1.1 GENERAL SOLICITATION RESPONSE REQUIREMENTS

This section specifies the format offerors shall use in submitting proposal in response to this solicitation. The intent is to provide a certain degree of uniformity in the format of the proposal to ensure a complete, fair, and efficient evaluation.

The Cost and Technical Proposals shall be based on the requirements contained in this RFP document (including those documents, exhibits, and other attachments to the RFP identified in Section J). The Offeror shall submit all information required by this RFP.

Documents, exhibits, and other attachments that are a part of this RFP will become part of any resultant contract identified in Section J. The following RFP sections listed below, as well as any attachments in Section L that are labelled as “S” attachments, will not become a part of any resultant contract:

Section K – Representations, Certifications and Other Statements of Offerors Section L – Instructions, Conditions, and Notices to Offerors Section M – Evaluation and Award Factors

An Offeror’s proposal is the sole basis for evaluation to include whether the Offeror’s proposal supports its performance capacity claims and the Offeror’s ability to perform in accordance with the requirements. Offerors shall ensure their submitted proposals are sufficiently detailed to enable Government personnel to make a thorough proposal evaluation by factor, and to arrive at a sound determination as to whether the prospective Offeror will be able to perform in accordance with the RFP requirements.

Offerors shall assume that the Government has no prior knowledge of their experience and will base its evaluation on the information presented in the Offeror’s quote. Offerors shall use terminology that is understandable to those who may be unfamiliar with the Offeror’s detailed intentions and reasoning process.

Offerors shall ensure volumes are as specific, detailed, and complete as to clearly demonstrate the Offeror's understanding of, and the ability to meet, the solicitation requirements, Statement of Work (SOW), and various exhibits. The Offeror shall present, in detail, the proposed services to be provided by addressing the factors below.

The SOW establishes the detailed minimum performance requirements that the SROMC is required to meet.

The proposal format and content must contain a response to each evaluation factor noted below. Offerors shall provide a separate index or matrix, which correlates proposal information to the RFP elements. Offerors shall reference proposal information to the proposal’s outlines and page numbers and shall cite RFP elements by section and page numbers.

The Government will consider general statements that the Offeror understands or will comply with the RFP requirements as inadequate. Offerors shall sufficiently complete the proposal to demonstrate the manner in which the Offeror will comply with the applicable solicitation requirements.

The Offeror need not repeat information within the same volume required in the response to two (2) or more proposal requirements. Offerors shall include such information in detail in one (1) volume area where it contributes most critically to the discussion. In other areas where same information discussion is necessary, the Offeror shall refer to the initial discussion and identify its location within the proposal volume. The Offeror must cite the specific factor, page number, section, or paragraph for reference.

The Government will assume information required for each factor, which is not found in its designated factor or properly cross referenced as omitted from the proposal. Cross-referencing between Volume I, II and III is not permitted.

Information presented shall appear in the same order as outlined below. Offerors shall provide a master index identifying major subsections by number, title, page number and volume in each volume.

Each volume shall contain the following items in addition to the technical/descriptive data required by this RFP;

however, the following items do not count toward each volume’s page count.

1. Cover/Title Page: The cover/title page shall indicate the following:

Proposal Title;

Volume number and title;

Security classification;

RFP Number;

Name, address, telephone number, facsimile number, Commercial and Government Entity (CAGE) code, and Offeror’s email address;

Date;

Offeror’s position regarding disclosure of proposal data in accordance with the provision DFARS

252.204-7000 entitled “Disclosure of Information”;

Identification of copies bearing authorization signatures; and Serial Number/Copy Number

Offerors shall ensure their proposal is accompanied by a cover letter (letter of transmittal) prepared on the Offeror’s letterhead. The cover letter shall identify all enclosures being transmitted. Offerors shall only use the cover letter to transmit the proposal and shall include no other information.

Offerors shall ensure the title page is in accordance with FAR 52.215-1, paragraph (c) (2). If the Offeror wishes to restrict the disclosure or use of its proposal, use the legend permitted by FAR 52.215-1(e).

2. Table of Contents (TOC). The TOC shall provide sufficient detail so the Government can easily locate factors and areas of consideration. Offerors shall provide a TOC after the title page listing the sections, subsections, and page numbers for each relevant section.

3. Glossary of Abbreviations and Acronyms. Each proposal volume shall contain a glossary of all abbreviations and acronyms used, with an explanation for each.

4. Master Index.

Offerors are expected to reach a reasonable understanding of the requirements of this RFP by careful study (particularly Section C—Descriptions/Specifications and Section J—List of Documents, Exhibits, and Other Attachments) and by the application of qualified knowledge and experience. If such a review establishes the need for correction or clarification, such need should immediately be brought to the attention of the Contract Specialist and Contracting Officer, noted above, so that the matter can be resolved and so that, if necessary, official dissemination of such correction or clarification can be made to all Offerors.

All Volume I, II, III, and IV pages and paragraphs shall be numbered so its location is traceable to the appropriate volume and page. The complete set of volumes will be accompanied by a cover letter (letter of transmittal) prepared on the company’s letterhead stationery. The Offerors shall ensure consistency, defined as “free from variation”, between the technical proposal and Cost proposal. Each Volume small contain a Cover Letter, Table of Contents,and Glossary of Abbreviations and Acronyms. Any pages that may be revised as a result of discussions (if required) shall contain revision numbers and dates. If situations arise which necessitate the submission of revised information, to include pricing, technical, or other items, the revisions shall adhere to same instructions of SECTION L.

J. The Offeror shall structure the Proposal so information provided for each section is as comprehensive as possible.

The information provided for each section should be sufficiently self-contained to minimize the need to refer to other Proposal sections for evaluation purposes. If cross-references are needed, page and paragraph numbers shall be included. Offerors shall separately bound each volume bound in three ring binders to permit removal of sections with each major part tabbed and not exceed the page limitation cited herein. The page count shall include all material with printed matter and figures except cover pages, title pages, TOC, illustration lists, tab pages, appendices, index, and table lists. Offerors shall number every page, except those marked as “Intentionally Left Blank.” If the proposal exceeds the page limit identified above, the Government will remove all pages exceeding the specified page count from the back of the proposal prior to the evaluation. The Government will not remove these pages from the index or appendices provided at the back of the proposal. The Offeror’s company name shall appear at the top of each page with all pages numbered.

K. Section M of this solicitation provides the relative importance of the evaluation factors.

L. Offerors are cautioned that, in accordance with the clause “Instruction to Offerors-Competitive Acquisitions” (FAR 52.215-1), the Government intends to award a contract on the basis of initial proposals received, without discussions. Therefore, each proposal shall contain the Offerors’ best terms from a Price and technical standpoint.

M. Solicitation Responsiveness. Offerors are advised to submit Proposals that are complete, clear, and consistent in all respects without the need for additional explanation or information. Offerors are cautioned against the use of general, vague, or unsubstantiated statements, which prevent concise proposal evaluations. Each factor will be evaluated on how well the response meets the requirements of the solicitation. The response that completely addresses all of the solicitation requirements may be judged superior to the response that minimally addresses solicitation requirements.

N. Competitive Range. In accordance with FAR 15.306, if an award is not made on the basis of initial proposals, the Contracting Officer will make the determination as to which proposals are in the “competitive range.” The competitive range shall be determined based on the results of the evaluation of initial Technical, Past Performance, and Price Proposals, considering all evaluation criteria, and shall include the most competitive proposals. The number of proposals within the competitive range may also be reduced if the Contracting Officer determines the number of most competitive proposals that might otherwise be included within the competitive range exceeds the number at which an efficient competition can be conducted. However, the Government intends to award based on initial proposals, but reserves the right to enter into discussions.

O. Discussions/Final Proposal Revision (FPR)

(1) The PCO intends to make award without conducting discussions. At their discretion, the PCO may determine the competitive range and elect to conduct either verbal or written discussions, or both. Written answers to discussion questions will become part of the proposal only if subsequently specifically referenced in the FPR. When discussions are completed, the PCO will close discussions and request FPRs.

(2) If discussions are held, all Offerors selected to participate in discussions shall be advised of weaknesses and risks in their proposals, and shall be offered a reasonable opportunity to correct or resolve such weaknesses and risks and to submit such technical and Cost/Price information, or other revisions to their proposal, that may result from such discussions.

(3) Subsequent to the conclusion of discussions, Offerors may have the option of providing a complete new Technical Approach proposal, not to exceed the page limitations addressed in paragraph 2.0. In addition, a red-line version is requested as part of your revised Technical Proposal and/or additional pages to the original Technical Proposal.

1.3 FORMAT OF ELECTRONIC SUBMISSIONS

Offerors shall ensure all documents, spreadsheets, databases, or other data submitted are compatible with Microsoft Office 10 products, and/or Adobe Acrobat 8. Offerors shall not lock any information contained within the CD ROMs. Offerors shall ensure original documents created in Word, Excel, or equivalent are the actual workable documents and not scanned PDFs. Offerors shall ensure all Microsoft Excel files are completely readable as to ascertain the pricing validity or other data contained therein.

Offerors shall not embed sound or video files into the electronic files. Offerors shall label CD ROMs with the Offeror’s name, solicitation number, date of submission, appropriate security classification markings, format, and volume number. Offerors may submit graphics, tables, photographs, and other data beyond the capability of Microsoft Office products, or not in currently NMCI supported applications in Adobe Acrobat format.

Offerors shall not submit the original CD ROM for Volumes I, II and III contents in a “read only” format or in a scanned PDF format. For Volume IV, Offerors shall “unlink” any spreadsheets to the “MASTER” copy to allow for review during price analysis on all CD ROMs; not just the “MASTER” CD ROM. The pricing spreadsheets generated must replicate the format of Attachment S-4. Offerors shall present all cells containing derived data together with the formulas used to derive the data.

In the event that situations arise which necessitate the submission of revised information, to include pricing, technical, or other items, the revisions shall adhere to same instructions of SECTION L. Additionally, Offerors shall submit any spreadsheets, word processing documents, or other information in a working document form to permit the validation of submitted information.

Offerors shall submit any spreadsheets, word processing documents, or other information in a working document form, including formulas and computations, to permit the validation of submitted information. The electronic version shall not contain spreadsheet or word processing documents that the Offeror has changed, printed, and then scanned to a PDF or other file that the Government cannot readily use to verify the accuracy of pricing or other information. The electronic proposal material shall not contain any information not contained in the hard copy format (except formulas contained within spreadsheets that may not be visible in hardcopy formats).

2.2 MANAGEMENT – CHAPTER 2 – Staffing Plan, Key Personnel, and Capabilities

2.2.1 Staffing Plan

Offerors shall present a detailed resource staffing plan for each CLIN without any cost or pricing information. The resource staffing plan shall identify core and surge augment personnel. In the event there is a discrepancy between the resource staffing level information provided in Volumes I and II and Volume IV, Volume IV data will take precedence.

Offerors shall describe their in-house personnel capabilities as well as their ability and approach to hiring and maintaining sufficient and proficient staff, and their ability to support surge in personnel requirements to conduct the SOW throughout the contract. Offerors shall propose a staffing plan that incorporates agility and cross functionality to meet the requirements of the SOW.

Offerors shall reflect the expected time for each work area proposed if there are individuals that support multiple roles.

2.2.2 Key Personnel

The Offeror must propose key personnel demonstrating specific capability, knowledge, and relevant experience of similar scope and complexity for assigned functions in executing the Statement of Work. The experience of the key personnel must collectively cover the key functional areas identified in Attachment J-11. If an Offeror determines a functional area is neither appropriate nor required, then the Offeror shall provide an explanation and basis for that determination.

The Offeror shall submit a resume for each proposed key personnel, of no greater than two (2) pages in length per individual. Resumes are excluded from the Volume I page limitation. Each resume shall contain, at a minimum, the following:

The individual’s current title, position, and length of time with the organization;

The individual’s proposed title/job position and level of participation the individual will devote to this contract;

A brief description of specific duties and responsibilities the individual will performed;

A description of all relevant positions held (title, dates of employment, employee’s major duties, responsibilities, and accomplishments);

The individual’s education, training, licenses, certifications, and any other relevant information; and The individual’s depth of experience and qualification to perform the scope of work required.

The data contained in the key personnel resumes shall not conflict with the information provided in the staffing resource plan.

NOTE: For each contingent hire, Offerors shall submit a copy of a signed offer letter or Letter of Intent indicating acceptance by the individual. If an Offeror fails to identify a candidate for a key position, the Offeror shall address said position by identifying the individual’s name as “Pending”. The Offeror shall complete all other (non-individual specific) information.Offerors shall minimize the number of proposed key personnel positions for which the Offerors have not identified a candidate.

Key Personnel qualifications are deemed essential to the performance of this effort. Although Section M contemplates Key Personnel becoming unavailable prior to contract award, Offerors shall only propose Key Personnel resumes for individuals that, at the time of proposal submission, the offeror has a good faith expectation of providing at award. Additionally, the Government considers the submission of Letters of Intent for proposed contingent Key Personnel to be material to the proposal since these Letters of Intent demonstrate the offeror’s ability to hire personnel with the qualifications bid at the salary proposed.

2.2.3 Capabilities

Offerors shall describe their, or their access to, facilities and production processes including:

i. Design facilities; and

ii. Fixed and portable shop facilities to support maintenance certified key production processes such as welding, non-destructive testing, metrology, blasting and preservation, maintaining cleanliness of oxygen systems (per MIL-STD-1330 and MIL-STD-1622 for critical applications), quality assurance, as well as procedures/processes for DSS-SOC controlled work.

3.2.2 Scenario Technical Problem

The Italian government issued a SUBSUNK message for an IMPROVED SAURO (SSK) class submarine PRIMO LONGOBARDO IVO 40.01.00N, 18.42.00E. Water depth is 171m and crew complement is 51 personnel.

Planning assumptions include:

1. All permissions to mobilize and render assistance have been granted.

2. Vessel of Opportunity (VOO) availability is real world.

3. Undersea Rescue Command (URC) will move all desired equipment via C-5 aircraft. US Transportation System Command (USTRANSCOM) has agreed to provide all requested aircraft on a timeline to support calculated Time to First Rescue (TTFR).

4. URC is the primary rescue system and will respond.

5. Transfer Under Pressure (TUP) capability has been delivered. All systems Rescue Ready (RR)-24 and in their current material condition.

6. Reserve component support is available.

7. Survivability stores onboard = 7 days.

Based on the assumptions above, provide a brief of your initial mobilization and rescue plan for the URC CO’s concurrence to execute. The brief must address at least the following specific items:

1. Rescue system and components (Side Looking Sonar (SILOS), etc.) you intend to deploy

2. Desired Airport (AP)/Seaport (SP) combination. Why was this combination chosen? Are there other options?

3. VOO selection, in priority order. How many VOOs will you need for the footprint you're bringing?

4. Submit load plans for Aircraft Mixture.

5. TTFR estimate.

6. Watchbill to support continuous rescue operation until all survivors recovered. This should include any reserve support required.

7. List any maintenance items that would require adjudication to conduct manned operations.

8. Any desired Request for Information (RFI) that you would normally pass to fine tune your planning efforts. This can include anything you need to know in initial planning as well as anything you would want en route to the rescue site or once on scene. If you find that planning would cease absent the answer to an RFI, make an assumption to continue planning and document your assumption and note the RFI.

9. Any additional requests that would make the mobilization and rescue go more smoothly or assist in the recovery of DISSUB personnel.

10. Port logistics

11. Personnel and management plan specific to the scenario

12. Rescue cycle (sortie) Overview

Finally, include any pertinent comments that would demonstrate the planning process not adequately captured through the RFI and requests above.
