Response to Bidder’s Questions:
45. Question: Can you give further information on how you evaluate the price? Is it individually for each boat or as a total?
Answer: Section M, Factor 3 Price #1 Total Price states, "For the purpose of source selection, the Government will use the completed Section B to evaluate the total price. The price of all FFP items in the contract requirement (inclusive of option items) will be totaled to determine the total price for evaluation consideration. The Government will evaluate offers for award purposes by adding the total price for all line items in the contract."
46. Question: Are CPARS reports accepted in lieu of submittal of Past Performance Questionnaire Attachment 4?
Answer: In the absence of Past Performance Questionnaires, per Factor 2(a), the Government may use information obtained from DOD databases and other databases available to the Government to evaluate offeror past performance. Further, the burden of providing thorough and complete past performance data remains with the offerors.
47. Question: Are the double bottom tanks a hard requirement?
Answer: Please see response to Question 20 issued with Amendment 0004.
48. Question: Requirements Matrix SWBS 100.2 The fendering shall not be through-bolted in watertight structure but, shall be mounted by such means to facilitate maintenance with the tug afloat.
Does this requirement apply to only the fendering on the side of the vessel, or to all fendering?
Answer: The requirement in Attachment 1 - YT Requirements Matrix Item No. 100.2 "The fendering shall not be through-bolted in watertight structure but, shall be mounted by such means to facilitate maintenance with the tug afloat." applies to all fendering, including fendering installed below the waterline. The watertight integrity of the hull should not need to be compromised to replace any fendering installed on the craft.
49. Requirements Matrix SWBS 233.1 [Excerpt of the requirement with lined-through data omitted] The tug shall be provided with a Selective Catalytic Reduction system for each main propulsion engine to reduce NOx emissions. SCR systems shall be identical. SCR systems shall meet the requirements of the OEM for the main propulsion engines. Each system shall consist of DEF tank, air supply, dosing cabinet with DEF pump and Clean Emission Module
(CEM).
It is clear that each system shall consist of a DEF tank, air supply, dosing cabinet with DEF pump and Clean Emission Module (CEM). However, it is not clear if any of these items can be shared by both main
N00024-17-R-2205 propulsion engines to eliminate the duplication of ancillary components. For example, a single DEF tank could supply both main propulsion engines without the need to further clutter a small compartment with duplicate runs of the heavy stainless steel piping that would be needed from two separate DEF tanks feeding two separate dosing cabinet; the piping from a single DEF tank would simply be split into a tee prior to each dosing cabinet.
Any guidance that you could provide on a single DEF tank being acceptable to meet the requirements of the Requirements Matrix would be appreciated.
Answer: Either a single Diesel Exhaust Fluid (DEF) tank or dual DEF tanks is acceptable, as further detailed in Attachment 1 - YT Requirements Matrix Item No. 123.1.
50. Question: Requirements Matrix SWBS 311 The ship service power generation system shall consist of two (2) identical and independent, minimum 130 kW, three-phase, three-wire, 60 Hz, ungrounded, 440-480 volt, self-exciting generator sets with sufficient capacity to carry the normal vessel operating electrical load at 80% of rated capacity with one ship service generator. Electrical power capacity reserved for the forward towing winch and the aft auxiliary deck winch shall be a minimum of 1.5 times the combined kW power ratings of the main winch motors.
The requirement is fairly clear regarding the generator having sufficient capacity to carry the normal vessel operating electrical load at 80% of rated capacity with one ship service generator. However, it is unclear if the electrical power capacity that must be reserved for the forward towing and aft auxiliary deck winch would be considered with the electrical load on one ship service generator. As the use of the forward towing and aft auxiliary deck winch would not be considered as a normal vessel operating electrical load, but would rather be considered a special operating electrical load, it would seem appropriate to allow the use of both generators to satisfy the electrical load when using the forward towing and aft auxiliary deck winch. Running the electrical generation system in a split-plant operation, with one generator feeding certain electrical loads and the other generator feeding the remaining electrical loads, is a common occurrence for special details (special details being those that are not typically manned during normal underway steaming, such as off-ship firefighting, towing, rescue and assistance, etc.).
Any guidance that you could provide on the electrical loads that would be considered as "normal vessel operating electrical loads," or conversely, guidance on the electrical loads that would be considered outside of the "normal vessel operating electrical loads," would be appreciated.
Answer: Both the forward hawser winch and the aft auxiliary deck winch should be within the normal vessel operating electrical load. Attachment 1 - YT Requirements Matrix Item No. 300 states “The ship service and emergency electrical systems; including power quality, subsystems, and equipment shall be in accordance with IEEE Std. 45 series in addition to the ABS Rules.” Guidance for electric loads analysis is provided in IEEE Std 45.3-2015. IEEE Std 45.3-2015 references IEEE P45.1 [B11] Approved Draft Recommended Practice for Electrical Installations on Shipboard - Design.
