| 21 | GFP | 1.8.2 | RFP Amendment 0001 issued 11/27/18, Page 45 Para 1.8.2: GOVERNMENT FURNISHED MATERIAL (GFM): This RFP provision includes the following Contractor requirements. The contractor is to coordinate and pickup TYCOM Government Furnished Material from the Naval Base with the Project Manager. This GFM will be available at A-30 from one building on the Naval Base. Contractor shall develop pickup schedule accordingly. Transportation costs shall be included in the contract. |
The requirement to coordinate and pickup TYCOM GFM is ambiguous and introduces financial risk and estimating challenges with respect to preparing the required fixed price proposal.
To facilitate proposal preparation and cost estimating efforts, Contractor request that clarification regarding the volume of GFM, quantities of crates, boxes, pallets, sizes and weights. Contractor also needs to know if the GFM will be available for pickup from San Diego Naval Base 32nd street.
CONTRACTOR QUESTION:
For bidding purpose, will the Government provide quantity of crates, boxes, pallets, sizes and weights and confirm which Naval Base?
| The Government will not provide quantity of crates, boxes, pallets, sizes, and weights. All work items that delineate anything BUT '90' in the 4th and 5th digit of the work item (XXX-31-XXX for example) indicate the GFM is TYCOM. The GFM will be picked up from San Diego Naval Base 32nd Street. | |||

Para 3.2.2 Provide a licensed marine pilot and tugs to assist the ship during move to and from repair facility, to and from the outer limits of the harbor to conduct sea trial. Each tug shall have a minimum of 1,200 shaft horsepower.
Work Item 992-11-002 Para 3.2 Provide a licensed marine pilot and tugboat(s), capable of safely moving the ship to and from pier side position and to and from the outer limits of the harbor to the contractor's repair facility, for acceptance of tow, or to where the ship may operate under its own power and to and from the pier or drydock for sea trials.
Will the Government issue an Amendment removing the duplication of effort for sea trials?
| Work item: 982-31-001 is for sea trials. Work item 992-11-002 is for transit from Goverment pier side to repair facility and back to Government pier side. The Government does not percieve a duplication of effort because each work item serves a different purpose. | 25 | |||

Item nr 514-21-001 askes to quote, fit and install Kit, shaft seal replacement (377-15911-004) but also askes to replace a GFM seal carbon, low speed shaft (029-21722B000) and another Seal carbon low speed shaft (029-21722B000). The seal carbon seals listed are normally provided in the shaft seal replacement kit. Are you wanting us to replace the shaft seal with a kit, by removing the old shaft seal and installing a whole new seal? Or rebuild the shaft seal? If we order the shaft seal kit, we don’t need the GFM seal carbon low speed shaft parts.
Parts are also called out to rebuild the VGD assembly just please note that if any parts not on the list need replaced, we will have to submit a CFR. Typically, if the VGD is needing rebuilt the nozzle base plate (064-48765-D000) needs to also be replaced as the ball bearings create wear to the casting. The nozzle base plate is not on the list but the ball bearings are (029-21728-000) Is the navy wanting to rebuild the VGD or replace using the VGD rebuild kit?
