About this file

This document contains questions and answers related to solicitation N00024-20-R-2210 from the Department of the Navy Naval Sea Systems Command for seven meter rigid hull inflatable boats. The Navy seeks a single contract award to provide an estimated two hundred and seventy-eight 7m RIBs in three variants: standard, LPD-17, and SOLAS rescue boat. Questions cover areas such as technical specifications, pricing breakdowns, drawings, material requirements, and schedule. Responses indicate the final RFP will include all required drawings and be released before May 15, with proposals due by June 15. Offerors must bid on all three variants and are limited to small business boat builders. The Navy does not intend to purchase molds but will consider various approaches to pricing and cost recovery.

N00024-20-R-2210 Questions and Answers

Number
Question
Answer
1
In section draft C-211-H019 it mentions Hull, Mechanical and Electrical Equipment Data Research System (HEDRS), does this tool still exist? And who is government POC for access?
Upon further review, the Navy has determined that the referenced clause is in fact not applicable and it will be removed from the final RFP.
2
The solicitation appears to be a "build to print" is that a good assumption? Will as-built CAD drawings of the last run of 7 Meter boats be made available as GFI?
The solicitation is not "build to print." As-built CAD drawings of the last run of 7M boats will not be made available as GFI.
3
No additional line item on the cost estimate is provided for engineering other than the allotted $100,000. Please confirm this is the Government/ contract allotted fixed price engineering cost for baseline and variant boats to be built. Is this cost intended to cover any changes made by the contractor due to manufacturing practices/ procedures, etc.; as well as providing a new set of drawings and technical manuals
The $100,000 is an example for evaluation purposes. The Navy will request Offerors enter their labor rate in the Attachment 8 CLIN Pricing Chart, tab CLIN1018 EIS which will calculate the total amount for the industrial services CLIN.
4
In lieu of building new hull and deck plugs to develop molds, will the government allow the use of a previously built boat to create the molds? The boat was never in service and was used for measurements.

The Navy will not accept molds other than what is specified in the specifications in the RFP.

5
Who was the last builder of 7 Meter boats? What were the costs of the initial and last boat of that contract?
As publicized, the successful offerors of the last 7M boats were Willard Marine and Ribcraft. In compliance with regulations, the Navy cannot provide the costs of the initial and last boat of that contract.
6
We provide the following comment specific to section 07-01. We suggest the height of the keel to fixed structure and height of keel to moveable structure dimensions are flipped as the mast is folding.

Section 70-1 Vessel Characteristics Height, Keel to Fixed Structure- 9.8 (recommend 6 feet) Height, Keel to Moveable Structure 6.0 (recommend 9.8 feet_ Will review and if changes required, will be reflected in final RFP.

7
It is understood that due to mission needs the timeline set forth in the synopsis cannot and will not be extended, however, due to the present pandemic affecting contractors and the Government nationwide, will this change the timeline set forth or will the final RFP be delayed due to these unforeseen circumstances?
At this time, the Navy does not foresee any delays in the final RFP release.

For the purposes of clarification, are all bidders required to bid on all three 7 Meter variants?

Yes, builders are required to bid on all three 7M RIB variants.

9
Inasmuch as the pre-solicitation did not include some critical portions of the solicitation, will ample time be provided in which bidders will have the opportunity to ask for clarification on items in question?
Yes, builders will have time to review and submit questions, if required, in the final RFP for drawings not provided in the draft RFP.
10
With regards to the specified engine, what is the government doing to insure that the engine manufacturer can reliably produce, support, and deliver engines and parts on time given the company's difficulties in the past? Additionally, what is the engine company doing to insure that they have adequate distributors in the United States to support this contract?
The Prime Contractor is responsible for managing all subcontractors and ensuring that the work is completed as defined in the resulting contract. Pursuant to the resulting contract, the contractor would notify the Government of any supply issues that may result in delay.
11
1) What is the government's reason for requesting the specific boat CLIN break-out of Hull? Deck and Console (Materials and Labor)? This breakout does not account for electrical, mechanical, machinery, hardware, and other installation components. The hull and deck are considered one component and although the console is a specific component, it interfaces with multiple systems. The government should consider going back to the standard Boat CLIN that builders complete as one number and allow the builder to provide pricing detail in supporting documentation. The current breakout does not follow typical cost/pricing details and makes it difficult to accurate capture and reflect pricing. This break out doesn't work.
The intent for cost breakdown per hull is to get a bottoms up approach on high priced items that go into the price of the 7m RIB. If industry feels there are items missing that should be captured, we value your input.
12
Does the government intend to purchase the molds? If not, how should the builder/contractor account for the cost of the molds in their proposals?
No, the Government does not intend on buying the molds. The builder can price the cost of the molds how they want to in their proposal. The Government would also note that there is no restriction on the Builder to only produce these boats for this 7m RIB contract. They can use the molds to produce boats for other customers. So we are leaving it up to the builder and their models of how they want to pay for the mold. Add it to the cost of the 1st boat, amortize it over a number of boats in the first year, multiple years, all years, or not at all assuming they will make up for the costs of the molds on sales to other customers.
13
Are there any specific requirements for how the molds are to be built or is that left to the builder?

Left to the builder, they need to make sure they can meet all the requirements of the contract for the boat itself.

14
Will the government provide additional contract drawings? The drawing package provided as part of the draft was missing several referenced drawings. We assume all drawings referenced will be provided. Further drawings/details are needed to adequately evaluate the government design and provide an accurate proposal.

Yes, the final RFP will have all drawings.

15
In reference to Section 084, will further information be supplied in reference to lifting and stowage? Specifically, if there are any critical design requirements in reference to mating with ship structures?
Any interface with the ship is designed in with the drawing/Spec package
16
Will the tube attachment method to the hull be further defined in a drawing?
Yes
17
Further explanation of the painter release device would be helpful.
The painter release device is a COTS part of the final drawing package.
18
Will the government be providing a recommended or required spares list for each variant? We would request one be provided if not.
Yes
19
Once the initial production boat is built, can the builder begin building the follow on boats/hulls or do they need to wait until testing of the initial production boat is completed by the government before production can begin? Waiting could result in up to 12 months between when the initial production boat is delivered and the first follow boat is delivered.
The builder will need Government approval prior to construction of follow on hulls.
20
Is there an existing / posted Q&A board for questions that have been

proposed from interested suppliers?

There is an existing Q&A board for questions that have been proposed from interested suppliers.

21
Question: Does the Navy intend to bring SOLAS Roll-over or Dual Wall fuel line requirements into the 7m RIB program through requirements incorporated by reference? Currently, we don’t see reference to this in the text of 46 CFR 160.156 alone.
The Navy is not going to certify engines for SOLAS so we will not be evoking specific SOLAS requirements. However, the Navy will require SOLAS compliant engines for those installed in the SOLAS boats only.
22
233-1 Inboard Diesel

The propulsion diesel engine shall be a Steyr SE266E40. The engine shall be ordered with the options indicated in the Steyr Build Specification number SE266E40LPD/P for the standard and LPD 17 variants or SE266E40LPD/PS for the SOLAS variant (See Attachment 14).

Please advise if the Government will be issuing a Sole Source justification for this decision. We believe alternative engines that will provide equal or better boat performance and engine reliability should be considered.

The Navy has a Brand Name J&A approved.

23
Please advise as to acceptable tolerances in variances from Contract Drawings to overall actual dimensions.
Tolerances are detailed in section 070 of the specification and on the Contract Drawings
24
When will the approved Contract Drawings be available?
Contract Drawings will be available with the release of the RFP.
25
What format will be Contract Drawings be in? (.pdf, .dwg, .dxf,etc.)
Contract Drawings will be in .pdf during the RFP time. The winning bidder

will receive the drawings in .dwg format

26
Please advise as to availability of Contract Drawings for designated CRITICAL WELDED ASSEMBLIES
The complete Contract Drawings package will contain details of all CRITICAL

WELDED ASSEMBLIES.

27
Please advise as to material specifications for CRITICAL WELDED

ASSEMBLIES. Is MADE IN USA preferred?

Contract Drawings will define material specifications required for CRITICAL

WELDED ASSEMBLEIS. Yes MADE IN USA is preferred. Builders need to adhere to

DFARS 225.70 and 225.71.

28
Please advise: Is Powder Coating an acceptable alternative to "painted" on CRITICAL WELDED ASSEMBLIES
Powder coating is not acceptable.
29
Ergonomics: Who is POC for suggestions to offer improvement to Human

Systems Interface and Operator safety?

Suggestions for changes should be sent to the PCO who is identified in the draft RFP.

30
Will a required drawing list be provided for the detailed design/construction drawings that are under our responsibility?
All drawings required for the construction drawings are listed and explained in Section 085-1 of the Specification
31
Any idea when the RFP will be formally released for quotation?
The RFP synopsis was published on BetaSAM.gov. Per the government, the RFP will be formally released before May 15.

File details come from the government source that posted it. Updated .
