7 Ref: Section B, CLIN 0004. Please confirm this CLIN is not separately priced, similar to CLINs 0005 and 0006. CLIN 0004 is not NSP and will be priced per Delivery Order when applicable. CLINs 0005 & 0006 are NSP and should be proposed as

NSP.

Ref: Section L, Attachment S-1 “Cost Exhibit L001 through L008 3 Aug 2017”

This attachment, Exhibit L002 tab lists CLINs 0004, 0005 and 0006. Please confirm these CLINs are not separately priced and should not be included on this exhibit.

CLIN 0004 is not NSP and will be priced per Delivery Order when applicable. CLINs 0005 & 0006 are NSP and should be proposed as NSP. Please mark these items as such within your applicable pricing Attachments.

The list below shows differences between the listing and descriptions on the Notional Work Package Index and the actual content of the NWP specifications (Attachment J-1) such that it isn’t possible to accurately assess the Government estimate against the specifications. Please review and provide a corrected update.

1. 042-11-001 Different description between NWI index and Attachment J-1

2. 123-12-609 On NWI index but not included in Attachment J-1

3. 123-22-609 Not on NWI index but is included in Attachment J-1

4. 512-11-602 Not on NWI index but is included in Attachment J-1

1. 042-11-001 Different description between NWI index and Attachment J-1 A: Notional Work Package Work Item 042-11-001 provided in Attachment J-1 was incorrect. Correct item is “Schedule and Associated Reports; provide and manage” and is provided within Amendment 03.

2. 123-12-609 On NWI index but not included in Attachment J-1 A: Notional Work Package Work Item 123-12-609 listed on Attachment J-1 was incorrect. Correct item is 123-22-609

3. 123-22-609 Not on NWI index but is included in Attachment J-1 A: NWI index has be corrected from 123-12-609 to 123-22-609 and is provided within Amendment 04

4. 512-11-602 Not on NWI index but is included in Attachment J-1 A: NWI index has be corrected from 512-11-601 to 512-11-602 and is provided within Amendment 04

Regarding the period of performance for the IAPA CLIN 0001:

1. The FY years “19/20” listed in Table L-2 doesn’t match the period of performance described by paragraph C.1.b on page 146 of the RFP. Please clarify

2. Section l, page 146, paragraph C.1.b - Please clarify the statement, “the start date shall be from date of the award through 12 months.” This sentence appears to be incomplete.

3. Section l, page 146, paragraph C.1.b - Please clarify the statement, “The start date for the IAPA CLIN shall be upon the effective date of delivery order, and the completion date shall be 1 year from effective date of delivery order award.” This sentence appears to conflict with the first sentence.

Is “delivery order” intended to refer to “Contract Award?”

4. What is the specific period of performance to use for IAPA CLIN 001 to use for pricing purposes?

Period of Performance will begin the first day of the San Diego PSM contract award (currently estimated November 2018) to which successive delivery orders will be executed annually thereafter. The IAPA first delivery order will be awarded upon contract award and will have a Period of Performance of 12 months.

11 Regarding Pricing of CLIN 0001: RFP Table L-2 provides 29,119 man-hours to be priced. Is this 29,119 man-hours per GFY of the performance period or 29,119 man-hours total across all years of the performance period?

The 29,119 man-hours is per year of the 5 year PoP. The first years’ period of performance will begin the first day of the San Diego PSM contract award (currently estimated November 2018) to which successive delivery orders will be executed annually thereafter.

RFP Attachment S_1, Exhibit L002 contains a note that states, “The description of the type of CNO availability must differentiate between ships classes and availability types.”

Since CLIN 0008 is for all CNO availabilities, does that mean, for the purpose of completing Exhibit L002 that separate line items should be added for CLIN 0008 for each of the six CNO availabilities?

For evaluation purposes, an Offeror is only required to propose one CNO availability; each additional CNO availability will be accomplished using delivery orders.

13 1. Please clarify the intent of the Labor Mix and labor Cost columns on Attachment J-6. Note – no data has been provided to allow an assessment of the pre-priced item list Labor Hours or Material Dollars or to determine a labor mix or labor cost.

This section is to be used for deviations and or confirmation of the Labor Hours and Material Dollars for the items associated with Attachment J-6. The drawings will be provided per request within the terms and conditions of the RFP.

Ref: RFP Attachment S-1, Instructions on tab L004:

1. The first instruction requires submittal of separate L004 exhibits for each type of CNO availability contained in the solicitation. The only two types of CNO availabilities are PIA and CIA. The notional work package applies to both types. Therefore, is it necessary to replicate L004 for proposal purposes if there is no difference in cost estimates between the two types of CNO availabilities?

The Notional Work Package does not apply to both types of CNO availabilities. The Notional Work Package is only applicable to PIA availabilities. For proposal purposes, Offerors are NOT required to submit L004 for CIA availabilities.

Ref: RFP Section L – C.1.2, “Instructions for Proposing Fee, This instruction states, “For the PIO CLIN 0004, the Offeror shall propose a fee (not to exceed five percent.” CLIN 0004 is an un-priced CLIN.

Please clarify.

Fee limits for the PIO CLIN will be set on the deliver order level however, the fee will be capped not to exceed five percent within the terms of the IDIQ contract.

Ref: RFP Section L – page 135, Pre-Determined Work Item Estimate”

1. “If and only if the Offeror does not agree with the Government provided estimate for the pre-determined work items, deviations may be proposed and shall be clearly identified as such.” Note that no specifications or reference drawings have been provided to make this determination.

2. “Offerors are required to list proposed man-hours and material estimates in the format provided in the Cost Exhibits corresponding with Section L…”

a. Is this requirement only if the Offeror does not agree with the Government provided estimate?

b. Is incorporation into the cost exhibit the same as the Notional Work Package estimate whereby the estimate is part of the total proposed price?

Please clarify.

Answer: Per the latest amendment 02, to obtain the applicable specifications and or drawings for Attachment J-1 and J-6 please request this information from John Anderson at john.anderson6@navy.mil

2. “Offerors are required to list proposed man-hours and material estimates in the format provided in the Cost Exhibits corresponding with

Section L.”

a. Is this requirement only if the Offeror does not agree with the Government provided estimate?

If the Offeror agrees with the Government’s estimate, please provide a revised Attachment J-6 that matches the estimate delineated in the corresponding cost exhibit. These estimates should be exclusive of G&A, FCCOM, Overtime, Escalation, and Profit/Fee per the terms of solicitation, Section L, page 135.

b. Is incorporation into the cost exhibit the same as the Notional Work Package estimate whereby the estimate is part of the total proposed price?

Per solicitation page 135: Offerors are required to list proposed man-hours and material estimates in the format provided in the Cost Exhibits corresponding with Section L, and provide a revised Attachment J-6 that matches the estimate delineated in the corresponding cost exhibit.

Ref: RFP Section L – page 135, Pre-Determined Work Item Estimate”

When incorporating the Attachment J-6 work items into the cost proposal, is it to be applicable to each PIA and CIA for pricing purposes or does only one instance of the J-6 work items apply?

The attachment J-6 pre-priced work items is applicable to each PIA for pricing purposes.

Ref: RFP Section L – page 135, Pre-Determined Work Item Estimate”

Work Item 581-11-001 on Attachment J-6 appears to be the same work scope as Attachment J-1 Work Item 581-11-601 but with a significantly different Government estimate. Please clarify.

Pre-Determined item 581-11-601 titled "Anchor Chain; inspect and preserve" with 242 labor hours and $7,150 material, is updated with hours/$ to be the same as the NWP item 581-11-601 (same title), 1,791 hours and $184,192 material costs. Additionally, the total labor hours and material dollars were updated to change 23,428 to 23,016 labor hours and $92,250 to $274,928 material dollars.

Ref: RFP Section L – Table L-6

The last column indicates the CNO availability type as PIA. Are these work items only applicable to the PIA availabilities listed in Section F-3?

Table L-6 is representative of a typical PIA work package and will be used to evaluate the Offeror’s cost proposal. The actual work needed to be performed on the PIA availabilities listed in Section F-3 will differ to some extent from the Notional Work Package, therefore the Contractor will be given the opportunity to renegotiate the CLIN prices based upon an actual work package during the Delivery Order process.

Ref: RFP Section B Note A

Subcontracting 45% of the work to Small Business appears to be a requirement but the second sentence of Note A references a Small Business incentive. Please clarify what the incentive is.

The 45% subcontracting to Small Business for CLINs 0002, 0003, and 0008 is a requirement of the contract. In addition, this 45% subcontracting requirement may also have an incentive tied to it which will be negotiated and discussed at the delivery order level.

QUESTION: Industry Day Questions ((8/10/2017 (San Diego PSM PPC Questions)), included the following: “If you award to a small business, will the 45% requirement still be enforced?” The response was “No”.

Solicitation section “SMALL BUSINESS SUBCONTRACTING” on page 83 of 157 states, in part, “A small business Offeror is not exempt from this requirement because of its status as a small business.”

Will the solicitation be changed to reflect the answer given to the Industry Day question, or will a small business awardee be required to meet the 45% small business Subcontracting requirement?

Please see Amendment 02 for correction.

QUESTION: On page 7 DIRECT AND INDIRECT RATE CAP, the solicitation states “Direct labor rate should be capped for the full five Contractor fiscal years as follows:” and “Indirect rates shall be capped for the full three Contractor fiscal years as follows:” It then proceeds to state “(to be filled in by Offeror, using Government Fiscal Year Calendar).” The Contractor uses a calendar year and feels it only appropriate that capped rates be based on the Contractor fiscal year (Calendar year), not the Government fiscal year.

Please clarify how the direct and indirect rate cap will be determined.

In accordance with Section L item 9(c)I please fully support your proposed rates in absence of an approved FPRA per the terms and conditions outlined within the solicitation.

QUESTION: Page 13 HQ B-2-0008 LIMITATIONS ON INDIRECT COST RATES, section (g) states “the Government will not be obligated to pay any additional amount should any final indirect cost rates for any Contractor fiscal year (or for any different period agreed to by the parties) after the first three fiscal years of contract performance exceed the indirect rate incorporated into the contract schedule…” This statement implies that an indirect rate cap also applies to the last 2 years of the contract, as well as the first three.

Please confirm whether or not the offeror will have the opportunity to re-negotiate indirect rates (upward or downward as appropriate) after the first three Contractor fiscal years.

After the first 3 years the Contractor will be paid based on Actuals incurred per the terms of a COST Reimbursable contract within the applicable Delivery Order issued. If any negotiations are to occur, this will be accomplished per delivery order.

QUESTION: Page 14 HQ B-2-0008 LIMITATIONS ON INDIRECT COST RATES, section (k) states “the limitation on indirect cost rates specified in the contractor’s proposal shall be the rates used to compute the costs in the Contractor’s cost proposal upon which the award is based.”

The limitation on indirect costs is based on the Contractor fiscal year, while the Government has required the offeror to use Government fiscal year rates in its proposal.

Does the Government understand there will be a difference in the capped rates and the rates used in the proposal due to the difference in fiscal years?

Please propose the following using Government Fiscal Year following the instructions listed within Section L (V. INSTRUCTIONS FOR COST PROPOSAL PREPARATION) with regards to Government Fiscal Year Calculation and apply an apportionment method used to generate GFY rates using CFY-based rates

QUESTION: Page 132, item 9 (c )(i) states “For the Offerors and significant subcontractors, current forward pricing rate agreement (FPRA) rates or an approved provisional rate letter with the cognizant contract administration office (SWRMC) or Defense Contract Audit Agency, If FPRA rates or the approved provisional rates are under negotiation, provide status of negotiations.”

The offeror will not have an approved FPRA for fiscal years 2019-2023. Its current forward pricing rate agreement applies only to fiscal years 2016- 2017.

Is it the Government intent that the offeror provide an FPRA that is not valid for the years covered by this solicitation?

In accordance with Section L item 9(c)i please fully support your proposed rates in absence of an approved FPRA per the terms and conditions outlined within the solicitation.

QUESTION: Page 135, PRE-DETERMINED WORK ITEM ESTIMATE: the last sentence states “These estimates should be exclusive of G&A, FCCOM, Overtime, Escalation and profit/fee.”

Is it the Government’s intent to award these pre-determined work items without these elements of cost, or will this cost be added at time of specific award of work items?

It is the Government’s intent to award these pre-determined work items without G&A, FCCOM, Overtime, Escalation and profit/fee. If applicable, these items will be added on the delivery order level.

QUESTION: Page 138, item (e): States “Historical rates must be provided for all Contractor fiscal years from 2010 through 2015… Proposed rates must be provided for Government fiscal years 2016 through 2021.”

Does the Government mean historical rates for CFY 2010 through 2016 and proposed rates for GFY 2018 through 2021 as shown in Attachment S_1 Cost Exhibits, Exhibit L005?

Updated with Amendment 02

QUESTION: Page 143, Instructions for Chapter 6: Chapter 6 instructions are identical to Chapter 1 instructions.

Is it the Government’s intent that offerors submit this information twice?

The Chapter 6 instructions are to be used for proposing the first Delivery Order for IAPA per the IAPA SOW provided as Attachment S-5.

Please note the Additional information provided within Amendment 02.

QUESTION: The deadline for bidder’s questions is noted as 1400hrs (ET) on 20 October 2017.

Will the government please extend this deadline by one week due to late receipt of reference materials (drawing & tech manuals)?

The deadline for bidder questions has been extended to 25 October 2017 at 1400hrs (ET)

31 Please provide the Reference Drawings & Tech Manuals listed under Paragraph 2 (References) of the Attachment J-1, Notional Work Items and the Attachment J-6, Pre-Determined Work Items.

Per the latest amendment 02, to obtain the applicable specifications for Attachment J-6 and the Drawings and Tech Manuals for Attachment J- 1 please request this information from John Anderson at john.anderson6@navy.mil.

The contractor has found the following discrepancies between the Table L-6 – PIA NOTIONAL WORK PACKAGE and the work items provided as Attachment J-1, Notional Work Package:

123-12-609 is titled as “JP-5 Tank Preservation; accomplish” but the contractor received 123-22-609 titled “Void Preservation; accomplish”

512-11-601 is listed but the contractor received 512-11-602; both are titled Fan Coil Assembly, Cooling Coil; replace

Please see Question 9 for the approriate answers.

Page 147 Instructions for Proposing Fee: The solicitation states “The offeror shall propose a fee of no more than ten percent of the proposed CLIN/SubCLIN cost, which includes three percent incentive fee…”

If the 10% fee includes 3% incentive fee, what should the remaining 7% fee be classified as?

Is it to be considered base fee, award fee, or a mix of the two?

At this current moment the terms of the award fee if applicable, will be applied at the delivery order level. For proposal purposes, the Offeror shall propose a fee of no more than 7% base fee in addition to 3.0% incentive fee (incentive factors are to be determined per Contractor discretion). Both documents can be tailored to fit the needs of the specific requirements for each section.

Ref: RFP Section L

Due to the magnitude of the changes and clarifications made in response to bid questions received by Amendment 002, receipt of pre-priced work items on 10/17/17, that no drawing references have been received, we request an extension of the bid due date to 12/22/17 in order to received GFI, and to properly assess and respond. Please advise as soon as possible. Thank you.

At this current time, the Government will not be extending the proposal submission.

Ref: 5252.223-9115 TRANSPORT AND DISPOSAL OF RADIOACTIVE WASTE (SEP 1990) The Notional Work Package doesn’t indicate any radioactive waste that may be generated.

1. Please clarify if Ship’s Force would be generating radioactive waste or if it is the Contractor.

2. Please clarify which types of activities in this contract executed by the Contractor would result in the generation of transportation and disposal of radioactive waste.

3. Please clarify how much radioactive waste the Contractor is expected to generate during the course of the contract.

4. If this clause is not applicable, please cancel.

Please disregard this clause. An update will made within Amendment 03

Drawings for the Notional Work Package work items and the specifications and drawings for the Pre-Priced work items have just been received – 15 days after release of the RFP. In addition, the responses to questions and changes made by Amendment 002 will cause significant rework due to modifying original interpretation and changes to the Solicitation. Finally, there are 6 questions that are unanswered that contain a note stating “Response is Pending” that once answered will require time to incorporate in accordance with the solicitation instructions. For these reasons, we are requesting an extension to the bid due date by 4 weeks. Please advise as soon as possible.

At this current time, the Government will not be extending the proposal submission.

Ref: Response to Questions 3:

For simplification, can the two attachments (S-1 and S-5) be combined and shown on separate tabs within the same workbook in order for the pricing data for all CLINs to coincide with the total contract price amount?

The Government requires separate workbooks (Attachment S-1 & S-5); Attachment S-1 is for evaluation purposes of the compeition, and Attachment S-5 will become a part of the first Delivery Order therefore, Offeror(s) shall propose in accordance to the terms and conditions of the RFP.

Ref: Response to Questions 3:

Question 3 refers to Attachment S_1 dated 3 Aug 2017 and Attachment S_5 dated 6 September, 2017.

The versions provided with Amendment 002 are 16 October for S-1 and 16 October for S-5.

Please clarify if anything is different between the latest versions issued and the original versions sent with the RFP and if so, which version to use.

Amendment 02 (Document Title: N0002417R4300-02) specifies the changes made to Attachments S-1 & S-5. Please use the versions provided within Amendment 02 for propsoal purposes

Ref: Response to Questions 3:

1. Please confirm data in tabs in Attachment S_5 that are not relevant to IAPA are not required to be included.

2. Please confirm that data in L Exhibit tabs that is redundant to data provided by the same tabs in Attachment S_1 are not required to be included

Please only fill out the applicable fields within tabs L005, L006, and L007 that are relevant to the IAPA Delivery Order proposed cost by the Offeror. Please do not include any data that does not support the cost proposed for the IAPA Delivery Order.

Ref: Response to Questions 16:

Response to question 3 didn’t entirely answer the question. Are the Pre-Determined Work Items and their estimates (whether or not the Offeror agrees with the Government estimate) only to be “listed” in the L-exhibits as stated in the RFP, or are they to be priced also, which becomes part of the evaluated price?

The pre determined work items will not become a part of the Offeror(s) evaluated price, however any and all deviations will be evaluated. If support of an Offerors’ proposed adjustment to an individual pre-determined work item is less than clear and compelling, the Government estimate will be used for that pre-determined work item. Please reference page 135 of the RFP for more specifics. The predetermined work items should be priced within Attachement J-6 within the Labor Cost Column.

Ref: Response to Questions 12:

Response to question 12 is understood but appears to be inconsistent with the requirements of RFP Table L-3 “Priced Accomplish Availability CLIN” which lists 3 separate PIAs. Please clarify.

Consistent with the answer to Question 12, should only one corresponding EP phase be priced or should the pricing be in accordance with RFP Table L-1? Please clarify

For evaluation purposes, an Offeror is only required to propose one CNO availability, please use the FY20 PIA in tables L-1 and L-3 for this purpose. For clarification, the three separate PIAs listed in tables L-1 and L-3 become part of the contract after award and must be accounted for within the contract. A note has been added within table L-6 on Amendment 04 for additional clarification.

Please extend the deadline for receipt of Bidders’ Questions from 25 October to a date one week beyond when all missing GFI and responses to additional bidders’ questions are received by Offerors.

Thank you.

The deadline will remain 25 October 2017. Offeror's may still submit questions after the 25 October deadline; however responses to questions received after the deadline will be answered at the Governments discretion.

1. Please provide Attachments A, B and C of Pre-estimated work item 042-07-001.

2. The Government estimate for pre-estimated work item 042-02-001 of 2,472 is apparently tied to providing WAF requirements on a specific availability. Is that availability the same work items as provided by the Notional Work Package? Please clarify.

1. Please provide Attachments A, B and C of Pre-estimated work item 042-07-001.

A: References will be provided with Amendment 04, please see Section J updates for instructions

2. The Government estimate for pre-estimated work item 042-02-001 of 2,472 is apparently tied to providing WAF requirements on a specific availability. Is that availability the same work items as provided by the Notional Work Package?

A: Yes, Work Items are the same.

1. The description of pre-estimated work item 042-22-001 is different than the description for that item number on Attachment J-6. Please confirm the Government estimate on Attachment J-6 corresponds to the work spec provided in the pre determined estimate package..

2. Same question for work item 042-26-001.

Determination of Fee states that “This determination of fee requirement is for SAMPLE purposes only …” No base fee is established and there are several references throughout the solicitation to incentive fees (52.216-10 Pg 93). Are these fee references accurate? If so, please clarify how all fee provisions will work including the value of each.

The contract actions under this IDIQ will be handled via delivery orders therfore, fee determination will be handled per delivery order. As of now, per NOTE B PIO Orders have a NTE of 5% and within clause HQ B-2-0003, In no event shall the total fee (base fee plus award fee) under this contract exceed 10% percent of total estimated cost.

What portion of this contract (CLIN) is intended to be Level of Effort? How does this relate to the award fee criteria specified in Section B? (HQ B- 2-0015)

At this point, the Government can not specifically identify the amount of LOE anticipated under this contract as this will be determined per delivery order. No award fee criteria has been applied and if this applicable this will be identified and applied per delivery order.

This clause references Phased Maintenance Availabilities (PMAs)/Drydocking Phased Maintenance Availabilities (DPMAs). How is this applicable to this solicitation? (Clasue HQ B-2-0019)

Please see Amendment 05 for clarification

The statement of work specifies preparing work specifications (CDRL A015) “when tasked by the Government.” Should proposal costs for IAPA or CIA/PIA planning include specification development?

Yes, proposal costs for IAPA and or CIA/PIA Planning shall include preparation of work specifications.

Are Engineering Services intended to be included in this contract? If so, what CLIN is this attributable to and what are the associated fee provisions?

At this time engineering services are not intended to be a part of this IDIQ contract.

Please clarify:

-Title for Work Item Number 042-11-001 reads: “Schedule and Associated Reports, provide and manage” while the 4-E Spec. title for the same item reads: “Propulsion and Nuclear Support Systems; accomplish”

-Title for Work Item Number 123-12-609 reads “JP-5 Tank Preservation; accomplish”. Number and Title for 4-E Spec. provided reads: “123-22- 609” and “Void Preservation, accomplish” respectively

-Work Item Number for Fan Coil Assembly, Cooling Coil; replace reads: “512-11-601”, but 4-E Spec. provided reads: “512-11-602”.

Please see Amendment 04 and Quesiton 9 above.

In Attachments S_1 and S_5 the Exhibit L0002 in each appear to disagree with the CLIN numbers and CLIN titles in the tables provided in the Section L paragraph referenced above. Please confirm which of the tables the offeror should include in the Cost Volume of the Proposal; the tables provided in the Section L paragraph referenced above or the tables provided in the Attachment S documents (S_1 and S_5). The Section L instructions indicate, ‘The Navy will not evaluate any pricing for CLINs not listed in Tables L-1, L-2, L-3.’ in Section L. (pg 131-132)

Please use Attachment S_1 and S_5 to propose to the requested items within Section L. If a particiular item is not requested within Section L, this item should not have pricing within Attachment S_1 and S_5. Within Section L the Government has requested pricing for Tables L-1, L- 2, and L-3. Please see Amendment 04 and 05 for further clarification on applicable PIA Tables for proposal purposes.

The font size for proposal text is designated as Arial typeface at 12 point. Would it be permissible to use a font size of 8 point in tables and graphics as long as it remains legible?

The font size required per the proposal instructions will remain Arial typeface at 12 point.

There is a reference to tables in paragraph (G) in the Section L paragraphs listed above. Would the Government please clarify the requirement and provide paragraph (G)? (pg 129 para B & C)

An Amendment will be issued to correct the typo of "paragraph (G)" to the corrected "paragraph (A)". Please see Amendment 05

With regard to the paragraph referenced above, what CLIN(s) are the Pre-priced Work Items to be included when pricing the Cost Volume? (pg 135 of 157)

Pre-determined work items have been established to represent a portion of the availability package and will be incorporated into the contract under Attachment J-6. Pre-determined work items will be added to the availability package, as applicable, using a delivery order which will be issued by the ACO, as neccessary. For proposal purposes, the "Anchor Chain; inspect and preserve" is the only item from Attachment J-6 that will be included within your cost volume as it is listed on Table L-6 – PIA NOTIONAL WORK PACKAGE. All other pricing references to Pre-determined work items shall be included on Attachment J-6 which will be separate from your PIA Notional Work Package and IAPA Delivery Order. The Pre-determined work items will be evaluated but only the one instance "Anchor Chain; inspect and preserve" will become a part of the Offerors evaluated price.

Is Chapter 6 just to include the Exhibits L001 through L008 for the FY19/20 IAPA CLIN? (pg 143 of 157) Yes, Chapter 6 is for the IAPA Delievry Order for FY19/20. This delivery order will be applied under CLIN 0001.

Table L-2 indicates that only the FY19/20 IAPA CLIN 0001 is to be priced, and not the other FY IAPA CLINs (FY20/21, FY21/22, FY22/23); is this correct? (pg 132 of 157)

Yes that is correct. For pricing purposes please only propose for the FY19-20 IAPA order.

Attachment J-6 is absent of the 4-E Specifications for work listed. These need to be made available for our total job pricing efforts. Please see Amendment 04 for request instructions.

The Government has provided additional CVN efforts within Section L Tables L-1 & L-3 however is only requesting pricing for the FY20 PIA in Tables L-1 and L-3. In addition, within Section F-3 the Government has listed multiple vessels/ships for the purposes of developing Technical Proposals but is only requesting pricing for the FY20 PIA in Tables L-1 and L-3 and the FY19/20 IAPA. What is this additional information intended to represent?

The Government's intended purpose of the additional information is for Offerors to fully understand the magnitude, scope, and complexity of the IDIQ contract thereby allowing offerors to propose their technical approach with full comprehension within the technical section of their proposal. However, for cost proposal purposes, the offeror is only required to price the FY20 PIA within Tables L-1 and L-3 (Section L) in addition to the IAPA FY 19/20 delivery order.

Reference: Government Response to RFC Nos. 017 and 042

The response to RFC No. 017 states that “the attachment J-6 pre-priced work items are applicable to each PIA for pricing purposes.”

The response to RFC No. 042 states that “the pre determined work items will not become a part of the Offeror(s) evaluated price.”

Section M states, “The Government will evaluate offers for award purposes by analyzing the projected cost for the IAPA delivery order in conjunction with the projected cost for the Notional Work Package and Pre-Determined Work Items.

1. Please clarify the discrepancy between the responses to RFC 017 and 042.

2. Are the pre-priced work items evaluated in accordance with Section M or are they not, in accordance with the response to RFC No. 042?

3. If they are priced and evaluated, please explain how they are incorporated into Attachment S-1.

4. If they are incorporated into Attachment S-1 for evaluation purposes, how many occurrences of the list of work items are to be priced?

Pre-determined work items have been established to represent a portion of the availability package and will be incorporated into the contract under Attachment J-6. Pre-determined work items will be added to the availability package, as applicable, using a delivery order which will be issued by the ACO, as neccessary. For proposal purposes, the "Anchor Chain; inspect and preserve" is the only item from Attachment J-6 that will be included within your cost volume (Attachment S-1) as it is listed on Table L-6 – PIA NOTIONAL WORK PACKAGE.

Reference: Government Response to RFC Nos. 012, 014, 043

Regarding the responses to these RFCs to propose one CNO availability, Offeror is again seeking confirmation of this direction as it is inconsistent with the instructions in the RFP Table L-3 titled, “Priced Accomplish Availability CLIN.”

If the availabilities in the table are to be priced, how are they to each be priced if only one CNO availability is to be priced in accordance with the responses to these questions.

Please see Amendment 05 for clarification

Reference: Government Response to RFC No. 043

The response to RFC No. 43 didn’t answer the question. Offeror acknowledges that only 1 CNO availability is to be proposed. Consistent with that direction, the question seeks confirmation that only 1 EP CLIN is also to be proposed even though Table L-1 lists 3 EP periods.

Please see Amendment 05 for clarification

Section K, Clause 52.204-8 (xvi) 52.222-57) pg. 108-111: The specific paragraphs and certifications of this FAR clause contained in the Representations, Certifications and Other Statements of Offerors in the solicitation are not contained in the current revision of the FAR regulations. Is it the Contracting Officer’s intention to have the bidders certify to this regulation in the proposal, or will the provision be provided in a later modification for certification should the injunction be lifted? If the intention is for the bidders to include the certification in the proposal, will the Contracting Officer be providing the specific paragraphs of the regulation in order for the bidders to respond to the correct requirement?

Within clause 52.204-8, please disregard the elements pertaining to 52.222-57 located in (xvi) 52.222-57 as this item is no longer enforceable and this clause will be updated upon contract award.
