Welcome from Program Executive Officer Littoral Combat Ships

Ground Rules

• This brief and discussion is not binding

– Does not constitute a commitment on behalf of the Government

– Information provided is subject to modification and is no way binding on the Government

• Please hold questions until the end of the briefing

– No detailed information beyond the brief or the RFP will be provided for future schedule or budget at this time

• The list of attendees, the brief/slides and questions will be posted to FBO

– Additional questions not answered after the brief can be submitted via Addendum L-1 Bidder’s Questions Submittal Form in the RFP.

• All cell phone devices must be turned off or on silent

FFG(X) Program Schedule

• Conceptual Design Proposals due:

18 December 2017 at 1300

• Award is expected late 2nd QTR FY18

• Period of Performance is 16 months from award

• Full and Open Competition for Detail Design and

Construction (DD&C) contract award in FY2020

• Notional procurement profile (for cost estimating purposes), starting in FY2020:

1/1/2/2/2/2/2/2/2/2/2

Purpose of the CD Phase

• Mature parent designs* to produce the most cost effective and capable designs to meet FFG(X) requirements

• Promote competition through multiple awards

• Reduce program risk for DD&C; particularly with regard to the integration of warfare system elements and cyber architecture

*Parent Design is a ship design that has been through production and demonstrated (full scale) at sea

CD Evaluation Factors

Non-price factors, when combined, are considered significantly more important than the Price factor.

Factor I is the most important Non-price Factor.

• Factor I – Technical Approach: Adjectival Ratings

• Factor II – Management Approach: Acceptable or Unacceptable

• Factor III – Facilities: Acceptable or Unacceptable

• Factor IV – Past Performance: Acceptable or Unacceptable

• Factor V – Price: Fair and reasonable

CD Technical Approach

Technical Approach: Adjectival

• Design Approach

–Describe the approach to adapt a parent design to meet FFG(X) requirements including draft schedule for detail design and GFE integration into ship design.

• Technical Risk Areas

– Identify risks in adapting the parent design which includes a risk matrix.

• Production Approach

– Provide shipyard capabilities, resource planning, and a production schedule

• Data Rights

– Propose data rights necessary to sustain, maintain, and upgrade FFG(X) ships

CD Management Approach

•Management Approach

─ Identify tasks required to complete scope of CD which includes POA&M

─ Identify Teaming Arrangement: Ship Construction shall be performed in a US Shipyard

─ Describe the plan to manage technical risks

•Facilities

– Describe Current Production Facilities

– Describe the Layout and relative location of facilities: test facility, offices, drydocks, waterfront facilities, warehouses, etc.

– Identify any Facilities certification & limitations

•Past Performance

– Government will utilize CPARS

– Describe contracts/subcontracts in similar scope and complexity

Key Framing Assumptions

The Program Office:

• Envisions a FY2020 competition that will consider existing parent designs for a Small Surface Combatant that can be modified to accommodate FFG(X) requirements

• Desires to drive down life cycle costs:

─ Use common Navy systems across the radar, combat system, C4ISR systems, and launcher elements while encouraging hull, mechanical, and electrical system commonality with other US Navy platforms

• System Specification and Government Furnished Equipment data will potentially be updated throughout the Conceptual Design phase via a Bidder’s Library (available upon request) for any offeror who may bid on DD&C

• Is targeting Basic Construction Cost (BCC) of $495M (CY18$ Average follow)

─ Does not include cost of non-recurring construction plans and other associated costs for a lead ship, Government furnished combat or weapon systems, or Change orders

Requirement*

Acoustic Signature Management

Vertical Launch System

Range

Service Life Allowance

Accommodations

*Threshold and Objectives values are found in the System Specification

FFG(X) Top Level Requirements Emphasis Areas

Emphasis areas are provided for trade space considerations. If you can achieve the objective value (vice threshold), this is an area the Navy values and may impact the future DD&C solicitation

Affordability

• Cost Reduction Candidate CDRL (B030)

─ Propose changes to Navy provided technical data package that could reduce cost in the design.

─ Identify alternative design and production standards, systems, or equipment and briefly describe the impact of these baseline changes from technical, cost, and risk perspectives.

─ Include recommended redlines to system specifications, engineering rationale for the change, and notional is/was drawings (as applicable).

─ Include a rough order of magnitude (ROM) estimate of the acquisition cost savings, and discussion on life-cycle impacts.

Navy will evaluate these to determine if the System Specification should be updated and may impact the future DD&C solicitation
