DATE POSTED REFERENCE QUESTION NAVSEA RESPONSE
A001 7/31/2014 What are the different options and configurations for the Human Machine Interface (HMI) devices that are required for the production CLINs 0002, 0005, 0009, 0010, 0011, 0012, and 0013 ?
For Variant A (CLIN 0002) and Variant B (CLIN 0005) FAUs and CLINs 0009‐0013, configuration and HMI options have now been included in the Solicitation (See Amendment 0001, Note K & L).
A002 7/31/2014
Can the Government clarify the intended relationship between the SRD and CIDS? For those instances where requirements as described in the two documents are different, which document takes precedence? Are there any functions/items described in the documents that are not included in the FAU or Production configurations? If so what scope of work does the Government want the contractor to assume for those functions/items when generating their RFP response?
The SRD is the higher level document and takes precedence over the CIDS. A note under Section C has now been included in the Solicitation (See Amendment 0001). Please provide specific reference on conflicts between the CIDs and SRD FAU configuration.
A003 7/31/2014 Common Console SRD 3.8.c
SRD 3.8.c requires hatchability of the design through a 30” (29” diagonal) circular hatch as used in submarine applications. Meeting this requirement places significant constraints on the design approach and will be a cost driver. Please confirm a 30" diameter hatch hatchability requirement.
The SRD section 3.8c will be modified under Amendment 0001 as follows: "The Common Console modular subcomponents and their shipping and storage package shall support hatchability of a 30" diameter hatch (maximum diagonal distance of 29")".
A004 7/31/2014 Common Console
SRD 3.6.4.1.2
The SRD 3.6.4.1.2 requires the console to operate though a ‐100% voltage excursion of 0.25 sec (i.e. 0.25 sec with no input power).
Meeting this requirement will require addition of an UPS like capability to all CDS consoles. Can the Government confirm that this requirement is necessary?
This requirement is for the console server. Variant A and B console configurations will require an optional UPS (per para 3.6.1.2.a.3), which is planned to be housed in a portion of the Generic Payload Area, together with the Themis 3U Haswell Server. The console vendor shall propose an UPS for Variant A and B configurations and provide mechanical mounting for the UPS. The UPS shall support console operation through one five minute of loss of power in a six hour period. Standard Variant A and B console configurations will use an SSABT (provided by Aegis ships and possibly others) and will not require an UPS. CVNs, large deck amphibs and possibly others will require the optional UPS. The Note J of the solicitation will be added and SRD will be revised under Amendment 0001.
A005 7/31/2014 CIDS 3.2.1.1.3.a
CIDS 3.2.1.1.3.a states that the display server electronics will be “Government provided”, while other references only state that the Government will select the display server. Is it the Governments intent to GFE display server hardware to the contractor, or to only specify to the contractor what display server they will be required to buy and deliver to the Government?
The CIDS will be revised under Amendment 0001 to define the display server. Under Amendment 0001 the Mechanical Mounting TDP will be provided in Section J Attachment J‐2. Also, under Amendment 0001 the SRD will be modified to designated the Themis 3U Hazwell Server as a required source.

A006 7/31/2014 Common Console SRD Section 3.7.2.1
SRD Section 3.7.2.1 specifies an operating temperature range of 0‐50 degrees C. In the “Integrated Warfare Systems Common Display System Vendor Discussion Briefing Package” from Nov 2013 it was stated that the requirement was changed to 0‐40 degrees to comply with industry standards. However, the RFP still has the requirement range as 0‐50 degrees C. Please confirm the intended operating temperature range requirement is 0‐50 degrees C.
0‐50 degrees C is the requirement (reference Mil‐Std‐810G with Change 1, method 501.6).
A007 7/31/2014 CIDS Section 3.2.2.2.b
CIDS Section 3.2.2.2.b specifies the weight for the Variant B unit as 350 lbs whereas the RFI specified a weight of 650 lbs. Since the weight of the current CDS Variant B workstation with the CEM is 547 lbs, this requirement is unrealistically low. Please confirm the intended requirement is 350 lbs.
The CIDS will be revised under Amendment 0001 as follows: "The total weight of the Common Console Variant B subassemblies, cables, and all dummy weights (but not including the chair) shall be less than 630 pounds for Common Console with a populated generic payload area".
A008 41851 Section L of RFP
In section L of the RFP, there are administrative requirements for the Cost Volume that are different from the guidance for all volumes;
General guidance on page 175 refers to a “List of Illustrations” but Cost Volume guidance on page 184 refers to a “List of Figures” to be excluded from the page count; General guidance on page 177 directs the glossary at the end of each volume but Cost Volume guidance on page 184 specifies the glossary be in the front matter.
Should the Cost Volume be sequenced differently than the other volumes?
The "list of illustrations" referenced on Pg. 175 excludes the page count. The "List of Figures" on Pg. 184 is not the same as "list of illustrations" and there is no page limit for cost volume. On Pg. 177 has been revised to exclude the requirement to have the Glossary at the end for the Cost Volume. The Cost Volume will be sequenced differently than the other volumes.
A009 7/31/2014 Page 175 and 176 of
RFP
Page 176 states that “Cross references matrices will not be included in the Volume I‐III page count”. Please confirm that cross references matrices will not be included in the page count for all volumes as stated on page 175.
The "cross reference matrix" pages will not be included in the page count.
A010 7/31/2014 Page 176, 3rd paragraph, 2nd sentence
Page 176, 3rd paragraph, 2nd sentence specifies “the electronic files shall be submitted on CD‐ROMs formatted for Microsoft Windows 2007….” but the list of files specifies Microsoft Office 2010 file formats. Please confirm that Microsoft Office 2010 file formats are acceptable.
This should be Microsoft 2010. The solicitation has been amended (See Amendment 0001).

Page 176, 4th paragraph, 2nd to last sentence, 4.5 &4.6
Page 176, 4th paragraph, 2nd to last sentence… “Specific instructions are provided under paragraph 4.6.” However, there is no paragraph
4.6. Please confirm that this guidance is provided in paragraph 4.5.
Yes, the paragraph reference should be 4.5 not 4.6. The solicitation has been amended (See Amendment 0001).
A012 7/31/2014 Common Console SRD 3.6.3.3.e ‐ .g
SRD 3.6.3.3.e ‐ .g require the consoles to be mountable to the ships structure using and ISO 7166 slot and hole approach. Meeting this requirement places significant constraints on the design approach that will be a cost driver. It is also doubtful that an ISO 7166 mounted console can pass shock and possibly vibration. Can the Government confirm that this requirement is of sufficient importance/value to them to incur both a non‐recurring and recurring cost upper, and to put the shock/vibration performance of the console at risk?
This is a requirement. For shock and vibration testing, the console shall be bolted to the mounting plates. The previous CDS design with console bolted to the mounting plates has met this requirement.
A013 7/31/2014 Common Console
SRD 3.7.2.8
As written, SRD 3.7.2.8. implies that shock EQT needs to include both Medium Weight Hammer and Heavyweight Barge testing. Is this the Governments intent?
SRD Section 3.7.2.8 Sub‐Section b and c as written does not require both Medium Weight Hammer and Heavyweight Barge testing.
A014 7/31/2014 Common Console SRD 3.6.1.1.a.2
SRD 3.6.1.1.a.2 requires that the consoles main display horizontal centerlines be perpendicular to the 50th% males eye level. This is not consistent with the requirements of MIL‐STD‐1472 at the specified maximum console height of 44”. Can the government clarify this requirement?
SRD 3.6.1.1.a.2 specifies the viewing angle and not the eye level.
A015 7/31/2014 Common Console SRD 3.6.1.3.2.i
SRD 3.6.1.3.2.i requires the G/H division of the keyboard to be on the console centerline. Because the console includes a numeric pad, the effect of this requirement is to offset the overall keyboard outline towards the right side of the console which will impose other limitations on versatility of placement of other HMI devices. Can the government clarify this requirement?
The "G" and "H" keys on the keyboard shall be centered with respect to the centerline of the chair and the console as required in the SRD.
A016 7/31/2014 Solicitation Section B How do we price console configuration and HMI Options? Note J has been added to the solicitation for configuration and HMI option pricing (See Amendment 0001).

Yes, under Section M it is $80,000 per ODC/parts and materials CLINs. Under Section M, the total costs for ODC/parts and material has been corrected. The solicitation has been amended (See Amendment 0001).
A020 7/31/2014
Page 61, SOW paragraph 3.4.3.7 Configuration Status Accounting (CSA)
CLIN 0004 is missing from the mapping of the Configuration Status Accounting (CSA) requirement. Is the intent of the government to omit CLN 0004 as part of the requirement?
CLIN 0004 should be included in the SOW reference. The solicitation has been amended (See Amendment 0001).
A021 7/31/2014 Page 69, SOW paragraph 3.7.4
Would it be acceptable to develop curriculum using AIM II in lieu of using AIM I?
No, it is not acceptable to use AIM II. Please use AIM I as stated in the SOW.
A022 7/31/2014 Common Console
SRD 3.2.1.1.2.5
SRD 3.2.1.1.2.5 states that “The hand controller shall be powered from the Common Console power supply DC output”. If the hand controller requires less than 2.5W could the hand controller be powered by USB instead of the console DC power? This would reduce cabling costs and better support the modularity and open systems approach.
USB Power is acceptable provided the Hand Controller meets all requirements. The SRD will be revised in Amendment 0001.
