NAVAL SEA SYSTEMS COMMAND
N00024-17-R-4443 (USS Pearl Harbor LSD 52)
QUESTIONS AND ANSWERS #4
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
Q23: NAVSEA Standard Item 009-32. How can a bidder determine the amount of paint abatement without the ability to sample all areas of the ship that could require paint abatement? Given the Navy’s knowledge of the condition of the USS Pearl Harbor, what amount of paint abatement does the Navy expect will be required?
A23: Abatement work will be conducted in accordance with NAVSEA Standard Item 009-32 and it is the contractor’s responsibility to price accordingly. Paint abatement will be included as part of pricing for all proposals and is not subject to additional growth.
Q24: For Work Item 512-11-010 paragraph 3.1 states, “remove entire existing ventilation ducting at the location listed in 1.2, using Sheet 5 of 22 for guidance.” Are these including all the equipment on these systems (e.g. heaters and thermostats)?
A24: Work Item 512-11-010 paragraph 3.1 requires the contractor to review the drawings and remove interferences in accordance with SI 009-23. The contractor is responsible for removing all interferences.
Q25: For Work Item 426-11-001 paragraph 1.3.1 states, “Quantity (1 EA), Foundation, Master Reference Place (Sheet 9, FN-5 of 2.4).” There is no FN-5 on Sheet 9 from ref 2.4 but it is on ref 2.2. Is ref 2.2 the correct reference for paragraph 1.3.1?
A25: For Work Item 426-11-001 paragraph 1.3.1 the correct reference is 2.2, and was updated in Errata 13. Email robert.miron@navy.mil for Errata 13.
Q26: For Work Item 100-11-001, the contractor interprets this work item’s scope of work to provide access as directed by para 3.1 to facilitate material movement from the machinery rooms to the Vehicle Stow Area (4-35-0-Q) and subsequently to the Well Deck (4-89-0-Q).
1. The access cut in the overhead of para 1.2.1 Auxiliary Machinery Room No. One (5-43-0-E) goes to Troop Ammo Mag No. One (4-43-0-M). Will the Contractor have access to and be able to utilize Lift Platform (4-43-1-T) for material movement to the Vehicle Stow Area (4-35-0-Q) or will an additional access cut be required from Troop Ammo Mag No. One (4-43-0-M) to the Vehicle Stow Area (4-35-0-Q)?
1. The access cut in the overhead of para 1.2.2 Main Machinery Room No. One (5-52-0-E) goes to Troop Ammo Mag No. 2 (4-52-0-M). Will the Contractor have access to and be able to utilize Lift Platform (4-53-2-T) for material movement to the Vehicle Stow Area (4-35-0-Q) or will an additional access cut be required from Troop Ammo Mag No. 2 (4-52-0-M) to the Vehicle Stow Area (4-35-0-Q)?
1. The access cut in the overhead of para 1.2.3 Main Machinery Room No. 2 (5-74-0-E) goes to Troop Ammo Mag No. 3 (4-67-0-M). Will the Contractor have access to and be able to utilize Elevator (4-67-2-T) for material movement to the Vehicle Stow Area (4-35-0-Q) or will an additional access cut be required from Troop Ammo Mag No. 3 (4-67-0-M) to the Vehicle Stow Area (4-35-0-Q)?
1. As currently directed, the access cut in the overhead of para 1.2.4 Auxiliary Machinery Room No. 2 (5-89-01-E) will go to either Void (4-89-01-V) under the vehicle ramp or aft of the void under the vehicle ramp, neither will allow any material movement. It would appear that an additional access cut will be required to access the Well Deck (4-89-0-Q), at what location should it be proposed?
A26: For work item 100-11-001 questions a, b, and c, assume additional access cuts will be required and offeror will not have access to the lift platform, estimate accordingly. Question d access cut would be aft of void 4-89-01-V in well deck near frame 95 through 97.
Q27: For work item 512-11-001, the offeror interprets this work items scope of work to provide access as directed by para 3.1 to facilitate material movement from the fan rooms to the outboard hull at approximately (02-37-7-STBD) and (02-37-8-PORT) respectively.
1) As currently directed, the access cut in the outboard bulkhead of para 1.2.1 Fan Room (02-35-5-Q) goes into multiple Vent Plenums not the Hull and will not allow any material movement. It would appear that an additional access cut will be required to access the Hull at approximately (02-37-7-STBD), how should the Contractor proceed?
2) As currently directed, the access cut in the outboard bulkhead of para 1.2.2 Fan Room (02-35-6-Q) goes into multiple Vent Plenums not the Hull and will not allow any material movement. It would appear that an additional access cut will be required to access the Hull at approximately (02-37-8-PORT), how should the Contractor proceed?
A27: For work item 512-11-001, the louvers on the exterior of the vent plenum will have to be cut and removed in order to remove the van axial fans from the ship. Estimate this item accordingly.
