| QUESTION #/ DETAILS | QUESTION/ ANSWER | |||||
| # | Question Area | Para # | Date Received | PAGE # | Contractor Question | Government Response |
| 1 | NA | L, Para H | 13-Sep-19 | Please confirm the statement "All Volume I, II, III, and IV pages and paragraphs shall be numbered…" Request that the requirement for numbered paragraphs be removed. | The Navy does not concur with this request. All paragraphs shall be numbered in the proposal. | |
| 2 | NA | L, Note 2 | 13-Sep-19 | Please clarify if electronic files should be compatible with Microsoft Office 7 or 10. Instructions on page 124/126 contradict one another. | The solictation will be amended to require all electronic files to be compatible with Microsoft Office 10. | |
| 3 | Proposal Format | L, Para F | 13-Sep-19 | Please clarify where the Small Business Subcontracting Plan should be located in the submittal. On page 125 it is instructed to be included in Volume IV (Cost), while on page 143 it is instructed to be included in Volume V (Signed Solicitation Document). | The solicitation will be amended to instruct bidders to include the Small Business Subcontracting Plan in Volume IV (Cost) only. | |
| 4 | Scenario Brief | L, Para 1 | 13-Sep-19 | Please confirm the first sentence on page 131 should read: "Offers shall constrain Volume II, as outlined below, to fifty (50) pages for Chapters 1 and 3 of the Technical Approach and twenty-five (25) pages for the Scenario Brief." Chapter 2 is the Scenario Brief which is already allocated twenty-five (25) pages. | The solicitation will be amended such that the first sentence on page 131 reads: "Offers shall constrain Volume II, as outlined below, to fifty (50) pages for Chapters 1 and 3 of the Technical Approach and twenty-five (25) pages for the Scenario Brief." | |
| 5 | 5.2 Supporting Cost and Pricing Data | L, Para 3 | 13-Sep-19 | Please clarify this sentence: "Offerors shall provide a copy of the BOEs provided in Volume IV in Volumes I and II." This contradicts the statements on pages 127 and 131 that Volumes I and II shall contain no cost and/or pricing information. | The solicitation will be amended to reflect that BOEs are only needed for Volume IV (Cost). | |
| 6 | Font Size/Type | L, Para E | 13-Sep-19 | Please allow tables, charts, and figures to be at a reduced font size no less than 8pt at a condensed font (Arial Narrow). | Tables, charts, and figures are allowed to be at a reduced font size no less than 8pt at a condensed font (Arial Narrow). | |
| 7 | General | NA | 13-Sep-19 | What is NAVSEA's plan to evaluate transition costs for new contractors compared to the incumbent? | The Navy will evaluate each proposal in accordance with the guidance contained in the solicitation. | |
| 8 | 3.4.9 | L | 13-Sep-19 | Oceaneering typically prefers not to have individual personnel sign NDAs. If Oceaneering were to instead signed an NDA as a company, would this suffice? | Generally SROMC Key Personnel will be subject to individually signed Non-Disclosure Agreements (NDAs). Navy may make a determination as to applicability of a company-wide NDA in specific situations, but requires additional information from the company to do so. Request clarification as to the situation in which this question applies. | |
| 9 | General | NA | 16-Sep-19 | Outside competitors are at a significant disadvantage to the SROMC incumbent contractor, since the incumbent has actual labor rates for all employees servicing this contract. Request the program office provide average direct hourly labor rates for all SROMC labor categories. It would be expected that a portion of current employees will be re-hired if an outside competitor wins the contract. Average direct hourly labor rates for SROMC labor categories will provide the government a more accurate and efficient way to compare cost proposals. | The Navy disagrees with the stated assumption that non-incumbent bidders are at a disadvantage. Further, an inidividual company's labor rates are proprietary information and not realeasable to bidders. Bidders are encouraged to consult well-established sources of rates such as the Bureau of Labor Statistics. | |

Neither the referenced CDRLs nor the statement above defines a periodicity for the report. The offeror requests NAVSEA:
(1) Confirm the correct CDRL is C005 – Physical Inventories Report; and
