Question Answer 1 Who is the contracts POC for the small business task orders announced at Industry Day? Are there Industry Days planned for the small business opportunities?
Check the Seaport Planning Matrix for information on the small business opportunities. The procurements will be posted on the matrix as soon as information becomes available to the public.
2 The published Industry Day brief on FBO doesn't include the SEA 05 organizational chart that was shown during the Industry Day presentation on May 9th. Can this be provided?
Yes - we are posting a redacted version of that slide with the Q&A
3 When will NAVSEA be releasing the draft ESS solicitation
The Government anticipates releasing a draft ESS solicitation during summer 2016. The Government may alter this anticipated timeframe if necessary.
4 The SEA 05 Industry Day brief does not show support to SEA 05U as part of any of the four Task Areas/Orders listed. In 2014 SEA 05U support was combined with SEA 05V support as one of the seven Task Areas listed at the time.
However, the most recent brief lists the first Task Area as Aircraft Carrier Design, Integration, and Engineering Support only. How will contractor engineering support services to SEA 05U and the submarine community be provided for under this latest strategy?
It is anticipated that contractor engineering support services for submarines will most likely be covered under a contract vehicle specific to PEO Submarines. It will not be included in the SEA 05 ESS procurement.
5 On slide 23 of the SEA 05 Industry Day brief the number of hours is listed for each Task Order. It is assumed that the hours shown are for the entire period of performance and not an annual value.
Is the estimated annual breakdown of hours for each year flat (i.e. total hours divided by 5 for each year) or do the hours change over the life of the contract? If the hours are not flat, would the Government please provide the estimated, by year breakout for each Task Order?
The hours shown on the slides represent the total hours required over the life of the contract, not an annual value. The estimated annual breakdown per year is not flat - the hours change yearly. The yearly breakout of the hours for each task order will be specified in the RFP.
6 Will the government release a draft solicitation and provide industry the opportunity to comment? Doing so will establish a dialogue between the government and potential providers;
allow industry to form teams in response to specific requirements while creating conditions for greater competition. It also allows for a mechanism for Industry to provide feedback to the DRFP, thus enhancing the final solicitation.
It is the Government's intention to release a draft solicitation, time permitting.
7 Cost Plus Incentive Fee (CPIF) services contracts The Government will pursue CPIF task have proven difficult to execute and manage.
CPIF contracts require increased oversight and administration by the Government and the contractor must exercise greater record keeping/financial control of the project (thus increasing program costs). It is also difficult to establish incentive goals that differentiate outstanding technical performance from good/normal performance. Experience mix, total labor requirements, program funding profiles, labor market conditions, geographic work locations and fluctuating technical requirements are often much different over a 5 year period of performance than originally proposed. There is limited certainty as to what the final rates and cost will be. These conditions place undue risk on industry attempting to meet changing requirements and can breakdown the partnership between government and provider. As suggested in the AT&L Memo of Mar 2015 and addressed in the recently released DoDI 5000.74, January 5, 2016 would the government consider a Cost Plus Fixed Fee (CPFF) type contract combined with award term options to reduce uncertainty while injecting performance based metrics in the Award terms that emphasize technical, quality, and schedule performance along with cost.
orders.
8 The requirement for the prime to perform “40% of work in each task area proposed” coupled with a 26% small business requirement limits industry teaming options and constrains the ability to meet the government’s value of a “full range team providing comprehensive support”. Will this element be imposed as a mandated requirement for contract execution or as an evaluation criteria?
The Government anticipates that this will be a mandated requirement for contract execution.
9 Can the government supply the “NAVSEA Organizational Conflict of Interest (OCI) clause” that will be included in the final RFP?
OCI Clause Uploaded to FBO as separate document concurrent with Q&A posting
10 Will there be an Industry Day for the Small Business Set Aside TOs? If so, when is this anticipated?
Check the Seaport Planning Matrix for information on the small business opportunities. The procurements will be posted on the matrix as soon as information becomes available to the public.
11 Will the scope covered in the Small Business Set While some of the language in each of
Aside Task Orders also be included in the main Task Orders?
the task orders may look the same, ultimately the execution of the task orders will allow for no overlap in scope. Each task order will have a distinct scope and no two task orders will be able to interchangeably support the same work.
12 The Proposal Requirements defined in the Industry Day briefing include Past Performance “Relevant to each task area to which the offeror has proposed.” Given the plan to have offerors submit individual proposals for each Task Area they intend to pursue, and the Government’s intent to make a best-value determination, it would seem necessary to require offerors to submit a separate set of past performance references for each Task Area proposal, such that those past performance references represent only those companies comprising the proposed team specific to that Task Area, in order to clearly demonstrate relevant experience specific to each Task Area. Is that the Government’s intent?
The Government's intent is to require offerors to demonstrate past performance relevant to each task area to which the offeror has proposed when performing the best-value determination for each task area. The Government anticipates that it will separately evaluate the specific team proposed for each individual Task Area when making a best value determination for each task area.
13 NAVSEA SeaPort solicitations typically require the Management Plan to address the offeror’s rationale for team composition. Given the importance of team composition relevant to each Task Area, will the Government require a separate Management Plan for each Task Area Proposal, with rationale as to team composition for that Task Area, plus an overarching Integration Plan, should an offeror decide to submit multiple Task Area proposals?
Yes - the Government intends to request a management plan specific to each task area as well as a management plan addressing concurrent management of all of the task areas to which a prime offeror has proposed.
14 NAVSEA Codes 05E, 05P, 05S, and 05Z do not appear to be covered in the planned ESS Task Areas or small-business set asides. Will support for these codes be covered under the ESS solicitation, and if so, under which Task Areas?
The scope of each task order will be organized based on end-item product alignment, not NAVSEA Code
15 Will the Government ask for copies of teaming agreements as part of proposal submission?
Yes
16 A well-defined schedule of labor categories removes ambiguity and serves as a basis for accurate contractor pricing. This, in turn, “levels the playing field” by providing a more structured basis of estimate for offerors to develop labor rates and bid packages. Will the staffing labor mixes (i.e.: seniority, labor categories) be defined
Yes - labor mix will be defined, but will not be the same for every task area.
in the solicitation? Will these be the same for each task area?
17 Do you have an estimated time when the SEA 05T RFP would be issued? When?
Check the Seaport Planning Matrix for information on the small business opportunities. The procurements will be posted on the matrix as soon as information becomes available to the public.
18 Will the SEA 05T RFP be issued through Seaport or FBO.gov?
Seaport
19 Will the SEA 05T RFP be issued as a Small Business Set-a-side and not as a Service Disabled or HUB Zone?
Check the Seaport Planning Matrix for information on the small business opportunities. The procurements will be posted on the matrix as soon as information becomes available to the public.
20 Will the Government announce who were the small businesses who responded to the SEA 05T Sources Sought in June 2015 were considered qualified?
No
21 Will the solicitation come out as a Cost Plus Fixed Fee (CPFF) type contract?
The SEA 05 ESS solicitation will be Cost Plus Incentive Fee (CPIF), NOT Cost Plus Fixed Fee (CPFF)
22 Will the contractor be required to have a Top Secret Facility Clearance?
This information will be available in the Request for Proposal (RFP)
23 Will the NAICS Code be 541330 Yes - the task order will be awarded in Seaport and the only NAICS code in Seaport is 541330
24 Who are the current incumbents performing this SEA 05T work?
See slide 10 of the Industry Day briefing
25 Will the Government allow the small businesses who bids SEA 05T to be a sub to a large business bidding on NAVSEA 05 ESS omnibus contracts?
Yes
26 Will the Government allow large businesses priming the NAVSEA 05 ESS omnibus to be a sub to small businesses who are priming the SEA 05T small business set-a-side?
Yes
27 Will the SEA 05 ESS solicitation include work to support any existing or future submarine programs?
No
28 Will the SEA 05 ESS solicitation limit the percentage of work performed outside of the DC area?
Compliance with the SeaPort-e MAC IDIQ terms is required. The solicitation will require the offeror to maintain design site facilities within a 2 mile radius of the Washington Navy Yard.
Any location requirements for support will be defined in the solicitation, but will be determined based on individual requirements and will not be determined on a percentage basis.
29 Are all SEA05C funded efforts included in the Cost Engineering SB set-aside?
The task orders are aligned based on end item product, not NAVSEA code or source of appropriated funds.
30 Is the Technology Development and Transition (TD&T) SB Set Aside strictly for SEA05T support? Or does it cover all RDT&E funded efforts?
The task orders are aligned based on end item product, not NAVSEA code or fiscal appropriation.
