Q&As for RFP N00024-19-R-2320
| Q&A # | QUESTION SOURCE | SOURCE LOCATION | QUESTION | ANSWER |
| 1 | FBO.gov | Solicitation Announcement | We see that two separate FedBizopps notices were posted on July 15th and one seems to suggest that the solicitation is canceled and the other suggests that the solicitation is still open with an August 22 response date. Can you please clarify whether these are both canceled? | RFP #N00024-19-R-2320 was released on July 15th 2019, and the Navy inadvertently released duplicative announcements, attachments and superfluous information associated with this solicitation as result of a technical glitch. The duplicative announcements and information that was posted has since been removed from FBO. NAVSEA hereby confirms that RFP #N00024-19-R-2320 was not canceled and it is in fact fully active. |
| 2 | RFP | Section F, Note A | Will the government be willing to entertain performance of this contract at locations other than Mayport, Florida? | No. The Navy has restricted performance of these PSAs to the homeport to minimize impacts to crew and because pre-existing infrastructure is already located in Mayport (i.e. LCS squadron command, other government personnel that specifically support PSA efforts, PSA planning yard personnel/warehousing, etc.). |
| 3 | RFP | Page 47, Section E, E-246-H014 | What is Inspection criteria and what is evidence of acceptance? | The clause will be removed in a future amendment. |
| 4 | RFP | Page 47, Section E, E-246-H015 | What is Inspection criteria and what is evidence of acceptance? Please specify the certification of performance on the delivered hardware. | The clause will be removed in a future amendment. |
| 5 | RFP | Page 47, Section E, E-246-H016 | What is Inspection criteria and what is evidence of acceptance? | The clause will be removed in a future amendment. |
| 6 | RFP | Page 47, Section E, E-246-H019 | What is Inspection criteria and what is evidence of acceptance? Please specify which CDRL is applicable? | The clause will be removed in a future amendment. |
| 7 | RFP | Page 124 - Page 126 | Page 124 D. VOLUME I - NON-COST PROPOSAL OUTLINE Table lists "Section" I through IV. |
Page 124-126 D. VOLUME I, each separate section states "Factor".
| Please replace "Factor" with "Section" on pages 124-126. | Navy intends to add "factor" in addition to "section" to clarify that each non-cost factor has a corresponding proposal section. Please see amendment for details. | ||||
| 8 | RFP | Page 123, Format instructions applicable to Volume I | Format Instruction, 3rd paragraph, 2nd sentence states "....Section II facility utilization loading schedules, man-power loading charts, teaming agreements, or the craft/trade staffing plan." | ||
| If Page 126 "Vol. I, Factor II: Facilities/Production Capabilities" is supposed to include facility utilization loading schedules, man-power loading charts, teaming agreements, or the craft/trade staffing plan, then please amend. | The RFP (Section L, "Format Instructions") erroneously included statements in the format instructions. An amendment will be processed to remove Section II facility utilization loading schedules, man-power loading charts, the craft/trade staffing plan. Teaming agreements will remain to ensure it does not count against the page limit. | ||||
| 9 | RFP | Page 123, Format instructions applicable to Volume I | Confirm on Page 123 Format Instruction, 3rd paragraph, 2nd sentence - Section II in its entirety is not included in the 65 Page Limit requirement on Page 122. | See response to Question #8. Section II in its entirety is included in the 65 Page Lmit requirement. | |
| 10 | RFP | Block 9 of Standard Form 33 | Request extension of proposal due date from August 22, 2019 to September 6, 2019. | An extension to the proposal due date will be granted. Please see amendment for specific due date and time. | |
| 11 | RFP | Page 120 L-215-H007 SUBMISSION OF QUESTIONS BY OFFERORS (b) | |||
| Page 121, A. PROCESS | Request extension of bid question acceptance until August 15, 2019. | ||||
| Request to change the statement on Page 120 (b) from "...15 days after solicitation release" to "...30 days after solicitation release. Also request to change the statememt on Page 121; Communications with NAVSEA 2nd paragraph, from "...Offerors are advised that questions received more than 15 days after this solicitation’s issue date may not receive a response." to "...Offerors are advised that questions received more than 30 days after this solicitation’s issue date may not receive a response." | The Navy will not update these solicitation references as it doesn't preclude questions and answers beyond the stated timelines. The Navy will make an earnest effort to respond to questions received after the stated dates. | ||||
| 12 | RFP | N/A | When is the contract estimated award date? | The estimated contract award date is February 2020. | |
| 13 | RFP | Page 118, L-204-H001 | DD Form 254 is not provided as attachment for this RFP. Please provide. | A DD 254 was determined not to be necessary for this effort. The clause L-204-H001 FACILITY SECURITY CLEARANCE (NAVSEA) (OCT 2018) will be removed from the solicitation via amendment. | |
| 14 | Attachment J-1 | A001 through A012 | All Block 7 are left blank. Will government please fill out and specify? | Block 7 does not apply. | |
| 15 | Attachment J-1 | A001 through A012 | All Block 9 shows Distribution C and D. Distribution C and D are not provied. Will government please specify Distribution C and D? | DISTRIBUTION C. Distribution authorized to U.S. Government Agencies and their contractors. |
DISTRIBUTION D. Distribution authorized to Department of Defense and U.S. DoD contractors only.
| 16 | RFP | Page 14, B-216-H005 DETERMINATION OF AWARD FEE (NAVSEA) (MAR 2019), h.2 | -Request change from "Only prime contractor hours shall be used in calculating the award fee pool." to "Only prime contractor hours and prime contractor's subcontractor hours shall be used in calculating the award fee pool." | |
| - Change throughout solicitation, including, but not limited to "Where: Percent of hours delivered during the evaluation period = Actual prime contractor hours and actual prime contractor's subcontractors hours delivered during evaluation period for each Section B CLIN / Quantity of labor hours listed in Section B CLIN." | The Navy purposely excluded subcontractor hours from the award fee pool calculations to simplify contract administration and to appropriately incentivice contractor performance, and does not intend to amend the solicitation to incorporate this recommendation. |
Please note that this doesn't preclude offerors from earning fee for subcontracting efforts. As stated in the RFP (Section L, "Cost Proposal Assumptions"), "The Government has provided the stated amount of direct labor LOE hours and an estimated amount of ODC costs based on actual hours and costs incurred from multiple PSAs for ships in this same class. The contractor shall reflect these values in its proposal and may apply fee on such costs". As such, offeror's proposals may apply base fee and award fee onto the estimated ODC dollar amounts (which is inclusive of subcontractors).
