GENERAL
The subject line item invokes NAVSEA 0989-031-4000 for inspection and repair of all reactor plant instrumentation and control equipment.
NAVSEA 0989-031-4000 provides several levels of inspection requirements based on equipment’s Effective Time in Service (ETIS) and other criteria. Should the SY assume the ETIS category to be “Long”, requiring a full internal inspection, as required by G/I 21.4.3?
Yes. The SY should assume the category to be "long".

PS-1
Contractor requests that AWP be revised to support Government Tiger Team conduct of PS-1 replacement similar to established practice on USS MONTPELIER (SSN 765) at Electric Boat and USS ALBANY (SSN 753) at Norfolk Naval Shipyard. While it is the Government's desire to utilize the experienced Government Tiger Team to perform valve replacement portion of SSN-4231K with the private shipyard providing freeze seals and services (similar to execution of SSN-4231K in the MONTPELIER IDD contract), these resources are currently not projected to be available in CY2019 due to concurrent PS-1 jobs in the public sector.
In recognition of the risk involved with the work, the Government has structured the CLIN as level of effort in an effort to mitigate the risk to the contractor. In accordance with the requirements of the solicitation, offeror's should bid based upon the completion of the PS-1 replacement being accomplished in totality by the private shipyard.

Specification effectivity date of OCT 1, 2015 for this EOH will require use of Revision 1 of NAVSEA Technical Publication T9074-AD-GIB-010/1688 Requirements for Fabrication, Welding and Inspection of Submarine Structure. Since Virginia Class new construction still requires the use of Revision: Original (1997) of Tech Pub 1688 all Contractor procedures for submarine fabrication, welding and inspection are still based on the Revision: Original in lieu of Revision 1. The Contractor request Government concurrence to continue to use Tech Pub 1688 Revision:
Original (1997) for this EOH.
Contractor should use the latest revision invoked on existing contracts.

80 Section C item
Solicitation 21
Section C (Description and Specifications) of the RFP under Item 0004 (page 21) states: Within 14 days prior to start of the availability, accomplish the dry-docking of USS BOISE in a contractor owned and operated dry dock… Since this wording is not specific as to duration, is it the GOVT’s intent that the contractor price 14 days of dock time prior to SA00 during the Nesting period and that this price be included under CLIN 0004? Also, should the contractor assume that production work accomplished during this 14 day docking period be included under CLIN 0005? If something less than 14 days is an option to include in the proposal, please specify days for the sake of consistency. Projecting the date Ship’s Force will be able to support docking during their holiday stand down is challenging.
Ship Force will take 10 days worth of stand down around the Christmas/New Years holiday to cover the holiday period. This requirement allows the contractor the flexibility to dock the ship up to 14 days before SA00 at their discretion, without the need for a contract change. The contractor should provide a proposal consistent with their plan for accomplishing the availability with the limitation of a maximum of 14 days of dock time. If the contractor wishes to accomplish production work during the 14 day periods then it should be included in the CLIN 0005AA cost.

Additional Information, Item 3, states that "The Contractor will assume LMA duties upon docking in the Contractor’s facilities and will retain responsibility for LMA duties through availability completion.
"Additionally, Item 0004 on page 20 states "The Contractor is expected to assume responsibilities of LMA at the local area Submarine Base/Piers upon completion of weapons offload, and remain LMA until Unrestricted Operations (URO) certification of the ship." The two statements are in conflict. The Contractor requests the Government amend the statement on page 20 of the solicitation to reflect the statement on page 28 of the solicitation wherein the Contractor assumes the duties of LMA upon docking in the Contractors facility.
0004AA - The Contractor will assume responsibilities of LMA when the submarine arrives at the contractor's facility and remain LMA until Unrestricted Operations (URO) certification of the ship.

The first paragraph on page 21 states "Within 14 days prior to start of availability, accomplish the dry-docking of USS BOISE (SSN 764) EOH in a contractor- owned and operated dry dock in accordance with the applicable NAVSEA SSN 764 Docking Drawings." This will require exercise of the option CLINs for execution prior to the end of the planning period. Will the Government include language in this paragraph which states "The ACO will exercise option CLIN(s) as required to accommodate this dry-docking prior to start of the availability."?
No the option exercise dates are as stated in the solicitation and the resultant contract, the Government will not agree to exercise any option prior to the contractually mandated dates. Via amendment one, the Government has provided for the activities and costs attributed to the 14 day periods to be priced under a seperate priced Sub-CLIN that will be exercised prior to avail start. The intent of the "AA" subclin is to accomplish the necessary activities to support the start of avialbility that are not tied to planning. The "AB" subclin will be exercised at start of avialability. However offerors are reminded that the option exercise date will be as stated in the contract.

254 Section L
4.2.3 Profit
Rate Fee Limitation
Acknowledging information discussed with industry by the Government during the February 7-8, 2017 pre-proposal conference, the Contractor understands that the up to 5% profit rate/fee percentage limitation for material on CLINs 0001, 0004 and 0005 is applicable only to hardware/material items that remain with the vessel such as fasteners, valves, etc. Does the Government concur with this understanding? Please review the revised section L profit and fee limitations as it applies to all CLINs and not just 0001, 0004, and 0005. The material fee limitation should apply to non labor oriented material costs.
262 AWP Various Various

The response to bidder’s question #17 stated “Manday limit or dollar base caps to the SWLIN should be disregarded”. The identical answer was provided on bidders question #46 pertaining to CPFF LOE CLINs. However bidders question #17 was specific to SWLIN 131B01 which is actually assigned to FFP CLIN 0004. A manday limit is appropriate for a FFP CLIN.
Bidder’s question #17 actually requested the manday limit to be increased from 250 mandays to 1,000 mandays. However, based on the answer to bidders question #46 it is requested that the manday limit for SWLIN 131B01 paragraph 80.0000.4101 either be increased to 1,000 mandays or the manday limit be removed and SWLIN 131B01 be reassigned to CPFF CLIN 0005 to be consistent with bidders question #46.
As previously stated, manday limits whether for FFP or CPFF/LOE SWLINS, are not contractually binding, thus they can be disregarded. Offeror should use their experience and engineering analysis to estaimate costs for completion of all work required by SWLINs.

Bidder’s question #57 stated the intent is for the contractor to provide both the rapid response DC connex box and the DC equipment. A rapid response DC connex box and the equipment have been procured by the contractor and are currently in use on SSN 765 IDD. This equipment is government property. In lieu of including this equipment in the estimate for CLIN 0011 will the Government provide this equipment on an as is basis to the winning bidder to reduce cost to the Government and negate the necessity to include these costs in the BOISE proposal?
Two (2) CONEX boxes will be provided as GFE.
Box #1 - Rapid response including DC equipment.
Box #2 - Storage for temporarily displaced SF DC gear and equipment.

The response to bidder’s question #80 stated that contractor could accomplish production work during the 14 day period prior to execution start provided that these production efforts would be included in the CLIN 0005 cost. The response to bidder’s question #221 stated that the Government will not agree to exercise any option prior to the contractually mandated dates. The option dates identified in the revised solicitation are identified as no later than dates. If the contractor chooses to perform production work during the 14 day period prior to execution, will the CLIN 0005 option be exercised to allow this work to proceed?
The response to questions #80 and #221 have been updated. The SubCLIN "AA" will be exercised based upon the offer's proposed date for option exercise. solicitation (clause 52.217-9 and section L) has been updated to provide for the requirement that offeror's propose an option exercise date for the "AA" SubCLINs.

The response to bidder’s question #220 stated that the contractor will assume responsibilities of LMA at the local area Submarine Base/Piers at start of the nesting period. Page #31 of the revised solicitation paragraph #3 states that the proposal will include an early start period of approximately 6 weeks where the ship is nested pier side at either NAVASTA Norfolk or SUBASE NLON to allow the contractor to perform work in accordance with the EOH schedule. Is it the intent of the Government to begin the nesting period 6 weeks prior to the start of the availability and to have the Contractor assume LMA duties at this point, or consistent with bidder’s question #80 and page #22, Item 0004AA in the revised solicitation, start the nesting period (and subsequent start of LMA responsibilities) 14 days prior to execution? If the intent is to start the nesting period 14 days prior to the start of the availability it is requested on page #31 of the updated solicitation, first sentence of paragraph #3, that the word nested be replaced with the word moored.
The Contractor will assume responsibilities of LMA when the submarine arrives at the contractor's facility and remain LMA until Unrestricted Operations (URO) certification of the ship.
The 6 week early start period at the local SUBASE will allow the contractor to perform remaining pre-availably testing/inspections. The ISIC will be the LMA during that time.
Amendment 2 of the solicitation incorporates the clarification of LMA assignment and the early start and nesting periods.

Based on the response to bidder’s question #41 item 0004AB on pages 22 and 23 was modified to state that the contractor shall accomplish all common services required for CLINs 0005, 0006, 0007, and 0008 under 0004AB. Unique services for CLINs 0005, 0006, 0007, and 0008 are to be charged to these specific CLINs. How should the contractor define a unique service vs. a common service?
Unique services are exclusive if the effort performed applies to a specific SWLIN or SHIPALT and is not common or shared with services provided for other SWLINS or SHIPALT.

Offeror would like to discuss the Government's position that PS-1 replacement be accomplished by the Shipyard. Offeror considers this to be a high risk approach that will significantly increase the cost of the availability and will increase the duration of the nuclear work path, which is likely the critical or one of the controlling paths for the availability. The additional schedule risk introduced by having the Shipyard conduct a first time replacement of PS-1 adds financial risk to the availability because of the potential to extend the duration.

The USS BOISE EOH solicitation provides for a 1% incentive (earned against the total cost established under CLIN 0001) for completion of 95% of work planning documents by EOH start. With an anticipated award in October of 2017 and a scheduled execution start of 01/09/19, there will be only 15 months for completion of work planning documents subject to incentive.
e. By the BPMP, Job Summary preparation start (PS00) is notionally scheduled for A-20 months.
f. The USS BOISE EOH planning period is nearly identical in length to the USS MONTPELIER IDD; an availability approximately half the size, and number of work planning documents, of the USS BOISE EOH.
g. Review of the solicited USS COLUMBUS EOH work package suggests that it is not as large as the USS BOISE EOH work package, yet USS COLUMBUS’s planning period will span approximately two years.
The contractor does not feel that 15 months is sufficient time to complete 95% of the required work planning documents by USS BOISE EOH start.
The government will not respond to this question as this question was submitted after the required due date.
we suggest holding an Industry Day (1 day only) to discuss these questions.
No. The Government will not hold another industry day.
