NAVAL SEA SYSTEMS COMMAND

N00024-17-R-4426

QUESTIONS AND ANSWERS #1

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

1. In reference to work efforts to be performed at Government provided facilities/pier location, please provide a detailed list of NAVSEA Standard Item (NSI) 009-72 requirements that will not be performed by the Navy customer at the Government provided facility/pier location? For work efforts to be performed at Government provided facilities/pier location, please provide a detailed list of NSI 009-72 requirements that will be performed by the bidder/contractor?

a. NSI 009-72 is only applicable when the ship is at the Contractor's facility. If

Government provided facilities/pier location is utilized for the pier side work efforts (i.e. Naval Base San Diego), the Government will perform all security requirements of NSI 009-72.

2. Bidder requests clarification of the Interport Differential (IPD) value for San Diego of

$175,851? For a bidder located in the homeport of San Diego and planning to perform the proposed work within the homeport of San Diego, what cost elements have been estimated in the San Diego IPD value of $175,851?

a. The $175,851 IPD value for San Diego includes the following cost elements:

• Travel for Planning Yard Representatives from Norfolk Naval Shipyard,

• Travel for Precision Landing System Certification teams from Patuxent River, MD, and

• Travel for Ship’s Force for Training outside of San Diego, CA.

These cost elements are included in the IPD value for San Francisco, CA &

Portland, OR as well. In order to ensure traceability of these costs in the IPD differential model, NAVSEA elected to include these elements as positive values in each port, instead of not listing them for San Diego and subtracting them from

San Francisco, CA & Portland, OR IPD values.

3. In reference to “Work Item 304-11-001, Multiple Cable Penetrator (MCP); repair”, this

Work Item is identified as being removed by the strike through line on page 5 of 13 of the

Specification Index. The Work Item Specification however is included in the

Specification Package received with no deletion markings. Contractor notes that the “J-

4_Pricing_Workbook_MAKIN_ISLAND_RFP_v3” includes this Work Item as active.

Will the Customer provide clarification of the disparity between the Specification Index and the “J-4 Pricing Workbook” document?

a. Work item 304-11-001, “Multiple Cable Penetrator (MCP); repair” is in fact valid and should be proposed, the strike through on page 5 of 13 on the specification index is in error.

4. In reference to “Work Item 245-11-003, Controllable Pitch Propeller (CPP) Starboard

Hub Assembly; replace”, paragraph 3.3, states “remove the existing hub assembly” however the Work Item does not identify removal of propeller blades. Contractor notes that typically this type of specification would state prior to paragraph, 3.3, to remove propeller blades and set aside for safe keeping until ready for reinstallation. Can the

Contractor expect to receive an ERRATA revising the Specification to include the requirement to remove the propeller blades?"

a. Port and Starboard Propeller blades are to be removed as per “Work Item 245-11-

001, Controllable Pitch Propeller (CPP) Blade; assess and repair.”

2500 GPM (plus cooling and flushing loads) by the hose line capacity for the chosen diameter for length of hose to be used.

2) Fire hose nozzles shall be minimum one inch combination straight stream and spray pattern nozzles, MIL-N-24408, rated for 125 GPM at

100 PSI.

3) Fire hose manifold stations shall be in sufficient numbers such that all parts of the ship, including interior of temporary structures, can be reached by at least two, 100 feet lengths of 1-3/4 inch hose with 1-1/2 inch couplings.

4) Fire hose manifold stations shall have at a minimum, three valve outlets of 1-1/2 inch in size.

Place additional isolation valves in the remainder of the fire main loop so that the maximum distance between any two adjoining valves does not exceed 200 feet. Where water supply to lowermost compartments is provided through fire hoses dropped to fire hose manifolds, those fire hoses shall be valved at the source of supply and the fire hoses unpressurized to preclude inadvertent flooding.

7) Maintain flow to ship from pier outlet of 2500 GPM at 150 PSIG of salt water/fresh water for fire-fighting in accordance with the 2.7. Install pressure gauges at each inlet connection. Provide a minimum of 95 GPM flow to the four most hydraulically remote 1-3/4 inch hoses at 60 PSIG residual nozzle pressure for a minimum of 3 minutes in accordance with
