REACTOR PLANT

GENERAL

The subject line item invokes NAVSEA 0989-031-4000 for inspection and repair of all reactor plant instrumentation and control equipment. NAVSEA 0989-031-4000 provides several levels of inspection requirements based on equipment’s Effective Time in Service (ETIS) and other criteria. Should the SY assume the ETIS category to be

“Long”, requiring a full internal inspection, as required by G/I 21.4.3?

3/30/2017

The response to this question will be provided in a later amendment

17 SSN 764 EOH 131B01 80.0000.4101 HULL DECON 1 of 1

SY requests Man Day limit, established at 250 Man Days, be increased to be consistent with the effort expected to be required for these hulls. SY experience shows that the amount to DECON area required is analogous to the period of time since the hull has been paint with a a significant increase when last hull painting is over 4 years. SY

Recommends that the Man Day Limit be revised to 1000 Man Days to be more in line with expected conditions. This will ensure adequate manpower is planned for at the start of the availability and allow appropriate scheduling of exterior work in way of the expected decontamination areas (such as hull cuts, aft MBT work, and hull valve activity).

3/30/2017

Manday limits or dollar based caps assigned to specific

SWLINs should be disregarded. AWP will be modified to remove these limits.

22 SSN 764 EOH VARIOUS VARIOUS SERVICES N/A

The CLIN 0004 SWLINs as specified in the RFP are comprised primarily of service and support type tasks, normally associated with and tied to work being conducted in the end use SWLINs which are predominantly level of effort. If an increase to the level of effort CLINs is required, will there be a corresponding adjustment to the associated service and support cost in CLIN 0004?

3/30/2017

As the contractor for the USS Boise (SSN 764) EOH availability, it is the expectation of the US Government that the contractor will propose all costs associated with any change to level of efforts and provide the rationale to justify the cost increase. In addition, as the contractor responsible for the completion of the EOH, if other CLINs or areas of the contract is affected by change to one CLIN, then it is the responsibility of the contractor to bring it to the Contracting

Officer's attention and request a contract change.

COST

BREAKDOWN

Paragraph 4.2.7 requires the Contractor to breakdown costs between planning and execution for CLINs 0007 through 0011. Recommend removing this requirement.

CLINs 0007 through 0011 are LOE CLINs and the administrative burden to propose and track separate planning and execution costs for these CLINs will increase cost.

Recommend the LOE CLINs 0007 through 0010 not segregate planning and execution cost.

4/1/2017 The contractor is required to submit a proposal in accordance with the requirements of the solicitation in

Section L, Paragraph 4.2.7. This requirement is necessary for the Government to determine the appropriate amount of funding to provide during planning vice execution for the requirements under CLINs 0007 through 0012. The contractor will not be required to separately track funding under this CLINs. However the Government will only fund work commiserate with the overall period of the availability i.e. planning efforts verus execution efforts.

41 SSN 764 EOH B N/A SERVICES

5 and 20 of

There appears to be a conflict regarding application of services to CLINs 0007 and 0008. Page 5 states that the contractor should accomplish total efforts for planning and execution of these CLINs INCLUDING services. However, page 20 states that the contractor should accomplish services for CLINs 0007 and 0008 under CLIN 0004. Is it the intent for the Contractor to include services in CLINs 0007 & 0008 as dictated on page 5?

4/1/2017 CLIN 0004 shall include general support services that are common to multiple alterations such as rigging, crane services, temporary utilities, etc.. Support services that are unique to a specific alteration, and not common to multiple alterations, shall be included in the applicable CLIN (0007 or

0008). Amendment 0001 clarifies the CLINs where services need to be bid.

REQUIREMENTS

The solicitation states "General Requirements applicable to CLIN 0001, 0004, 0005 and if exercised Option CLIN 0011: The guidance set forth herein overrides and supersedes the 8010 requirements in the AWP:". Should this be applicable to all CLINs? In addition, the solicitation states General Requirements applicable to CLIN 0007, 0008, 0009, and 0010 invokes certain non-nuclear and nuclear requirements. Should these requirements also be applicable to all CLINs?

4/1/2017

(1) - 8010:

Guidance in section 'C' for 8010 is applicable to all CLINs.

(2) - General Requirements:

The General Requirements applicable to CLIN 0007, 0008, 0009, and 0010 should be extended to CLIN 0012. The nuclear and non-nuclear work descriptions stated in this section reflect the same modernization requirements of previous submarine availability contracts (most recently the

USS MONTPELIER IDD and USS COLUMBUS EOH). Work requirements and practices identified in this section should be inherent in the Contractors' standard work procedures and processes. Amendment 1 has updated the description to include CLIN 0012.

46 SSN 764 EOH AWP VARIOUS

MANDAY LIMITS

LOE CLINS

VARIOUS

There are many SWLINs in the AWP assigned to CPFF/LOE CLINs that contain manday limits for specific work. Examples include SWLIN 025A02 which states "Total allotment of funds for this SWLIN will be limited to 500 man-days and shall not be exceeded without prior approval of the Type Commander. Non-labor cap of $42,000 applies to this SWLIN" and SWLIN 045A01 A which states "cost limitation of 20 man-days is established for the shipyard effort associated with bulkhead mounted OBRP".

This cost may not be exceeded without the prior approval of the Type Commander. These manday limits are already included in the LOE CLINs as assigned in the RFP.

Separately tracking these type of level of effort requirements within level of effort CLINs is administratively burdensome. Will these "manday" limits be removed from applicable SWLINs and associated efforts be tracked against the total LOE of the CLIN in which the individual SWLIN is assigned in the RFP?

4/1/2017

Manday limits or dollar based caps assigned to specific

SWLINs should be disregarded. AWP will be modified to remove these limits.

In the solicitation Section C (Description and Specifications), under Item 0001 (page 20 of the RFP) states the contractor shall accomplish all planning to include Integrated

Project Team Development (IPTD) participation. Since neither the AWP or RFP define what is required to be included in IPTD and NAVSEA 4790.23 REV E (Baseline Project

Management Plan) is not invoked on the contract, is it the GOVT’s intent that the contractors include pricing in the bid to accomplish the four IPTD sessions described in

NAVSEA 4790.23 REV E (Baseline Project Management Plan) to include prescribed numbers of participants, session content and durations, session locations, as well as hiring of the current IPTD facilitator (CACI) used on Naval Shipyard executed CNO availabilities?

4/2/2017 The Contractor is responsible for completion of the planning and providing a proposal that reflects the effort/material that is required to complete the planning effort; it is the contractor's responsibility to provide a proposal which includes the effort required to complete all of the planning requirements.

80 SSN 764 EOH Section C item 0004 Solicitation 21

Section C (Description and Specifications) of the RFP under Item 0004 (page 21) states: Within 14 days prior to start of the availability, accomplish the dry-docking of USS

BOISE in a contractor owned and operated dry dock… Since this wording is not specific as to duration, is it the GOVT’s intent that the contractor price 14 days of dock time prior to SA00 during the Nesting period and that this price be included under CLIN 0004? Also, should the contractor assume that production work accomplished during this 14 day docking period be included under CLIN 0005? If something less than 14 days is an option to include in the proposal, please specify days for the sake of consistency. Projecting the date Ship’s Force will be able to support docking during their holiday stand down is challenging.

4/2/2017

Ship Force will take 10 days worth of stand down around the

Christmas/New Years holiday to cover the holiday period.

This requirement allows the contractor the flexibility to dock the ship up to 14 days before SA00 at their discretion, without the need for a contract change. The contractor should provide a proposal consistent with their plan for accomplishing the availability with the limitation of a maximum of 14 days of dock time. If the contractor wishes to accomplish production work during the 14 day periods then it should be included in the CLIN 0005 cost.
