submit pricing for the current engine absent the “Clutched Dry Run Seawater Pump” but inclusive of all elements to meet the requirements of the spec (i.e. label plate, switch on the console, installation, engineering, etc.). In the event that pricing is not available prior to the June 15th proposal due date, Contractors will submit their cost absent the “Clutched Dry Run Seawater Pump“ and the Navy will equally adjust each Contractor’s proposal based on estimated pricing from Steyr, when available.
5Raw Water PumpSection 233, Page 57, Paragraph 233-3233-3 Clutched Dry Run Seawater Pump

The propulsion diesel engine shall be provided with a dry run seawater pump per the Engine Build Specification (Attachment 12), with the ability to clutch out or “disengage” the dry run seawater pump impeller for dry run capabilities.

In Section 233-3, the solicitation states, “The propulsion diesel engine shall be provided with a dry run seawater pump per the Engine Build Specification (Attachment 12).” In Attachment 12, the Clutch Dry Run Seawater Pump is listed as “TBD.” The engine manufacturer states that this in not available. Who is responsible for supplying this pump?

If the boat builder supplies the Clutch Dry Run Seawater Pump, who will be responsible for the warranty coverage on the engine should the pump cause an engine failure?

Will the specifications for the Clutch Dry Run Seawater Pump be supplied? What is the required voltage of the clutch?

The Steyr Build specification does not list a clutch sea water pump. Is this an additional pump ? Can it be stringer mounted ?
The Navy is currently working with Steyr and anticipates pricing for Specification Item 233-3, the “Clutched Dry Run Seawater Pump “ will be available in the next few weeks, prior to the June 15th proposal due date. Should the pricing not be available, the Navy anticipates issuing an amendment no later than June 9th. Additionally is Boat 1 the Initial Production Boat that is being tested? Or is Boat 1, the first boat of the Delivery Order for CLIN 1002, 1004, and 1006 after the Initial Production Boat has been tested/evaluated? If it is the later, when will the delivery order for CLINs 1002, 1004, 1006 be issued? At time of initial award or once testing of the Initial Production Boat is completed?Delivery Order 1 would be the initial delivery order with contract award. The difference in the two delivery order 2+ is if there is a “Break” in production or there is “NO BREAK” in production, which further guidance is provided at the bottom of Attachment 10. Yes, Boat 1 is the initial Production boat that is being tested. The delivery order 2+ is included to provide notional delivery dates if the Government issues a second delivery order within ordering period 1.
13SOLAS – USCG Document Submittal and Design Process

C-1.1. Background; 41 of 137; Paragraph 5 The design, construction, and performance of a rescue boat completes a Preapproval review process as defined in 46 CFR 160.156-7 and 160.156-9, prior to construction. The preapproval is obtained through a collaborative effort between the Contractor and NAVSEA. Can further clarification be supplied for what specifically will be required of the Contractor in the collaborative process? Will the Contractor or NAVSEA manage the submittal of documents to the USCG?

In addition to the general clarification question above, can the Government provide additional information as to what work has already been pre-approved and included in the contract drawings? Has the USCG approved the design shown in the contract drawings? If not, is it the Contractor’s responsibility to complete the design application and obtain approval? Has vessel stability already been verified in light load and loaded conditions for both intact and flooded? Will the Offeror be required to submit additional design-related technical information for approval?

All documents required to be sent to the USCG will be provided by Contractor to NAVSEA, and NAVSEA will submit those documents to the USCG. The USCG is in the process of approving the design. All pre-approval information required from the Contractor is production and facility capability related (i.e. manufacturing sites, subcontractor lists, name of independent lab used for inspections, quality control procedures, label plate drawing, material lists, etc.) The Contractor will not be responsible to complete design work. All design work will be completed by NAVSEA. Vessel stability calculations have already been submitted to the USCG.
