Question and Answer

Session

Questions Submitted

• Q1: The statement of work states: “The Contractor is required to comply with the 40% small business-subcontracting requirement in accordance with the “Small Business Subcontracting Requirement” clause in Section H (CDRL A068).” Please clarify the requirements of Section H: It is our experience that prime contractors who are large businesses do not actively source work to WOSB that could perform the work. They source work on an open basis.

How can you assure that the prime contractor will source work to WOSB contractors?

• A1: The offeror shall submit as part of its proposal a Small Business Subcontracting Plan as required by FAR 19.702. This will that small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns will have the maximum practicable opportunity to participate in contract performance consistent with its efficient performance.

Questions Submitted

• Q2: How Small Business will participate in the CVN maintenance contracts in regards to Non-Skid Applications, Tank Cleaning, and Technical Flushing?

• A2: Currently a small business does have the contract for performing non-skid applications; with respect to tank cleaning and technical flushing, that work is being performed under the CVN Multi-Ship Multi-Option (MSMO) contract and will be performed by the follow-on contract now referred to as the Private Sector Maintenance (PSM) contract. Subcontracting to small business is at 60% for the MSMO contract.
