Paragraph 3.2 states, " 3.2 Provide a lockable, secure facility located convenient to the ship, containing 600 square feet of useable floor space for use by Ship's Force as a classroom for the duration of availability in accordance with the following: …"

Bidder's Questions:

1. If a Bidder plans to perform Pier-Side work efforts at a customer provided facility location (i.e., NAVSTA San Diego), please provide feedback regarding Work Item 980-31-001 requirements that will not be invoked during the performance period within a customer provided facility? Bidder request customer comment on entire scope of Work Item 980-31-001 with respect to work effort performed within customer provided facilities.

2. For the docking portion of the effort to be conducted in Bidder's facility, can Bidder assume that the "600 square feet of usable floor space for use by Ship's Force as a classroom" will be provided within a customer provided Berthing Barge?

a. Q1) Work Item 980-31-001 is only applicable to out-of-port bidders.

b. Q2) Yes, for the docking portion of the Availability, the Government provided berthing barge will be used to provide the “600 square feet of useable floor space for use by Ship’s Force as a classroom.”

162. In reference to "Work Item 992-11-003, Ship's Force Parking; provide,” for the portion of the USS Makin Island DPMA effort to be performed at Government provided facilities, Bidder assumes that Work Item 992-11-003 requirements will be provided by the Navy customer. Please provide customer concurrence with this assumption. If customer does not agree with this assumption, please provide specific Work Item 992-11-003 requirements that Bidder will be responsible for while the vessel is located at Government provided facilities?"

a. Concur. If successful offeror utilizes Government facilities, the Government will provide the requirements of Work Item 992-11-003 for the period of time that the vessel is at Naval Station San Diego.

163. In reference to "Work Item 992-11-006, Regional Maintenance Center (RMC) Office Space; provide,” for the portion of the USS Makin Island DPMA effort to be performed at Government provided facilities, Bidder assumes that Work Item 992-11-006 requirements will be provided by the Navy customer. Please provide customer concurrence with this assumption. If customer does not agree with this assumption, please provide specific Work Item 992-11-006 requirements that Bidder will be responsible for while the vessel is located at Government provided facilities?"

a. Concur. If successful offeror utilizes Government facilities, the Government will provide the requirements of Work Item 992-11-006 for the period of time that the vessel is at Naval Station San Diego.

164. In reference to "Work Item 992-11-010, Tow Service, Temporary Service, Equipment and Systems Test, Inspection and Repair in Contractor Plant, Barge; accomplish,” for the portion of the USS Makin Island DPMA effort to be performed at Government provided facilities, Bidder requests clarification of Work Item 992-11-010 requirements that will be provided by the customer? During contract execution at Government provided facilities, Bidder requests accurate list of Work Item 992-11-010 requirements that will remain contractor responsibility for proposal preparation and bidding purposes?

a. This item only applies when in the Contractor's facility. 992-11-010-Tow-Services, Temporary Service, Equipment and Systems Test, Inspection and Repair in Contractor Plant, Barge; accomplish (OPTION ITEM) is not applicable for the period of time that the vessel is at Naval Station San Diego.

165. In reference to “Work Item 857-11-003 Crew Transportation; provide,” paragraph 3.1 states, "3.1 Provide transportation, including drivers, capable of transporting 1,100 crew members between Naval Station parking area and ship while in contractor's facility." If a Bidder plans to perform Pier-Side work efforts at a customer provided facility location (i.e., NAVSTA San Diego), please provide feedback regarding Work Item 857-11-003 requirements that will not be invoked during the performance period within a customer provided facility?

a. Work Item 857-11-003 is not applicable when work is being performed at a Government provided facility; however all requirements of Work Item 857-11-003 are required when work is being performed at the Contractor's facility.

166. In reference to “Work Item 160-90-001; ShipAlt LHD8 - 82034K, JSF Topside MODS: C5I Systems; accomplish,” paragraph 3.1 states “Accomplish the requirements of 2.2 through 2.101, using 2.119 for material and 2.102 through 2.118 for guidance. All hazmat, consumables and pipe hangers shall be provided by the installing activity per reference 2.55 JSF C5I- WEA Deck DR PP MOD IWO SPN-41 PLAFT NAVSEA Drawing 526-8586311.

Contractor notes that the list of materials F-3 has 10 linear feet of round bar, 3/8 Dia listed as AL Alloy. According to the reference the contractor is instructed to weld round bar to High Strength Steel. Contractor notes this appears to be an error as AL Alloy cannot be welded to steel. Contractor believes the 10 linear feet of round bar needs to be some type of steel.

Question 1): Request Customer review reference 2.55, Item F-3 and provide clarification?

Question 2): If the material identified above is incorrect, will an ERRATA be issued revising this Specification and reference 2.55?

a. Concur. The 10 linear feet of round bar identified in reference 2.55 should be “carbon steel” vise “AL Alloy.” The GFM to be provided shall be carbon steel vise AL alloy.

167. In reference to “Work Item 631-20-001, AFFF Control Switch Enclosure; replace,” Contractor is being directed to procure new equipment listed in paragraph 1.3, however only a description is being given with no part numbers or piece numbers from a power reference for the four items. Contractor has not been provided with the Power reference required to determine which piece number are being replaced. Will an ERRATA be issued revising the data for equipment identified in 1.3 along with adding the additional Power reference to procure equipment required?

a. Government could not locate specific equipment drawing, ERRATA 5 changes Work Item 631-20-001 to template from existing equipment and fabricate each enclosure box listed in paragraph 1.3.2.

168. In reference to “Work item 516-11-001 Refrigeration Plant Seawater Piping; replace,” paragraph 3.2.2.1 states “Accomplish nondestructive testing in accordance with Line 13”. IAW with ref 2.2 and 2.3 this system is P-2 piping classification. IAW S9074-AR-GIB-010/278 Requirements for Fabrication Welding and Inspection, And Casting Inspection and Repair for Machinery, Piping and Pressure Vessels, Table IV, P-2 piping systems utilizing Butt Welded joints do not require PT inspection. Contractor believes Visual inspection of the final layer of welds followed by the Hydrostatic test called out in paragraph 3.3 will be adequate to satisfy system certifications of weld joints. However, contractor also believes that an operational test should be required to certify the make-up of mechanical joints after the hydrostatic test is complete. Will the Customer provide a revised specification via an ERRATA removing the NDT requirements of paragraph 3.2.2.1 and add an operational test to certify mechanical joints?

a. Concur, PT inspection is not required. Concur, an operational test is required. ERRATA 5 removes the PT inspection requirement and adds an operational test to Work Item 516-11-001.

169. In reference to “Work Item 700-90-001,” paragraph 3.3, states “Accomplish the requirements of 2.8 and 2.9 for ventilation removal, installation and alteration, using 2.57 for material and 2.32 through 2.41 for guidance”. Contractor notes that reference 2.9, drawing 514-8585497, JSF AECM PREP RM-CHW/CNDS DR TEMP Removal 03 LVL FR 63, identifies pipe installation requirements. Contractor notes that NAVSEA Standard Items 009-12, Cat II, Table One, Column A and B, Lines One through 10, is missing from this Specification as written and is required to accomplish reference 2.9. Will a revised Specification be issued in an ERRATA adjusting for the disparity identified above?

a. 009-12, Cat II, Table One, Column A and B, Lines One through 10 being requested are listed under paragraph 3.5.3 of Work Item 700-90-001. Government does not intend on issuing an ERRATA.

170. In reference to “Work Item 644-11-005A,” materials of paragraph 3.4 (PC# 1, 2, 4, 5, 7-11, 13, 15, 16, 23-25 and 32), refers to Plan View 2-3A of Ref. 2.2 (DWG. #637-6859158).

Question #1: Plan View 2-3A of Ref. 2.2 (DWG.637-6859158), shows only arrangement for 2nd Deck. It is should be Plan View 2-6B.

Materials of paragraph 3.4 (PC# 1-4, 8, 10, 11, 12, 23 and 25), refers to Plan View 2-6B of Ref. 2.3 (DWG. #637-6859168).

Question #2: This Ref.2.3 (DWG. 637-6859168) has no Plan View 2-6B and is a wrong drawing. The right drawing should be #621-6858956, Plan View 2-3A."

a. Q1) Concur. Plan view should be 2-6B. Corrected in ERRATA 5.

b. Q2) Concur, 2.3 should be 621-6858956, Plan View 2-3A. Corrected in ERRATA 5.

171. In reference to “Work Item 655-11-002, Laundry Washer Extractor; replace,” paragraph 3.2, states “Install new the equipment listed in 5.1 in accordance with 2.3 through 2.6, using retained electrical hook-up data in 3.1.2”.

Contractor notes that typically this paragraph would have been preceded by one that would identify NAVSEA Standard Items 009-90, OEM Tech-Rep requirements to accomplish Shop disassembly of “New” equipment identified in 5.1 and reassembly on board the vessel along and accomplish the requirements of paragraph 3.3 through 3.3.2.

Contractor notes that because of the extreme size of these Laundry Washer/Extractors, it is impossible to rig them through the Access Cuts into the Ship's Laundry Space without prior disassembly.

Contractor notes that in order to maintain the continuity of the warranty for the equipment listed in 5.1, that the disassembly and reassembly of the Laundry Washer/Extractors must be accomplished by an EDRO qualified OEM Tech-Rep.

Request Customer issue a revised Specification in an ERRATA adjusting for the disparity identified above?"

a. Do not concur. The Government does not intend on requiring OEM disassembly and reassembly for this Work item. The Government does not intend on issuing an ERRATA. This equipment can be rigged and removed from the ship in a fully-assembled condition.

172. In reference to “Work Item "992-11-006 RMC office space; provide,” Contractor would like to clarify the requirements of this work item. If the successful offeror utilizes the Navy Base for a portion of the availability, will the requirement of the work item only be invoked while at the contractor’s facility?

a. Concur. If successful offeror utilizes Government facilities, the Government will provide the requirements of Work Item 992-11-006 for the period of time that the vessel is at Naval Station San Diego.

173. Answer to Questions and Answers #3, number 81 states; “Concur. The titles of Work Items 163-11-001 and 163-11-002 were incorrect. ERRATA 3 corrects 163-11-001 to read ‘Waster Sleeve; replace’ and 163-11-002 to read ‘Sea Chest; inspect and repair’.” Work items 163-11-001 & 163-11-002 were not included in the ERRATA 3 “package”, please provide.

a. ERRATA 3 only revised the Work Item titles of Work Items 163-11-001 and 163-11-002. The requirements of Work Items 163-11-001 and 163-11-002 remain unchanged from the original solicitation. ERRATA 3 also revised the titles of Work Items 163-11-001 and 163-11-002 in paragraph 4.1 of Work Item 631-31-001.

174. In reference to "Work Item 583-90-002, ShipAlt 75091K, class Boat Davit Removal/Replacement; accomplish,” paragraph 3.1, states “Accomplish the requirements of 2.2 through 2.33, using 2.39 for material, and 2.34 through 2.38 for guidance”.

Contractor notes Reference 2.33A, DSG: 583-8585808 Rev A, 11M RIB – MISC Installation, PC 001 identifies 1EA Welin Lambie Davit Assy, Type: FAO 10-A, source as GFM.

a. Q1) PC001 of 583-8585808 Rev A will be provided as GFM and available for installation.

b. Q2) Revised Ref 2.39 is not required as the drawing already states material will be procured as GFM.

175. In reference to “Work Item 529-11-002, Remote Valve Operator Assembly; replace,” paragraph 3.1, states “Accomplish the requirements of 009-90 of 2.1”. Paragraph 3.3.1, states “Template new operator assembly from existing ship conditions and locations”. Paragraph 3.4, “Assemble, install, align, and connect a new remote valve operator assembly listed in 1.3.2 and located in 1.2.2 from the valve to its operating station, using 2.2 through 2.6 and technical representative for guidance”.

Contractor notes that upon contacting the OEM Tech-Rep identified in 4.1, they provided the following observations: Equipment identified 1.3.2 (valve No. SD-V-1662) does not define which drawing number reference to use. Drawings in Refs: 2.4 thru 2.6 all have been researched in depth and valve SD-V-1662 is only referenced in drawing 505-6125904 (Ref 2.6) on sheet 38 of 112 and is assembly # 413 which references in drawing LH5529031. Drawing LH5529031 is a required reference not provided or invoked by the Specification as written work.

Question 1): Request Customer provide Drawing LH5529031 that is required to be utilized in order to accomplish this work item?

Question 2): Will a revised Specification be issued in an ERRATA adjusting for the disparity identified above?

a. Q1) Drawing LH5529031 is an Ingalls Drawing. ERRATA 5 added NAVSEA drawing 529-6858505 which is identical to Ingalls drawing LH5529031. Reference 529-6858505 was provided to all potential offerors via AMRDEC.

b. Q2) Yes. ERRATA 5 added drawing 529-6858505.

176. In reference to “Work Item 311-24-001, Ship Service Diesel Generator (SSDG) No. 4, “D” Level 16,000 Hour Maintenance; accomplish,” paragraph 3.1 states “Accomplish the requirements of 009-09 of 2.1 for the SSDG 16,000 Hour Maintenance in accordance with technical references listed in Section 2, using Attachment A as guidance. Attachment A is the PCP Details.” Paragraph 3.3, states “Conduct the following maintenance items associated with 16,000 hour maintenance and general repairs: inspect expansion bellows.”

Contractor notes that Attachment A, Item No. 1.b states “Install the new expansion bellows (3 and 8), with their new gaskets (10) while observing the gas flow direction.” Contractor notes para 3.3 does not correspond with requirements of Attachment A. Contractor recommends to execute the provisions of para 3.3 to inspect the expansion bellows and if the expansion bellows require replacement, cost will be subject of an equitable price adjustment. If the requirements for replacing the bellows do exist will an ERRATA be issued revising this specification?

The answer to this PPI will also apply to “Work Item 311-25-001 Ship Service Diesel Generator (SSDG) No. 5, “D” Level 16,000 Hour Maintenance; accomplish.”

a. Concur. Attachment A does not match the intent of paragraph 3.3 of the Work Item in regards to the expansion bellows. ERRATA 5 revised Attachment A to inspect and report on the expansion joints vise replacing the expansion bellows, for both Work Items 311-24-001 and 311-25-001.

177. In reference to “Work Item 311-21-001, Ship Service Diesel Generator (SSDG) No. One, "D" Level 8,000 Hour Maintenance; accomplish,” paragraph 3.3, states “Overhaul fuel injectors of No One Ship Service Diesel Generator (SSDG) in accordance with 2.3”.

Contractor notes that the NSI 009-90 OEM Colt-Pielstick Tech-Rep is not identified in the Specification as written to accomplish the requirements of Paragraph 3.3.

Question 1): Will the Customer be providing the OEM IAW Ref. 3.3, or is the Contractor to provide the services of Colt-Pielstick for the Injector Assembly Inspect and repair?

Question 2): Will the Customer issue a revised Specification in an ERRATA adjusting for the disparity identified above?

This PPI is also applicable to Work Items 311-23-002 and 311-26-003; Ship Service Diesel Generator (SSDG), ""D"" Level 8,000 Hour Maintenance; accomplish.

a. Q1) Concur. The Contractor shall provide the services of Colt-Pielstick for the Injector Assembly Inspect and repair in paragraph 3.3 of Work Items 311-21-001, 311-23-002, and 311-26-003.

b. Q2) ERRATA 5 added OEM coverage for equipment listed in paragraph 3.3.

178. In reference to “Work Item 581-11-002, Anchor and Anchor Chain; inspect and preserve,” paragraph 3.1, states “Remove the equipment listed in 1.3 and located in 1.2 using 2.2 through 2.9 for guidance.”

Contractor notes that Ship's force will be required to operate the Ship's Anchor Windless in order to remove and reinstall the equipment identified in 1.3.

Contractor notes that if the Ship's Anchor Windless equipment is unavailable or inoperable for any of the above listed evolutions that this would impact the availability schedule.

Request Customer provide confirmation that the Ship's Anchor Windless will be available and operated by Ship's force (i.e. removal and reinstallation) to support the contractor's inspect and preserve effort?

a. Concur Ship's force is required to operate ship's equipment. Ship's anchor windlass will be available and operated by Ship's Force to support contractor's work identified in Work Item 581-11-002. The actual removal and installation of the equipment listed in 1.3 will be accomplished by the Contractor, with ship's force operating the anchor windlass.

179. In reference to “Work Item 311-22-001, Ship Service Diesel Generator (SSDG) No. 2, "D" Level 16,000 Hour Maintenance; accomplish,” paragraph 3.3, states to “overhaul and inspect fuel injectors for calibration and atomization.”

Contractor notes that the NSI 009-90 OEM Colt-Pielstick Tech-Rep is not identified in the Specification as written to accomplish the requirements of Paragraph 3.3.

Question 1): Will the Customer be providing the OEM IAW Ref. 2.3, or the Contractor is to provide the services of Colt-Pielstick for the Injector Assembly Inspect and repair?

Question 2): Will the Customer issue a revised Specification in an ERRATA adjusting for the disparity identified above?

This PPI is also applicable to Work Items 311-24-001 and 311-25-001 Ship Service Diesel Generator (SSDG), "D" Level 16,000 Hour Maintenance; accomplish."

a. Q1) Contractor shall provide OEM as required by paragraph 3.2 and 3.2.1 of Work Items 311-22-001, 311-24-001 and 311-25-001 to accomplish the 16K maintenance, overhaul and inspection of the fuel injectors. Calibration and atomization is part of this requirement detailed in paragraph 3.3. The OEM for the fuel injectors is identified in the work specification (Fairbanks Morse Engine).

b. Q2) The Government does not intend on issuing an ERRATA.

180. In reference to “Work Item 992-11-006, Regional Maintenance Center (RMC) Office Space; provide,” paragraph 3.1.7.2, states ""Provide a standard based IP connection utilizing Ethernet (IEEE 802.3) framing. Connection throughout to be 1.5Mbps minimum per user/workstation.” Contractor notes that the “1.5Mbps minimum per user/workstation” requirement is typical for an entire trunk, not for individual users/workstations. Request Customer confirm that above “1.5Mbps minimum per user/workstation” is the correct requirement? If not, request Customer to revise above requirement to reflect correct minimum Mbps per user/workstation?

a. Confirmed. The requirement for each user/workstation is 1.5Mbps minimum as stated in Work Item 992-11-006, paragraph 3.1.7.2.

181. In reference to “Work Item 992-12-001, Transport Control Protocol/Internet Protocol Based T-1 Type Computer Network (T-1 Line) Support Service; provide (OPTION ITEM),” paragraph 3.1, states “Provide (5 EA) leased T-1 circuit from shore/pierside riser supporting vessel or living barge to the government communications facility that can connect the vessel or living barge to either the UARNOC/PRNOC (see 4.1)”.

Contractor notes that providing (5 EA) leased T-1 circuits, appears to be unique and maybe an excessive requirement for this class of vessel; most notably that an LPD-17 Class vessel only requires (1 EA) leased T-1 circuit to accommodate both the vessel and the living barge.

Question 1): Does LHD-8 require (5 EA) leased T-1 circuit from shore/pier-side riser to support the vessel or living barge? If no, then please provide accurate number of leased T-1 circuits required?

Question 2): If the Customer determines that only (1 EA) leased T-1 circuit to accommodate both the vessel and the living barge is sufficient will an ERRATA be issued revising this specification?

Question 3): Please confirm that the leased T-1 circuit requirement is applicable to the time period when the vessel is located at the contractor's facility only; and that the Navy customer will provide T-1 circuit requirements during work efforts performed at Gov't provided facilities?

a. Q1) Yes. The requirement is for quantity (5 EA) leased T-1 circuits from the shore/pier-side riser, as per Work Item 992-12-001.

b. Q2) N/A

c. Q3) Confirmed. Leased T-1 circuit requirement is only applicable to the time period when the vessel is located at the Contractor's facility. The Government will provide T-1 circuit when ship is at Government facilities.

182. "Work Item 593-80-001, AER 40/99, (CHT) Eddy Pump Replacement; accomplish,” references 2.7 533-8586321 Rev A & 2.8 551-8586322 Rev A call for Rev A drawings. The drawings provided for these are “Rev-” drawings. Request Customer provide copies of References 2.7 533-8586321 Rev A & 2.8 551-8586322 Rev A?

a. Documents provided under Questions and Answers #4, number 142 via AMRDEC.

183. In reference to “Work Item 432-12-001, Interior Communication Box; replace,” paragraph 3.1, states, “Remove the equipment identified in 1.3, located in 1.2, using 2 .2 and 2.3 as guidance”. Contractor Notes that NSN 5965-00-263-1226 provided on ERRATA_2 is for a Box handset Storage and has no electrical connection thus making paragraphs 3.2, 3.4.2 through 3.5.1 appear to be non-applicable to accomplishing the requirements of 3.1 and 3.3 through 3.4.1. Paragraph 3.7, states “Fabricate and install new label plates in accordance with 2.3”. Contractor notes that reference 2.3, drawing 605-2540769 Rev D, Label Plate Standards does not provide the identifying nomenclature to be inscribed on the new label plates nor does this paragraph state to template from existing conditions. Will a revised Specification be issued in an ERRATA adjusting for the disparity identified above?

a. Concur. ERRATA 4 removed and retained existing equipment within each box listed in 1.3. Label plates will be removed and templated from existing conditions.

184. In reference to "Work Item 437-80-002, ShipAlt LHD8 - 845480, Radar Tank Level Indicator (TLI) System Replace; accomplish,” paragraph 3.2.3, states “Accomplish the requirements of 009-12 of 2.1, including Table 2, Column C, Lines One through 10. Contractor notes that Lines 8 through 10 are for RT, MT and PT’s. Contractor notes that Reference 2.3, 512-8694221, Radar TDR Vent MOD (2-68-2-Q) requires no testing per Test Note 1. Request Customer provide clarification as to the NDT requirements identified in paragraph 3.2.3?

185. Attachment 1 contains a list of (11) discrepancies with technical drawings, missing and what was provided required on the specifications including 11 drawings that have not been provided. Please clarify the discrepancies and provide the missing drawings as soon as possible.

a. Please see Attachment 1 provided with Questions and Answers #6. All missing references were provided via AMRDEC.

186. Questions and Answers #4, number 142 provided a response to (33) identified discrepancies. The Government was not able to address one of the discrepancies in Q&A4. Below is the original question and response:

i. Under Work Item 703‐90‐001, drawing 845‐7034831 is listed. The drawing provided on the work package disc is drawing 609-7034831, with a different title then Work Item 703-90-001. Please advise.

a. Reference 845-7034831 was deleted in ERRATA 4.

187. In reference to “Work Item 651-11-001, Dishwashing Machine; replace,” paragraph 3.2, identifies Dishwashing Machine, MODEL/PART NO. 60-20M-NSU, NSN 7320-01-382-5468. Contractor notes that the above identified equipment is no longer in production and the OEM’s suggested replacement is Dishwasher and Unloader based on fit, form and function is GALLEYMASTER-135-RH or LH-E. Does the Customer concur with the OEM’s recommendation?

a. Concur. Equipment listed in paragraph 1.3.1 is no longer in production. ERRATA 5 changed paragraph 1.3.1 to list "Galleymaster 135-RH-E." Changing the equipment listed in 1.3.1 changed the technical manual (paragraph 2.2) to S6163-CD-MMO-010. Reference will be provided to all potential offerors via AMRDEC.

188. In reference to “Work Item 160-90-001,” items F-1 through F-5 from reference 2.58 (528-8586070) does not match the item description/part number from reference 2.119 (Attachment A). Please review & advise.

a. The material listed in reference 528-8586070 is correct. This material will be provided as GFM.

189. In reference to “Work Item 562-11-003” and Questions and Answers #2, number 27. The Government provided an OEM Tech Rep POC for the subject work. On contacting the source provided by the Government in the response, we were informed that they are not the OEM for the subject rudder bearings. The bidder still contends, as stated in the initial question, that this work can be executed without the oversight of an OEM Tech Rep. If the Government concurs, please revise the specification, otherwise, please provide contact information for the OEM so the 009-90 requirement can be met.

a. Concur. WARSILLA is not the OEM for the equipment listed in paragraphs 1.3.5 through 1.3.8 of Work Item 562-11-002. ERRATA 5 removes the requirements of 009-90 due to the Contractor being able to accomplish the work without oversight of the OEM.

190. In reference to “Work Item 415-90-001,” the AIT POAM in the file “LLMT_ADNS_ORT_ADAP.pdf” posted on AMRDEC on 2/10/2017 for this work item only shows this on single line (line 28) within the schedule, having a three business day duration (6/21/18 to 6/25/18) planned to occur approximately one week after the CSLO milestone. Please confirm this is correct.

a. Confirmed. Submitted POAM reflects the correct notional period of performance. These SPAWAR work items are options. If these SPAWAR options are exercised under AIT contracts, a finalized POAM will be provided.

191. In reference to “Work Item 992-11-009, Temporary Service; provide,” while the vessel is located at Government provided facilities (i.e., NAVSTA San Diego), Bidder anticipates the requirement to lift a large crane onto the flight deck of the vessel. Bidder understands that the Government operates a Government owned heavy lift crane (i.e., 270 Ton Crane) at NAVSTA San Diego.

Question 1: Will the Customer make the Government owned heavy lift crane operated at NAVSTA San Diego available to Bidder to facilitate anticipated heavy lifts onto and off of the vessel's flight deck?

Question 2: If yes, request Customer provide the typical lead time for access to the Government owned heavy lift crane capability, and the detailed process for requesting use of the Government owned heavy lift crane operated at NAVSTA San Diego.

a. Q1) Yes, the Government owned heavy-lift crane will be available by request to lift a crane onto the flight deck and remove the crane from the flight deck. Contractors are responsible for providing their own crane services for the duration of the Availability outside of these (2) one-time lifts.

b. Q2) Submit requests to the Combat Systems Port Engineer. Normal lead time following request submission is 2 weeks.

192. In reference to “Work Item 123-11-003” and Questions and Answers #4, number 87, answer b) states: “ERRATA 4 details the Government’s interpretation of 10% of each tank listed in 1.2.” Question 87 was in regards to multiple items. The following observations are made with regards to the response and ERRATA 4 changes:

1. Items 123-11-003 and 123-12-005 ERRATA 4 specs appears to provide the square footages of the entire tanks, not 10%.

2. Item 123-16-003, ERRATA 4 spec appears to provide square footage that is nearly all of the surface area of the tanks, not 10% of the tanks listed in 1.2.

Please confirm or correct specifications.

a. Q1) Concur, values of square footage given in paragraph 1.2 are in fact total area, paragraph 3 requires only 10% of values given.

b. Q2) Concur, values provided in paragraph 1.2 do not represent total area. ERRATA 5 shows full area of each tank listed in 1.2, paragraph 3 requires only 10% of values shown.

193. In reference to “Work Item 512-80-003, ShipAlt LHD8-87631D, Machinery Control System Tactical Cooling Upgrades; accomplish,” paragraph 3.1, states “Accomplish the requirements of 2.2 through 2.23, using 2.24 through 2.41 as guidance”.

Contractor notes that References 2.37 and 2.39 are double stated on ERRATA_2 revision. Contractor notes that the following (2) listed references have not been clearly identified as being deleted. Reference 2.37, DOD-HBK-289, Standard Plan Electrical/Electronic Cable Installation. Reference 2.39, MIL-STD-2003, Department of Manufacturing Process Standard Fabrication, Welding, and Inspection of Ships Structure Will a revised Specification be issued in an ERRATA adjusting for the disparity identified above?

b. 2. 37 "DOD-HBK-289, Standard Plan Electrical/Electronic Cable Installation" and 2.39 "MIL-STD-2003, Department of Manufacturing Process Standard Fabrication, Welding, and Inspection of Ships Structure" are incorrect references. Due to a software issue with NMD, the erroneous references cannot be deleted. The Government is troubleshooting this issue.

194. In reference to “Work Item 631-11-002, AN/SPN-35 Radome; preserve,” paragraph 3.1 states “Accomplish surface preparation in accordance with SSPC-SP 2 of 2.2 for equipment listed in 1.3.1, located in 1.2.1.” Contractor notes that SSPC-SP2 Hand Tool Cleaning, Removes all loose mill scale, loose rust, loose paint, and other loose detrimental foreign matter by hand chipping, scraping, sanding, and wire brushing. Contractor notes that the Equipment identified in 1.3.1 Quantity (One EA), Cover, Radome AN/SPN-35, APL 00043087, is Fiberglass and has special coating system that the SSPC-SP2 Hand Tool Cleaning would compromise.

Paragraph 3.3 states “Accomplish the requirements of 009-32 of 2.1, including Table 2, Line 45, Columns B, D, and G for the preservation of equipment located in 1.2.1”.

Contractor notes that the NAVSEA Standard Items requirements identified in 3.3 are for Exterior Walk Areas and Decks and not for the equipment identified in 1.3.1.

Contractor believes that the intended scope of work for this Work Item was to preserve AN/SPN-35 Radome, Platform, and that this specification as written does not provide the correct details to estimate or accomplish. Will a revised Specification be issued in an ERRATA adjusting for the disparities identified above?

a. Concur. Intent of Work Item 631-11-002 is to preserve the Radome, Radome foundation, and the Radome platform. ERRATA 5 changes surface preparation of the Radome listed in 1.3.1 from SSPC-SP2 Hand Tool Cleaning to hand-sanding. ERRATA 5 also changes the table and line for Radome platform and foundation located in 1.2.1 to Table 2, Line 35 of Work Item 009-32.
