QUESTIONS AND ANSWERS #4

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

87. In reference to “Work Item 123-11-001,” Work Item 123-11-001, Fuel/Ballast Tank Partial Preserve; accomplish,” Paragraph 3.1, states “Notify the SUPERVISOR not less than 48 hours prior to the commencement of the requirements of this work item for each tank listed in 1.2”. Contractor notes that there is no paragraph stating to accomplish a structural inspection of the Tanks listed in 1.2. Contractor notes that typically a visual structural inspection is accomplished to determine corrosion and / or repairs that may have occurred and / or are required since the Tank was last opened and inspected. Paragraph 3.2, states “Accomplish the requirements of 009-32 of 2.1, including Table 4, Line 8A, Column A and B for preservation of no more than 10 percent of the surface area for each tank listed in 1.2, as designated by the SUPERVISOR”. Contractor notes that 10 percent of the surface area for each tank listed in 1.2, does not provide a defined Square Footage to the Bidder and is subjective and open to interpretation.

i. Question 1): Request Customer provide clarification if the Contractor or the Government will be required to accomplish structural inspections?

ii. Question 2): Request Customer provide their interpretation of what Square Footage requirements of 009-32 equates to 10% per tank listed in 1.2?

Contractor notes that the there are no Balanced Joiner Doors identified in 1.3 and none of the current references provided specify the quantity of doors or door #’s that are required to accomplish the work item. Will a revised Specification be issued in an ERRATA adjusting for the disparity identified above?

a. Concur. Door number and quantity is not listed in work specification 624-11-001. Door number and quantity were added to paragraph 1.3 via ERRATA 4.

91. In reference to “Work Item 631-11-001, Landing Craft Well Space; preserve,” paragraph 3.1, states “Accomplish the requirements of 009-32 of 2.1, including Table 2, Line 19, Columns A and B for the entire well deck overhead at location listed in 1.2, using 2.2 for guidance”.

Contractor notes that there is no paragraph stating to accomplish a structural inspection of the area listed in 1.2.

Contractor notes that typically a visual structural inspection is accomplished to determine corrosion and / or repairs that may have occurred and / or are required since the area last received preservation.

Question 1): Request Customer provide clarification if the Contractor or the Government will be required to accomplish structural inspections?

Question 2): Will a revised Specification be issued in an ERRATA adjusting for the disparities identified above?

This PPI also applies to the following (8) listed Work Items: 631-11-003, 631-11-004, 631-11-005, 631-11-006, 631-11-007, 631-31-002, 631-41-003, and 634-11-001.

a. The Government will accomplish the required structural inspections. As a result, the Government does not intend on issuing an ERRATA.

92. In reference to “Work Item 980-11-003” and Question and Answer #2, number 32. The response to bidders question #32 on Questions and Answers #2 indicated that the AIT POAM for 980-11-003 would be provided. None of the files posted on AMRDEC on 2/10/2017 have the POAM for this alteration.

a. POAM for Work Item 980-11-003 (SCD 0678) was not provided with other POAM submission via AMRDEC on 2/10/17. POAM will be provided via AMRDEC.

93. In reference to “Work Item 437-80-001, ShipAlt LHD8 - 81709D, Radar Tank Level Indicator (TLI) Installation in F-76 Tanks; accomplish,” paragraph 3.1.4 states “Accomplish the requirements of 009-12 of 2.1, including Table 1, Column A, Lines One through 10 & 13”.

Contractor requests quantity listed on Ref 2.43 for PCS noted above to be provided as GFM, or customer submits a substitute size for supplier valuation. Will a revised Specification be issued in an ERRATA adjusting for the disparities identified above?

a. Do not concur. The Government does not intend on issuing an ERRATA. Material identified in bidder question will be provided as GFM per paragraph 3 of the Work Item.

99. In reference to “Work Item 262-41-001, Lube Oil Service Pump; overhaul,” paragraph 3.4.5, states “Accomplish shop test of lube oil service pump in accordance with 2.5”. Contractor notes that in the Port of San Diego CA, this is NOT possible in this port since there is no contractor that can test a pump with an output of 690 GPM of Lubricating Oil Symbol 2190 TEP @ 120 °F (130-2500 SSU). Contractor recommends that only an Operational Test be accomplished.

Will the Customer allow the Contractor to accomplish a ship board Operational Test instead of shop test identified in paragraph 3.4.5? The response to this PPI will also be applied to Work Item 262-42-001, Lube Oil Service Pump; overhaul.

a. Do not concur. Both a shop test and onboard test are required. The Government has experience with Contractors in the San Diego that can accomplish this shop test.

100. In reference to “Work Item 992-11-001,” the specification requires 15,000 square feet and a minimum of 7 foot of ceiling space. This equals 105,000 cubic feet of storage. Would the government allow the use of pallet racks to reduce the square footage requirements and still meet the cubic feet of storage space?

a. Concur. The Contractor may use pallet racks to meet the storage requirements of Work Item 992-11-001.

101. In reference to “Work Item 259-11-001,” please confirm the material for the repairs for this work item is Inconel 625.

a. Concur. The material for repairs under Work Item 259-11-001 is Inconel 625.

102. In reference to “Work Item 311-21-001,” in order to accomplish work on engines simultaneously, please confirm that a set of PAB6 special tools, jigs and fixtures for this work item are on board the ship and will be made available to the contractor. If not, will the Government provide a set?

a. No. The Government will not be providing special tools, jigs and fixtures for the PA6B engines. The ship does not have PAB6 special tools, jigs, and fixtures onboard.

103. In reference to “Work Item 123-11-010,” paragraph 3.2 states “Clad weld 48 square inches of plating defects in each tank listed in 1.2 for a total of 960 square inches using 2.2 through 2.14 as guidance”.

1. Are the 48 inches of clad welding in one location or multiple locations?

2. What are the location(s)?

Please review & advise.

a. Locations of clad welding will not be determined until after Government inspection. The Government is not able to answer bidder questions 1 and 2 above, as clad welding locations are unknown.

104. In reference to “Work Item 123-14-002,” paragraph 3.2 states “Accomplish the requirements of clad welding of 36 square inches of plate defects for each tank listed in 1.2 for a total of 216 square inches using 2.2 through 2.5 as guidance as designated by the SUPERVISOR”.

1. Are the 36 inches of clad welding in one location or multiple locations?

2. What is/are the location(s)?

a. Locations of clad welding will not be determined until after Government inspection. The Government is not able to answer bidder questions 1 and 2, as clad welding locations are unknown.

105. In reference to “Work Item 857-11-001, Temporary Duty Section Berthing Off-Ship; provide (OPTION ITEM),” paragraph 3.1, states “Provide off-ship berthing facilities for duty section, upon commencement and for the duration of the availability, on a seven-day-a-week-basis”. Note 4.1, states “A trailer or trailers or a barge that meet the requirements of this Work Item will be acceptable”. Contractor notes that in the Port of San Diego CA, berthing barges are exclusively provided by the Customer and a separate “Personnel Berthing Barge Support; provide” Work Item is included in the Work Item package.

Question 1): Are Port of San Diego CA, Bidders to estimate this Work Item as if the Customer is providing the Personnel Berthing Barge and if so will an ERRATA be issued revising this specification?

Question 2): If this Work Item is not applicable to Port of San Diego CA, Bidders and the Customer will be providing the required Personnel Berthing Barge will the Bidders be provided an ERRATA that includes “Personnel Berthing Barge Support; provide (OPTION ITEM) for this Port along with direction excluding them from including a proposal for this Work Item?

a. No. Port of San Diego bidders should not estimate this Work Item. Work Item is only applicable to out-of-port bidders. The Work Item was moved from CLIN 0008 to CLIN 0006. See updated J-4 Rev5 in RFP Amendment 3.

106. In reference to “Work Item 631-11-001, Landing Craft Well Space; preserve,” the description in paragraph 1.2.1 includes the well deck overhead and vertical wingwall bulkheads. Does this mean only the vertical portion to the bottom flange of the overhead structural steel, or vertical bulkheads down to the top of the batterboards, or vertical bulkheads to the deck? Please clarify.

a. Paragraph 1.2.1 includes the vertical bulkheads from the overhead to the deck of the wingwall walk area.

107. In reference to “Work Item 631-11-001, Landing Craft Well Space; preserve,” paragraph 1.2.1, states “Landing Craft Well Space (4-89-0-A), Overhead, Extending from Frame 89 to Frame 130, and from Port to Starboard including Vertical Wingwall Bulkheads” Contractor notes that more detail is required because the above does not provide clear definition of the area to be preserved; such as, does this mean only the vertical portion to the bottom flange of the overhead structural steel, or vertical bulkheads down to the top of the batterboards, or vertical bulkheads to the deck? Request Customer provide more definition of the area for preservation and will a revised Specification be issued in an ERRATA adjusting for the disparity identified above?

a. The Government does not intend on issuing an ERRATA. Paragraph 1.2.1 includes the vertical bulkheads from the overhead to the deck of the wingwall walk area. Also see Questions and Answers #4, number 106.

108. In reference to “Work Item Work Item 512-90-001, ShipAlt 82038K, JSF Topside Mods: HVAC Supply Vent Mods; accomplish,” paragraph 3.5, states “Accomplish the requirements of 2.6 through 2.17 for piping removal, installation and alteration, using Attachment A for material and 2.34 through 2.57 for guidance”. Reference 2.14, drawing # 528-8694230, SCD 12038 LHD 8 Moisture SEPAR Drain PP MODS, Page 10 of 10 was not provided on disc provided by SWRMC on 01/25/2017. Will the Customer provide a copy of reference 2.14, drawing # 528-8694230, that includes Page 10 of 10?

a. Sheet 1 of Drawing # 528-8694230 incorrectly states Sheet 1 of 10 in the bottom right hand corner. The drawing should read “Sheet 1 of 9.” This drawing only contains 9 total pages. The drawing will be revised to correct the discrepancy.

109. In reference to “Work Item 992-31-003,” Paragraph 3.2 states “Remove and dispose of, or store from each tank listed in 1.2 and it's associated piping, 650,000 gallons of petroleum distillate fluids, 80,000 gallons of ballast water including compensating seawater, and 75,000 gallons of potable water to the low suction level of each tank using 2.2 and 2.3 as guidance.” Per JFFM Volume 7 Chapter 7, tanks that will be directly involved or in known or anticipated hot work boundaries should be at low suction levels and ships should enter any significant availability with a maximum fuel load of 15-20 percent. For offerors proposing to utilize a navy pier for a portion of the availability, offerors are required to drydock the ship at the start of the availability (A+0). In order for this to occur, the ship must be defueled and deballasted to a docking condition prior to the start of the availability. Accordingly, for availabilities being accomplished in the homeport area, the Navy should take responsibility for defueling the ship in accordance with JFFM requirements. However, for availabilities being accomplished outside the homeport area, it is understood that a certain fuel and potable water load is necessary for the transit. Accordingly, this work item should be included under CLIN 0006 and only proposed by offerors outside of the homeport area.

a. Concur. These levels are high (above low suction) due to the possibility of the Availability occurring outside of the homeport. Higher tank levels are required for propulsion, navigation, and stability. As a result, Work Item 992-31-003 was moved from CLIN 0008 to CLIN 0006 and is now only applicable to out-of-port bidders.

110. In reference to “Work Item 437-80-002, ShipAlt LHD8 - 84548D, Radar Tank Level Indicator (TLI) System Replace; accomplish,” paragraph 3.5, states “Accomplish the requirements of each Test Note identified on 2.4 through 2.11”. Contractor notes test note T-6 for reference 2.6 thru 2.9 states “Install TDR gun-barrel piping perpendicular to TDR flange mount. Piping shall be supported independently and shall not impose a strain. All hangers are to be broke free after installation for strain free verification and witness by NNSY OSR, Verify the assembly is installed perpendicular to flange mount and identify any location where the assembly has shifted greater than1/4 inch. From original hanger location if TDR does shift greater than ¼ inch hangers are to be removed and reinstalled to suit.” Will the local NAVSEA representative be witness and verify the requirements of test note T-6.

a. Yes, the Government will provide a representative to witness/verify the requirements of test Note T-6.

111. In reference to "Work Item 991-12-001, Staging/Temporary Fall Protection for Ship's Force Use; provide,” paragraph 3.1 states, “3.1 Provide and install a steel tube and clamp type staging in accordance with 2.1 at locations designated by the SUPERVISOR, with sufficient levels and projections to safely reach and perform such tasks as scaling and painting of entire structures for the entire contract period for Ship's Force use and the following: …"" Paragraph 3.3 states, ""3.3 Provide 200 mandays of labor and 60,000 dollars of material to accomplish work not previously identified in the Work Item, as directed by the SUPERVISOR. Total cost greater or less than above mandays and dollar amounts, when authorized, shall be the subject of an equitable adjustment."

Bidder requests customer clarification of work scope to be priced for this effort? Do the Para. 3.3 mandays of labor and material dollars cover the requirements in Para. 3.1? Or, is the Bidder to estimate the Para. 3.1 requirements separate from the Para. 3.3 requirements? If yes, then Bidder requests clarification of "locations designated by the SUPERVISOR" in Para. 3.1?

a. Paragraph 3.1 describes the requirements of the staging. Paragraph 3.3 shall be used for bidding, as locations of staging is unknown at this time. Once scope is determined, a reservation task request will be issued by the SUPERVISOR utilizing the reservation of manhours and material provided in paragraph 3.3.

112. In reference to “Work Item "Work Item 631-13-002, Well Deck preservation; accomplish,” paragraph 3.3, states “Replace up to 20 percent of the batter board welded studs in accordance with 2.2, using 2.3 and 2.4 for guidance, at location listed in 1.2.1 as directed by the SUPERVISOR”. Contractor is tasked to accomplish the replacement of batter board studs and this Specification does not directly address if the opening & closing of all voids & tanks is to be accomplish by Work Item 992-31-001, Cleaning and Pumping; accomplish. Will opening & closing of all voids & tanks be done on Work Item 992-31-001?"

a. Yes. Opening and closing of tanks surrounding location listed in 1.2.1 will be opened under work specification 992-31-001 to support the requirements of stud welding in Work Item 631-13-002.

113. Paragraph 1.1 of the RFP states “Category I NAVSEA FY17 Standard Items through CHG 1 identified under Attachment J-1 are applicable to all items without further reference.”

COMUSFLTFORCOMINST 4790.3 Appendix 4-E Annex A requires “Category I SIs: A determination shall be made as to which of these are applicable to a specific Job Order. The applicable SIs are invoked for a specific Job Order by inclusion in the IFB/RFP Schedule and listed in the index of Work Items which is included in each specification package.”

Review of the list of applicable Category I Standard Items Attachment J-1 reveals that the Government has not followed the requirements of the COMUSFLTFORCOMINST 4790.3 Appendix 4-E Annex A. Please provide a revised list of which Category I SI’s are applicable to this specific Job Order or provide clarification about how SI’s 009-35, 009-70, 009-110, etc are considered applicable.

a. Concur. Multiple Standard Items (SIs) in the SI Index are not applicable to the MAKIN ISLAND DPMA. As a result, an updated SI Index (J-1 SI Index v1) will be provided to all potential offerors via AMRDEC.

In reference to “Work Item 241-11-001,” COMUSFLTFORCOMINST 4790.3 (JFFM) Volume VII Appendix 4E provides “…mandatory procedures for the preparation, utilization, and invocation of Work Items as directed by NAVSEAINST 9070.1 (Series) for repair and alteration of U.S. Navy ships and craft.” Section VII “INSTRUCTIONS FOR PREPARATION AND UTILIZATION OF WORK ITEMS” identifies the following requirements for development of work specifications:

i. Care must be exercised when invoking references. Three degrees of contractor compliance may be required and enforced depending on the invoking statement:

(1) When it is desired to direct a contractor to accomplish work strictly in accordance with the reference, the invoking phraseology should be:

(a) "in accordance with 2.", or

(b) "Accomplish the requirements of 2.", or

(c) "conforming to 2.".

(2) When the reference data is only partially applicable, the invoking phraseology should be: "in accordance with 2.", and then list the exceptions in a subparagraph.

(3) When strict compliance is not required and the reference is only listed for information and guidance, the invoking phraseology should be: "using 2. for guidance". However, it can become a catch-all and its use should be held to a minimum.

(4) Paragraph 3 shall be REQUIREMENTS. The REQUIREMENTS paragraph of the Work Item is that portion which must detail the minimum work and material requirements not already invoked by Standard Items. Quality assurance requirements are also inserted in this section. Any additional specific tests and reports required must be delineated.

(k) Inspections and tests that are not already required by Standard Items shall be identified by (I)(Q) or (V) symbols inserted in a Work Item to establish a point in the sequence of accomplishment of work, at which time the repair activity shall inspect/verify and document the inspection or test.

(m) Process Control Procedure (PCP) requirements not already required by Standard Items shall also appear in the REQUIREMENTS paragraph. Invoking the requirement for the contractor to develop Process Control Procedures shall be minimized to the extent practicable. The requirement shall be invoked only where contractual compliance of the product cannot be ensured by inspections and tests. Reference shall be made to applicable standards or specifications that govern the process to be controlled. Any requirements that should be addressed by the procedure shall be explicitly identified.

130. The responses provided in Questions and Answers #1 (received 2-3-17) contain numerous citations of problems with the specification package received on the CD from SWRMC titled, “TPPC-LHD8-SWRMC17-CN01-final WI Package.”

i. The responses to Questions 3, 5, 6, 15 state that the specification index is erroneous.

ii. The responses to Question 7 and 17 states that the work package provided was not comprehensive and complete.

iii. The responses to Question 11 and 16 state that a work item was removed by ERRATA 1, but ERRATA 1 is not incorporated into the provided specification package nor has it been issued subsequently.

iv. The responses to Question 12 and 16 indicate that a work item was cancelled prior to solicitation yet it was still included in the solicitation

Based on these errors, and particularly the reference to an ERRATA 1, it appears that the specification package received on the CD from SWRMC titled, “TPPC-LHD8-SWRMC17-CN01-final WI Package” does not actually represent the specification package the Government intended to be used for this solicitation. Please either:

1. Confirm that for other than the discrepancies already noted, the file titled “TPPC-LHD8-SWRMC17-CN01-final WI Package” is the correct and complete version of the specification to be used for this bid; or

2. Reissue the entire specification package as the correct and complete version.

a. Confirmed. The file titled “TPPC-LHD8-SWRMC17-CN01-final WI Package” is the correct and complete version of the specification. Any changes will be provided via ERRATA. ERRATA 4 was provided in conjunction with Questions and Answers #4.

131. In reference to “Work Item 992-11-007,” paragraphs 3.1 directs to “Provide and maintain temporary refrigeration facilities complete with locks for ship's force use during the entire contract period.” Since this requires these facilities to be available upon contract award, it requires over 419 days of service which clearly exceeds the duration of the actual need for this service. It is recommended that this work item be revised to specify that these facilities be provided from the start of availability to 14 days after the habitability complete milestone.

a. Concur. Period of performance is longer than needed. Work specification was changed in ERRATA 3. The period of performance was changed from the start of the availability to 30 days after habitability date.

132. The Attachment J-4, Pricing Workbook Spreadsheet depicts the following number of labor hours and material dollars to be priced for work efforts not defined in the Work Package; i.e., anticipated growth work hours/materials to be priced for Navy proposal evaluation purposes.

1. Direct Production Labor Hours: 391,680

2. Material: $15,000,000.00

Attachment J-4 provides the following proposal instruction guidance;

Bidder considers these labor hour and material amounts to be significant. Given the lack of work scope definition associated with the above volume of direct production labor hours and material dollars, bidder requests additional information regarding the work scope contemplated for the above volume of direct production labor hours and material dollars? Not knowing how this large number of contemplated new and growth work labor hours and material dollars introduced after contract award impacts the USS Makin Island DPMA critical path work items and associated production schedule introduces a significant amount of cost and schedule risk to the Bidder.

Bidder understands that fixed price contracting vehicles are appropriate in cases where the Navy customer's work scope requirements are stable and known. The above volume of growth work labor hours and material dollars suggests that the actual USS Makin Island DPMA work scope is unstable and unknown at this time. Bidder questions the validity of soliciting the USS Makin Island DPMA effort with the above volume of direct labor hours and material dollars associated with unknown work scope at the time of proposal evaluation and contract award.

Section B, Note A, page 13 of 92, paragraph 7. includes the following contract guidance:
