NAVAL SEA SYSTEMS COMMAND
N00024-17-R-4443 (USS Pearl Harbor LSD 52)
QUESTIONS AND ANSWERS #3
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
Q14: Work Item 233-11-016 paragraph 3.10 states, “Assist ship’s force to restore each system to operational status and accomplish the requirements of the maintenance requirement of each main propulsion diesel engine in accordance with MIP 2331 and SU-1.” MIP 2331 and MRC SU-1 are not identified in paragraph 2 as a reference for which the contractor is responsible.
Is it the government’s intent that Ship’s Force will provide any and all material associated with accomplishment of MIP 2331, MRC SU-1? Without a provided copy of MIP 2331, MRC SU-1 how is the contractor to estimate assist labor to support Ship’s Force in accomplishing the requirements of MIP 2331, MRC SU-1 on all four MPDEs?
A14: Work Item 233-11-016 Paragraph 3.10 should be interpreted as the offeror will assist with restoring the systems (i.e. restore the LO system) that were affected by the lay-up maintenance so that Ship’s Force can accomplish the MIP 2331 and MRC SU-1. MIP 2331 and MRC SU-1 are identified as Ship’s Force capable start up maintenance. The contractor does not need the reference.
Q15: Work Item 123-11-001 Paragraph 3.2.1 states, “Power tool clean areas of each tank where flaking has occurred on existing paint. Accomplish the requirements of Surface Preparation Specification SSPC-SP-3 of 2.2.” For bidding purposes offerors’ request the percentage of each tank that is expected to have flaking paint.
A15: The percentage of flaking per tank for bidding purposes on work item 123-11-001 paragraph 3.2.1 is twenty percent (20%). Anything more or less than twenty percent (20%) will be subject to an equitable adjustment. Email robert.miron@navy.mil for Errata 12.
Q16: Work item 130-11-009 paragraph 3.1 states, “Accomplish the requirements of 009-32 of 2.4 for SSP-SP6 for well deck plating from frame 35 to frame 145.” Work item 130-11-009 paragraph 3.6 states, “Accomplish the requirements of 009-32 of 2.4 for SSP-SP6 for well deck plating from frame 35 to frame 145.” Work item 130-11-009 paragraph 3.1 requires blasting to SP-6 of the well deck plating from frame 35 to frame 145. Paragraph 3.6 requires again blasting to SP-6 of the well deck plating from frame 35 to frame 145. The well deck does not extend to frame 35. Is the intent of the spec to blast to SP-6 from frame 89 to frame 145?
A16: Work item 130-11-009 paragraph 3.1 and 3.6 incorrectly identifies SP-6 from frame 35 to frame 145. The actual area of SP-6 is from frame 89 to 145. Work item 130-11-009 is now updated in Errata 9. Email robert.miron@navy.mil for Errata 9.
Q17: Work Item311-21-006:
· Paragraph 1.1 states, “Title: Number 3 Ship Service Diesel Generator Engine (SSDG) Attached Jacket Water Pump; replace.”
· Paragraph 1.2.1 states, “Auxiliary Machinery Room Number 2 (5-89-01-E).”
· Paragraph 1.3.1 states, “Quantity (1 ea.), Number One SSDG, Mfr ID: 38ND8-1/8, No. of Cylinders: 12, Speed: 900 RPM, Mfr Dwg: 10560690 Rev F/16611283, Mfr: Fairbanks Morse Engine, APL L665360281”
Work Item 311-23-001:
· Paragraph 1.1 states, “Title: Number 3 Ship Service Diesel Generator Engine (SSDG) Attached Jacket Water Pump; replace”
· Paragraph 1.2.1 states, “Auxiliary Machinery Room Number 2 (5-89-01-E)”
· Paragraph 1.3.1 states, “Quantity (One EA), Number 3 SSDG Engine, Mfr: Fairbanks Morse Inc., Diesel Engine Model: 38D-1/8, Power Rating: 1837, No. of Cylinders: 12, Bore 8-1/8, Stroke: 10 Inch, Speed: 720 RPM, Cycle: 2, Mfr Dwg: 10560690, APL L665360269”
Based upon work item titles and location there are two identical specifications in the package with the exception of paragraph 1.3.1.
Q1: Is it the government’s intent that work item 311-21-006 is to replace the Attached Jacket Water Pump on Number One Ship Service Diesel Generator Engine (SSDG) located in auxiliary machinery room number one (5-43-0-E)? Will an errata be issued with clarification?
A17: For WI 311-21-006, it is the intent to replace the attached jacket water pump on number one ship service diesel generator engine (SSDG) located in auxiliary machinery room number one (5-43-0-E). Please email robert.miron@navy.mil for errata 10 and 11 for the update.
Q18: Work Items 311-21-006 (No. 1 SSDG), 311-23-001 (No. 3 SSDG), and 311-24-001 (No. 4 SSDG) – “Attached Jacket Water Pump; replace” appear to have identical scopes of work with some inconsistencies.
Is it the government’s intent that the contractor procures an entire new Pump Centrifugal, Part Number 16601149? Or is the contractor to procure a Jacket Water Pump Kit, Part Number 16612280 as in Reference 2.2, under 2.9 Part Support? Will an errata be issued to clarify the table in para 3.5 of all three work items?
A18: Contractor will purchase both the Pump Centrifugal under part number 16601149 and jacket water pump kit under part number 16612280. Please email robert.miron@navy.mil for errata 10 and 11 for the update.
Q19: The offeror requests that the proposal due date in response to the USS Pearl Harbor (LSD 52) solicitation be extended.
A19: At this point in time, the Government does not anticipate extending the proposal due date for any duration.
Q20: Work Item 150-11-017 paragraph 3.2 directs offerors to “Plug weld holes in accordance with survey report locations.” The survey report is not identified under references nor is it attached to the specification. Please provide survey report in accordance with paragraph 3.2 requirements or direct to reference location.
A20: Email robert.miron@navy.mil for survey report and Errata 12.
Q21: For Work Item 100-11-001 paragraph 3.1 states, “Accomplish the requirements of 009-05 for each machinery room located in 1.2.” For interference identification purposes please provide with exact location of temporary access cut.
A21: Exact location of the access cuts are for spaces listed in 1.2 of WI 100-11-001 and will be determined based on the work identified in the work package. In accordance with SI 009-05 paragraph 3.1: the contractor will submit one legible drawing or sketch of each proposed temporary access cut to the ship structure or engine enclosure and a list of each proposed bolted/riveted access removal to the supervisor 3 days prior to making the cuts or removing the bolted/riveted access.
Q22: For Work Item 512-11-010 paragraph 1.3.1 reads, “quantity (1 each), fan coil unit R1-108-2.” Should it be read as cooling coil unit R1-108-2?
A22: The phrases “fan coil unit” and “cooling coil unit” are used interchangeably.
