J-5 Contract Data Requirements Lists (CDRL), DD FORM 1423-1, FEB 2001, Block 16 Remarks – in some instances states the timeframe the Government has for review and in some instances does not.
For planning purposes, where not explicitly stated in the DD FORM 1423-1, FEB 2001, what should Industry assume for Government review and comment turnaround times for CDRLs?
Except for CDRLs A001 and A004, the remaining CDRLs are not CDRLs that require Government approval, and the Contractor should not plan for a Government review. The Government may or may not comment on non-approval CDRLs that are submitted during the course of the CD contract. CDRL A002 will be updated in RFP Amendment 0001 tor remove Government review timeline.
The response to Bidder’s Question 2 indicated that the Build Specification can be provided in an appendix that is not included in the page count. Since the Build Specification is quite large (1,000+ pages), does the Navy desire and require it to be submitted in hard copy format (1 original and 4 copies), or is submittal of the build specification as electronic copies alone acceptable?
Please refer to response to Bidder's Questions #19.
At Industry Day the Navy indicated that Cost Reduction Candidates (CRC) would be reviewed and, if accepted, they would be incorporated into the J-1 System Specification and distributed to all Offerors. Some CRC are proprietary and are related to trade secrets, internal processes and procedures.
If the Navy incorporates approved CRC into the J-1 System Specification how will they ensure proprietary items are protected?
Will the Navy allow proprietary CRC to be approved on an Offeror specific basis?
Offerors are welcome to propose proprietary CRCs. The Government will not incorporate any proprietary items into the system specification, as the system specification is design agnostic.
Changes to the system specification will not be the CRC itself, but rather a modification to the specification to remove (or add) language that is driving the CRC issue.
Sealed offers in original and 4-copies for furnishing the supplies or services in the Schedule will be received at the place specified in Item 8, or if hand carried, in the depository located in (See Section L) until 1:00 PM local time 18 DEC 2017.
Discussion:
Offeror has not yet received the Classified Library Set disk referenced in the RFP release documentation. Only 41-days (total) were allowed for response to the RFP. Offeror’s ability to evaluate all requirements, which is essential to demonstrate how the Parent design will be effectively transitioned into an FFG(X) Concept, is being impacted.
1. Will the Navy extend the proposal due date until the 22nd of December?
2. Will the Navy extend the effective bid question date until the 8th of December?
1. The Navy will extend the proposal due date to December 20, 2017 at 4:00 PM EST.
2. The Navy will not extend the bidder's question date. As indicated in Section L.1.1.6, "The Government will continue to accept questions up to the closing date and time of the solicitation.... Although every effort will be made, the Government makes no guarantee that all questions will be answered".
59-67 Note: These questions relate to Distribution Controlled Material and will not be posted to FedBizOpps.
The questions and responses will be distributed via AMRDEC to those companies with executed FFG(X) Terms of Use Agreements only.
File details come from the government source that posted it.
