BIDDER'S QUESTIONS AND ANSWERS
AMENDMENT 02
QUESTION: Please confirm that the LOE figures in the table provided on page 107 of the solicitation are man years?
ANSWER: Yes. The LOE figures represent the number of "Full Time Equivalents" (FTE) needed to support CLINs 0005, 5100 5200, 5300, and 5400. As a result, the table in page 107 is revised to add FTE description.
QUESTION: Section B, Page 2 of 121. The description of CLIN 0001 and several subsequent CLINs contains the phrase, “SEE NOTE A.” Is the referenced NOTE A the NOTE A – Determination of Performance Incentive found on Page 22 of 121 identified as a Clause Incorporated by Full Text with no clause number cited? If not, where in the solicitation is the referenced NOTE A located?
ANSWER: Yes. The referenced NOTE A in the CLIN description is identified as a clause incorporated by full text "NOTE A- Determination of Performance Incentive" on page 22.
QUESTION: The description of CLIN 1100 and several subsequent CLINs contains the phrase, “SEE NOTE A AND B.” Is the referenced NOTE B the NOTE B found on Page 19 of 121 identified as a Clause Incorporated by Full Text with no clause number cited? If not, where in the solicitation is the referenced NOTE B located?
ANSWER: Yes. The referenced NOTE B in the CLIN description is identified as a clause incorporated by full text "NOTE B" on page 19.
QUESTION: Staffing Plan. As written, this subparagraph (Section L, 4.4.3.c) requires offerors to identify the requirements each individual will be supporting by CLIN. Should offerors identify the support requirements by reference to PWS paragraphs rather than by CLIN? An indication of the individual’s involvement by CLIN already is contained in the requirement for subparagraph 4.4.3.i.
ANSWER: Yes. Offerors should identify the requirements each individual will be supporting by paragraph in the PWS. As a result, Section L, paragraph 4.4.3.c is modified to reflect this information.
QUESTION: This subparagraph (Section L, 4.4.3.i) requires identifying the number of labor hours for each individual being proposed by each year and CLIN. The prescribed Staffing Plan format (Attachment S-2) has columns for entering labor hours by CLIN, but does not provide a place to enter labor hours by year. Should this subparagraph be revised to require identification of proposed labor hours by CLIN rather than by year and CLIN? If not, where on Attachment S-2 should the labor hours by year be displayed?
ANSWER: Yes. Section L, paragraph 4.4.3.i is revised to require identification of proposed labor hours by CLIN only.
QUESTION: As written this subparagraph (Section L, 4.4.5) requires offerors to provide a copy of the appropriate Wage Determination. At 10 pages per Wage Determination document for each of the three Fleet Concentration Areas, literal compliance with this requirement would account for 30 pages of the 50 page limit for Volume IV. Is it sufficient for the offeror to provide only the applicable Wage Determination No. and Occupation Code for each such proposed labor category for each FCA? If not, please consider either increasing the page count or not making the staffing plan part of Volume IV page count.
ANSWER: Yes. It is sufficient for the offeror to provide only the applicable Wage Determination number and occupation code for each proposed labor category. As a result, Section L, paragraph 4.4.5. is modified to reflect this information.
QUESTION: Attachment S-1. The tab labeled Type of CNO Avail by Port includes availabilities scheduled to start in FY 2020, which might extend until after expiration of the awarded contract estimated as 31 May 2020. For purposes of cost and staffing, should we assume that we will perform the full execution support for these availabilities? If so, will additional CLINs be assigned for FY 2021 execution support effort?
ANSWER: Yes. Offerors should assume they will perform the full execution support of these availabilities. If new CLINs are required, the Government will realign any remaining ceiling (dollars and hours) from existing LOE CLINs to a newly created CLIN to support these efforts. These newly created CLINs will not exceed a 12 month Period of Performance (POP).
QUESTION: Section L, 4.2.4.b, last paragraph, page 18, states “The Offeror’s staffing plan shall include a table identifying ALL proposed personnel by labor category supporting this effort. A template for this table is provided in Attachment S-2 and shall be provided in Volume IV – Supplemental Information (instructions detailed in Paragraph
4.4 below).” However, Section L, 4.4.3.a, page 20, states “This section should reflect proposed Staffing Plan described in Volume II Management Approach and be clearly traceable to Volume V Cost. Offerors shall provide a Staffing Plan in the format provided in Attachment S-2. Specifically, the staffing plan shall identify the following for ALL proposed personnel: a. Individual’s Name (Key Personnel only)” In this same section, it states “Unidentified Positions in the Staffing Plan: In the event that a Contractor has not identified a firm candidate for a proposed position(s), that position(s) shall still be addressed within the Offeror’s Staffing Plan. While unidentified positions are permitted, Offerors should note that numerous unidentified positions will be indicative of an inadequately proposed staffing plan. For unidentified staff, Offerors shall:
a. Include the word, “Pending” in lieu of an individual’s name. Question: Please provide additional guidance on what to enter in the name column for non-key personnel. Also, please confirm that a composite rate is not required since a named staffing plan is not required.
ANSWER: Section L, paragraph 4.4.3.a is revised to clarify that for “non-key personnel” offerors shall identify in the “Individual’s Name” column of Attachment S-2, if the proposed employee is a current employee (CE) or a contingent hire (CH). In regards to the question “Also, please confirm that a composite rate is not required since a named staffing plan is not required,” please provide additional clarification to the question in order to formulate a meaningful response.
QUESTION: The RFP contains no basis to estimate the expected volume and type of special projects that will be tasked each year under the contract. Will the Government provide a basis for developing this estimate for the efforts listed?
ANSWER: Yes. For estimating purposes, the effort covered under paragraphs (1) through (5) should not exceed a total of 125 labor hours per year under each applicable CLIN.
QUESTION: Please verify that the Totals Column (Attachment S-5) is correct for each key personnel category. It appears that the numbers in the Totals column is copied over from the Option Year 4 column.
ANSWER: No. The Total Column is not correct. As a result, Attachment S-5 table is revised to delete the Totals column.
QUESTION: Currently, based on instructions in Section L, 4.2.4.B, it appears that the staffing plan is to be included as part of the main body of Volume IV and is part of the page count. Recommend that the Government change the requirement to require submission of Attachment S-2 as an attachment or appendix to Volume IV. This would result in a submission that would be easier to read and evaluate.
ANSWER: Yes. Section L, paragraph 4.2.4.b and 4.4.3 is revised to clarify that Attachment S-2 shall be provided as an attachment to Volume IV.
QUESTION: The RFP provides no basis to estimate the expected volume of CFRs and RCCs associated with the scope of work. Can the Government provide an estimated volume of CFRs and RCCs by fiscal year and CLIN to Attachment S-1.
ANSWER: Yes. Attachment S-1 column E "Execution Planning Work Items" represents the estimated volume of CFRs and RCCs by fiscal year and CLIN.
QUESTION: Section C.3.6 states, "The Contractor shall procure LLTM to support CNO/CM/EM Availabilities as specified via TI." Will the Government define the time frame for "long lead"?
ANSWER: Yes. In accordance with the JFMM, Volume VII, Chapter 4, Appendix E, paragraph 6.a, LLTM is defined as material whose delivery date is greater than thirty (30) days.
QUESTION: Section F, Page 47 and 48, and Section L, 4.1.1j. Section L, 4.1.1 j. States “Describe your organization’s understanding of Just-In-Time (JIT) delivery of Long Lead Time Material (LLTM) procured in support of maintenance and modernization availabilities.” Since delivery of materials on this contract is F.O.B.
Origin, please confirm that for the purpose of this contract, Just In Time Delivery is defined as the contractor having the materials packaged, scheduled and ready for the Government to pick up or delivered to a Government facility for shipping that is near the contractor’s facility where the materials are received, stored and kitted by the contractor.
ANSWER: Yes. For purposes of this contract, Just In Time (JIT) delivery is defined as the contractor having the materials packaged, scheduled and ready for the Government to pick up or delivered to a Government designated facility that is near the contractor's facility where the materials are received stored and kitted by the contractor.

3.0 PROPOSAL REQUIREMENTS
This section delineates general information and requirements to be followed in the preparation of the Offeror’s proposal. If an Offeror fails to comply with the content requirements, this will be considered during evaluation and will result in a lower evaluated rating or ineligibility for award.
An Offeror’s proposal shall be sufficiently detailed to enable Government evaluation board members to make a thorough evaluation, and to arrive at a sound determination as to whether or not the prospective Offeror will be able to perform in accordance with the stated requirements.
The Offeror’s proposal shall be specific, detailed and complete as to clearly demonstrate that the Offeror has a thorough comprehension of the total technical requirements, the Performance Work Statement (PWS), and all other requirements contained in the solicitation. Offerors should assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the Offeror's proposals only. The Contractor should not presume that data previously submitted, or presumed to be known (e.g., data or services previously submitted or performed for the Government), will be considered as part of the proposal. The Government does not assume the duty to search for data to cure problems it finds in proposals. Failure to conform to all requirements of this solicitation may form the basis for rejection of the proposal.
General statements like “the Offeror understands the method for performing the engineering efforts (or any portion thereof) and can or will comply with the requirements of the solicitation” will be considered inadequate, as will generic statements such as "straight forward engineering techniques" and the "highest quality control procedures.”
The Offeror’s proposal must contain a precise description of all terms and conditions of the services offered and must address all topics described below. The information provided in the proposal shall appear in the same order as outlined herein.
3.1 Solicitation Response Requirements
The solicitation response shall contain five (5) separate volumes as follows:
I. Technical Approach II. Management Approach
III. Past Performance IV. Supplemental Information V. Cost
For each volume, the number of copies required and the page limits are shown in the table below.
Volume Title Page Limit

Each volume shall be bound separately and shall not exceed the page limitation cited above. Each volume of the proposal shall be bound in three ring binders to permit removal of sections with each major part tabbed. The Offeror’s company name shall appear at the top of each page. Legibility, clarity, and compliance with the requirements of the solicitation are essential. Failure to provide the requested information may adversely affect the Government’s evaluation of the Offeror. The page count shall include all material with printed matter and figures, including appendices, unless otherwise noted herein. Those pages excluded from the page count must contain only material pertinent to the page heading.
The narrative material in the written and cost volumes of the Offerors proposal shall be typed or printed in a font with the type no smaller than size 12 Times New Roman font on standard 8-1/2 by 11 inch paper. Text line spacing shall be 1.5 lines. One-inch margins on each side, including top and bottom are required. Text within tables, diagrams, pictorial charts, or graphic material may use 8-point font. Fold out pages may be used for diagrams, charts or graphic material only and may not exceed 11 inches by 17 inches. Fold out pages will be counted as two pages.
Fold out pages may only include narrative sufficient to describe the diagram, chart or graphic material. Every paragraph, figure, and table shall be numbered. Proposal material shall be presented on double-sided pages only and in a single column on each page (refer to Section I, FAR 52.204-4). Each double-sided page counts as 2 pages.
A date shall be placed on each page of the proposal corresponding to the date of the initial proposal. Any pages that may be revised as a result of discussions (if required) shall contain revision numbers and dates and shall be identified by redline tracked changes.
The page count shall include all material with printed matter and figures except cover pages, title pages, Table of Contents (TOC), lists of illustrations, tab pages, cross reference matrix, glossary of abbreviations and acronyms, index, and lists of tables which may be combined with illustrations. Pages excluded from the page count must contain only material pertinent to the page heading or be blank and marked "Intentionally Left Blank." Index pages and Tabs are required and shall be cross-referenced to the TOC. Every page, except those marked as blank, will be numbered. If the proposal exceeds the page limit identified, the Government will remove all pages exceeding the specified page count from the back of the proposal prior to the evaluation. These pages will not be removed from the index provided at the back of the proposal.
The Offeror shall provide Volumes I through V on five (5) separate CD-ROMs. Each disk shall be labeled as follows:
Volume #
Offeror Company Name, City, State Offeror POC Offeror POC Phone # Date Format(s) of Files
The cover page of each Proposal Volume shall contain:
Volume Number and Title (e.g., Volume I – Technical Approach) Solicitation number Company Name of the Offeror Offeror's Position on Disclosure of Proposal Data Security Classification of the Volume Serial Number/Copy Number
Proposal submission shall be as follows:
All copies of all proposal volumes (including electronic copies) shall be submitted at the place and at or before the time specified in Block 9 of the SF 33.
No cost or pricing information shall be included in the Offeror's forwarding letter or in any part of its submitted volumes, except the Cost Volume V. Forwarding letters are merely instruments for transmitting the submitted proposals; they are not part of the page count and will not be evaluated. The forwarding letter shall identify all enclosures being transmitted, and shall list all subcontractors identified in the Offeror’s proposal.
In the event that any portion of the proposal is written by anyone who is not a bona fide employee of the firm submitting the proposal, a certificate to this effect shall be furnished which must be signed by an authorized official of the Offeror and shall indicate the person’s name, employment capacity, firm name, relationship of that firm to the Offeror, and which portion of the proposal was written by that person. This certificate requirement applies to both the prime and any subcontractors. The certification will not count against page count and be provided in Volume IV. Although legible, neat, orderly, and comprehensive proposal(s) are required, elaborate brochures or other presentations beyond that sufficient to present a complete and effective explanation are not desired. Elaborate artwork, expensive visual or other presentation aids are neither necessary nor desired.
The Proposal shall contain all the pertinent information in sufficient detail to permit evaluation. The proposal should be detailed and complete as to clearly demonstrate that the Offeror has a thorough comprehension of all technical and other requirements. If an Offeror fails to comply with content requirements, its proposal may be downgraded for failure to follow instructions.
The Offeror shall submit the volumes in both paper format and as electronic files on computer diskettes. The electronic files shall be submitted on CD-ROMs formatted for Microsoft® Windows 2007™ or DOS™ applications; text shall be prepared using Microsoft® Word ™ compatible applications; and spreadsheets, worksheets, or workbooks shall be prepared using Microsoft® Excel ™ compatible applications. All files shall conform to DOS™ naming conventions (i.e., no more than eight characters for the subject and no more than a four letter character extension); only the following extensions shall be used:
.docx for Microsoft® Word 2007™ files .xlsx for Microsoft® Excel 2007™ files
.pdf for Adobe® Acrobat™ 6.0 files
Two complete sets of CD-ROMs shall be provided, one marked “MASTER” and the other marked “BACKUP.”
Offeror shall not embed sound or video files into the electronic files. The disks shall be labeled to indicate the Offeror’s name, the solicitation number, date of submission, appropriate security classification markings, format, and associated volume number. Graphics, tables, photographs, and other data beyond the capability of Microsoft®
Word ™, Microsoft® PowerPoint ™, Microsoft® Excel ™, or not in currently NMCI supported applications may be submitted in Adobe Acrobat format. Electronic cost data must be submitted in Excel. Specific instructions are provided under paragraph 4.5.
3.2 Cross-Reference Matrix
Cross referencing between factors within Volumes I-V is permitted where its use would conserve space without impairing clarity. However, each factor of Volumes I-V of the proposal shall be written to the greatest extent possible on a stand-alone basis so that its content may be evaluated with minimal cross referencing to other factors within Volumes I-V of the proposal. The Cross-Reference Matrices shall clearly identify the location(s) in the Offerors proposal that address or respond to each numbered requirement in Sections L and M. Where cross referencing is necessary, the Offeror must cite the specific factor, page number, section or paragraph for reference.
The Government is not responsible for cross referencing information that the Offeror has failed to identify in the appropriate factor. Information required for each factor, which is not found in its designated factor or properly cross referenced, will be assumed to have been omitted from the proposal.
A complete set of Cross Reference Matrices shall be provided in the front of each volume. The solicitation cross-reference matrix for each volume must indicate the proposal volume section, subsection, and paragraph, cross-referenced with the appropriate PWS paragraphs, applicable solicitation instructions, evaluation criteria, and CDRLs, as applicable.
3.3 Glossary
At the end of each volume of the proposal, Offerors shall provide a glossary of all abbreviations and acronyms used, with an explanation for each. Glossaries do not count against page limitations for their respective volumes.
4.0 PROPOSAL VOLUMES
The proposal volumes, titles, page distribution, hardcopies required, and other related information are listed below.
Maximum page counts are provided for each Volume of the proposal and are listed in the table in section L, 3.1 above. Allocation of pages across particular Tabs within a Volume is left to the Offeror’s discretion, provided the overall page count of the Volume is not exceeded. Information required for proposal evaluation that is not included in its designated volume may result in unfavorable proposal evaluation. Offerors must comply with the submission requirements specified above. Non-conformance with the specified organization, content, and page limitations may result in an unfavorable evaluation of the proposal.
4.1 VOLUME I: Technical Approach
Each Offeror’s proposal shall demonstrate a specific technical approach to perform the requirements in the Performance Work Statement (PWS) cited in Section C. The proposal must be sufficiently detailed and complete to demonstrate an understanding of, and the ability to comply with, all the requirements of the PWS. In addition, it should be noted that the Government views certain types of subcontractor arrangements as carrying potential risk.
Prime/Subcontractor “guaranteed work share” arrangements could potentially hinder performance over the course of the period of performance due to fluctuating workload.
c. Small Business Subcontract Management Approach: Offerors shall describe the extent to which your company has identified and committed to provide for participation of Small Business concerns, Small Disadvantaged Business concerns, Women-Owned Small Business concerns, HUBZone Small Business concerns and Service-Disabled Veteran-owned Small Business concerns as subcontractors in the performance of the requirements addressed within Solicitation N00024-14-R-4404. The Offeror shall provide sufficient information to demonstrate that the tasks assigned to the aforementioned businesses and institutions are meaningful, technical, and/or sustainable. In other words, they will be performing technical functions important to the overall success of the program and also broaden the subcontractors’ technical capabilities. The Offeror shall describe its management approach for enhancing the technical capabilities of the above entities. Of special interest is the amount and type of work to be performed by the subcontractors.

The Offeror shall propose a schedule for mobilizing staff and timeframe when staffing actions will be completed to fully support the effort using the estimated workload provided in Attachment S-1 as the basis for this response.
The Offeror’s staffing plan shall include a table identifying ALL proposed personnel by labor category supporting this effort. A template for this table is provided in Attachment S-2 and shall be provided, as an attachment, in Volume IV – Supplemental Information (instructions detailed in Paragraph 4.4 below).

Offerors shall address their overall contract outcome, cost performance, schedule performance, technical performance, customer relations, innovation, and management on relevant contracts.
Offerors are advised that (1) the Government may contact any or all references listed in the proposal and other third parties, unreferenced customers, agencies, Offerors, consumer protection organizations, etc. for performance information; or use any other data available (such as, Contractor Performance Assessment Reporting System (CPARS)); (2) the Government reserves the right to use any such information received as part of its evaluation of the Offeror’s past performance; and (3) if the Offeror omits projects of which the Government evaluation team is aware or becomes aware, customer assessments may be sought from the relevant organizations. Since the Government may not necessarily interview all of the sources provided by the Offeror, it is incumbent upon the Offeror to explain the relevance of the data provided.
