The Offeror’s company name shall appear at the top of each page and all pages shall be numbered.

Offerors are cautioned that, in accordance with the “Instruction to Offerors-Competitive Acquisition” clause (FAR 52.215-1), the Government intends to award a contract on the basis of initial proposals received, without discussions. Therefore, each proposal shall contain the Offeror’s best terms from a cost and technical standpoint.

Solicitation Responsiveness: Comprehensive responses to this RFP are required to enable the Government to evaluate the Offeror’s understanding of the requirements, and capability and approaches to accomplish the stated requirements. Proposals shall be submitted in accordance with the instructions in this RFP, and non-conformance with the specified required content may be cause to eliminate the Offerors proposal from consideration. Offerors are advised that information submitted in excess of that required herein will not be evaluated. Offerors are advised to submit proposals that are complete, clear, and consistent in all respects without the need for additional explanation or information. Offerors are cautioned against the use of general, vague, or unsubstantiated statements, which prevent concise proposal evaluation. Each factor will be evaluated on how well the response meets the requirements of the solicitation. The response that completely addresses all of the solicitation requirements may be judged superior to the response that minimally addresses solicitation requirements under evaluation factors.

Communication with the Government:

Unless otherwise specified, the Naval Sea Systems Command Procuring Contracting Officer (PCO) and Contract Specialist are the sole points of contact for this acquisition.

Ms. Michelle A. Greene Ms. Courtney Ryan Contracting Officer Contracting Specialist michelle.a.greene@navy.mil courtney.ryan@navy.mil

Competitive Range: If an award is not made on the basis of initial proposals, the Contracting Officer will make the determination as to which proposals are in the “Competitive Range.” The competitive range shall be determined based on the results of the evaluation of initial Technical and Cost Proposals, considering all evaluation criteria, and shall include the most competitive proposals. The number of proposals within the competitive range may also be reduced if the Contracting Officer determines the number of most competitive proposals that might otherwise be included within the competitive range exceeds the number at which an efficient pursuant to FAR 15.306(c)(2).

Discussion/Final Proposal Revision (FPR): Please note that pursuant to FAR 52.215-1, the Government intends to award contract(s) based upon the initial proposals. Therefore, the Offeror’s proposal shall contain the Offeror’s best terms from a price and technical standpoint. However, the Government may contact any or all or a limited number of Offeror’s with questions concerning their proposals as permitted under FAR Part 15. The Government reserves the right to conduct discussions if the Procuring Contracting Officer determines them to be necessary. If discussions are held, Offerors selected to participate in the discussion shall be advised of weaknesses, deficiencies and risks in their proposals as well as adverse past performance ratings to which the Offeror has not had an opportunity to respond. Offerors shall be offered a reasonable opportunity to correct or resolve such weaknesses, deficiencies, and risks and to submit such technical and cost information, or other revisions to their proposals, that may result from such discussions. At the end of discussions, if they occur, the Government will request Final Proposal Revisions (FPRs) from all Offerors still within the competitive range. If it is determined that an Offeror is no longer in the competitive range they will not be given an opportunity to submit an FPR.

FPRs must be submitted by or before the requested date and time stated herein. The FPR must be in writing and must remain valid through the date stated in the FPR; be legally binding; respond to all of the terms and conditions of this solicitation including all of its amendments and inclusive of all amendments issued henceforth; indicate what technical and cost changes were made to the initial proposal and include a table indicating clearly both by page and by paragraph the location of any changes made to the initial proposal.

The FPR should follow the proposal submission requirements of the solicitation as amended. The FPR must be “red-lined” so that any added or deleted information is apparent to readers. Text deleted from the original proposal should be shown with “strike-through”, and information added should be in red or another clearly designative color, with change bars in the margins. “Blanket” references are not acceptable and will be disregarded in our evaluation.

Any changes in your proposal resulting from responses to the discussion questions---including corrections, clarification, or supplements---should be contained with the overall FPR page count and shown in a clear, traceable manner.

Any response must be signed by an authorized representative of the Offeror, and only that information contained within the FPR will be considered in the Government’s evaluations.

Once the Offerors submit FPRs, the Government intends to make award without obtaining further revisions. If an Offeror should choose not to revise its offer, or particular volumes of its offer, then its previously submitted offer, or volumes, will be evaluated for award. The Offeror, however, is nevertheless required to respond affirmatively to the Government’s request for FPRs, by indicating its intent not to revise an initial proposal or specific volumes. The Offeror shall provide a letter indicating any previously submitted volumes not revised remain valid through 365 Days after FPR.

Late submissions of responses to the discussion questions and the FPR request will be handled in accordance with FAR Clause 52.215-1, entitled “Instruction to Offerors – Competitive Acquisition.”

Release of Technical Information: All technical information submitted pursuant to this solicitation is for the exclusive use of Government representatives, and will be treated as business confidential and will not be publicly disclosed, provided that, where a request for disclosure of such technical information is submitted to the Government pursuant to the Freedom of Information Act (5 U.S.C. 552a), the Government will not disclose the Offerors technical information if public disclosure of information would substantially harm the Offeror in its competitive position pursuant to FAR 52.215-1(e).

The qualifications listed in each individual proposed Key Personnel resume, not the specific individual, are the materially relevant aspects of the proposed Key Personnel partially forming the basis of award under 5252.237-9106, Substitution of Personnel (SEP 1990).

Therefore, even if a proposed Key individual becomes unavailable to the offeror between proposal submission and award, the Government will evaluate and make its award decision based on the qualifications listed on the proposed resume(s). The Offeror shall provide the Letters of Intent with the salary information redacted a part of Section L, Volume II, Factor 1, C.2. Due to the nature of the cost/price information the Offeror shall only submit Letters of Intent containing salary information as part of Price/Cost Volume IV, Section 2.2.
