About this file

This document is a Request for Information issued by the Department of the Navy Naval Sea Systems Command on behalf of the Program Executive Office Integrated Warfare Systems Above Water Sensors directorate. The Navy seeks industry input and interest for the production of Surface Electronic Warfare Improvement Program Block 3 subsystem and associated equipment including a Block 3 Quadrant configuration and scaled version for smaller ships. Delivery dates for the FY20-24 production contract are provided in Attachment 4. The Navy is considering procurement strategies such as a single award contract or separate contracts to a Leader and Challenger. Responses to the RFI are requested by February 15, 2019 and should address feedback on procuring build-to-print hardware, completing scaled and quadrant drawings through engineering changes, and proposed alternate architectures leveraging mature technologies requiring a compressed design schedule. The Navy seeks experience in manufacturing electronic attack and complex electronic warfare systems, RF electronics, digital networks, processing nodes, power distribution and conditioning systems, cooling units, and array structures as well as demonstrated ability to produce to technical data packages and experience integrating complex systems and maintaining fielded hardware.

Attachment 3 - AN/SLQ-32 Block 3 N00024-19-R-5519 Question Submittal Form
Question Number:Question Source: (RFP, attachment #, GFI title, etc.)Page number and paragraph header from source:Question:Navy Response
1RFI Solicitation PostingLast Page, Section: Industry DayDoes the Navy intend to hold an industry day? If so, will it occur prior to or after submission of RFI responses? The Navy is planning to conduct individual meetings with interested companies prior to submission of the RFI.
2RFI Solicitation PostingSection 2: General InformationWhen does the Navy anticipate issuing a final RFP? Will a draft RFP be provided in advance of the final? The Navy will issue any solicitation details via Federal Business Opportunities (FBO) as appropriate. The Navy does not intend to release a draft RFP.
3RFI Solicitation PostingSection 1: Synopsis, paragraph twoCan the Navy please clarify the meaning behind Leader-Challenger. Is the intent to award full-suite (all components in a ship set) H/W production to both Leader and Challenger, with Leader receiving a majority ship set share? Or does the Navy envision splitting the H/W production by splitting the suite (e.g. main components to Leader, others to Challenger)? The intent of a Leader-Challenger procurement strategy is to award a quantity of full-suite hardware production to both a Leader and Challenger.
4RFI Solicitation PostingSection 1: Synopsis, paragraph twoIs the Government assuming the role of Lead Systems Integrator (LSI) in the case of the stipulated potential “Leader/Challenger scenario” (separate contracts with “Leader” and “Challenger”), or is the intent that the “Leader” function as a prime contractor, with the “Challenger” as a subcontractor, and have scope/contractual responsibility as the LSI?The Navy is considerating multiple procurement strategies for SEWIP Block 3 procurement. If the Navy pursued a Leader-Challenger procurement strategy, the Navy is considering the award of separate production contracts to a Leader and a Challenger. As part of this RFI, the Navy is interested in feedback on the procurement strategies discussed in the RFI as well as alternate strategies.
5RFI Solicitation PostingSection 1: Synopsis, paragraph threeWill the Navy complete the TDP prior to issuing the RFP and competing H/W production, or will the Navy compete production with the current TDP, and enact changes to complete the TDP after award? The Navy plans to provide a complete, updated TDP as part of a solicitation. The Navy anticipates setting up a bidders library as part of the process in order to update industry with additional information as applicable.
6RFI - Attachement #4Attachment #4 - Configuration ColumnCan the Navy please clarify the Hemisphere, Quadrant, and Scaled configurations and how they will be deployed on the ship. Hemisphere entails two (2) quadrants on the top-side equipment group (TEG) including AESAs with full back-end? Does the Scaled configuration entail four (4) full quadrants of top-side equipment for fewer than four? Please refer to the separate file "SEWIP Block 3 RFI Hemi-Quad-Scale Response 2.1.2019" for more details on the Hemisphere, Quadrant, and Scaled configurations. This attachment has been emailed separately to all parties that have requested the GFI.
7RFI Solicitation PostingSection 3: Requirements OverviewDoes the overall SEWIP Block 3 architecture (logical and physical) meet the Navy’s requirements? The Navy intends to procure SEWIP Block 3 in accordance with the TDP.
8RFI Solicitation PostingSection 3: Requirements OverviewAre there specific requirements not being met by the current SEWIP Block 3 H/W design (as described in the TDP), and does the Navy desire to make changes in the design (TDP) to address performance shortfalls?

a. Does the system meet the Navy’s threshold requirements for EIRP over band, both Low Band and High Band?

b. Does the system meet the Navy’s threshold requirements for Tx-Rx Array isolation, both Low Band and High Band?

c. Do the Low Band and High Band Tx Arrays meet side-lobe control requirements?

d. Does the Techniques Generator meet the Navy’s threshold requirements?

e. Does the overall system meet end-to-end timing / response time requirements? The Navy intends to procure SEWIP Block 3 in accordance with the TDP.
9Industry 1-on-1N/ADoes the Navy anticipate a single RFP and award for FY20-FY24 period and the total quantity of systems included in Attachment 4? How would the contract be structured, base award and options for additional quantities on a yearly basis? Does the Navy anticipate requesting priced options that are exercised yearly or at some wider multi-year option window? What period of time does the Navy anticipate requesting valid pricing for the award and options? The Navy is considering awarding FY20-FY24 production contract(s) with an FY20 production base award and four (4) production option years. Stepladder pricing in each year is anticipated. A determination has not yet been made as to whether the strategy will include a single award or multiple awards (or how work would be devided within multiple awards). Engineering Support Services will be included as separate CLINs. The Navy anticipates requesting yearly priced options with annual latest option exercise dates. Proposal pricing validity dates will be specified at the time of RFP release.
10Industry 1-on-1N/AWhat are the Navy’s acquisition schedule dates? (RFP release date? Proposal due date? Award by date?)As noted in the RFI on FBO, the notional award date is Q3FY20.
