SUMMARY OF CHANGES (REVISED)

The following have been added by full text:

Response to Bidder’s Questions:

15. Question: We would like to point out that the defibrillator, DDU-100 series requested in the above referenced project specifications has been recalled. For bidding purposes can we assume an "equal" defibrillator will be sufficient?

Answer: A defibrillator equivalent to the specified DDU-100 series defibrillator is acceptable. However, the Navy contacted Defibtech on 24 March 2017, and the manufacturer stated that the issue previously identified with the DDU-100 series defibrillator in the recall has since been corrected. The DDU-1000 series defibrillator is still being sold and can be used.

16. Question: Requirements Matrix Item 240 requires a slipping clutch installed in the shaft line, Item 245 requires a disengaging clutch feature on the Z-drives. The requirements indicate two clutches per drive line.

Was this the intent? Unless there is a specific reason it would be unusual to have two clutches between the main engine and Z-Drive, as the MCD slipping clutch allows slipping and total disengagement in one clutch unit.

17. Question: Requirements Matrix Item 635 requires air borne noise level in accordance with ABS HAB(WB) notation. Item 233 requires the main engine to be hard mounted. Item 095 Requires vibration measurements to be taken with main engine at the maximum continuous rating. From previous experience it is very difficult to achieve HAB (WB) noise levels in tugs even with extensive floor treatments, insulation and main engine on resilient mounts. The largest contributing factor to air borne noise in interiors spaces is structure borne noise, with rigid mounted main engine there is a large amount of structure borne noise transmitted to the ship which is difficult to remove without resilient mounted main engine. The level of floor treatments and insulation to achieve HAB (WB) noise levels on a tug with a rigid mounted main engine would be extensive, a major design/cost driver, and likely an obstruction in normal vessel operation.

Could the requirement for hard mounted main engine be reconsidered?

Answer: Attachment 1 YT Requirements Matrix has been revised to delete the requirement to meet noise levels for ABS Guide for Crew Habitability on Workboats. (Item No. 635 in the Requirements Matrix has been deleted.)

18. Question: Requirements Matrix Item 311, states "Electrical power capacity reserved for the forward towing winch and the aft auxiliary deck winch shall be a minimum of 1.5 times the combined kW power ratings of the main winch motors." Please confirm if operators intend to operate both the both bow and stern winches at the same time as this would likely drive the generator capacity.

Answer: The bow and stern winches could be used simultaneously. Therefore, the gensets should be sized accordingly to allow both winches to operate simultaneously. Offerors should note that the 130 kW generator set rating specified in Attachment 1 YT Requirements Matrix Item No. 311 is a minimum. If the Offeror's electrical loads analysis concludes that a higher generator set rating is required, the generator sets should be sized accordingly to the higher rating.

19. Question: Requirements Matrix Item 233.1 could be interpreted as stating there are two SCR systems required for each propulsion engine. Please confirm only one SCR package is required per propulsion engine as the EPA has considered the SCR as part of the engine with requirements on end tailpipe emissions and engine manufacturer's standard supply is a single main SCR package per engine.

Answer: Only one (1) SCR system is required for each system. Attachment 1 YT Requirements Matrix Item No. 233.1 has been revised to clarify the SCR requirements.

20. Question: Requirements Matrix Item 123 could be interpreted as requiring that fuel tanks are to be segregated from the hull by double bottoms. Please confirm that is acceptable for fuel tanks can be directly against the hull plating and can be in either double bottom or deep tanks.

Answer: Fuel tanks can be directly against the hull plating and can be in either double bottom or deep tanks. Attachment 1 YT Requirements Matrix Item No. 123 has been revised to the following "Main fuel oil tanks shall have double bottoms or deep tanks."

21. Question: Requirements Matrix Item 259, requires "A dry type spark-arresting exhaust silencer shall be furnished with each engine and shall be installed at a location after the SCR/CEM aftertreatment system that allows for the most effective silencing without degrading engine performance". Could the term "most effective" be further defined in terms of sound attenuation capability of the silencer in terms of dB?

Answer: Item No. 259 in the Attachment 1 YT Requirements Matrix has been revised to add the following detail "Typical attenuation for the exhaust silencers shall be a minimum of 30 dB(A)." Item No. 342.1 in the Attachment 1 YT Requirements Matrix has been revised to add the following detail "Typical attenuation for the exhaust silencers shall be a minimum of 30 dB(A)."

22. Question: Solicitation N00024-17-R-2205 Page 118 of 147

(f) Buy American Certificate. (Applies only if the clause at Federal Acquisition Regulation (FAR) 52.225- 1, Buy American --Supplies, is included in this solicitation.)

Solicitation N00024-17-R-2205 Page 92 of 147

____ (47) 52.225-1, Buy American--Supplies (May 2014) (41 U.S.C. chapter 83).

The (FAR) is unmarked; therefore Buy America does not apply, Please confirm that this solicitation does not require a Buy America Certificate. If the solicitation does require Buy America, please clarify the requirement in detail.

Answer: Per DFARS 225.1101(2)(i), the Government is using the clause 252.225-7001 Buy American and Balance of Payments Program instead of the clause at FAR 52.225-1, Buy American-Supplies. DFARs 252.225-7001 is listed in Section I Contract Clauses.

23. Question: Attachment 1 - 521.1 Firefighting pump shall be driven by Power Take Off (PTO) on one main diesel propulsion engine for off-craft firefighting (minimum 2,000 GPM at 150 PSI). The firefighting pump shall engage/disengage the clutches locally and remotely from the wheelhouse. Is it possible to get the water pump with an integral clutch? Our Engine supplier does not offer the front PTO housing on the Tier 4 engines. Having a pump with integral clutch will make a much cleaner installation than front stub shaft into free standing pedestal mounted clutch.

Answer: The configuration of the firefighting pump (e.g. integral or external clutch) is up to the Offeror, as long as the pump meets the stated 2,000 gpm at 150 psi capacity requirement and has the ability to be activated both locally and remotely from the wheelhouse.

24. Question: N00024-17-R-2205 Section "M- Evaluation Factors for Award" (pg. 143/147)..under heading "Evaluation Factors": The last sentence in (c) states " A selection may be made to other than the offeror who offers the lowest evaluated price or to other than the best Technical Proposal"

Could you please clarify this statement?

Answer: The referenced statement from Section M of the solicitation is meant to reiterate that the source selection will be based upon a best value tradeoff of all three factors (technical, past performance & experience, and price).

25. Question: Attachment 1, YT Requirements Matrix, Item# 300

“The ship service and emergency electrical systems; including power quality, subsystems, and equipment shall be in accordance with IEEE Std. 45 series in addition to the ABS Rules.” Would Marine Grade Motors be acceptable in lieu of IEEE45 motors?

Answer: Stating an electrical motor is "marine grade" is not an acceptable substitute for IEEE 45 because the definition is subjective. IEEE 45 cites recognized industrial standards, being NEMA (American based) and IEC (International), for electrical motors, as required by ABS Rules under 90 M 4-6-4/3.

26. Question: Attachment 1, YT Requirements Matrix, Item# 664.3

“Four (4) Self-Contained Breathing Apparatus (SCBA) systems (MSA FireHawk M7 or equivalent) shall be provided with all masks, heads-up displays, straps, belts, batteries, and other accessories required to operate the system.” Please review the attached document for the MSA FireHawk M7 and select an option out of each column as more information is needed in order to obtain an accurate quote.

Answer: Each SCBA units shall also be outfitted with the following additional features: single pull with chest strap, swiveling lumbar pad, Extend-Aire™ I & II with Quick Fill, large headpiece and nosecup, SpeeD-ON with neck strap, ClearCommand Amp/RI, APR 18” tube with PAPR kit, PASS with thermal alarm activated no case is required.

27. Question: Attachment 1, YT Requirements Matrix, Item# 838; Solicitation N00024-17-R-2205 Sections F and C-2.0 Crew Familiarization

In order to accurately account for all costs involved with Crew Familiarization, please address questions 27

- 34. All of these questions also apply to the Crew Familiarization to be held in Japan.:

·If the Crew Familiarization is held at the Delivery Point, will the Government provide a classroom (20% classroom 80% onboard the vessel) and will the classroom be near the vessel?

Answer: The Government will provide a classroom. The classroom will likely be located within walking distance of the vessel.

28. Question: What security/indoctrination is required to get on the Delivery Point (Naval Base – Kitsap) and how long does it take to gain access to the base? Are there any special requirements to gain access to the Naval Base – Kitsap (Can we show up on Monday and expect to get in quickly to do the crew familiarization / OEM will be showing up all week long)?

Answer: The Contractor will need to provide advance notification and complete required visit request paperwork prior to arrival at Naval Base Kitsap or Fleet Activities Yokosuka. The estimated times to receive base access passes are dependent on the type of access required (e.g. day pass or multiple-day pass) and the number of applications being processed at that time. Since base access procedures are subject to change, the Contractor should contact the Government closer to the delivery dates to obtain the most up-to-date information. See Section F of the solicitation for additional details regarding delivery.

29. Question: Will there be ample parking for the instructors?

Answer: Contractor personnel will need to get parking passes in accordance with Naval Base Kitsap and Fleet Activities Yokosuka standard policies and procedures. The Government will provide necessary details to the Contractor after contract award.

30. Question: During the 8 hours out to sea, the Contractor will use potable water / fuel / sewage tank / oily water tank. Does the Government have to plan on replacing the fuel / water / and removing the sewage / oily water? If so, are there any facilities available or do we need to plan on trucking in new fuel and potable water and trucking out the sewage / oily waste?

Answer: The Government will provide all fuel, potable water, and pierside services (power, sewage pump out, oily waste pump out) required for crew familiarization.

31. Question: What are the Naval base’s procedures for fueling a vessel pier side / filling potable water / removing sewage / removing oily waste?

Answer: The Government will provide all fuel, potable water, and pierside services (power, sewage pump out, oily waste pump out) required for crew familiarization.

32. Question: If the contractor could use the Navy’s facilities, they could incorporate the fueling / filling potable water / removing sewage / removing oily waste into the crew familiarization – is the Government amenable to this?

Answer: The Contractor should provide verbal descriptions of the craft’s installed equipment, its features, and theory of operations during crew familiarization. Government personnel will perform the actual operations required for fueling, filling potable water, removing sewage, and removing oily waste as applicable and if required during crew familiarization.

33. Question: To serve lunch, the contractor will need to use the galley (probably catered and we would just use the refrigerator / freezer / microwave / coffee maker) – is the Government amenable to this?

Answer: The Contractor is not required to provide lunch to Government personnel during crew familiarization. The Contractor is free to use the onboard galley during crew familiarization for preparation of the Contractor’s lunch.

34. Question: If an emergency occurs, what are Naval Base – Kitsap internal procedures?

Answer: Naval Base Kitsap and Fleet Activities Yokosuka standard emergency procedures for Port Operations and other functions will apply. Since the Government will be providing the services, the detail of the procedures should not affect the Offeror’s proposal and therefore will be discussed with the Contractor after contract award and prior to crew familiarization.

35. Question: Attachment 6, Proposed Delivery Schedule; Solicitation N00024-17-R-2205 Section I, 52.217-7

Attachment 6 contains a Notional Delivery Schedule which lists estimated date of order for vessels 3/4 as Sept 2017 and vessels 5/6 as Jan-Mar 2018. Section I, 52.217-7 states the latest option exercise date as 360 DACA for vessels 3/4 and 540 DACA for vessels 5/6. Please clarify which timeline this contract intends on using.

Answer: FAR 52.217-7 sets the latest date the Government can exercise the option. Attachment 6 provides an estimated award date to allow offerors to plan their workload to propose accurate delivery dates.

However, the dates on Attachment 6 are an estimate and the Government is not obligated to exercise options according to the dates in Attachment 6. An updated 52.217-7 and Attachment 6 are included with Amendment 0003 to indicate a later exercise option date for craft #6.

36. Question: Can you give further information on how you evaluate the price?

Is it individually for each boat or as a total?

Answer: Section M, Factor 3 Price #1 Total Price states, "For the purpose of source selection, the Government will use the completed Section B to evaluate the total price. The price of all FFP items in the contract requirement (inclusive of option items) will be totaled to determine the total price for evaluation consideration. The Government will evaluate offers for award purposes by adding the total price for all line items in the contract."

37. Question: Due to the volume of work required for this proposal and the relatively short duration to respond, we are requesting a 14 day extension to the RFP to improve the quality of the response.

Answer: The Government will not extend the due for bid submission since an extension would not allow the Navy to meet its required schedules for contract award and craft deliveries.

38. Question: Attachment 1; item 240

Will the Navy allow for a solution that would eliminate the MCD clutch as long as it provides the same purpose as intended by the stand alone MCD clutch?

Answer: The Navy will consider alternative methods of meeting the performance requirements of the specified MCD slip clutches. However, Offerors should note that any proposed power transmission solution must allow an equivalent level of low speed maneuverability, in addition to meeting all other requirements stated in the Attachment 1 YT Requirements Matrix. In other words, the proposed solution must allow continuously-variable control of (Z-drive) propeller speed, even below engine idle speed.

39. Question: Attachment 1; Section 123. “Main fuel oil tanks shall have double bottoms.”

Please clarify the Navy’s meaning of “double bottoms” as set forth in this requirement.

Answer: Fuel tanks can be directly against the hull plating and can be in either double bottom or deep tanks. Attachment 1 YT Requirements Matrix Item No. 123 has been revised to the following "Main fuel oil tanks shall have double bottoms or deep tanks.

40. Question: Page 22/147; Sec C, Part 1 states "Item 1001, 1002, and." The solicitation states 2 tugs will be built (1001, 1002) with option for 4 more. Part 1 States "The Contractor shall construct and deliver one (1) "(Tug). "Prices quoted in requirements Matrix should be for (1) complete standard craft".

Please provide clarification on 1 or 2 boats.

Answer: The sentence, "Prices quoted in requirements Matrix should be for (1) complete standard craft" has been deleted from Section C Part 1. Pricing should be submitted using Section B CLINs per Section L of the solicitation.

41. Question: Section H – Contract financing.

Can you explain further the first sentence, “The Government will offer financing based on terms of Contracting Officer – specified commercial contract financing”.

Answer: This introductory sentence means that the Government intends to offer financing (i.e. interim payments) on the contract and that the terms of the financing will be determined by the Contracting Officer based upon what the Contracting Officer has determined is appropriate or customary in the commercial marketplace.

42. Question: Would you be willing to waive the Buy America provision in the solicitation for the lowest technically acceptable offer? Are there any restrictions on purchasing any items sourced from foreign suppliers?

Answer: The USN will not be waiving the Buy America provision in the solicitation. In addition the solicitation carries several provisions and clauses that prohibit certain foreign sourced material or purchasing from certain countries. Please refer to the solicitation to determine if the foreign sourced material you would be proposing appears in any of the prohibited items clauses or provisions. This procurement remains a best value tradeoff for evaluation purposes.

43. Question: Will these be Government owned contractor operated or Contractor owned and operated. Are you looking to have these built brand new or can these tugs be already working. Can you give some specs on existing YT's Government employed at the moment (per the approach for commonality between yt's and acquisition cost).

Answer: The government is procuring 6 new built YT tugs that will be Government owned and Government operated. The RFP Attachment 1 YT 808 Class Requirements Matrix specifies makes and model numbers (or equal) for certain parts and equipment that are of particular concern to the Navy for commonality and standardization. Commonality and standardization applies to parts, equipment, and any performance/operational characteristics which affect personnel training, logistics support, and other lifecycle support requirements.

44. Question: I understand that there is some language in the current RFP for next (6) YT’s construction that prevents use of MAF (mechanically attached fittings). Can shipyards propose to use MAF on these new vessels?

Answer: Attachment 1 YT Requirements Matrix, Item No. 505.1 has been revised to include the following additional text which allows mechanically-attached fittings to be used under certain conditions:

“Other types of mechanically-attached pipe fittings can be used when approved in advance by a NAVSEA representative subject to the Contractor meeting all of the following conditions: (1) Mechanically-attached fittings shall not be used on seawater systems; (2) Mechanically-attached fittings shall be approved by the US Coast Guard and shall have ABS type approval for the application in which the fittings are beings used;

(3) Mechanically-attached fittings shall be sized for North American standard Nominal Pipe Size (NPS) piping and ASTM B 88 coper water tubing Type K, L, and M; (4) Mechanically-attached fittings shall be designed for a minimum of 200 psi internal pressure; (5) Contractor shall provide a spreadsheet/table of calculations for Government approval to demonstrate that fluid velocities through all mechanically-attached fittings installed on the craft will not cause erosion; (6) Contractor shall provide a complete set of all press tools, jaws/adapters, and related accessories required to replace/maintain all mechanically-attached pipe fittings installed on the craft for each craft delivered; (7) Contractor shall provide a set of onboard spares for mechanically-attached pipe fittings for each craft to include a minimum of four spare fittings for every unique material, type, size, rating, and configuration of mechanically-attached pipe fitting installed on the craft; (8) Contractor shall provide certificates demonstrating that all pipe fitters/installers have passed training required by the piping system manufacturer(s); and (9) Contractor shall provide test certificates demonstrating that all piping systems utilizing mechanically-attached fittings have been tested following installation in accordance with the pipe fitting manufacturer’s recommendations and that the tests have been witnessed by an ABS surveyor.”
