QUESTIONS AND ANSWERS #3
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
41. In reference to “Work Item 437-80-001,” paragraph 3.1 states, “accomplish the requirements of 2.2 through 2.38, using 2.39 for material. All items listed as IAF on 2.2 through 2.38 shall be provided by the installing activity.” However, Reference 2.39 (Kitted Material) is listed in paragraph 5.3 GFM which lists the same materials in references 2.2 through 2.38. Please clarify whether the material in 2.2 through 2.38 are to be provided as IAF or will it be provided as GFM as stated in paragraph 5.3 - Reference 2.39? Please clarify.
a. GFM was listed in error, should state "IAF" (Installation Activity Furnished) as per install drawings. Error was corrected in ERRATA 2.
42. In reference to “Work Item 245-11-001,” S9245-A2-MMA-010 does not include the LHD 8 CP Propeller Design Details (DWG) that would be required to complete Item 245-11-001, Attachment A. Please provide the NAVSEA CP Propeller Design Detail Drawing for LHD 8.
a. LHD 8 CP Propeller Design Details drawing will be provided to all potential offerors via AMRDEC.
43. In reference to “Work item 644-11-003, Troop Shower; repair,” paragraph 3.1, “Remove existing bulkhead panels, overhead sheathing, and associated hardware from location listed in 1.2, using 2.2 and 2.3 for guidance”. The specification does not identify any requirement to rip out the shower stalls and associated hardware (i.e. partitions, stiles, Soap /shampoo shelves and grab bars) or shower head mixing valves nor does it state to retain for reinstall. Paragraph 3.4, states “Install new shower stalls, bulkhead panels, overhead sheathing, and associated hardware using 2.2 and 2.3 for guidance” then provides a list of “New” material to be installed. Is it the Customer's intent to have Contractor purchase all materials that are not listed in paragraph 3.4 and any additional materials it will take to install all new items required to complete Work Item or to retain all items not provided for by paragraph 3.4 as interference to be reinstalled?
Note this Pre-Proposal Information (PPI) also applies to the following listed Work Items,
• Work Item 644-11-004, Troop Shower; repair
• Work Item 944-11-005, Crew Shower; repair
a. Interferences are to be removed and reinstalled IAW Work Item 009-23. If the material is not fit to be reinstalled, an Inspection Deficiency Report (IDR) shall be submitted IAW Work Item 009-01.
44. In reference to “Work Item 992-11-009,“ paragraph 3.24 states that 7 fire zone boundaries are to be maintained but only 6 fire zone boundaries are identified. It is recommended that paragraph 3.24 be revised to read “Maintain 6 fire zone boundaries aboard the vessel…”
a. Concur. The quantity of fire zone boundaries is 6 vise 7. Error was corrected in ERRATA 2.
45. In reference to “Work Item 992-11-009,“ paragraph 3.12 through 3.16 greatly exceed the requirements of NSI 009-08 and result in a multi-million dollar increase in the cost of this service. It is recommended that these additional fire protection requirements be deleted from this work item and the requirements of the NAVSEA Standard Items be used to define temporary fire protection requirements.
a. Do not concur. The additional fire protection is a Government requirement for this Availability.
46. In reference to “Work Item 110-11-001,” Paragraph 3.1 states “Five days prior to dry docking the ship the contractor has the option of cleaning the hull by scrubbing in accordance with 2.2”. Since dry docking is required to occur on the first day of the Availability (A+0) when offerors propose using the NAVSTA San Diego pier for a portion of this availability, then hull cleaning would need to take place at NAVSTA San Diego no later than A-5. However, contractors are not permitted to perform hull scrubbing within their own facilities in the Port of San Diego nor at NAVSTA San Diego. Since not cleaning the hull prior to dry docking would result in a significant increase in cost and the duration of dry docking, it is recommended that the Navy perform the hull scrubbing no later than A-5, utilizing their existing IDIQ contract for that type of work.
a. Concur. The Government will perform hull scrubbing prior to docking.
47. In reference to “Work Item 623-11-002, Starboard (Stbd) Accommodation Ladder; repair,” paragraph 3.1, states “Accomplish a visual inspection of the upper rotating platform foundation and rotating plate”. Paragraph 3.2, states “Accomplish repair of the rotating platform foundation as reported in 3.1.1, using 2.2 for guidance”. Contractor notes that the Specification as written does not provide coverage for equitable adjustment of labor and material to accomplish the repairs in paragraphs 3.2 through 3.2.1 when authorized by the SUPERVISOR. Will a revised Specification be issued in an ERRATA adjusting for the disparity identified above?
a. Concur. No known work is described under paragraph 3.2 and 3.2.1. Discrepancies reported under paragraph 3.1 and 3.1.1 will require a change order via IDR / Condition Found Report (CFR). ERRATA 3 deleted paragraphs 3.2 and 3.2.1 from the Work Item.
48. In reference to “Work Item 123-11-001,” paragraph 4.1 states, “this item to be worked in conjunction with item 123-11-007 (Fuel Oil/Ballast Tank Clad Weld; accomplish).” Item 123-11-007 is not on the index or Attachment J-4. Please advise.
a. Concur. Work Item 123-11-007 is not a valid work item. ERRATA 3 changes work item from 123-11-007 to 123-11-010 under paragraph 4.1.
49. Bidder requests clarification of “Work Item 992-11-008, Fuel Assistance and Towboat Service for Fuel Barge; provide (Option Item)”? Bidder assumes this Option Work Item is only applicable to bidders not located in the Port of San Diego. As such, bidders in the Port of San Diego would not be required to bid this Option Work Item. Request customer confirm this bid assumption?
a. Your assumption is correct. This item is not applicable to bidders in San Diego.
50. In reference to “Work Item 583-90-002, ShipAlt 75091K, Class Boat Davit Removal/Replacement; accomplish,” paragraph 3.1, states “Accomplish the requirements of 2.2 through 2.33, using 2.39 for material”. Reference 2.39, Attachment A, KITTTED MATERIAL SA 75091K was not provided on disc provided by SWRMC on 01/25/2017. Will the Customer provide a copy of reference 2.39?
a. Reference 2.39 will be provided to all potential offerors via AMRDEC.

52. In reference to “Work item 631-13-002, Well Deck preservation; accomplish,” paragraph 3.1 states, “Match mark, identify, and record position of each batter board located in 1.2.” Contractor note that the paragraph 3.1 does not address removal of synthetic deck panels. Paragraph 3.4 states, “Accomplish the requirements of 009-32 of 2 .1, including Table 2, Line 20, Columns A and B, for well deck bulkheads and decks located in 1.2.” Contractor notes this specification appears to have been written for batter boards only. Will the Customer be issuing an ERRATA clarifying the removal and installation of synthetic deck panels?
a. Paragraph 3.1 is to map existing locations of the batter boards to ensure that when reinstalling the batter boards, they are re-installed in their original locations. Paragraph 3.2 of item 631-13-002 removes batter boards. Paragraph 3.5 re-installs batter boards. 009-32 Table 2 line 20 is for steel surfaces covering the locations listed in 1.2.1. Paragraph 3.2 reads "Remove existing and retain each batter board located in 1.2." Paragraph 3.5 should read "Install the batter boards removed in 3.2 (vise 3.1) and located in 1.2, using 2.3 and 2.4 for guidance." These changes were made in ERRATA 3.
53. In reference to “Work Item 631-11-006, Shaft Alley Bilges; preserve,” reference 2.2 (622-6125223 Rev H) does not show the locations listed in paragraph 1.2. Use these as recommended locations to identify any existing or additional clean-outs required to perform an approved flush”. Paragraph 3.2.2, states “Installation and hydrostatic testing of additional clean-out fittings of 2.2, prior to cleaning operation”. Quantities and sizes of additional cleanouts cannot be accurately determined until actual onboard inspection. Contractor notes that that labor and materials needed for additional cleanouts not identified by reference 2.2 will be subject of an IDR requesting equitable adjustment. Does the Customer concur with Contractor's above listed observations?
a. Concur. Installation of additional clean-outs that are required to complete an approved flush are subject to an IDR for approval.

Request Customer provide the correct NAVSEA CP Propeller Design Detail Drawing?
a. LHD 8 CP Propeller Design Details will be provided to all potential offerors via AMRDEC. Also see Questions and Answers #3, number 42.
72. In reference to “857-11-002,” bidder requests clarification of Work Item 857-11-002 - Temporary Off-Ship Berthing Equivalent to BOQ/BEQ; provide (Option Item)? Bidder assumes this Option Work Item is only applicable to bidders not located in the Port of San Diego. As such, bidders in the Port of San Diego would not be required to bid this Option Work Item. Request Navy customer to confirm this bid assumption?
a. This Work Item was cancelled. Please see ERRATA 1.
73. In reference to “Work Item 980-31-001,” the requirements of this work item appear to be redundant with the offices, classrooms, and facilities available on the berthing barge being provided by the Government under work item 992-11-010. As such it is recommended that this work item be reassigned to CLIN 0006 vice CLIN 0008.
a. Concur. Work Item is only applicable to out-of-port bidders. The Work Item was moved from CLIN 0008 to CLIN 0006. See updated J-4 Rev5 in RFP Amendment 3.
74. In reference to “Work Item 160-90-001,” request the following missing reference drawings:
i. 2.94 533-8586313

iii. 2.100 184-8696226.
Note – these are only missing drawings for work item 160-90-001. A discrepancy list to include all missing drawings for the work package will follow once completed.
a. References 533-8586313, 551-8586314, and 184-8696226 were cancelled. The work contained in these references was duplicative of work contained in other drawings under Work Item 160-90-001. References were removed in ERRATA 3.
75. In reference to “Work Item 167-11-002 Door, Viewport; repair and preserve,” paragraph 3.4, states “Accomplish the requirements of 009-32 of 2.1, including Table 2, Line 25, Columns A, B, and G for the preservation of interior and exterior surfaces of door panels prior to installation. Contractor notes Table 2, line 25 calls out for “one coat MIL-PRF-23236 type VIII, applied by fluidized method only” (powder coat). Contractor would have to send these 2 each watertight doors to Canada for this method of powder coating since there are no vendors in the United States that have the ability to accomplish fluidized coating. Contractor recommends using one of the many available local vendors to accomplish an electro-static powder coating spray, noting that the doors and frames are almost all flat surfaces where the spray method can reach. Can Contractor bid to accomplish an electro-static powder coating spray method?
a. Do not concur. Electro-static powder coating is not authorized. ERRATA 3 changed the requirements to have the doors painted vise applying powder coating.
76. In reference to “Work Item 992-11-011,” paragraph 3.1 states “Provide secure small boat storage skids and protective covering on the pier for the entire contract period for the equipment listed in 1.3.” As written, this paragraph requires over 419 days of support service since it commences at contract award, which clearly exceeds the actual duration in which this service is likely to be needed. Please revise the work item to provide a realistic duration for this requirement.
a. Concur. The period of performance for Work Item 992-11-011 was updated in ERRATA 3.

Please revise the work item to provide a realistic duration for which these services are to be provided.
a. WI 130-90-001, paragraph 3.6.1 and 3.6.2 should read; "installed 24 hours prior to start of work” vise “installed not later than three days after the start of the availability.” Work Item corrected in ERRATA 3.

Please either delete or clarify the intent of Attachment A.

a. Note 4.1 should have referenced work item 992-31-002-Cleaning and pumping Bilges Tanks and Voids; accomplish vise 992-31-001 Cleaning and pumping; accomplish. Work Item numbering corrected in ERRATA 3.

The Contractor has discretion on the number of personnel required to satisfactorily complete the dock trial requirements. Government does not intend on issuing an ERRATA for this Work Item.
