QUESTIONS AND ANSWERS #7
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
201. In reference to “Work Item 631-41-001, Freeboard; preserve,” paragraph 3.2 states, “Remove scupper extensions from the ship's freeboard using 2.4 for guidance.
Retain scupper extensions for reuse.” Contractor notes that Reference 2.4 (804-1508069) Scupper Extensions Rubber Ducts and Split Pipe Drain Ducts and Guards gives no locations for the scuppers nor quantity. Request Customer provide the Bidders with a drawing that shows quantity and location of scuppers?
a. Historical Work Items do not contain this information. Government estimates 14 split pipe scuppers (7 port and 7 starboard) from the 02 Level to the boot top and 29 rubber scupper extensions from drawing 8292551. ERRATA 6 incorporates this estimate into the work item and drawing 8292551 (provided via AMRDEC).
202. This Question and Answer applies to (5) Work Items: Work Item 644-11-001, 644-11-002, 644-11-003, 644-11-004, and 644-11-005. In reference to these work items, paragraph 3.1 states, “remove existing bulkhead panels, overhead sheathing and associated hardware from location listed in 1.2, using 2.2 and 2.3 for guidance.”
Paragraph 3.4 states, “Install new shower stalls, bulkhead panels, overhead sheathing and associated hardware, using 2.2 and 2.3 for guidance.” Paragraph 3.4 does not include any new shower stall materials. Please clarify.

All required materials are listed below paragraph 3.4 of the work item.
203. In reference to “Work Item 583-11-001,” paragraph 3.7 states to remove and replace with new Quantity (one EA) Boat Davit System including drum assembly. Is it the intent paragraph 3.7 on the ERRATA 4 spec to replace the entire Boat Slewing Arm Davit? Contractor requests more detail and/or direction as to what is required.
a. No. Paragraph 3.7 is just to replace the drum assembly. ERRATA 6 removed the requirement to replace the boat davit system in paragraph 3.7, revised reference
2.2 and reference 2.5, and updated the part number list in paragraph 5.
204. In reference to “Work Item 583-11-001,” paragraph 3.7.3 states to assemble, align and adjust the equipment with their respective subassemblies using new parts provided in
5.1 using 2.2 for guidance. The replacement of the Boat Davit System includes 51 different components IAW ref 2.2 S9583-BR-MMA-010, Description, Operation, and
Maintenance Slewing Arm Davit Model D600FCT S/N 5173. Paragraph 5.1 only lists material required to replace the Drum Assembly as stated in the basic item. KTR request that additional material be provided as GFM as well due to the leadtime.
a. Please see response to Q&A #7, number 204 above. The boat davit system is not to be replaced.
205. In reference to “Work Item 130-90-001, ShipAlt LHD8 - 82042K, JSF Topside Mods: Flight Deck Structures; accomplish,” paragraph 3.1.3.1 states “Accomplish the requirements of 009-12 of 2.1, including Table 1, Columns A and B, Lines One through 10.” Contractor notes that Reference 2.74, drawing 555-8695015 JSF Topside Mods Halon Act Temp RMVL (02-97-0-L) LS-7 identifies additional NDT requirements that need to be accomplished that the specification does not call out for Class P1 piping.
Request Customer provide an Errata revising the specification adding the additional NDT requirements?
a. Concur. ERRATA 6 adds additional NDT requirements to Work Item 130-90-
001.
206. In reference to “Work Item 703-90-001, ShipAlt LHD8-71563K, Joint Strike Fighter (F-35) Weapons,” paragraph 3.1.4, states “Accomplish the requirements of 009- 12 of 2.1, including Table One, Columns A and B, Lines One through 10.” Contractor notes that Reference 2.111, test note T-3 states to accomplish PT or MT; however Paragraph 3.1.4 does not include line 13. Request Customer provide an Errata revising the specification adding the additional NDT requirements?
a. Concur. ERRATA 6 adds additional NDT requirements to Work Item 703-90-
001.
207. In reference to “Work Item 703-90-001, ShipAlt LHD8-71563K, Joint Strike Fighter (F-35) Weapons Support; accomplish,” paragraph 3.2, states “Accomplish the requirements of each Test Note identified on 2.2 through 2.29, 2.60 through 2.112, 2.117 through 2.132 and 2.117 138 through 2.125.139.” Contractor notes that References 2.191 through 2.196 have been added by Errata 4 and list test notes to be accomplished within these drawings however, they are not called out in the test note paragraph. Request Customer provide an Errata correcting paragraph 3.2 to include the newly assigned references.
a. Concur. ERRATA 6 added test notes from 2.191 through 2.196.
208. Reference Q&A Round 6, response to #197: This response appears to be incorrect since the services listed in the paragraphs such as camels and fenders, oil containment boom, ratguards, potable water, sanitary disposal lines, shore power, telephone lines, etc., can only be accomplished by NAVFAC at the Naval Station. Please clarify.
a. Concur. If the successful offeror elects to utilize a Government facility, the Government will hook up and provide shore power, potable water, T-1 line and CHT for the duration that the ship is at the Government facility. The successful offeror is responsible for providing all other items required by Work Item 992-11- 009 while at the Government facility except for the following paragraphs:
i. 3.5 through 3.5.1;
ii. 3.7 through 3.7.3;
iii. 3.10 through 3.10.1;
iv. 3.11 through 3.11.7;
v. 3.18 through 3.18.1.1;
vi. 3.22 through 3.22.6;
vii. 3.25 through 3.25.12;
viii. 3.26 through 3.26.4; and
ix. 3.27 through 3.27.1.
The offeror is responsible for the entirety of Work Item 992-11-009 for the duration the ship is at the Contractor's facility.
209. The Government identified additional Work Item discrepancies and included the following revisions in ERRATA 6:
1. Work Item (WI) 553-10-001; added Attachment A and B for guidance to assist in PCP (009-09) development. Added the removal and replacement of 20 EA O2N2 cylinders. Revised test memo provided on turnover CD.
210. In reference to ERRATA 4, Questions and Answers #4, number 87, response b, and c. Response b. states “ERRATA 4 details the Government’s interpretation of 10% of each tank listed in 1.2”. Response c. states “Yes. ERRATA 4 was issued in response to Question 2 regarding 10% per tank listed in 1.2, except for Work Item 123-11-002, as there is not a requirement to preserve 10% of the tanks listed in 1.2”.
Contractor notes that drawing 631-7561942 Rev A, LHD 8 Paint Schedule was not identified on the following (6) listed Work Items as a reference, Work Item 123-11-002, Work Item 123-11-003, Work Item 123-11-004, Work Item 123-11-006, Work Item 123- 12-005, and Work Item 123-16-003.
Contractor notes that typically if a percentage of surface area of preservation is identified a reference is provided such as drawing 631-7561942 Rev A, LHD 8 Paint Schedule in order to validate the Square Foot requirements.
Contractor notes Errata 4, that some of the tank items with newly provided Square Footages seem to be providing the footage as 10% of the space while others are providing footage for the entire (even though the item is for 10% partial) the following are a few examples, Work Item 123-11-001, provided footage seems to be for 10% of the space, not entire, Work Item 123-11-003, provided footage seems to be for the entire spaces, not 10%, Work Item 123-12-005, provided footage seems to be for the entire spaces, not 10%, Work Item 123-16-003, provided footages seems to be for about half the space, not 10%
Contractor notes that some items provide 10% partial footage and others provide for the entire surface area to which it is believed that 10% of that number applies; and this is confusing as to what footage is to be used and what footage 10% applies to.
Contractor notes ERRATA 4 was issued with no changes to any of the (6) Work Items addressed in above to accomplish any more than 10 percent of the surface area for each tank.
Question 1): Request Customer provide clarification to all Bidders as to the documentation used to validate the Square Footage of preservation provided in ERRATA 4 that equates to 10% of the surface area for each tank?
Question 2): Will an ERRATA be issued adding drawing 631-7561942 Rev A, LHD 8 Paint Schedule as a reference to Work Item 123-11-002, Work Item 123-11-003, Work Item 123-11-004, Work Item 123-11-006, Work Item 123-12-005, and Work Item 123-16-003?
a. Q1) ERRATA 6 provides appropriate square footage depending on scope. Work specifications 123-11-003, 123-12-005, and 123-16-003 were modified to show 10% of total area. Work specifications 123-11-004 and 123-11-006 were modified to show 100% of total area.
b. Q2) The Government does not intend on issuing an ERRATA to add reference 631-7561942 Rev A, LHD 8 Paint Schedule.
211. In reference to Questions and Answers # 6, number 191: Contractor notes that the 270-ton crane referenced in the question does not have adequate reach/capacity to make the lift of the 40-ton crane necessary to make the lifts for the JSF shipalts. Assuming the 270-ton crane is utilized for other work requirements, please confirm there is no cost to the contractor for the (2) one-time lifts.
a. The (2) one-time lifts were for the sole purpose of lifting a crane to and from the
LHD8 flight deck, as requested in the original bidder's question. The Government does not intend on making those (2) one-time lifts available for other purposes. In the event the 270-ton crane was utilized for lifting one of the Contractor’s crane on and off the flight deck, there would be no cost to the Contractor for those (2) one-time lifts.
