• Chief Systems Engineers (“Blue Box”)

– Provide system integration leadership and support to various NAVSEA PEO programs

– Platform/program specific work

• Technical Domain Managers (“Red Box”)

– Provide capability and certification support for various technical areas across all applicable platforms/programs

Naval Systems Engineering Directorate (SEA 05)

Scope of Work Summary

• Ship Design Project R&D including Design Tool Development

• New Design & Construction

• In-Service Engineering

• Cost Engineering

• Warfare Systems Engineering

• Other:

– Design Site Support

– All Function-Specific Work

What We Value

• Total Ship Systems Engineering support vice “boutique” support in only one specific area

• Full-Range Team Providing Comprehensive Support

• Personnel with the appropriate background and demonstrated applicable experience

• Sound business practices and management approach

• Recent and relevant past performance

• No recent or relevant experience is considered “neutral”

Procurement Strategy

• Two Step Process…

• Step 1 = ID/IQ Multiple Award Contracts (MACs)

• Three or More IDIQ Contracts – Will exceed 3 if necessary to cover full scope of work in SOW

• IDIQ MAC Awards – Right to Compete for Task Orders, Where the Money and Work Is

• IDIQ Award Based Primarily on Technical Capability – Ensures TOs go to Qualified Teams

• Team Composition

• Past Performance

• Cost/Price

• Step 2 = Task Order (TO) Competitions

• Anticipate at least 7 TO competitions at this time

• TO Awards Based on Best Value Trade-off

• Task Orders Broadly Support Blue Boxes (3 TOs) and Red Boxes

(4 TOs)

• Work is for all SEA 05 Engineering Support Services

• NOT a supply contract

• Estimated that 26% of the contractor support will be outside of the DC Metro area

• Professional Support Services (PSS) are Subject of Separate Competition via SeaPort-e

• MAC ID/IQ Period of Performance (max 5-years)

• One-year base period

• Four, One-year Option periods

• Period of Performance for each TO will be specified in each TO competition

• Each TO will possibly include

Award Term Periods

ID/IQ MAC Proposals

• Government will evaluate each Offeror’s understanding of the requirements and capabilities to meet requirements

• Each Offeror will be required to present an approach to fulfilling SOW requirements with their proposed team members/personnel

• Detailed instructions will be provided in the solicitation

• Written proposals will be evaluated by the Government - Oral Presentations will NOT be required

Additional Contract Information

• ID/IQ MAC awards will allow for TOs to be any contract type permitted by the FAR

– Expect majority to be CPIF level-of-effort (LOE)

– Expect Technical Instructions (TIs) will be used to manage work under the TOs

• NAVSEA Services “Tripwires” apply

– E.g., Extra scrutiny over proposed fully-burdened average labor rates in excess of $156/hour in any labor category in accordance with Policy Memo # 2 – Head of the Contracting Activity Review of Certain Procurement Documents (Rev 2), 31 July 2013

Additional Contract Information

• Task Order Requirements and Teaming Arrangements

– Primes must perform minimum of 40% of work

– Primes must subcontract 26% to small businesses

– No single subcontractor may perform more than the Prime

• A single company cannot be the Prime on more than one ID/IQ MAC

• Companies may appear as subs under more than one prime
